 Process of managing energy consumption in the
organization to assure the energy is been efficiently
used.

 Covers all aspects of energy consumption in the


organization, technical and non-technical.

 Not only machines and equipments but


also best practice from the operator.

Need full support from all levels of staff in the organisation.

A good system has to:


• Comply with wider organisation objectives/goals
• Be able to raise staff awareness and get commitment
from all staff in the organisation
• Develop organisation and staff knowledge
• Support the continuous improvement process in the
organisation
• Be able to integrate with standard working procedure or
other quality systems in the organisation

B. Organisation
Preparation
• After understanding the current status of organisation, the
energy manager will be able to make recommendations to
improve all elements of the energy management system.

• Normally, the tasks in this stage will consist of:


- Define an energy policy
- Set up an energy management committee or team
- Indentify Energy Accounting Centres (EACs)
- Prepare process mapping for each EAC
- Indentify control paramaters (energy data) for each EAC
(input/output)
B. Organisation Preparation
(cont..)

- Set up the overall energy index, and appropriate energy index for
each EAC.
- Determine the overall energy baseline and energy saving target
(overall for each EAC)
- Measure and record control parameters (energy data)
- Data Analysis (using energy index or energy scatter diagram or
CUSUM technique)
- Prepare an operational guideline for each EAC
- Conduct awareness training for all staff
- Control the overall energy index and energy indexes for each EAC by
follow up recommendation in operational guideline
C. Implementation of Energy
Conservation Measures (ECMs)
In order to achieve energy saving target, ECMs has to be
identified and implemented. There are five main tasks in this
step:

D. System Integration
• The last step of roadmap is to integrate energy conservation
practice into the working procedures of the organisation so
that continuous improvement will be achieved.

A licensee or supply authority who supplies electrical energy
to any installation

Regulation 5 : Obligation to submit information to the

GENERATORS
Any installation which is used, worked or operated by a
private installation licensee with a total net electrical
energy generation equal to or exceeding 3,000,000 kWh
over any period not exceeding six consecutive months

 Generating electrical energy for own consumption only


ELECTRICAL ENERGY
CONSUMERS
Any installation which receives electrical energy from a
licensee or supply authority with a total electrical
energy consumption equal to or exceeding 3,000,000
kWh as measured at one metering point or more over
any period not exceeding six consecutive months
Definition and Role of
Energy Manager

“The energy manager is the person who has been given


authority by the top management to plan, lead, manage,
coordinate, monitor and evaluate the implementation of
sustainable energy management
within the organisation”

As sustainable energy management inter-relates with several


departments within an organisation (human resources,
purchasing, production process, quality control,..), the energy
manager should report directly to the top management and
cooperate with other concerned parties on matters related to
sustainable energy management.
Role of Energy
Manager

• The top management shall ensure that responsibilities and


authorities of the energy manager are defined and communicated
within the organisation.
• Therefore, the energy manager will be the single most important
individual in driving energy management towards success and
sustainability within an organisation.
• The energy manager must be the one of the high-level
management people, reporting directly to the top management.

Malaysian citizen aged 23 years and above; and who
 Holds a certificate or registration as a Professional Engineer under the
Registration of Engineers Act 1967(Act138) and possesses at least six months
working experience in the efficient management of electrical energy at an
installation;
 Holds a degree in Science, Engineering, Architecture or its equivalent and
possesses at least one year working experience in the efficient management of
electrical energy at an installation; or
 Holds a Certificate of Competency issued by the Commission as an Electrical
Services Engineer or a Competent Electrical Engineer and possesses at least
nine months working experience in the efficient management of electrical
energy at an installation; and
 Demonstrates knowledge of the requirements of the Act and these Regulations.
 The Commission may require the person to attend an interview.
 Any person who commits an offence under the
Regulations shall, on conviction, be liable to a fine not
exceeding five thousand ringgit or to imprisonment for a
term not exceeding one year or both.
