THE CODE OF ETHICS OF A PROFESSIONAL

INTRODUCTION
TEACHER

Good day everyone! I hope everyone is well and in good health! Before I introduce
our next lesson, let me ask first the following questions:

1. Can you describe teaching as a noblest profession?


2. Were you inspired by Anne Sullivan and Marva Collin’s exemplary characteristics
as teacher?

I do hope that most of you realized that teaching is the noblest profession and
inspired by Anne Sullivan and Marva Collins’s characteristics as a great teacher after
watching the movie or reading the story. Now, this module is the Chapter 4 of our course
subject. This explains and discusses the code of ethics of a professional teacher stipulated
in PD 1006 and R.A. 7836 professionalized teaching. The topics include the following:

A. Code of Ethics for Professional Teachers: The Preamble and Article


B. The Code of Ethics for Professional Teachers: Relationship with the Secondary
and Tertiary Stakeholders

WHAT SHOULD YOU KNOW?


After the end of this chapter, you should be able to:
1. discuss the Preamble and Article I of the Code of Ethics for Teachers in the
Philippines

parents all education stakeholders.

BE THE JUDGE
Let us read these and be the Judge. Answer the questions below and justify your answer.
1. During the distribution of the report card, which of the following must be the foremost concern
of a teacher?
a. Discuss the projects of the school.
b. Discuss the progress as well as the deficiencies of the students.
c. Discuss the unsettled bill of the students.
d. Discuss the complaints of other teachers and classmates of the students.

2. Toward the end of the school year, the mother of one of the candidates for honors visits you
to ask about her child’s chances of graduating with honors. She brings a basket of fruits in
season for you. What should you do?
a. Reject the basket of fruits and tell her that you have enough at home.
b. Accept the fruits and assure the mother that the daughter will be given honor student.
c. Respectfully reject the offer and explain that you might be accused of bribery.
d. Explain the chance of the daughter objectively and graciously accept the offer.

LET US CONCEPTUALIZE
Presidential Decree 1006 is “Providing for the Professionalization of Teacher, Regulating
their practice in Philippines and for other purposes”. This policy is declared by late Pres. Ferdinand
Marcos, wherein the teacher education shall be given primary concern and attention by the
government and shall be of the highest quality. After this PD 1006 another law on teachers’
professionalization was declared it is the Republic Act 7836 known as Philippine Teachers
Professionalization Act of 1994. Just like PD 1006 this law recognized the vital role of teachers in
nation building. In this act they created the Board for Professional Teachers they are under the
supervision and administrative control of the Professional Regulation Commission that gives the
Licensure Examination for Teachers (LET).
The term professional has become a global nomenclature for people who excel in their
respective careers. By semantics, and profession is a type of job that requires special training and
gives status and prestige to the individual. A professional is one who has competent skills, observes
high standards of the job, and abides by the code of ethics.

WHO IS THE PROFESSIONAL TEACHER?


• He/ She is the licensed professional who possesses dignity and reputation, with high moral
values as well as technical and professional competence.
• She/ He adheres to, observes, and practices a set of ethical and moral principles, standard
and values. (Code of Ethics for Professional Teachers, 1997)

Pursuant to the provisions of Paragraph (e), Article II, R.A. No. 7836 otherwise known as
the “Philippines Teachers Professionalization Act of 1994” and Paragraph (a), Section 6. P.D No.
223, as amended, the Board for Professional Teachers hereby adopts and promulgates the
following “Code of Ethics for Professional Teachers”.

PREAMBLE
Teachers are duly licensed professionals who possess dignity and reputation with high
moral values as well as technical and professional competence. In the practice of their noble
profession, they strictly adhere to and practice this set of ethical and moral principles, standards,
and values.

ARTICLE I (SCOPE AND LIMITATION)


• Section 1: the Philippines Constitution provides that all educational institutions shall offer
quality education for all Filipino citizens, a vision that requires professionally competent
teachers committed to its full realization. The provisions of this Code shall, therefore to all
teachers in all schools.
• Section 2: This Code covers all public and private school teachers in all educational
institutions at the preschool, primary, elementary, and secondary levels whether academic,
vocational, special, technical, or non-formal. The term “teacher” shall include industrial art
or vocational teachers and all other persons performing supervisory and/or administrative
functions in all schools at the aforesaid levels, whether on a full-time or part-time basis.

ARTICLE II (THE TEACHER AND THE STATE)


• Section 1: The schools are the nurseries of the citizens of the state. Each teacher is a
trustee of the cultural and educational heritage of the nation and is under obligation to
transmit to learners such heritage as well as to elevate national morality, promote
national pride, cultivate a love of country, instill allegiance to the Constitution, and
respect for all duly constituted authorities and promote obedience to the laws of the
state.

• Section 2: Every teacher or school official shall actively help carry out the declared
policies of the state and shall take an oath to this effect.

• Section 3: In the interest of the State of the Filipino people as much as of his own,
every teacher shall be physically, mentally, and morally fit.

• Section 4: Every teacher shall possess and actualize full commitment and devotion of
duty.

• Section 5: A teacher shall not engage in the promotion of any political, religious, or
other partisan interest and shall not directly or indirectly, solicit, require, collect, or
receive any money, or other valuable material from any person or entity for such
purposes.

• Section 6: Every teacher shall vote and shall exercise all other constitutional rights and
responsibilities.

• Section 7: A teacher shall not use his position or official authority or influence to coerce
any other person to follow any political course of action.

• Section 8: Every teacher shall enjoy academic freedom and shall have the privilege of
sharing the product of his research and investigations, provided that, if the results are
inimical to the declared policies of the state, they shall be drawn to the proper authorities
for appropriate remedial action.

