General

2. A Special National Integration Camp (SNIC) for cadets from all NCC
Directorates of India will be held at GIET Engg College, Rajamahendravaram from
02 Oct 2024 to 13 Oct 2024 under the aegis of NCC Group HQ, Kakinada on behalf
of NCC Dte(AP & Telangana), Secunderabad.

Aim

3. The objective of this Special National Integration Camp is to bring together


cadets from all directorates of the country with the aim fostering a spirit of national
integration and instilling in them national patriotic fervor. The camp will also
showcase NCC to the citizens of Kakinada and surrounding rural areas. Following
are intended to be realized through this camp: -

(a) To foster a spirit of national integration and solidarity amongst NCC


cadets of various Directorates by providing them with the opportunity of
staying and working with cadets of other Directorates.
(b) To develop a close bond of friendship, emotional integration and
mutual concern amongst the cadets of all Directorates.
(c) To promote feeling of communal and religious harmony.
(d) To inculcate leadership qualities and spirit of adventure.
(e) To create general awareness in cadets about Indian culture, heritage
and tradition, unity in diversity, national resources, development projects and
economic progress.
(f) To instill the dignity of labour and national service through social
service activities and projects.
(g) To offer opportunity for community living and collective life style.
(h) To conduct personality development, career counseling, SSB
coaching and IT orientation programmes towards overall development of the
cadets.

Location

4. The Camp will be held at GIET Engineering College, Rajamahendravaram


from 02 Oct 2024 to 13 Oct 2024. The camp location is 16 Km from
Rajamahendravarm Railway Station. Participants would be accommodated in built up
accommodation.

NRS

5. NRS for the Camp is Rajamahendravaram Railway Station (South Central


Railway) which is 16 Kms from the Camp location. Important train timings at
Rajahmundry Railway Station is attached at Appx A.

Duration

6. The duration of the Camp is 12 days from 02 Oct 2024 to 13 Oct 2024.

Strength

7. Schedule. Details of distribution of vacancies as per above letter is given at


Appx ‘B’. One ANO per directorate will accompany the contingent as Dte
Contingent Commander. In addition a GCI will be detailed by NER Directorate and
J & K Dte.

8. All Dtes having more than one State/ Union Territory will furnish a certificate
signed by DDG that all States/UTs in their jurisdiction have been represented in their
Dte Contingent sent for the SNIC.

Eligibility Conditions

9. Cadets attending the camp should be:-

(a) Disciplined and volunteer SD/SW cadets who have not attended
similar camp earlier.

(b) Medically fit to undergo camp training and outdoor activities.

(c) With good academic background and general knowledge.

Orientation Training

10. To draw maximum benefit from this camp, orientation training be imparted to
the cadets at directorate level covering the following aspects:-

(a) A working knowledge of Hindi/English.

(b) Customs, traditions and cultural heritage of own state & AP in


general.

(c) Economic development in their respective states.

(d) Outline geography and history of India and their states.

11. Associate NCC Officers of respective D irectorate will be required to give


presentation/talk about their respective Directorate covering various aspects.

Camp Appointments

12. (a) Camp Commandant - Group Commander

Commandant/ Deputy Camp

Camp Instructional/Support Staff

13. The detailment of Advance Party, Main Party, Rear Party, Clerical Staff and
vehicles for the camp are as per Appendix ‘K’.

Reception

14. A Reception Centre will be established at Rajamahendravaram Railway


Station and effective from 1600hr on 01 Oct 2024 to 1600hrs on 02 Oct 2024. All
camp documents will be collected at the Reception Centre. The following personnel
will constitute the reception party.

(a) Duty JCO/ Medical JCO and NCO ex 18(A) Bn NCC. Weighing
machine (Scale) to be kept for check of weight and general health of Cdts on
arrival.

