Introduction
The aim of this document is to improve and standardise the mechanics of table officials at all levels with regards to
completing the Basketball England Traditional Scoresheet, Basketball England Running Scoresheet, and the
International Scoresheets used by FIBA and IWBF.

This document also aims to give table officials a thorough understanding of the scoresheet through both simple and
more complex scenarios which will prepare a scorer for any situation that may occur during a game.

Prenotes
Section B of the FIBA and IWBF Rule Books outline the regulations for completing the international scoresheets; the
FIBA Table Officials Manual 2017+ Version 5.0 gives additional instructions for completing the scoresheet and the
wider role of the Table Officials; finally, the Basketball Table Official Mechanics Manual outlines additional
information relating to the role of the Scorer, this manual should be read in conjunction with these documents.

There are a number of different example games contained in this manual. Each example contains a play-by-play
record of the game, a completed Basketball England Traditional Scoresheet, a completed Basketball England Running
Scoresheet and an additional notes section which explains the process behind completing specific scenarios within
each scoresheet.

There is also an example of a completed FIBA International Scoresheet and an example of a completed IWBF
International Scoresheet. A FIBA Digital Scoresheet version is also included for each example.

Each example assumes the knowledge from all of the previous examples, so example Scoresheet 2 assumes the
knowledge from Example 1 etc.

Definitions & Abbreviation


Match Officials/ The match officials (or officials) are the Crew Chief and 1 or 2 umpires.
Officials
Table Officials The table officials are a Scorer, Assistant Scorer (if present), Timer and Shot
Clock Operator.
Dark Colour The Dark Colour is either Black or Blue ink, which remains the same throughout
the game, in which the header, footer and other sections of the scoresheet are
completed.

HEADER

Officials’ Names
Officials’ names written in form SURNAME, I.
If only 2 officials are appointed put a ‘-‘in the Umpire 2 space.
For international games, the three letter International Olympic Committee
country code shall be added to indicate the official’s nationality.

Team & Player Names


The Team name is entered here in full.
Players’ names are entered in numerical order in the form SURNAME, I.
The full licence number is also recorded.
*Exceptions*- For FIBA International games only the last 3 digits of the licence
number is required. On the IWBF scoresheet, the licence number column is
substituted for the player’s classification (See Example Scoresheet 3).
For BBL games, if no licence card is provided a ‘-‘ should be entered to ensure this
cannot be added after the game.

Starting 5s and Captains


At least 10 minutes before tip, the scorer shall ask both coaches for
their starting 5 players. This is recorded by inscribing an ‘X’ in the
player-in column.

The coach shall also inform the scorer of the captain. This is
recorded by inscribing ‘(CAP)’ after the player’s name.

TEAM
DETAILS At this time the Coach shall check the information has been
entered onto the scoresheet correctly. Once satisfied he shall sign
the scoresheet next to his name.

Coach A shall provide this information first followed by Coach B.

If there is no coach the captain shall act as Coach and shall be


entered with (CAP) after his name in the coach section.

Pen Colours
The scorer shall use 2 different coloured pens, the Dark Colour (Black or Blue) and Red.
The header, footer and team details should all be completed in the Dark Colour.

The 1 and 3 periods are completed in Red. The 2 and 4 periods are completed in the
Dark Colour.
Should overtime be required, all periods of overtime shall be completed using the Dark
Colour as extra periods are considered a continuation of the fourth period.

FOOTER

Unused Player & Coach Boxes


At the first opportunity after the game starts, using the Dark Colour, rule through any unused
player, coach and officials boxes. If there are more than one blank entries, the horizontal line 4
shall reach the first foul box and then continue diagonally, to the last box, as shown.

Which Scoresheet Will I Be Using?
All four formats of the scoresheet are used in Britain. The table below shows which format
is used at different levels of the game.

