s.1987. As the government’s largest non-infrastructure initiative, PTMP addresses the growing transportation
inequities and prepares for future demands.

The program’s primary goal is to modernize the public transportation system, ensuring that it meets international
standards and provides a dignified and humane commuting experience. This is achieved through nine key
components, including Industry Consolidation, LPTRP, Route Rationalization, Fleet Modernization, and others.

The LPTRP Formulation Workshop was conducted to equip Local Government Units (LGUs) with the
necessary technical knowledge for crafting their Local Public Transport Route Plans (LPTRPs). This
workshop was organized in response to an invitation from Negros Occidental Province and took place from
August 27-30, 2024, involving LGUs within the province.

Key Achievements

Capacitation of LGUs and the Province of Negros Occidental:
The workshop successfully equipped the Province of Negros Occidental and
all participating LGUs with essential tools and knowledge for crafting their
Local Public Transport Route Plans (LPTRPs). Participants gained hands-on
experience with Quantum geographic information system (QGIS) mapping
software and public transport route planning methodologies, ensuring they are
well-prepared to develop effective route plans.

On-Ground Survey Experience:
Participants were provided with practical, on-ground experience in conducting public transport
surveys. This fieldwork enhanced their understanding of data collection processes and enabled
them to gather accurate, relevant information to formulate their LPTRPs.

Successful Writeshop and Technical Evaluation:
The workshop included a writeshop activity where participants were guided through the technical
evaluation of their route plans. LGUs that were beginning to formulate their LPTRPs received
direct assistance in drafting and refining their plans, resulting in solid initial versions that are ready
for further development.

Addressing Concerns and Preparation for Finalization:
The workshop effectively addressed various concerns raised by participants, ranging from
technical challenges to regulation and policy issues. This comprehensive support ensured
that all participating LGUs are better prepared to finalize their LPTRPs, with clear strategies

II Formulation Workshop Details


The Negros Occidental Province LPTRP Workshop was a four-day event hosted by the Province of Negros
Occidental and facilitated by the LTFRB to provide LGUs within the province with a comprehensive and practical
understanding of the crafting and finalization of their respective LPTRPs. The workshop was composed of various
sessions. On day one, the workshops focused on discussions regarding the LPTRP planning process, determining
appropriate surveys to conduct, and formulating standard values to be used. The second day involved on-ground
surveys, where representatives from LGUs observed and were assisted by the LTFRB in conducting different types
of surveys. It also covered how to interpret the data gathered and included discussions on the Transfer Plan and
Social Support Mechanism. The third and fourth days featured a writeshop activity, allowing the LGUs to begin
crafting their LPTRPs. Additionally, the evaluation of LPTRPs was conducted for LGUs that had already drafted
their plans. The workshop was held from August 27 to 30, 2024, at Mambukal Resort, Murcia, Negros Occidental.

The Venue

The LPTRP Formulation Workshop was held at Mambukal Resort in


Murcia, Negros Occidental, a serene province-maintained resort
chosen for its peaceful and focused environment. The venue offered
well-equipped facilities, comfortable accommodations, and a
refreshing natural setting, ideal for intensive discussions.

Despite the rainy weather from the first to fourth day, the second day
saw improved conditions, allowing for successful on-ground surveys.
With the initiative of the provincial planning team, a strategy was
devised to ensure the survey proceeded smoothly despite the
challenges. Overall, the venue provided a conducive atmosphere for
productive work and collaboration.

The Participants

The map illustrates the participation of local government


units (LGUs) in the LPTRP Formulation Workshop for
Negros Occidental.

Most LGUs, shaded in purple, actively participated in the


event. The LGUs of Bacolod City, Kabankalan City, and La
Carlota City are marked in light blue, signifying that they
have already secured approval for their Local Public
Transport Route Plan (LPTRP). Meanwhile, the LGU of San
Enrique, marked in gray, did not have participants in the
workshop. The Provincial Planning team also attended,
contributing as key participants in the workshop, offering
support and coordination throughout the event.