ARTICLE III (THE TEACHER AND THE COMMUNITY)


• Section 1: A teacher is a facilitator of learning and of the development of the youth; he
shall therefore render the best services by providing an environment conducive to such
learning and growth.
• Section 2: Every teacher shall provide leadership and initiative to actively participate in
community movements for moral, social, educational, economic, and civic betterment.

• Section 3: Every teacher shall merit reasonable social recognition for which purpose he
shall always behave with honor and dignity and refrain from such activities as gambling,
smoking, drunkenness, and other excesses, much less illicit relations.
• Section 4: Every teacher shall help the school keep the people in the community and
shall therefore, study and understand local customs and traditions to have a
sympathetic attitude and, therefore, refrain from disparaging the community.
• Section 5: Every teacher shall help the school keep the people in the community
informed of the school’s work and accomplishments as well as its needs and problems.
• Section 6: Every teacher is the intellectual leader in the community, especially in the
barangay, and shall welcome the opportunity to provide such leadership when needed,
to extend counseling service as appropriate, and to actively be involved in matters
affecting the welfare of the people.
• Section 7: Every teacher shall maintain harmonious and pleasant personal and official
relations with other professionals, with government officials, and with the people
individually and collectively.
• Section 8: A teacher possesses the freedom to attend church and worship, as
appropriate, but shall not use his positions and influence to proselyte others.

ARTICLE IV (THE TEACHER AND PARENTS)

parents and shall conduct
himself to merit their
confidence and respect.
• Section 2: A teacher shall
inform parents, through
proper authorities, of the
progress or deficiencies of learners under him, exercising utmost candor and tact in
pointing out learners’ deficiencies and in seeking parent’s cooperation for the proper
guidance and improvement of learners.
• Section 3: A teacher shall hear parent’s complaints with sympathy and understanding
and shall discourage unfair criticism.

OBA 4 - CASE STUDY


Write a one-page Case Study paper about the case study of your choice. Be sure that your
case should focus on the following:
• Teacher’s relationship to the community
• Teacher’s relationship to the state.
• Teacher’s relationship to the parents.

SAMPLE CASE ANALYSIS


THE CASE ITSELF
On July 1, 2011 in
Cebu City, Philippines
a Grade one student,
John Ariel Dugaduga
was allegedly hit and
got wounded in the
head by a broom in
Manggaco Elementary School in Ginatilan town. On a TV interview the teacher
Josefita Lopez claimed that she threw a broom after she was annoyed by her student
but in landed on her student’s head. She apologized but the grandmother of the
victim but Mrs. Paviana Dugaduga pursued the complaint against the teacher.
Provincial Schools Superintendent Arden Monisito was instructed by DepEd Director
Recaredo Borgonia to investigate the case for 48 hours. Mr. Monisit said that cases

were usually settled in the school. The issue arrived to Governor Garcia and now the
family receives financial assistance.

ANALYSIS/ CONCLUSION
This case violates Article VIII: The Teacher and Learners, Section 8 of the
Philippine Code of Ethics for Professional Teachers which states that “A teacher shall
not inflict corporal punishment on offending learners”. Though it looked like an
accident as the teacher claims throwing the broom could clearly hit somebody. The
teacher may mean to hit the student with a broom to teach them a lesson but not to
cause a wound. It was not proper to throw anything at the students when they were
noisy or rude, the students might get hurt and, in this case, get wounded. This was
not also about the wound, but these kinds of punishments stay in their memories
and the kid could be branded as the one who was hit by the broom. Some other
students could make fun of the kid. This was also a bad example for her students, it
teaches them to deal with people who annoy them to. Just throw things at them or
hurt them.
Article XI: The Teacher as a Person, Section 2 (states that a teacher shall
always maintain a dignified personality that could serve as a model worthy of
emulation by learners, peers, and others. The teacher did not serve as a model on
how to deal with things or people who annoy you. The teacher showed a weakness
that could soon be her student’s weakness in the future because they might deal
with things like they saw her deal with them.
Article II: The Teacher as a Person, Section 1: The teacher shall place a
premium upon self-discipline as the primary principle of personal behavior in all
relationships with others in all situations. There was no self-discipline in the situation,
being a teacher means you must deal with a lot of annoyance, and you have to
possess extra-long patience for the students. As for the heads, Mr. Monisito and Mr.
Borgonia, have done a great job of investigating the situation as early as possible.
And for including this situation in their executive conference to serve as a lesson to
another teacher.

SUGGESTION
This case doesn’t need much of a suggestion because the higher officials
handled it well, they have investigated the situation and gave assistance to the family.
For Ms. Josefina 0opez, she should have been aware of the consequences of her
action and where could they lead her to. It would serve a lesson for her and for other
teachers. Our behavior should always be right in front of the students. Any
suggestion is for the future teachers. Being a teacher is not an easy job, you must
make sure that before choosing this profession you have a long patience, and you
can deal with different kinds of students without losing your temper. You should
always think that every single action you do can gravely affect the child’s life. You
are not just responsible for the ABC’s but also for their behavior and emotional
stability. Being a teacher doesn’t need a wide intellectual understanding but also
being able to handle extreme emotions. You should always be careful of your actions
to your student, you can’t hurt them, and the law protects them from that. You should
always think before you act, you can’t lose yourself in front of these kids. You can’t
show your weakness. Someday they will make fun of you when you cry or even walk
out of that door. Tell that to your next students, those students can’t look up to you
anymore. They can remember you for that but you should always bear in mind that
if you want your student to remember you it must be something good.
