1.0 DEFINITIONS

2.0 INTRODUCTION

Training will be conducted at all levels in accordance with job requirements. Records of the
requirements and fulfilment of training activities and inductions will be held and coordinated by
TECHINT site HSE manager of the project.

HSE training requirements will be identified as the gap between what an individual needs to
know, in order for work to be performed safely, and what he actually knows (due to training /
qualifications / previous experience).

Training will typically focus on how something should be done, i.e. individuals will gain necessary
competence and the organization will help maintain control. Awareness programs will aim to
provide background on why something should be done, i.e. they will help to generate a strong
HSE culture within the project.

To provide information, instructions and training, TECHINT, Contractor and every Sub-
Contractors will be put in place this specific HSE Training Plan for their workers, on the base of
minimum HSE training needs, with the scope of familiarizing personnel with the rules to enforce
in order to prevent injuries/accidents occurrence and allow staff work competently and safely in
the tasks allocated, to increase efficiency and employee job satisfaction.

The TECHINT Site HSE Manager has the responsibility to organize and plan, with the support of
the Training supervisor the HSE induction course for all the workers of the projects and specific
training for supervisors, HSE officers, emergency team and critical works or activities.

Contractor and every Sub-Contractor have the full responsibility to plan, organize and verify the
correct execution of the remained part of HSE training courses. Each Sub-Contractor has to
ensure to Contractor the maximum assistance and co-operation.

Each Contractor and Subcontractor’s worker will be fully trained and currently qualified for his job
in accordance with regulatory and industry standards. To provide information, instructions and
training, Contractor and its Sub-Contractors will be put in place a Health Safety and Environment
training plan with the identification of staff and workforce training needs and provision of training
resources.

Programs to provide both specific training and awareness will be run during the execution of the
project under TECHINT and Contractor responsibility. Both are key communication tools.

3.0 TRAINING PLAN

It is TECHINT policy that each worker is fully trained and currently qualified for his job in
accordance with Egyptian laws and regulations, OWNER specifications and requirements,
TECHINT specifications, regulatory and industry standards. This HSE Training Plan will provide
information, instructions and training. It aims to familiarize personnel with the necessary tools &
techniques to recognize and mitigate unsafe behaviour and unsafe situations in order to prevent
accidents and incidents in the workplace. It will allow staff to work competently and safely in the
task allocated and, doing so, will increase both efficiency and job satisfaction.

The Plan is composed of:


- Workers HSE competence check.
- Induction courses for every worker coming on sites.
- START: Orientation for HSE personnel and supervisors/foremen.
- Training course for workers as per training matrix including training for
commissioning and start-up phases.
- Training refreshing courses for workers and supervisors.
- Emergency team people training, Emergency response and rescue drills.

The TECHINT operate in order that each Site HSE department has to ensure the maximum
assistance and co-operation.

Programs, sessions and generally training are considered a key communication tools to promote
awareness on HSE issues. For this purpose training will typically focus on how something should
be done, i.e. individuals will gain necessary competence and the organization will help maintain
control.

Trainers for Induction course, START training for Supervisors and HSE staff, Specific Training
and Refreshing courses and for Emergency team will be conducted by the TECHINT training
supervisor, and he will organize all the other training considered necessary for the workforce by
the TECHINT Site HSE manager. All the other training foreseen and required by the specific
TECHINT DOC.

requirement of the OWNER and by law will be under the responsibility of every Company, each
for its workers.

The documentation connected with this HSE training plan will be maintained updated and filed
under the responsibility of the TECHINT Training supervisor. This provides information (trainee
name, training course, course duration, certification if any, provided by, date of the course) for all
site personnel.

No work will commence if no training has been applied to the employees for the specific work.
The written evaluations will be performed and stored in the applicant’s personnel file and the
qualifications per module entered into the database.

4.0 WORKERS HSE COMPETENCE

TECHINT & Contractor will develop and implement the following training for its workers,
Subcontractor and Lower Tier Subcontractor’s personnel prior to deploying to the job site, to
attest their competences.

For the following tasks Contractor, with the assistance of TECHINT, will check if a suitable
knowledge, competence, professional and duties are possessing to the workers employed:
 HSE staff
 Doctor and nurse
 Welder
 Crane operator
 Rigger
 Driver
 Scaffolder
 NDT operator
 Diving operator

A certificate or record of the technical training or previous experiences as Curriculum Vitae will
transmit to the TECHINT administration office before the workers will be on site. A preliminary
TECHINT approval will be necessary.

5.0 INDUCTION TRAINING

The TECHINT Site HSE Manager has the full responsibility to plan, organize and verify the
correct execution of the HSE Induction training courses. All the personnel involved in the project
before being allowed access to the working area should pass through an introductory HSE
course.