(b) Training Clerk - 18(A) Bn NCC, Kakinada

(c) Accounts Clerk - 18(A) Bn NCC, Kakinada

Documentation

15. The participating Directorates/Gps will submit the following documents at the
Reception Centre on arrival at the camp failing which cadets will be returned to the
concerned unit/institution. Contingent Commander will be responsible for correctness
of documents and stores. The following documents will be deposited on arrival:-

(a) Risk/Willingness Certificates duly signed by the cadets and the


parent/guardian (Appx ‘C’).
(b) Two copies of Indemnity bond duly executed (Appx ‘D’).
(c) Medical Certificate duly signed by a Govt Medical Officer (Appx ‘E’).
(d) Nominal roll of cadets in triplicate as per Appx ‘F’ (One copy of nominal
roll will be sent to 18(A) Bn NCC, Kakinada by 30 Sep 2024).
(e) Movement order.
(f) Drowning/Accident certificate (Appx ‘G’).
(g) Arrival report (Appx ‘H’).

TRAINING INSTRUCTIONS
Training Schedule
16. Training activities and Inter-Directorate competitions will be conducted as
pertraining programme. These are highlighted in the succeeding paras:-
(a) Cultural Competition. As Inter Directorate cultural competition will be
held during the camp. Each Dte will present a state specific cultural
dance/ballet. The cultural activities will aim at bringing out popular folk art
and dance forms originating from the State the cadets represent. Necessary
costumes and accessories, music CDs, musical instruments etc., required
for this competition will be brought by the contingents. The same will be
assessed and prizes awarded. All contingents should come well prepared
and carry costumes for the event. Minimum of 07 cadets will participate in
the event.
(b) NIA Presentation – 20 minutes duration.
(c) General Knowledge quiz.
(d) Debate.
(e) Essay writing.
(f) Rangoli competition.
(g) Volley ball and basket ball competition.

Lectures

17. Guest Speakers would be invited to give lectures on national integration,


ecology and environment and other current topics. ANOs and cadets of all
Directorates will be prepared to discuss/take lectures on the following:-

(a) Contribution of NCC in nation building.


(b) History, culture and economy of respective states.
(c) Challenges of population explosion.
(d) Harmful effects of drugs, alcohol, and tobacco on individuals and
society their prevention and eradication.
(e) Women empowerment and its impact on national progress.
(f) How information technology is changing our world.
(g) India’s space and nuclear programmes.
(h) Saving our planet through sustainable development.
(i) Global warming and international climate control talks.

Career Counselling
18. Personality development and career counselling lectures will be conducted
during the camp by the following:-
(a) ARO, Visakhapatnam.
(b) Teams from IAF and Indian Navy.

Extra Co-curricular Activities / Competitions :


19. Debates, essays writing competition, group discussions, and lectures by
ANOs/cadets will also be held during the camp. Topics will be given 48hr in
advance.

Presentation
20. Each Directorate contingent will be prepared to give a presentation on their
respective state on similar lines of NIAP. Contingents shall come prepared for the
same.

Cultural and Educational Tours

21. The cadets would be taken to the following establishments as a part of


Educational Tour:- (subject to availability/permission from the following places)

(a) Kakinada Beach & Port. It is a large complex comprising of Kakinada


Anchorage Port, Kakinada Deep Water Port, Kakinada Fishing Harbour and
Ship-Breaking Unit. Kakinada Anchorage Port has a century- long tradition.
Recently the State Govt has developed Kakinada beach and adjoining areas
as a tourist spot.
(b) Nagarjuna Fertilizers & Chemicals Limited. Nagarjuna Fertilizers and
Chemicals Limited is a leading manufacturer and supplier of plant nutrients
involved in the production and marketing of a wide range of fertilizers. Urea,
the widely used nitrogenous fertilizer is manufactured (at Kakinada Plant) and
marketed through imports (at Vizag and Kakinada Ports). In the vast Urea
market, the brand Nagarjuna is a highly regarded and preferred brand by the
farming community. The company also markets a wide range of micronutrients
and micronutrient mixes, with emphasis on quality.
(c) RAK Ceramics Factory. RAK Ceramics, the largest ceramics
manufacturers in the world is a global hi-tech manufacturer of premium
ceramics lifestyle solutions with a distribution network that spans 160
countries. It specializes in high quality ceramic and Gres Porcellanato wall
and floor tiles, sanitaryware, tableware and faucets.

