REQUEST FOR PROPOSAL (RFP)

Supply of Sports Apparel, Kits, and Table Tennis Equipment for Players of
the Table Tennis Federation of India (TTFI)
Under a Contract System with Full Sponsorship

(REVISED)

1. Introduction

The Table Tennis Federation of India (TTFI), the official governing body for the sport of
table tennis in India, invites proposals for the supply of both sports apparel (as outlined in
the original RFP) and table tennis equipment, including tables, flooring, balls, and other
related accessories. This procurement will be under a contract system with full sponsorship
to ensure high-quality products for the TTFI teams/affiliated units/Institutions and athletes.

TTFI is committed to ensuring the best equipment is available for training, competitions, and
international events. The selected supplier will provide sports apparel and crucial training and
competition equipment, thereby contributing to TTFI’s vision of promoting the sport at all
levels.

2. Key Details

 Security Deposit (EMD): Rs. 5,00,000/- (Demand Draft in favour of TTFI, payable
at New Delhi)
 Contract Duration: 3 years, with potential for extension based on performance.
 Validity of Offer: 2 months from submission date.

3. Objective

TTFI seeks proposals from eligible manufacturers/dealers and suppliers for the following:

 Sports Apparel and Kits: T-shirts, shorts, tracksuits, travel bags, etc., for players and
officials.
 Table Tennis Equipment: High-quality tables, flooring, competition balls, rackets,
and other necessary training tools for TTFI’s national teams and affiliated
states/institutions.

The selected tenderer will be responsible for ensuring timely delivery, maintaining consistent
quality, and adhering to the specifications provided by TTFI.

4. Eligibility Criteria

4.1 Global Brands: Authorized dealers or distributors/dealers of globally recognised brands


(e.g., Butterfly, Joola, Stag Global, Stiga, etc.) are eligible to submit proposals for both
apparel and equipment.

4.2 Domestic Brands: Indian manufacturers must meet the following criteria:

 Experience: Minimum 3 years of manufacturing sports equipment and apparel.


 Contract History: At least three contracts per year for the supply of similar items,
each with a minimum value of Rs. 10 lakh per annum from 1.4.2021 to 31.3.2024.
 Revenue: Minimum average annual revenue of Rs. 50 lakhs from similar supplies
during the same period.
 Security Deposit: Rs. 5,00,000 (Refundable after contract fulfilment).

5. Sponsorship and Branding

5.1 Branding of Apparel and Kits:


The sports apparel and kits will feature the TTFI, manufacturers and any other logos
proposed by the TTFI. Branding will comply with TTFI, SAI, and ITTF guidelines, ensuring
visibility across all team and training apparel.

5.2 Branding of Equipment:


The following table tennis equipment will also feature the manufacturer’s branding, per TTFI
approval:

 Table Tennis Tables: Competitive and training tables used during events, practice
sessions, and training camps.
 Flooring: Special flooring for events and practice, adhering to ITTF standards.
 Competition Balls: Approved and official competition-grade balls (ITTF-certified).
 Rackets/Blades: Official playing rackets for players and coaches.
 Accessories: Nets, posts, and other essential training and competition tools.

5.3 Sponsorship Benefits:

 Logo placement on all official team apparel, including playing kits, travel gear, and
accessories worn by athletes during training, competitions, and travel for TTFI/SAI-
sponsored events.
 Visibility at International Events: The manufacturer’s logos will be prominently
displayed during international events, including ITTF Pro Tours/WTT events,
Commonwealth Championships, and other major tournaments.

6. Design Specifications for Apparel

 Design Approval: Designs must be submitted for approval and adhere to


TTFI/SAI/ITTF guidelines.
 Customization: Designs may vary for men’s and women’s teams.
 Player Identification: Apparel must feature player names and numbers as per
TTFI/ITTF standards.
 Material and Colours: Apparel shall be produced using materials that meet
international standards, in colours designated by TTFI (e.g., shades of blue, orange,
and yellow).
 Logo Placement: The manufacturer’s logo will appear on apparel items such as T-
shirts, shorts, travel bags, and tracksuits.

7. Equipment Specifications

7.1 Table Tennis Tables:

 Must be ITTF-approved for international competitions.


 Provide models suitable for both training and high-level competition.
 Should meet the official size and weight specifications as per ITTF standards.

7.2 Flooring:

 Must provide ITTF-approved flooring for training and competition events.


 Flooring should be suitable for indoor and outdoor environments, ensuring optimal
bounce and safety for players.
 Flooring systems must be easy to install and maintain.

7.3 Table Tennis Balls:

 Only ITTF-approved competition balls should be provided, including a sufficient


supply for practice and competition purposes.
 The balls must be durable and consistent in quality conforming to international
standards.

7.4 Rackets and Blades:

 Must provide officially endorsed rackets suitable for professional players.


 The blades should comply with ITTF standards for approved equipment.
 Rackets should be delivered with complete accessories, including rubbers and grips
as per specifications.
8. Supply Terms

8.1 Delivery Schedule:

 All apparel and equipment must be manufactured and delivered within 30 days of the
order.
 Items should be delivered in phases, especially for larger orders, with 20-30 days
delivery times for smaller orders. During the peak seasons, phased delivery schedules
can be arranged based on mutual agreement.

8.2 Warranty and Replacement:

 All items must come with a minimum 6-month warranty against manufacturing
defects.
 The offeror must replace any defective equipment or apparel at no extra cost, except
in cases of misuse, accidental damage, or normal wear and tear.

9. General Terms

9.1 Contract Duration:

 The contract will be for 3 years, with potential for extension based on the supplier’s
performance.
 TTFI reserves the right to extend or terminate the contract, based on performance
metrics such as timely delivery, quality, and customer support.

9.2 Negotiation Rights:

 TTFI reserves the right to negotiate financial terms and conditions with the selected
offeror to arrive at a mutually agreeable contract.

9.3 Intellectual Property:

 The offeror must indemnify TTFI against any third-party claims arising from the use
of patents, trademarks, or other intellectual property rights related to the apparel and
equipment supplied.

9.4 Subletting:

 Subletting or outsourcing of any part of the work is prohibited without prior written
consent from TTFI.

9.5 Material Upgrades:

 If newer or upgraded materials or technologies become available (such as improved


fabrics, table designs, or ball specifications), the supplier shall offer them without
additional cost, provided the quality matches or exceeds the standards set in the
contract.

9.6 Force Majeure:

 Both parties will be excused from delays or failure to perform due to unforeseen
events beyond their control, including natural disasters, strikes, and political
disturbances. Both parties will work collaboratively to minimise the impact of such
events.

10. Submission Instructions

 Format: Proposals should be submitted in the prescribed format, including all


relevant documents, signatures, and company seals.
 Packaging: The tender should be packed in a sealed envelope and addressed to the
Secretary-General/CEO of TTFI.
 Submission: Proposals must be delivered in person, by post, or via courier to the
TTFI office by November 30, 2024.

11. Rejection of Tender

TTFI reserves the right to reject any or all tenders, without assigning any reason. Incomplete,
conditional, or non-compliant tenders will not be considered.