The induction required will be specified taking into consideration the work that will perform.
Special modules will be prepared for all the Project phases to explain the most important
procedures, protective and preventative measures to observe.

The indoctrination will be:

 Full Induction, aprox. 3-4 hrs., applied to all project site participants with two or more
weeks of duration on site. Also a refreshment induction aprox. 2 hrs., will be performed
to the workers every 12 months to update about the working conditions of the project, if
necessary or the same topics are not developed in the HSE or START meeting. Every
person that leaves the project for a period longer than six months must receive a new
full induction.
 Low Induction aprox. 1/2 hrs., applied to all project site employees with permanent
presence in the office.

The initial induction for operative tasks will be valid for the project duration as long as the person
remains working with no interruptions. In the event that the person should execute partial work
the initial induction will remain valid for up to 12 months off the project but will need to do a
refresh course (low induction); if the person returns after 12 months the full induction shall be
repeated.

The official induction will be evaluated in writing and will be approved provided the applicant
achieves 80 % or more for each module specified for him, if the applicant does not achieve this
qualification, the worker shall attend to another induction course to complete the deficiencies and
undergo a fresh evaluation of them.

The trainer for the induction course will be the TECHINT Training supervisor. For the other
specific HSE training of the plan, except as above, will be also other Contractor trainers, defined
by the TECHINT Site HSE Manager. They’ll be trained as to be competent on these items and
will be able to train the workers.

General awareness of health, safety and environmental issues will be introduced during induction
training for all project personnel; with particular attention to items including, but not limited, to:
permit to work, fire fighting, health diseases, scaffolding, use of PPE’s and escape,…. HSE
Policy statements and individuals’ HSE responsibilities will be included as a fundamental
requirement in induction training.

TECHINT will prepare the course schedule, the groups, the evaluation tests as a function of each
induction module, the hardware and software to the presentation, reserve the meeting room, etc

An HSE Hand-book, including (but not limited to) Project HSE Policy Statement, appropriate use
of PPE and maintenance instructions, general site HSE rules guidance and instructions, is
provided to all attendants by TECHINT. The HSE instructions and training documents will be
available in English and Arabic.

TECHINT will provide an appropriate, adequately equipped induction rooms to present the
modules and evaluate the attendees. The induction rooms will be equipped with board
multimedia projectors (Data Show) and notebook computer in order to utilize technology that
facilitates the adequate sharing of presentations.

The documentation of the HSE induction training will be maintained updated and filed under the
responsibility of the TECHINT Site HSE Manager. The written evaluations will be stored in the
training file by the TECHINT training supervisor while the qualifications and the personal data of
the workers will be entered into a specific database.

Successful inductees will be readily identifiable on the site by means of a project badge.
Personnel will not be permitted to receive identification card until they have taken an induction
course.

At the end of the Induction Training after the successful completion of the course every worker
will receive the identification and entrance badge. This badge is mandatory to work in the
Construction Site.

The main items of the induction training, according to the Project EMethanex Responsible Care
plan, will be the following:

a) General information about the project: the project general description, project
organization, responsible care strategy, HSE objectives and targets and OWNER
expectations, Responsibilities of the subjects involved in the project, planning of the
schedule and deadlines for the main phases, strategy summary for HSE policy.

b) Project Perimeter. Housekeeping, Logistic/Facilities & Timetables. Medical arrangement


(First Aid)

c) Safety signs and work hazards, noise, radiation , lasers, lighting, explosives, asbestos
and lead

d) Use of Personal Protective Equipment (P.P.E.).

e) Scaffold:
- Specific training for scaffold.
- Use of Scaff / Tag system.
- Authorised personnel to change scaffolding structure.

f) Confined space Works in restricted area.

g) Excavation and barriers.

h) Permits to work system, systems of work.

i) Inspection and maintenance of vehicle, tools and equipments. Colour code system.

j) Lifting operations, cranes, transport and erection of structures.

k) Manual handling and hand-tools.

l) Access rules and security system.

m) Traffic regulation for vehicles and equipment in site:


- Allowed speed limit in site.
- Allowed speed limit within site surrounding.
- Safety device required in vehicles (fire extinguisher, safety belt etc.).
- Periodical check-ups and inspections.
- Closure of access routes.

n) Hazardous substances, chemicals and operations.

o) Information on CH4, H2, O2, CH3OH (during commissioning phase):


Video-instruction will be held for all workers on risks involving use of the above
chemicals compounds in hazardous area and advice on use of protective masks.
A technical and chemical data sheet relevant to above compounds will be handed to
each worker attached to an overall safety guide handbook.