BE Traditional Scoresheet.
The BE Running Scoresheet can be used. This is rarely the
Local Leagues
case. This is, however, at the discretion of the local league
organisers.
* The FIBA Digital Scoresheet (DSS) is used in all FIBA Europe international games and tournaments. This is
a computer software programme which produces an onscreen scoresheet which is then printed. This
method of completing the scoresheet will not be discussed further in this manual however this software can

Manual, supplied by FIBA, can be found downloaded from

This example introduces the basic processes of the Basketball England Traditional and Running Scoresheets. It
includes recording baskets, free-throws, fouls and substitutions in addition to showing the general layouts and
principles of the scoresheet.

The 4 versions of this scoresheet explore 3 different situations regarding a tied score at the end of Period 4.
Example 2A is tied at the end of Period 4 and requires 1 period of overtime.
Example 2B is tied at the end of Period 4 and at the end of the first period of overtime and therefore requires a
second overtime period.
Example 2C is tied at the end of Period 4, at the end of the first and second periods of overtime and therefore
requires a third overtime period. This example also shows the process for a game which uses all available space
on the BE Traditional Scoresheet and requires the scorer to go back into a previous column.
Example 2D is the first-leg of a two-legged (aggregate score) match, as a result no Overtime is played.

The penalty for a player technical foul in FIBA is normally* 1
free-throw and possession of the ball.
However, under the IWBF Wheelchair Basketball rules,
there are circumstances when a player technical foul has a
higher penalty (Lifting Fouls). As a result, in a game of
Wheelchair Basketball a T2 or a T3 is possible.

The only exception to this is during the cancelling of equal


penalties, in which there will be no free-throws.

⑧- Returning to a Previous Column


Very rarely a situation occurs when there is no more available space
in the scoresheet. When this occurs the procedure is:
• If during the first half, the first two columns are full, continue
into the third column
• If during the second half, the third and fourth columns are full
and
o There is remaining space in the first two columns
return back (i.e. do not enter the Overtime column)
o There is no remaining space in the first two columns
then enter the Overtime column
• If during Overtime, the Overtime column is completed (this is
the case in this example), return back as far as possible.
Be careful as the teams may be shooting in the opposite
direction. Should this be the case, rewrite, using the Dark
Colour, the column headings as shown.

Should a situation occur where there is no remaining space on the


scoresheet then a new scoresheet must be started. In this case:
• Continue recording points in the first column of the second
scoresheet
• Complete the header of the scoresheet (this may need to be
done after the game has ended)
• Complete the officials details in the footer
• Continue to record all fouls on the first scoresheet.
At the end of the game:
• Compete the first scoresheet as with any other scoresheet, also;
• Ensure the officials sign BOTH scoresheets
• Complete the scores section, including the winning team, on
BOTH scoresheets.
• Ensure both scoresheets are attached together.

If the game requires more than 3 overtime periods, continue


recording time-outs underneath the existing 3 Overtime time-out

BE Running Scoresheet Team Scoring More than 160 Points
Very rarely a team may score 160 points in the game, should this be
the case, a new scoresheet must be started. In this case:
• Continue recording points starting at 61 on the second
scoresheet.

done after the game has ended)
• Complete the officials details in the footer
• Continue to record all fouls on the first scoresheet.
At the end of the game:

Fighting Situations
Below clarifies the rule regarding fighting situations and how to record these on the scoresheet.

For clarification, a ‘fighting situation’ is a situation in which in the judgement of the officials, any of: coaching staff,
substitutes, excluded players or team followers leave the team bench area during a fight, or a during any situation
which may lead to a fight.

Should any of the above mentioned personnel leave the team bench area they shay be disqualified.

Only the coach and/or assistant coach are permitted to leave the team bench area during a fighting situation
providing they intend to restore order. Should this be the case, they shall not be disqualified.

The penalty for a fighting situation is a single bench technical foul with 2 free-throws, regardless of the number of
personnel that leave the bench area. Since this is a bench technical foul, this is not counted as a team foul.

Below outlines a number of scenarios and how these should be recorded.

Scoresheet Errors
All officials make mistakes from time to time; it is important that any mistakes are corrected as soon as
possible and in the appropriate way.

A mistake on the scoresheet can be corrected up until the Crew Chief signs the scoresheet
at the end of the game, even if this affects the overall result of the game.

