About Department

About Department
The Commerce & Transport Department came into existence during the year 1974. This
Department consists of two wings i.e. Commerce wing and Transport wing.

1. Commerce wing:

The Commerce Department oversees two key Directorates: The Directorate of Printing,
Stationery & Publication in Cuttack and the Directorate of Ports & Inland Water Transport in
Bhubaneswar. Additionally, it manages a Gazette Notification cell responsible for publishing all
extraordinary government gazettes on the official website. This cell handles notifications
regarding name changes, partnership deeds, and various resolutions and notifications from
government departments, public undertakings, and universities among others.
The Directorate of Printing, Stationery & Publication is a Quasi Industrial Service Organisation
which delivers different services like printing of Scheduled & Non-Scheduled Forms, State
Government Gazettes, Government Publications, Printing of Govt. Diary, State Govt. Budget,
etc.
The Directorate of Ports & Inland Water Transport oversees non-major port development and
non-nationalized waterways in Odisha. The state published its Port Policy in November 2022 to
holistically develop the maritime sector.
The Odisha Maritime Board (OMB), established in August 2022, coordinates non-major port
activities, optimizes efficiency, and aims to become a leader in port development and
management. It promotes sustainable port development practices.
The Crew Training Institute in Chandbali, operating since 1979, is the sole government institute
providing training for inland vessel operations. Graduates find employment in various
government departments and maritime sectors as launch drivers, serangs, seacunnies,
boatmen, and launch khalasis.
2. Transport Wing:
The Transport Department is entrusted with the matters relating to road transport regulatory, rail
coordination and aviation sector. The Department administers the Motor Vehicles Act, 1988,
Motor Vehicles Taxation Act, 1975 and Rules made there under. The Department also
supervises, regulates the working and functioning of the various bodies such as, the State
Transport Authority (STA), Regional Transport Offices (RTO) and Directorate of Civil Aviation.
There is also a corporation namely, Odisha State Road Transport Corporation (OSRTC)
functioning under this Department. Besides, there are Tribunals namely, State Transport
Appellate Tribunal (STAT), Cuttack, 2nd Motor Accident Claim Tribunals (MACT) at Cuttack,
Sambalpur and Berhampur which mainly look after finalization of motor accident claims cases.

Citizen Services
Functions of Inland Water Transport Under directorate of Ports
and Inland Water Transport, Bhubaneswar
The main functions of the Directorate are:-

​ To administer I.V. Act-1917 and odisha Boat Rules-2004


​ To facilitate Launch Services to the inhabitants of inaccessible riverine areas and
organize relief and rescue operation during emergencies.
​ Survey and Registration of Inland Vessels as well as Survey of Inland Water Ways
and preparation of schemes for development of Inland Water Transport Sector in the
State.
​ Conducting Certificate of Competency Examination of Masters, Serangs, Inland
Engineers and Drivers.

The Directorate is operating passenger launch service in Chandabali and Chilika/ Astarang
sectors. At present twenty launches are available for regular service in the following routes:-

Chandabali sector

Chandabali : Aradi (17 Kms.)

Chandabali : Talchua-via-Dhamara (30 Kms.)

Chandabali : Rajnagar (40 Kms.) (Defunct due to non-availability of Launch)

Chilika sector

Balugaon : Kalijai (15 Kms.)

Balugaon : Krishnaprasad (18 Kms.)


Balugaon : Satapada (32 Kms.) (Defunct due to low draft in Chilika)

Astaranga Sector

Nuagarh : Sribantapur –Via-Kaliakana & Gandakul (20 Kms.)

Rate of Passenger Fare of Launch Service under Inland Water


Transport Organization
Passenger Fare is Rs.1.00 (Rupees One) only Per KM/Per Passenger uniformly w.e.f.
01.01.2008.

​ Attested copy of Deed Changing Surname duly executed before Appropriate Authority.
​ Original Newspaper Full Page in which Notice regarding change of Surname has been
published.
​ Two exact copies of the Notice as published in Newspaper to be typewritten or
handwritten on plain paper with full signature of the applicant in new Name.

B. For employed persons other than State Govt. Employees

​ Application to be forwarded through the Employer.


​ Attested copy of Affidavit duly executed before Appropriate Authority.
​ Deed Changing Surname duly filled in.
​ Original Newspaper Full Page in which Notice regarding change of Surname has been
published.
​ Two exact copies of the Notice as published in Newspaper to be typewritten or
handwritten on plain paper with full signature of the applicant in new Name.

C. For any other Individual


​ Attested copy of Affidavit duly executed before Appropriate Authority.
​ Deed Changing Surname duly filled in.
​ Original Newspaper Full Page in which Notice regarding change of Surname has been
published.
​ Two exact copies of the Notice as published in Newspaper to be typewritten or
handwritten on plain paper with full signature of the applicant in new Name.

N.B:-

​ The applicant has to mention in his/her application the intention to publish the notice in
odisha Gazette/ Extraordinary odisha Gazette
​ For minor candidates, either of the parents can make the application.
​ News paper publication should be made after execution of Deed Changing Surname/
Affidavit.

Documents Required for Change of Partnership of Registered


Firms/Companies and Publication of Notice in odisha
Gazette/Extra Ordinary odisha Gazette
​ Attested copy of Registered/Notarised deed of partnership of the firm/company
​ Attested copy of the IGR registration certificate
​ Attested copy of the Registered/Notarised subsequent deed of partnership showing
the change.
​ Attested copy of relevant documents as per terms of the deed for cause of change of
partnership etc.
​ Original Newspaper Full Page in which Notice regarding change of partnership has
been published.
​ Two exact copies of the Notice as published in Newspaper to be typewritten or
handwritten on plain paper /letter head with full signature of the applicant with seal.