p) Emergency plan and fire precautions:


- Visual signs and sound signals.
- Master points.
- Evacuation procedure, behaviour during emergency situations.

q) Environnemental protection:
- Acoustic pollution.
- Waste disposal.
- Waste oil, battery and tyres disposal.
- Hazardous substances storage: paint, gasoline & diesel and special products.

r) BB-Safe (when BBS will be operative):


B-Safe Observations consist of a short (10-15 min) observation of work activities within
the observers own work area against a pre-determined set of Safety behaviours relevant
for the work. These checks will be used to develop weekly safety performance of the
behaviours for both every worker and specific areas of the project or as a whole.

s) Information regarding alcohol and drugs policy.

t) Disciplinary measures that will be adopted towards undisciplined workers (Verbal


warning to order, written advice, final dismissal).

u) Final Test.

The documentation of the given HSE Induction Training will be maintained updated and filed
under the responsibility of the Site HSE Manager through an Induction Training logbook for
attendants.

The main aim of the Induction training is to promote among all workers general awareness on
Safety, Health and Environmental issues.

Visitors

Visitors have to follow the here below specification concerning training matters to be admitted in
the Construction Site:

 Each person entering in project construction site will be subjected to a Low safety
induction training given by TECHINT Training staff;
 Each visitor must strictly comply with Site HSE Instructions;

 Only one-time visitors that will stay in office or who are full-time escorted by TECHINT or
Petrojet or EMX staff are exempt from mandatory HSE training as entrance requirement.

Security guards will be instructed by TECHINT HSE Manager to apply this policy to each visitor
arriving at site. Every visitors have to show the project Badge for Visitor received at the entrance
of the site.
Every people entering on site must have the identification badge and all the minimum PPE must
be available for use.

6.0 HSE BOOKLET

TECHINT will provide all workers on site with a HSE booklet which contain all the main
information explained during Induction training as: TECHINT HSE policy, general rules on
behaviour on site and information related to the appropriate use of PPE and maintenance
instructions, general site HSE rules for internal traffic and environment protection.
This HSE Booklet is issued and established as an important initiative to reinforce the training
given to all employees.

7.0 S.T.A.R.T. (SAFE TASK ASSIGNMENT REINFORCEMENT TRAINING) FOR


SUPERVISORS

All supervisors assigned to the project should be trained to ensure that they fully understand their
HSE responsibilities for their position. Supervisors are responsible for reinforcing the HSE
message to their workforce through their attitude and through work instructions. The main aim of
this type of training is to promote HSE awareness so that the works and processes are reviewed,
analysed and studied by the subjects doing the works: risks are beforehand identified and plans
are worked out to be eliminated and minimized.

For these reasons the HSE START training will include the following items:
a) Supervisors’ HSE responsibilities.
b) Enforcement of HSE policy and procedures.
c) HSE motivation.
d) Incentive scheme.
e) Safe practices for specific crafts.
f) Accident investigation.
g) Hazard identification, Risk assessment and JSA
h) Effects of accidents on productivity.
i) Conducting effective toolbox meetings.
j) Conducting START meetings.
k) Management of hazardous materials.
l) Permit to work system.
m) TECHINT HSE requirements.
n) Substance abuse awareness.
o) Behaviour Based Safety and Base Safety Process.
p) Environmental items (E.M.S.).

q) Awareness program.

The training session are attended by the relevant work team and lead by the team supervisor
trained for this type of training. A START is held also at the beginning of any significant change in
the work such the commencement of a new task or for the relevant subject.

8.0 SPECIFIC TRAINING AND REFRESHING COURSES DURING


CONSTRUCTION

During the construction period additional safety meetings/courses will be periodically scheduled,
in particular for the following specialities concerning high risk tasks to comply with TECHINT HSE
policy requirements. Also the workers who have successfully undertaken a valid training and who
have obtained a valid certificate will attend to these specific meetings-courses.

Other specific training will be programmed in case of the bad workers behaviour, the near miss
analysis, accident analysis, or according to particular needs or other events, as i.e.
- scafftag system
- use of PPE
- use of hand tools
- working with hazardous substances
- working at height
- electrical risk

9.0 EMERGENCY TEAM PEOPLE TRAINING

These courses have the scope to train adequately a team composed by personnel whose are
promptly found in case of evacuation, fire emergency, medical emergencies, explosions,
environmental emergencies, security emergencies or threat, gas releases, transport
emergencies and are able to control as much as possible the hazards related to specific
emergencies using the available equipments, and to set the plants in the safety status.