Participants Profile
The workshop had a total of 98 participants, which included guests from various
government offices such as the Department of Public Works and Highways
(DPWH) and the Highway Patrol Group (HPG), among others. The gender
breakdown of the participants was 63 males and 35 females. The participants were
primarily composed of planning officers and GIS specialists, reflecting the technical
nature of the discussions and activities, particularly those related to the Local
Public Transport Route Plan (LPTRP). Their expertise contributed significantly to
the workshop's focus on data collection, route planning, and analysis. The
complete names of participants per LGU and other offices are attached to the
appendix.

III Workshop Structure and Flow


The Workshop Agenda and Structure for the Negros Occidental LPTRP Workshop was carefully designed to guide
the participants through the key stages of local public transport route planning, ensuring both theoretical
understanding and practical application.

The workshop spanned four days and was structured to cover various aspects of LPTRP formulation. On Day 1,
sessions focused on the overview of the LPTRP process, including discussions on the planning stages, the
importance of accurate data collection, and the identification of appropriate surveys to be conducted. The
participants also learned about the standard values and criteria to be applied in route planning.

Day 2 was dedicated to on-ground surveys, where participants, divided into teams, were actively involved in
conducting surveys with the guidance and assistance of the LTFRB. This day emphasized data collection methods,
survey tools, and the interpretation of gathered information. Despite weather challenges, the on-ground activities
proceeded successfully thanks to the strategic planning efforts of the Provincial Planning Office.

The writeshop portion of the workshop commenced on Day 3 and continued on Day 4, where participants began
drafting their LPTRPs. These sessions offered opportunities for hands-on guidance and feedback from LTFRB
facilitators, ensuring that each Local Government Unit (LGU) was on track to develop a well-crafted transport plan.
The writeshop also included technical evaluations and reviews for LGUs that had already drafted their plans.

Throughout the workshop, coaching sessions were integrated, allowing participants to receive real-time support,
clarify questions, and refine their route plans. The agenda was designed to provide a blend of lectures, hands-on
activities, and collaborative discussions, fostering an environment of learning and teamwork.

IV Accomplishments
The workshop successfully achieved its key objectives.

The participants from the Province of Negros Occidental and its LGUs were provided with critical tools for the
crafting and finalization of their Local Public Transport Route Plans (LPTRPs). Hands-on experience with Quantum
Geographic Information System (QGIS) mapping software and public transport survey methodologies were
effectively delivered, fulfilling the goal of capacitating participants with essential skills and knowledge.

Additionally, the on-ground survey sessions ensured that the LGUs gained practical, field-based insight, allowing
them to understand and interpret data required for route planning. The writeshop activity further solidified the
technical foundation for those LGUs in the early stages of LPTRP formulation, with direct assistance provided for
the evaluation and refinement of route plans. The final objective, addressing other concerns, was also met through
robust discussions, which prepared all participants for the next stages of their LPTRP finalization.

Innovative Ideas and Solutions


Participants shared several best practices that significantly contributed
to the success of conducting the surveys. The rationale behind these
strategies stemmed from the real-time experience gained through on-
ground surveys, allowing participants to understand firsthand the
potential challenges they might face during actual surveys. Key
strategies included dividing the mode of transportation among team
members to efficiently tally passing vehicles, and utilizing teamwork
and collaboration, with the suggested team size of two to three
members.

Focus and clear coordination with drivers and conductors ensured


accurate data recording. Time synchronization, task delegation, and the
buddy system ensured smooth operations. Pre-survey coordination
meetings to clarify vehicle classifications further streamlined the
process. Confidence and commitment were vital in overcoming hurdles,
making the survey operations more effective, even in challenging
weather conditions.

Throughout the workshop, participants remained fully engaged,


particularly during the writeshop and technical evaluation sessions.
Their proactive involvement reinforced the successful achievement of
the workshop’s goals, and the shared strategies provided innovative
approaches to enhancing the accuracy and efficiency of public
transport route planning.