Complex Game Scenarios:
Default, Forfeiture and Abandonment of Games
Below is guidance on how to complete a scoresheet when a game is lost by default, forfeiture or a game is abandoned.

General Notes
v Remember that the scoresheet is an accurate record of the game played.
v If the game is played, complete the scoresheet ensuring that no further scores, fouls, team list or summary points can be
added after the event.
v Any event which results in disqualifications, forfeit or default wins will also be reported within 48 hours to the Competitions
Department, in addition, the Crew Chief is required to write a brief summary on the back of the scoresheet, Article 46.10-
FIBA Rules.

Examples
1) Game does not start due to team only having 4 players 15 minutes after the scheduled tip-off time.

Following Article 20 of the FIBA Rules, the game has been lost by forfeit and the score is recorded as 20-0.

Procedure:

• Complete the scoresheet header and team list for the team which is present.
• A team is permitted to arrive 15 minutes after the advertised tip-off time. At least 10 minutes prior to this time, the
scorer shall obtain the starting 5 players and the captain of the team that is present. The coach of this team must then
sign the scoresheet.
• If there are more than 4 players from the offending team entered onto the scoresheet, rule through any players who
are not present at the game.
• 15 minutes after the original tip-off time, the time at which the game is awarded, the scorer shall:
o Using the dark colour, rule through any unused spaces in the team list for the team that is present
o Using the dark colour, write “ABSENT” in the players’ names section of the team list of the team that is not
present
o Record the final score as 20 - 0 (or 0 - 20) and record the name of the winning team in the footer and complete
the footer information.
o Sign the scoresheet, Table Officials first followed by the Umpire(s) and finally the Crew Chief.
o The Crew Chief must then write a brief report, which is signed, dated and the time of writing included, on the
back of the scoresheet, followed by a detailed report sent to the organising body.

2) Team refuses to re-enter the court to continue the game after been instructed to do so by the Crew Chief.

Following Article 20 of the FIBA Rules, the game has been lost by forfeit and the score is recorded as 20-0.

Procedure:

• Regardless of the point in the game, using the dark colour, double underline the final score, and if using the Running
Scoresheet, circle the final score at the point the game was stopped.
• Complete the footer of the scoresheet. If any periods have not been played, put a "/" in the relevant spaces in the
Scores section. If periods have been partially completed, write the number of points scored up until the game was
stopped in the Scores section.
• Record the final score as 20 - 0 (or 0 - 20) and record the name of the winning team in the footer and complete the
footer information.
• Sign the scoresheet, Table Officials first followed by the Umpire(s) and finally the Crew Chief.
• The Crew Chief must then write a brief report, which is signed, dated and the time of writing included, on the back of
the scoresheet, followed by a detailed report sent to the organising body.

3) Team has fewer than 2 players on the playing court ready to play and…

a) The team reduced to fewer than 2 players are ahead (or the game is tied) at the point the game is stopped.

Following Article 21 of the FIBA Rules, the game is lost by default.

Procedure:

• As the game has started, always using the dark colour, rule through any unused personal foul, team foul and time out
boxes.
• Regardless of the point in the game, using the dark colour, double underline the final score, and if using the Running
Scoresheet, circle the final score at the point the game was stopped.
• Complete the footer of the scoresheet. If any periods have not been played, put a "/" in the relevant spaces in the
Scores section. If periods have been partially completed, write the number of points scored up until the game was
stopped in the Scores section.
• Record the final score as 2-0 in favour of the team who the game is awarded to.
• Sign the scoresheet, Table Officials first followed by the Umpire(s) and finally the Crew Chief.
• The Crew Chief must then write a brief report, which is signed, dated and the time of writing included, on the back of
the scoresheet, followed by a detailed report sent to the organising body.

b) The team reduced to fewer than 2 players are behind at the point the game is stopped.

Following Article 21 of the FIBA Rules, the game is lost by default.

