Administration
VISION
By 2022, NIA is a professional and efficient irrigation agency contributing to the inclusive
growth of the country and to the improvement of the farmer’s quality of life.

MISSION
To plan, construct, operate, and maintain irrigation systems consistent with integrated water
resource management principles to improve agricultural productivity and increase farmer's
income.

I. History

The National Irrigation Administration (NIA) is a government-owned and controlled corporation

primarily responsible for irrigation development and management. It was created under the

Republic Act (RA) 3601 on 22 June 1963. Its charter was amended by Presidential Decree (PD)

552 on 11 September 1974 and PD 1702 on 17 July 1980. Bothe increased capitalization and

broadened the authority of the agency. NIA’s forerunner was the Irrigation Division of the

Bureau of Public Works. NIA was replaced under the Office of the President (OP) upon its

creation. It was attached to the Department of Public Works, Transportation, and Communication

under PD no.1, dated 23 September 1972. The issuance also integrated all irrigation activities

under the Agency. The Administrative Code of 1987, dated 25 July 1987, attached NIA to both

the Department of Works and Highways (DPWH), and the Department of Agriculture (DA). But

NIA remained attached to DPWH. It was transferred to OP pursuant to Executive Order NO. 22,

dated 14 September 1992. Then, it was attached to the DA under Administrative Order No. 17,

dated 15 October 1992. Executive Order No. 165, Transferring the National Food Authority,

National Irrigation Administration, Philippine Coconut Authority, and Fertilizer and Pesticide

Authority to the Office of the President, 5 May 2014. Memorandum Order No. 70, Providing for

the functions of the Presidential Assistant for Food Security and Agricultural Modernization, 2

May 2014.

II. Narrative

On February 6, 2023, our OJT or on-the-job training 3


started. During that day Engineer Mohammad
Bayabao oriented us about NIA, NIA or National
Irrigation Administration. Aside from increasing the
rice production and attaining food sufficiency in the
area, NIA’s project intends to achieve and sustain
peace and order through social and agricultural
development. The completion of the irrigation
project will not only improve the lives of the
farmers, but also transform its areas into battle fields
to peaceful agricultural fields. The construction of
irrigation projects contributing to continuous
agricultural growth and uplifting the lives of the
Filipino farmers.
After Engineer Bayabao oriented us,
Engineer Junaid D. Benito told us that
we’re going to divide ourselves into two
groups, one group for Planning and Design
Unit and one group for Construction Unit
also according to the admin we need to
submit Personal Data Sheet and after that
they dismissed us.
On our second day, February 7, 2023, they gave us
the Personal Data Sheet form after we filled it up
Engineer Benito told us to list the members in each
group so, we decided that I, Norjanna M. Banto,
Janessa M. Solaiman, Junairah T. Amatonding, and
Johaime Sidic assigned in Planning and Design Unit
and Jester Jame Lapaza, Crislyn Grino, Kelsey
Shane Edillor, Abdul Rauf Macatampo, and Rayyan
Yusoph assigned in Construction Unit but according
to Engineer Benito after two months we’re need to
shuffle in order for us to experience all of the works
in Engineering Unit after submitting, they ordered
Halo-Halo for snacks, during that time we’re so shy

because we did nothing that day but sitting like a visitor but they insist so, we accept it even its
so embarrassing.
Day 3, February 8, 2023, the Operation and
Maintenance Unit head Mr. Amer-Salman D. Ahmad
request just two OJT because they need some help,
Engineer Benito decide that me and Norjanna M.
Banto are the one who transferred to the Operation
Unit for the meantime. Our first time in the Operation
Unit Mr.
Amer told
us that we
need to
do was to arrange some papers, fill up the FISA or
Free Irrigation Service Act form, and help the
Irrigation Development Officers when they need
some help. Day 2 in Operation Unit, February 9,
2023, Mr. Amer wants us to design the office for
the upcoming Valentines Day so, all the OJT, OJT’s
from MSU and OJT’s from LLCI or Lake Lanao

College INC. started to plan on what we’re going to


design and for five days thank God before
Valentines Day finally, we successfully design the
office. March 3, 2023, Friday afternoon there’s a
Zumba so, even though I don’t know how to dance
I dance and before I forgot the Ibn Siena Integrated
School Foundation or ISISF was also there for their
Work Immersion. On the following days our
routine was the same, if it’s not photocopying,
we’re going to arranged manuals and often we’re
just sitting until the office hours end.