(d) Korangi Wild Life Sanctuary. Korangi Wild Life Sanctuary is the
second largest surviving stretch of mangrove forests in India with 24
mangrove tree species, and more than 120 bird species. It is home for the
critically endangered white backed vulture, and long billed vulture. It is 18
Km away from Kakinada on the Yanam state highway, nestling on the deltaic
branches of Gouthami and Godavari Rivers at Kakinada Bay.

SECURITY AND DISCIPLINE


Security
22. (a) During Move. Officers in charge of the contingent will exercise full
control during the move and shall be responsible for the safety and security of
the contingent.

(b) During Camp. ANO in Charge/PI Staff of the contingent will be


responsible for the safety and security of their cadets and their belongings.

(c) Security Check. A security kit check of all the Cadets attending the
camp will be carried out for checking that Cadets are not carrying any sharp /
dangerous objects with them.

Discipline

23. Discipline Enroute. The following instructions would be ensured by the


respective Dte Contingent Commanders:-

(a) All ANOs/cadets will travel in Uniform.


(b) Correct drill for entraining/detraining by train and bus will be followed.
(c) Cadets should conduct themselves properly enroute.
(d) Cadets will strictly follow instructions given by ANO/PI Staff.
(d) No cadet will move in/out of a running bus/train. ANOs accompanying
contingents will take appropriate measures to prevent accidents during
travel.

24. Discipline in Camp. The following instructions would be strictly adhered to


and compliance of the same ensured by the respective Dte Contingent
Commanders:-
.
(a) No cadet, PI or Civilian staff will leave the camp premises without
permission of the Camp Commandant.

(b) No alcohol will be consumed during the camp.

(c) Cadets will not carry valuables / Jewellery with them. Cadets carrying
cash above Rs.1,000/- will deposit the amount with Deputy CampCommandant
for safe keeping.

(d) Cadets will keep their living area always neat and clean.

(e) Cadets will be present at designated places in time, properly dressed.

(f) Will move always in buddy pairs.

(g) All standing orders enforced in camp will be strictly adhered to.

(h) Indiscipline will not be tolerated under any circumstances and those
found guilty will be dealt under Army Act /NCC Act and Rules and will be
returned to their respective units.

ADMINISTRATIVE INSTRUCTIONS
Clothing stores and equipment
25. Each Directorate contingent will bring the following items in addition to the
items enumerated at Appendix ‘J’
(a) Items required for the cultural and NIAP competitions.
(b) Respective Directorate Flags - 02 (Two)

Administrative Staff and Vehicles


26. The detailment of Administrative Staff and Vehicles is enumerated at
Appendix ‘K’

Messing

27. Only one cookhouse will be established in the camp for all ranks. Officers,
PI Staff and cadets, will consume the same food. All campers will bring their own
plates, mugs for their individual use. Advance party will make their own
arrangements for their messing. All regular officers, GCIs and PI Staff will pay the
messing charges at the rate of Rs.220/- per day for 12 days on the first day of the
Camp to the Accountant and obtain official receipt.
Camp Funds
28. All participating Directorates (Less Andhra Pradesh and Telangana
Directorate) would remit the Camp Funds as per the details attached at Annexure
to Appendix ‘L’ by means of Demand Draft in favor of Camp Commandant, SNIC
2024 payable at SBI Kakinada, Kakinada District (Andhra Pradesh). The Bank
Draft must be forwarded so as to reach Commanding Officer, 18(A) Bn NCC, IMA
Road, Siddhartha Nagar, Kakinada 533003, Andhra Pradesh latest by 25 Sep 2024.

(a) Messing

• ANO -- Rs.220/- per day per ANO for 12 days.


• Cadets -- Rs.220/- per day per cadet for 12 days.

(b) Incidental. Rs.18/- per day per cadet


(c) POL. (@ 01 Liter Petrol and 02 Liters Diesel + 6% lubricants)
Approximately Rs.331/- per cadet for whole duration of the camp.