The TECHINT Site HSE Manager, in collaboration with the TECHINT Training Supervisor, will
develop a project specific Training for the Emergency Preparedness and Hazards Response, for:
- Site Management and supervisory personnel.
- Emergency team members.
- Fire crew.
- Security guards.

Contractor and its Subcontractors are responsible to reinforce to their personnel the TECHINT
training program.

Subjects to be covered during the emergency training, depending on the level described in the
previous classification will include:
- General guidelines of the Emergency Preparedness and Response Plan including
communications.
- Fire prevention and fighting techniques
- Spill prevention and control techniques
- Release prevention and control techniques
- First aid techniques
- Rescue and salvage techniques
- Emergency communications organization
- Evacuation Plan
- Accident and fire investigation techniques

Records will be kept by TECHINT training supervisor on training needs regarding emergency
response and handling, the participating personnel, the training subjects and the periodicity and
duration of the courses.

The TECHINT Site HSE Manager is responsible to overview the implementation of the
emergency training and instruction. All the Construction Management, and Site Supervisors are
responsible for ensuring that all personnel receive appropriate emergency training during
Induction and for sensitizing their employees in respect to the importance of these subjects.

Emergency Team People Training

These courses have the scope to train adequately a team composed by personnel whose are
promptly found in case of fire emergency, and are able to control as much as possible the fire,
using the available fire-equipments, and to set the plants in the safety status. The TECHINT Site
HSE manager will define in detail the contents of this training, considering the specific fire risks
and hazardous substances that will be presented and used during construction and
commissioning phase.

Drills

Emergency response and rescue drills will be performed on a regular basis, involving all
TECHINT Contractor and Subcontractor’s personnel and under the coordination of TECHINT
Responsible.

The TECHINT Site Manager, in coordination with the TECHINT Site HSE Manager will schedule
periodic drills to assess the level of training of the site personnel concerning emergency
preparedness and response as request and define in the Emergency plan.

The periodicity of such drills will depend on the characteristics of the risks associated with the
project, the severity of the potential risks that have been identified, the number of employees at
the site and the turnover rate of said employees. An operative drill involving internal and external
resources shall be conducted at least once a year.

Drills will be of different type according to the characteristics of the personnel and the level of the
training that is required.

In general, there are two types of drills:


 Desk type
 Operative type

Desk type drills involve management, supervisory personnel and the emergency team members.
They are paper tests aimed to assess the theoretical knowledge of each one of the drill
participants. This type of drills can be carried out by groups of these personnel.

The operative type involves levels of personnel at the site. It will be carried out in any area under
TECHINT control and is aimed to assess the capacity of an operative response according to the
different levels and responsibilities.

All drills shall be carried out in hypothetical scenarios, simulating situations that may be
generated by the different types of risks identified for the areas and in which the hypothetical
impacts may be of different magnitude.

The Site HSE Manager will program the drills to be conducted during the course of the project
and will make the assessment of the drills.

10.0 ENVIRONMENTAL TRAINING

An environmental training programme will be developed and will provide the means of creating
awareness on the environmental issues related to Contractor activities in workers responsible for
implementing the Environmental Management System. The training will cover the minimum
following items:
 Project HSE and environmental policy
 TECHINT Project environmental plan
 Environmental procedures and work instructions
 Project Emergency preparedness and response plan for environmental aspects
 Responsibilities and roles to achieve Project environmental objectives and targets
 Potential consequences of departing from specified operating procedures

During the Induction course these items will be discussed, and specific topic will be deepened in
toolbox meeting and training courses.

This specific environmental training plan will be established for all persons whose work may have
significant impact on the environment, identified in the TECHINT Project Environmental Plan.

The training will be developed during the Induction meeting, HSE START briefing and toolbox
meeting, and internal specific training.

The training records (internal training and toolbox meeting) shall include the schedule, date,
names of trained persons and position of trainer.

The Environmental training schedule will be updated every months. A reinforcement training will
be planned on regular bases (by tool box meeting) for the critical items, and special topics will be
programmed on demand.

11.0 REFRESH TRAINING

The initial induction for operative tasks will be valid for the project duration as long as the person
remains working with no interruptions till to 1 years.

In case of the employees will remain in site for more than 1 years, considering the evolution of
the risks present in site connected with the new different activities the contents of the induction
courses shall be revised and the employees shall be attend to a refresh course (2 h).

Specific refresh training for emergency crew will be planned for:


 First aid and medical emergency
 Fire fighting
 Environmental emergency
 Evacuation
 Security emergency

following the schedule defined in the Emergency response plan.

Other specific refreshing training will be programmed in case of the bad workers behaviour, the
near miss analysis, accident analysis, or according to particular needs or other events.
