As a part of Vanbandhu Kalyan Yojana, which states doubling the income of Schedule tribe Families
in Integrated Tribal Development Project Talukas of Gujarat, Tribal Development Department,
Government of Gujarat has joined hands with various private partners, NGOs, as well as Government
machinery for implementation of such result oriented projects in Animal Husbandry, Agriculture
Diversification and Skill Training segments. Furthermore, TDD intends to set up High Quality and
state of art Vocational Training Centers (VTC) with leading sectoral private sector partners (PSPs).
For which, well-defined Public Private Partnership (PPP) policy was formulated. The said policy has
been approved by Hon’ble Chief Minister of Gujarat for setting up VTCs with PSPs.
PPP approach is a revolutionary concept and the opportunity is too good to miss. The 43 Talukas on
the eastern fringe of Gujarat have been hitherto untapped by private players. Although, India ranks
higher in generating qualified professionals in various sectors, availability and skill levels of semi
skilled manpower is very low. Existing Industrial Training Institutes (ITIs) so far cannot bridge the gap
as seen in recruitment of qualified professionals and trained personals. Taking this into consideration,
PPP model has come up as an effective solution. PPP involves a contract between a State
Government and Private Sector Partners (PSPs), in which the PSPs provide vocational training to
tribal people in Vocational Training Center (VTC) scheme under PPP based model of Government of
Gujarat. A government resolution for participation of Private Sector Partners for implementation of
CM's Ten Point Program was passed vide no. VKY-102007-244(1)/P dated 10th April, 2007.
Keeping in view the involvement of private sector in managing Vocational Training Centers, a GR has
been passed vide no. NSA-1008-763-GH dated 21.08.2008.
Administrative Ladder
A. PPP Policy
With an objective of making the ST youth of Gujarat Employable and skilled, a highly innovative and
optimistic project called Vocational Training Center came into existence on 21.06.2008 under Public
Private Partnership scheme through PPP policy. The project and training activities in the said project
were designed for providing advanced industry specific employment oriented training with active
support of surrounding industries.
On the same day on 21.06.2008 when PPP policy came into existence vide GR No. NSA/1008/763/G,
a High Powered Committee (HPC) was also constituted for according approval to the proposals for
new VTCs, other policy level issues in existing VTCs etc. The HPC is chaired by the Hon'ble Chief
Secretary of Gujarat and has Head of Departments of Finance, Labour & Employment and Tribal
Development Departments as members. The HPC holds it's regular and need based meetings at
least twice and thrice in a financial year.
C. State Level Technical Committee
On 13.09.2010, a need was felt of another committee to take decisions on parallel issues arise in VTC
time to time i.e. approval of courses, increase/decrease in no. of batches, commenting and
recommending on proposals for new VTCs, other issue which were technical in nature. With the aim
to bring better decision making on VTC issues on technical side, expert member from various other
departments introduced in State Level Technical Committee under the Chairpersonship of then
Principal Secretary, TDD.
Chronological Advancements
1. All Gujarat Institutes of Driving Training and Technical
Research :
The VTC project is managed by Maruti Suzuki India ltd. this is the first VTC project, which was
approved in 2007 before PPP policy came into existence. Training activities in AGITTR is running
since 2009. At present Light Motor Driving Vehicle Training is going on in AGIDTTR. Currently
AGIDTTR has trained 15381 Tribal youths out of them 11259 candidates has been placed in various
reputed industries and organizations.
2. Vaghaldhara Trust :
After constitution of HPC, the first Project approved by HPC on 24.08.2008 was Vaghaldhara Trust,
which is located in Vaghaldhara, Valsad. Vaghaldhara Trust is a Public Charitable Trust registered
under the Bombay Public Trusts Act, in the year 1968. It is actively operating in the education sector
in the district of Valsad. VVKM had shown enthusiastic interest by proposing to set up a multi - sector
VTC at Vagaldhara, Valsad (village Vagaldhara is covered under the -7- pocket of tribal development
sub-plan). VVKM has allocated its land (4.5 Acres) for setting up of the VTC. The center has been
already established with state of the art facilities including machinery and equipments. Currently 17
courses are launched at VVKM. Currently VVKM has trained 7382 Tribal youths out of them 5306
candidates has been placed in various reputed industries and organizations.
3. SEWA Rural :
On 25.05.09 HPC accorded an approval for Expansion of Existing VTC under PPP policy .which was
working in the tribal area for last 30 years. SEWA Rural is a voluntary development organization
involved in health & development activities in rural tribal area of South Gujarat at Jhagadia since
1980. The activities were initiated by a group of young professionals having education & experience in
Medical field from India & abroad and based upon the ideals & ideas of Swami Vivekananda &
Mahatma Gandhi. VTC managing by SEWA Rural in Jhaghadiya, Bharuch are running 12 different
trades. Currently Sewa Rural has trained 1579 Tribal youths out of them 817 candidates has been
placed in various reputed industries and organizations.

On 13.09.2010, another milestone was reached in VTC. Another VTC was approved by HPC i.e.
Shroff Foundation Trust-VTC. Shroff Foundation Trust was established as a philanthropic endeavour
of the Shroff family a well-known industrial and business family of Gujarat. It was as instituted in 1980.
Its developmental activities started in 1987. The Trust provides supportive services in implementation
of interventions in diverse areas such as Health, Education, Agriculture Development, Horticulture
Development, Livestock Management, Water and Sanitation, Capacity building and skill up gradation,
Women Empowerment, Children Development, Natural Resource Management, Safe Drinking Water
Program, Disaster Management, Drudgery Reduction and Livelihood Security. SFT-VTC is named as
VIVEC. SFT has started training at village Paldi, Ta-Waghodiya,Di-Vadodara. 10 courses are running
in VTC. Following are the trades in approved in SFT. Currently has trained 7336 Tribal youths out of
them 6492 candidates has been placed in various reputed industries and organizations.