Camp Standing Orders


29. All campers will follow the Camp Standing Orders and other instructions
issued from time to time by the Camp Commandant during the camp. All Directorate
Contingents will be issued with a set of Camp Standing Orders on arrival.

Security of Belongings
30. Contingent Commander/escort will ensure that their cadets do not keep any
costly valuable articles, jewellery or excessive cash and Mobile/Cell Phone with
them.
Leave
31. No leave will be granted to any Officers/PI Staff/Civilian Staff during the
camp.
Out Pass
32. No out pass will be issued by the Camp Adjutant without the permission of
the Camp Commandant. Any cadet found absent without valid out pass will be
returned to parent Dte on the same day and disciplinary action will be initiated.

Out of Bounds

33. All surrounding areas, shops, market places etc., are placed OUT OF
BOUND for all ranks unless specifically authorized by the Camp Commandant.
Bathing in ponds/rivers/canals, other than established bathing points in the camp is
strictly prohibited.

Medical Fitness
34. Prior to dispatch by the respective Directorates, all cadets will be medically
examined by a Government Medical Officer who will certify that cadets are
medically fit and vaccinated/inoculated and free from contagious diseases. Special
medical screening will be carried out to ensure that no cadet is suffering from any
contagious disease.

MI Room
35. MI Room will be established in the camp for the duration of the camp.
Cases of serious illness will be evacuated to the Govt District Hospital,
Rajamahendravaram -11 Km, or Peddapuram -31 Km. The duty ANO will send the
sick cadets to the MI Room at 0800 hrs every day. An ambulance will always be on
standby. The MI Room will be manned for 24 hours for complete duration of the
Camp.

Fire Fighting
36. Camp Senior JCO would ensure that adequate Fire Fighting equipment is
carried and the requisite Fire Points are established in the Camp.

CO-ORDINATING INSTRUCTIONS

Rail reservation
37. All contingents are requested to make their to and fro reservation for travel
well in advance. Keeping in view the long distances involved, participating
Directorates are requested to do return journey reservations for their ANOs/Cadets.
Contingents should plan to leave on 13 Oct 2024(FN) / (AN).

ETA
38. The contingents coming from other states are requested to intimate the
following details to the Dy Camp Comdt, Spl NIC, C/o 18 (A) Bn NCC, Kakinada,
533003, Andhra Pradesh (E-MAIL ID:[email protected]) so that
arrangements can be made to receive the contingents & transport them to the camp
site

(a) ETA Incl name & No. of the Train.


(b) Strength of ANOs, PI Staff and Cadets.

39. AP &Telangana Dte Contingent only. Train Tickets/Bus Tickets in originals


will be handed over to the reception party by senior cadets of the contingent, along
with the group wise nominal roll. They will produce the bus/train tickets at camp site
for payment of TA/DA without which no payment will be made to them. ANOs will be
paid fares based on original tickets only. No photocopy of tickets will be entertained.

Payment of TA/DA
40. Payment of TA/DA for ANOs and Cadets and Rank Pay for ANOs of all other
Directorates is to be made by the Parent Dte. No payment will be made by the
Camp.

Arrival / Departure Reports


41. Arrival report will be handed over by the respective Dte Contingent
Commander to the Camp Adjutant on arrival at the Camp. Departure report will also
be handed over by the respective Contingent Commander to the Camp Adjutant
prior to the departure from the Camp.
Clearance Certificate
42. All ANOs and cadets will obtain clearance certificate from the Camp
Quarter Master prior to their departure from the camp, The ‘Q’ Clerk of the camp
will issue necessary blank certificates to the Contingent Commanders on arrival
at the Camp. The Cadets will also fill up the Feedback Form and only then will
they be given the camp certificate.

CONCLUSION

44. These instructions are broad guidelines and are by no means all
encompassing. Intelligent and judicious interpretation of these on the part of all

Govt. of India in respect of any loss or injury to the property of person (including injury

understand that no compensation will be paid by the Govt. of India or any Officer, JCO,
ORs and Civilian MT Driver or any person in the service of Government against any claim
which may be from any third party against them or any of the arising out of any act or
