WHEREAS, the Commission on Elections has the power to en{orce
and administer all laws and regulations relative to the conduct
of an election,
plebiscite, initiativg referendum, and recal pursuant to section 2
(1), Article
X-C of the 1987 Constitution;

WHEREAS, Resolution No. 10448 (ln the Matter of Adopting zuith

WHEREAS, Resolution No. 10733 (Rures and Regurations


for the conduct

WHEREAS, Resolution No. 10999 was promulgated on 24May 2024,
entitled " Calendar of Acfiztities and peiods -of Certiin prohibited Acts in
the May 12,2025 National and Local Elections QrILE), and

WHEREAS, for purposes of the preparation of the ballots for the 2025
National and Local Elections, there is a need to adopt with modification
pertinent provisions of Resolution Nos. 10733, 1044g, and 10001;

WHEREFORE, IN VIEW OF THE FOREGOING, the Commission


RESOLVED as it hereby RESOLVES, to promuigate the rules and
regulations on the conduct of raffle of party-list groups to determine the
order of listing in the official ballot for the 2025 Nationafand Local Elections:

SECTION 1. rNho Shall participate. _ The


following party_list
groups/ organizations, and coalitions shall be allowed to participate in
the
raffle for purposes of determining the order of tisting in the official ballot:

1. Existing party-list groups, organizations, or coalitions with:


a. Active registration on the day of the raffle; and
b. Duly-filed Manifestation of Intent to participate in ilrc party-List
System that was given due course by the Commission.

2. Newly registered party-list groups, organizations, or coalitions with


timely-filed Manifestation of Intent to paiticipatc in the party-List system
that was given due course by the Commission.

Participation in the raffre is without prejudice to the exclusion in the


official ballot or issuance of temporary restraining order, iniunctiory or
decision by the supreme Court. At any time, pdor to the finarization of
the
official. ballot template, the Commission has the authority to exclude
any
partyJist group, organization, or coalition not qualified to join the partyJist
system of representation.

Provided, that a party-list that filed a Manifestation of lntent to


Parficipate but failed to file a Certificate of Nomination and Certificate
of
Acceptance of Nomination shall be: excluded in the ballot face, considered
to have failed to participate, and shall be dealt with accordingly.

SECTION 2. Time, Date, and Venue of Raffle. _ The conduct of


the raffle shall be on the time, date, venue, and piatform designated by the
Commission.

For the 2025 National and Locar Erections, the raffle shal be conducted
at 9:00 AM, 18 October 2024 or at any later date designated by the
Commission, Chairman's Hall, Ground Floor, palacio del Gobernador

Bldg., Inhamuros, Manila and simurtaneously aired through the
officiar
streaming platform being utilized by the Education and Information
Departrnent.

SECTION 3. Notice. - The Commission shall issue a Minute


Resolution listing atl party-list groups, organizations or
coaritions alowed to
participate in the raffle.

The Office of the Clerk of the Commission (OCOC), in coordination


with the office of the Commission secretary (Comsecj, Education and
Information Department (EID) and InJormation Technol,ogy O"partr^eni
(ITD), shall publish the tist in two (2) newspapers of generarrircutation
and

In addition to the notice ura pubricatiory the oCoC shall,

SECTION 4. Authorized Representatioes for the Coniluct of the


Raffle. - Fach party-list group, organization, or coalitiory including.i#""d

SECTION 5. Raffleprotocols. _ The following protocols shall be


observed during the ra{fle:

1. The raffle shall be considered a special session of the
Commission

2. Any person exhibiting unruly, inappropriate, or offensive behavior


so as to obstruct or interrupt the proceedings may be held
in
contempt by the Commission in accordance with Rule 2g
of the
Commission s Rules of procedure and, suppletory, Rule 71
of the
Rules of Cour! and cause his o. her frtm the venue or

3. At least two (2) members of the Commission shall be present


during the proceedings;

4. Representatives from the OCOC, ITD, EID, Law Department,


Political Finance and Affairs Department (pFAD) and the
Offices oi
the Chairman and Commissioners shali be present during

conduct of raffle;

5. Unruly, inappropriate, or offensive behavior by the authorized


representatives of party_list groups, organizations, or
coalitions
shall cause the forfeiture of the order of th-eir risting,

to have
their right to participate in the raffle. In either case, they

6. Authorized media personnel shall be allowed to take photographs


and videos of the proceedings;

eligible party-list groups, organizations, or
coalitions, the officer_

SECTION 7. Implementation. _ The OCOC, ITD, EID, and Law


Departrnent are hereby directed to implement
this Resolution.
