MESSAGE
The Municipal Disaster Risk Reduction Management Plan
(MDRRMP) is a comprehensive Plan which will guide the local
government of Sara to efficiently and effectively implement a disaster risk
reduction management agenda for the whole municipality. It was
formulated following Republic Act No. 10121 otherwise known as “The
Philippine Disaster Risk Reduction and Management Act of 2010” which
mandates the formulation of the MDRRMP. Further, the plan will
operationalize for Public Safety and security of the whole Municipality.
This Plan shall not only focus on the Plans, Programs and Activities
but on other underlying data that led to the development of the plan. It
shall also provide monitoring and evaluation scheme to ensure that the
plan shall be fully implemented and evaluated based on its impact to the
communities
With the plan in place, the challenge now is for all those working
towards addressing the impacts of natural and human-induced hazard and
calamities, to act together in fulfilling the purpose of the plan. Through
this we build a disaster resilient community, “SARA GUGMA KO”.

On June 16, 2011, the National Disaster Risk Reduction and Management Framework
(NDRRMF) as shown in Figure 15, was approved by the executive committee of the National
Disaster Risk Reduction and Management Council (NDRRMC). The framework is in
conformity with and captures the essence and priorities of Republic Act 10121.
NDRRM FRAMEWORK
The Framework envisions a country to have a “safer, adaptive and disaster-resilient
Filipino communities toward sustainable development.” The goal is to have a paradigm shift
from reactive to proactive DRRM wherein men and women have increased their awareness,
understanding on DRRM with the end in view of increasing people’s resilience and
decreasing their vulnerabilities. Our aim is to empower leaders and communities and to
develop the “right” mind-set and positive behavioural changes towards reducing and
managing risks and lessening the effects of disasters. This term is about building back better
or building on from our leanings, good practices, research and experiences, helping us

underlying causes of our vulnerability and increasing our ability to adjust to the situation
before us. By being adaptive, we learn to innovate and go to the next level. Disaster-resilient

communities are achieved when the risk reduction efforts have been successful and have
made the people stronger (in a positive way and not just in terms of their coping mechanism),
increasing their ability to bounce back after a disaster. It is important to install the culture of
safety by increasing people’s capacity to bounce back and decrease disaster losses and
impact. In the end, DRRM is all about addressing the underlying causes of people’s
vulnerability; building their individual, collective and institutional capacities and building
back better wherein people’s lives become sustainably better. The country is challenged by
increasing disaster and climate risks caused by dynamic combinations of natural and human-
induced hazards, exposure, and people’s vulnerabilities and capacities. There is an urgent
need for the country to work together through multi-stakeholder partnerships and robust
institutional mechanisms and processes so that Filipinos will be able to live in safer, adaptive
and disaster resilient communities on the path to developing sustainably. This DRRM
framework emphasizes that through time, resources invested in disaster prevention,
mitigation, preparedness and climate change adaptation will be more effective towards
attaining the goal of adaptive, disaster resilient communities and sustainable development.
The Framework shows that mitigating the potential impacts of existing disaster and climate
risks, preventing hazards and small emergencies from becoming disasters, and being prepared
for disasters, will substantially reduce loss of life and damage to social, economic and
environmental assets. It also highlights the need for effective and coordinated humanitarian
assistance and disaster response to save lives and protect the more vulnerable groups during
and immediately after a disaster. Further, building back better and building better lives after a
disaster will lead to sustainable development after the recovery and reconstruction process.

DEFINITIONS OF TERMS
HAZARD - A dangerous phenomenon, substance, human activity or condition that may cause loss of
life, injury or other health impacts, property damage, loss of livelihoods and services, social
and economic disruption, or environmental damage.
DISASTER RISK - The potential disaster losses, in lives, health status, livelihoods, assets and
services, which could occur to a particular community or a society over some specified future
time period.
DISASTER RISK REDUCTION - The concept and practice of reducing disaster risks through
systematic efforts to analyze and manage the causal factors of disasters, including through
reduced exposure to hazards, lessened vulnerability of people and property, wise management
of land and the environment, and improved preparedness for adverse events.
RECOVERY - Decisions and actions taken after a disaster with a view to restoring or improving the
pre-disaster living conditions of the stricken community while encouraging and facilitating
necessary adjustments to reduce disaster risks.
RESPONSE - The act of implementing or translating into actions what are called for by the
preparedness plans. Response includes actions taken to save lives and prevent further damage
in a disaster or emergency situation. Seeking shelter from strong winds accompanying a
typhoon and evacuating to higher grounds due to an impending flood are examples of
response.

CBDRRM training of trainers (ToT) – standard training for CBDRRM trainers endorsed by the
national DRRM council
CBDRRM pool of trainers –immediate output of the CBDRRM training of trainers (ToT) to be
established at the national, regional, and LGU levels. They are primarily responsible for
cascading CBDRRM training from national, regional, and LGU levels

EXECUTIVE SUMMARY
Local Disaster Risk Reduction and Management Plan (LDRRMP) was formulated in
response to Republic Act No.10121 otherwise known as the Philippine Disaster Risk
Reduction and management act of 2010 which was approved last May 27, 2010 and took
effect last June 24, 2010. This is an act promulgated for strengthening the Philippine Disaster
Risk Reduction and management system, providing for the National Disaster Risk Reduction
and Management framework and instituting the national Disaster Risk Reduction
Management Plan, appropriating funds thereof and for other purposes. It transforms and
modernizes the Philippine disaster management system repealing PD 1566 of June 11, 1978
or the “Strengthening of the Philippine Disaster Risk Reduction Control capacity and
establishing the national Program on Community Disaster preparedness or RA10121 shifts
focus from emergency relief and response (post-Disaster) to Disaster Prevention` and Risk
Reduction (Pre-Disaster).
The LDRRMP will serve as a guide to enable LGU to efficiently and effectively
implement a disaster reduction management agenda for the whole municipality. It aims to
provide the following A). Institutional framework for a disaster risk reduction plan of the
local government units. B) Integration of the DRRMP into the Local development Plans of
the Local Government Unit of the Municipality of Sara.
The Municipality of Sara has a total land area of -------- hectares comprising 42
barangays based on Land Management Bureau data. It is approximately 98 kilometers (61mi)
from the City of Iloilo and is 89 kilometers (55 mi) from Roxas City. It is located on the
northern part of Iloilo at the southeastern border of the province of Capiz. It is `bounded on
the east by municipality of San Dionesio on the south by municipality of Ajuy on the west by
municipality of Lemery, and on the north by the province of Capiz. It belongs to the 5 th

political district of the province of Iloilo and is politically subdivided into forty-two
barangays. It is a Landlocked municipality.
The LDRRMP implies both a plan and a planning process. The process will result in
the development of list of activities to be prioritized and put into action plans related to the
essential component of a sound DRRM system and related implementation strategies and
processes. The plan of action will be undertaken at various level of the local government
units as well as government and non-government organizations including all stakeholders
through a holistic and integrated approach in dealing with risks of disasters, the action plans,
can be grouped into major prioritized of the DRRM under RA 10121 namely: Prevention and
Mitigation, Disaster Preparedness, Response, Rehabilitation and Recovery.