Fast forward, March 13, 2023, the Inauguration Day of
Operation Unit on that day there’s a visitor from Regional
Office were coming so, all the OJT’s wears a Muslim
traditional costume which was the Landap to made us look
formal and presentable. For how many days I could feel the
pressured of everyone especially the head but thank God the

Inauguration Day was successfully done. After that day the
Acting Division Manager, Engineer Benitez K. Derogongan
treats all the employees including us in Fahm Café, we return
to office full and satisfied
and thanks that to
Engineer Ben. Our
routine was back again on
the following days,
arranging manuals,
photocopying, book binding, fill up FISA form, and after
we finish that we just sit there like a visitor. March 24,
2023, the second day of Ramadhan, I thought it was just a
normal day but like what they said Ramadhan is month full
of blessings and on that day, we received a blessing from
Engr. Ben, it was pastel
which perfect for iftar.
Few days after we received a blessing again and it was a
Neneng Durian perfect for Slice Bread. April 12, 2023, after the
long vacation because of Holy week it’s back for work, one of
the Irrigators Development Officer goes to the field and he
invited us, they visit one
of NIA’s projects which
located in Tongan-
Tongan, Madalum,
Lanao del Sur, we
visited the dam site
which air was so fresh
and the water, I suddenly
remember my hometown. According to the IA president
their main problem was the machineries and there’s new
land to be planted but because of the Carabao died it
stopped. They are hoping that NIA find a way to solve
their problems. And I saw that IDO’s or Irrigators

Development Officers finding a solution to solve the issues concerned of each IA president and
their sectors.
April 14, 2023, one of the Engineers
gave us a blessing which I can say
that I’m in a good agency why?
Because of blessing he gave was
money and money was what I need
on that day because my allowance
wasn’t enough. Allah is great
because I destined to OJT in NIA
which I’m very grateful every day.
April 24, 2023, the Operation Unit
celebrates the Eid’l Fitr we help
them to design the office and set the
tables after that back to routine
again, sitting while chitchatting
with other OJT’s. Before I
forgot because of OJT I found
new friend where I’m really
blessed that I meet them even
though we’re not in same
school they still treat us like
their own sister. This moment
will never be forgotten, and I
treasure this so much.
Founding new friend is really a
blessing.
April 26, 2023, we conducted an interview in Masiu,
Lanao del Sur where we need to interview 100
respondents, 50 for the irrigators and 50 for non-
irrigators, upon interviewing the non-irrigators and
irrigators I saw that the irrigators had more college
graduate children than the non-irrigators because of the
great impact of having irrigation thus, the non-irrigators
hoping for irrigation. In the questionnaire there’s a
question if they’re Strongly Agree, Agree, Disagree, and
Strongly Disagree of the impact of having irrigation to
irrigators and non-irrigators. One of the questions was if
the irrigation is increasing the farmers income. It’s

obvious that the irrigators answered strongly agree while the non-irrigators answered strongly
disagree.

But hearing the side of the non-irrigators


they also hoping for irrigation because
they envied the irrigators as they 7
observed the life of irrigators. In the
questionnaire the respondents going to
state some issues encountered in the
irrigation and recommend a solution, the
irrigators encountered issues was the
canal always breaking because of the fast
flow of the water and the other one was
the canal clogging, and their solution was
cement again the canal and always clean
the canal to remove some obstacles
causing the canal to clog. To the non-
irrigators their answer was the same,
according to them there’s a problem in
the canal causing the irrigation can’t
reach to other areas which was the of
areas of the non-irrigators and they
recommend to find the problem why it
can’t reach them because as a farmers
irrigation is a big help for their daily
needs even they have other source of
income like fishing and Sari-Sari Store
it’s still not enough for big family. To be
honest it’s my first time to went to that
place, I saw that the irrigation is a great help to the farmers, as we went to different Barangay to
find respondents I compared the life of the
irrigators and non-irrigators, I saw that
there’s a big difference between irrigators
and non-irrigators in terms of livelihood,
according to the irrigators they’re strongly
agree that the irrigation can decrease
puberty and I’m 100% agree to them
because as a farmers it’s important the
constant supply of water to land or crops to

help growth, by that the farmers can harvest annually, meaning as the farmers annually
harvesting the livelihood improves.