Muni Seva Ashram (MSA) is a Public Charitable Trust under the Bombay Public Trust Act 1950 and
was established near a village called Goraj in Dist. Vadodara to implement the integrated community
welfare programmes entered into VTC project on 28.10.2010 by the approval of HPC. MSA is
presently working in sectors like health care, education, family centers and training activities. Under
the MSA, a charitable hospital is running, which serve the patients of severe and general deceases.
AS MSA is located in interior area of village, it has been a very good source of creating awareness
towards health facilities in rural area in other district also. At present 8 courses are running in rented
premises. Name of trades approved in MSA as follows: Currently Muni Seva Ashram has trained 1881
Tribal youths out of them 1713 candidates has been placed in various reputed industries and
organizations.

On the same day i.e. 28.10.2010, HPC approved ARDF to set up the VTC in Dharampur talika of
Valsad. Atul Rural Development Fund (ARDF) was established in 1978 at Atul, Dist. Valsad, Gujarat
State by ex-Chairman late Shri Siddharth Kasturbhai Lalbhai to implement the integrated rural welfare
programmes for the poor and needy of the surrounding villages of Atul Campus which is located in
Gujarat 200 kilometres north of Mumbai. Since inception, ARDF has been carrying out social welfare
activities in the area of Health care, Education, Housing, Agriculture and Vocational Training etc in the
Valsad District. ARDF, also acts as a channel to implement rural welfare scheme of the Government
and non-government organization. At present 6 courses are running in rented premises. Following are
the approved courses. Currently has trained 7382 Tribal youths out of them 5306 candidates has
been placed in various reputed industries and organizations.

Another VTC approved by HPC on 23.10.2010 was Gramin Vikas trust, A National Level Not-for-Profit
Organization promoted by Krishak Bharti Cooperative Limited (KRIBHCO), Government of India and
Department for International Development (DFID), UK. GVT has been working for the sustainable
livelihood enhancement of the poor in the rain fed areas across the central tribal belt of the country.
The interventions relating to livelihood enhancement being handled by GVT have been operational
since 1992. GVT has been following an integrated and holistic approach to livelihood enhancement
and so has developed competencies in all issues relating to tribal livelihoods. Details of operational
areas of GVT are; Gujarat, Madhya Pradesh, Rajasthan, Uttar Pradesh, Chhattisgarh, Orissa,
Jharkhand, West Bengal, Assam and Himachal Pradesh. GVT's thematic areas of operations include
Skill Development, Social and Institutional Development, Soil and Water Conservation (SWC), Water
Resource Development (WRD), Agriculture Development, Forestry, Livestock, Seasonal Migration
and Participatory Research. In VTC, 6 courses are running in rented premises. GVT will undertake
following courses. Currently GVT has trained 2453 Tribal youths out of them 1837 candidates has
been placed in various reputed industries and organizations.

During 10th High Power Committee meeting being chaired by Hon.Secratory of Gujarat has approved
the project for "Setting up Vocational Training Center (VTC) for ST Youths in Plastic Engineering
Sector" at Dharampur, Di-Valsad being managed by Central Institute of Plastics Engineering and
Technology (Cipet). The duration of project was approved for 10 years and will trainee 9000 ST
youths from all over the state.
Cipet is premier national institute established under department of chemicals & petrochemicals under
the ministry of chemicals & fertilizers, government of India. CIPET is devoted to academic, technology
support and research for the plastics and allied Industries. Cipet maintains uniform infrastructural
facilities in the areas of design, CAD/CAM/CAE, tooling and mould manufacturing, plastic processing,
testing and quality control. Training program was started in year 2015 in rental premises at
Dharampur, Di-Valsad.
9. BPO At ChhotaUdepur :
BPO (Business Process outsourcing) project conducted by Shroff Foundation Trust was approved by
14th High Powered Committee of Vocational Training Centers under the chairmanship of chief
secretary. Shroff Foundation Trust is a Registered NGO & working since 18 years in the Tribal blocks
of Vadodara District now independent district Chhotaudepur. The VTC Project is operational at
Chhotaudepur in rental premises. Currently SFT BPO has trained 881 Tribal youths and out of them
738 placed. 18th Governing Body of DSAG has extended project duration for 3 years. Currently

10. GIZ IS :
D-SAG identified GIZ IS as consultancy organization for providing Technical Assistance/ Support to
VTCs in ITDP areas. GIZ IS is an international organization owned by Government of Federal
Republic of Germany. Over a period of more than 30 years GIZ IS has been providing consultancy
services covering the whole range of expertise needed to develop efficient and effective Vocational
Education and Training system.
A project proposal was submitted by GIZ IS for the project "Providing Technical Assistance and
Support Services (TASS)" in establishing Vocational Training Centers for the Schedule Tribe (ST)
youth of Gujarat State in July 2009.
An approval was signed with GIZ IS on 13/01/2009 during the Vibrant Gujarat Global Investors
Summit, 2009.
State Level High Powered Committee approved the project proposal in the meeting held on 21st
December, 2009. The minutes of the said meeting may kindly be referred with regard to the approval
of the project.
D-SAG issued a letter vide No. VKY/2009/582/D-SAG (II) dated 08/02/2010 granting an in-principle
approval to the project.