V Challenges and Areas for Improvement


The LPTRP workshop provided valuable opportunities for participants to engage in both theoretical and
practical aspects of route planning. However, the challenges in computation, data analysis, survey
implementation, and advocacy for the LPTRP highlight areas that require further attention.

Future workshops would benefit from:

1. Dedicated sessions on computation and Excel tools: Providing detailed, step-by-step instruction
on data computation, particularly within Excel, to ensure participants fully understand how to process
and analyze their survey data.
2. Enhanced survey training: Offering more structured guidance on conducting on-ground surveys,
ensuring data accuracy, and adapting survey methodologies to changing conditions.
3. Advocacy skills training: Incorporating sessions on how to present technical data to non-technical
stakeholders and secure support for LPTRP implementation from city officials.

By addressing these challenges, future workshops can further empower participants to develop robust,
data-driven route plans while ensuring their successful adoption by local governments.

The Local Public Transport Route Plan (LPTRP) Formulation Workshop for the Province of Negros Occidental
successfully accomplished its primary objectives, equipping participants with the knowledge, tools, and
practical experience necessary for crafting effective and data-driven public transport plans.

1. Capacitation of Local Government Units (LGUs): The workshop provided the LGUs with essential
insights into public transport route planning, ensuring that each participant gained hands-on experience
with Quantum Geographic Information System (QGIS) mapping software and real-world survey
methodologies. This experience left participants well-prepared to develop and refine their LPTRPs with a
stronger understanding of public transport demands.
2. On-Ground Survey Experience: Despite some challenges, such as inclement weather, participants were
able to conduct on-ground surveys, which significantly improved their understanding of real-time public
transport operations and the complexities of data collection. By working collaboratively and employing
strategic adjustments to their methods, participants not only completed the surveys but also enhanced
their ability to manage on-site challenges in future planning exercises.
3. Technical Writeshop and Data Analysis: Participants were engaged in technical evaluation sessions,
where they focused on route data analysis and computation. Although some participants faced difficulties
with Excel-based computations, the workshop allowed them to deepen their technical knowledge and
improve their capacity to conduct data analysis, laying the groundwork for further development of their
LPTRPs.
4. Addressing Local Concerns and Planning Finalization: The workshop served as a platform for
participants to raise specific challenges they anticipate in implementing the LPTRPs, from computation
and data forecasting to garnering support from local officials. Through collaborative discussions, the
workshop provided innovative solutions and clarified technical aspects, preparing the LGUs to finalize
their transport plans with confidence.

VII Acknowledgments
We would like to express our deepest gratitude to the Province of Negros Occidental, all the participating
Local Government Units (LGUs), and their dedicated Planning Officers and GIS Specialists for their active
engagement throughout the workshop. Their enthusiasm and commitment to enhancing public transport
systems for their communities were instrumental in the success of this event.

A special thanks goes to the Hon. Governor “Bong” Lacson, Engr. Riza Marie T. Paches, and Atty. Ma. Joscet
Abellar for the warm welcome and setting of the workshop’s objectives. Guests from Department of Public
Works and Highways (DPWH), the Highway Patrol Group (HPG), and other esteemed personnel who
contributed their insights and expertise, enriching the discussions and collaborative efforts during the
workshop.

We also extend our heartfelt appreciation to the Provincial Planning Team, whose support, particularly during
the on-ground surveys, played a crucial role in overcoming logistical challenges. Their collaboration with the
participants ensured that key activities proceeded efficiently and effectively.

Finally, we would like to thank the organizing committee, the LTFRB PTMP Central, the FPMD, the LTFRB
RFRO 6 and PTMP-RPIU 6 for their tireless efforts in planning and executing this successful workshop, as
well as the technical experts who facilitated the sessions and provided valuable guidance to the participants.
Together, we have taken a significant step toward achieving a more sustainable, accessible, and efficient
public transport system in Negros Occidental.

We look forward to continued collaboration as the LGUs finalize and implement their Local Public Transport
Route Plans, contributing to the future development of a more interconnected and resilient public transport