Procedure:

• As the game has started, always using the dark colour, rule through any unused personal foul, team foul and time out
boxes.
• Regardless of the point in the game, using the dark colour, double underline the final score, and if using the Running
Scoresheet, circle the final score at the point the game was stopped.
• Complete the footer of the scoresheet. If any periods have not been played, put a "/" in the relevant spaces in the
Scores section. If periods have been partially completed, write the number of points scored up until the game was
stopped in the Scores section.
• Record the final score as the score at the point where the game was stopped.
• Sign the scoresheet, Table Officials first followed by the Umpire(s) and finally the Crew Chief.
• The Crew Chief must then write a brief report, which is signed, dated and the time of writing included, on the back of
the scoresheet, followed by a detailed report sent to the organising body.

4) Game abandonment

This covers a game which is stopped prior to the game being completed and includes:
v injuries to players
v venue issue
v for Basketball England Junior National League games, a junior team being unsupervised by a DBS checked adult due
to disqualifications

Procedure:

• As the game has started, always using the dark colour, rule through any unused personal foul, team foul and time out
boxes.
• Regardless of the point in the game, using the dark colour, double underline the final score, and if using the Running
Scoresheet, circle the final score at the point the game was stopped.
• Complete the footer of the scoresheet. If any periods have not been played, put a "/" in the relevant spaces in the
Scores section. If periods have been partially completed, write the number of points scored up until the game was
stopped in the Scores section.
• Record the final score as the score at the point where the game was stopped.
• Record the winning team as the team leading at the point the game is stopped, regardless of any injuries which have
led to the game being stopped.
• Sign the scoresheet, Table Officials first followed by the Umpire(s) and finally the Crew Chief.
• The Crew Chief must then write a brief report, which is signed, dated and the time of writing included, on the back of
the scoresheet, followed by a detailed report sent to the organising body.

The organising body will decide on the final outcome of the game or if the shall be replayed.

Captain Signature Under Protest Procedure
If a team believes that its interests have been adversely affected by a decision of an official or by any event
that took place during the game, they are able to sign the scoresheet under protest.

FIBA Rules Section C outlines the procedure in which this is completed and states:

• The captain of the team protesting shall, within 15 minutes of the end of the game, inform the Crew Chief
that his team is protesting the result of the game and signs the scoresheet in the correct section of the
scoresheet. For Basketball England Competitions, the Captain must inform the Crew Chief immediately at
the end of the game that he wishes to sign the scoresheet under protest. He must then physically sign the
scoresheet within 15 minutes.
• In order to make this protest valid, the official representative of the team (of national federation in the event
of international competitions) must give confirmation of this protest in writing to the organising body (FIBA
in the case of an international competition). It is sufficient to write:

[Name of team protesting] wishes to protest against the result of the game [include match number, if
applicable] between [Home team] and [Away team] held on [date].

• In the event the protest is rejected, the protesting team must deposit the required amount to the organising
body or FIBA representative/ President of the Technical Committee during international games
• Within 1 hour following the end of the game the team must submit its protest to the organising body.

Notes for Officials


It is important that officials are fully aware of the procedures outlined above in the event this occurs at a game they
are officiating. Below is some further important additional information for officials to be aware of.

• Only the playing captain (who must not have been disqualified during the game), is eligible to sign the
scoresheet under protest. In the event of the captain nominated by the coach prior to the game being
disqualified, the new captain as nominated by the coach may sign the scoresheet under protest.
• The Crew Chief must submit a detailed report to the organising committee within 1 hour of the end of the
game.
• It is important that the officials make a note of the time at which:
1. The game ends, which will be included after the name of the Winning Team
2. The captain signs the scoresheet under protest
3. The Crew Chief submits his report
as all of the above may affect the validity of the protest.

Officials are not required to make a note of the protest on the scoresheet. It will be apparent that a team has
protested due to the captain’s signature under protest and the reports and correspondence to the organising body.

Amendments
Occasionally it is necessary to make changes to the way table officials carry out their roles, including
completing the scoresheet. These changes occur for a number of reasons including: amendments and
additions to the FIBA Rules; changes made by the FIBA Table Officials Development Group; or changes to
mechanics.
