AS "AN ACT TO MAXIMIZE THE CONTRIBUTION OF SENIOR
CITIZENS TO NATION BUILDING, GRANT BENEFITS AND SPECIAL
PRIVILEGES AND FOR OTHER PURPOSES

Rationale:
 The Expanded Senior Citizens Act strengthens the social safety net for
the elderly, ensuring they have access to essential services and are
protected from economic shocks, illnesses, and discrimination.

 It reinforces the Filipino tradition of caring for the elderly while


promoting their active participation in society.

Substance:
 Republic Act No. 9994, also known as the Expanded Senior Citizens Act
of 2010, enhances the benefits and privileges of Filipino senior citizens,
further amending Republic Act No. 7432 (1992) and Republic Act No.
9257 (2003).

 It aims to improve the well-being of the elderly by providing


comprehensive support, recognizing their contribution to society, and
promoting their dignity and independence.

Key Provisions:
 The law aims to recognize the rights of senior citizen to take their
proper place in society and make it a concern of the family,
community, and government

 Discounts and Exemptions:


o 20% Discount and VAT Exemption:
 Purchase of medicines, essential medical supplies, vaccines,
and equipment.
 Medical, dental, diagnostic, and laboratory services.
 Professional fees for doctors and home health care providers.
 Fare for domestic land, sea, and air transportation.
 Hotel accommodations, restaurants, recreation centers, and
amusement parks.
 Funeral and burial services.
o 5% Utility Discounts:
 Monthly water and electricity bills for senior citizens with
consumption limits.

o Other Privileges
 Senior citizens who wish to work or be re-employed will be
supported through information and job-matching services.
 Free medical and dental services in government facilities,
including vaccination against influenza and pneumonia for
indigent senior citizens.
 Scholarships, financial aid, and other forms of educational
support for senior citizens pursuing further studies.
 Retirement benefits
 Express lane privileges
 Special housing programs for elderly citizens are integrated
into the national shelter program.
 Indigent senior citizens receive a monthly stipend of Php 500 to
support their daily subsistence and medical needs. (Now 1000)
 Mandatory PhilHealth coverage for indigent senior citizens,
ensuring access to medical services.
 Death benefit assistance of a minimum of 2000 given to the
surviving relative who took care of the deceased senior citizen.
