UTTAR PRADESH SCHEMES AND POLICIES


WOMEN AND CHILD WELFARE SCHEMES
1. UP Mahila Samarthya Yojana 2023
Launched on: February 22, 2021 coinciding with the announcement of the UP Budget 2021–22.
Eligibility: The scheme aims to empower and benefit women in the state, particularly those involved in home and cottage
industries based on local resources.
Objectives:
● Empowerment and Welfare:
■ Motivate women towards employment.
■ Improve living standards through home and cottage industries.
● Enterprise Promotion:
■ Promote enterprises run by women.
● Skill Development:
■ Provide various types of training to enhance women's skills and industry.
● Market Access:
● Facilitate women in selling their produce by providing markets.

2. School Chalo Abhiyan


Launched on: Inauguration by the Honorable Chief Minister on 04-04-2022 from Shravasti district.
Department: Uttar Pradesh Basic Education Council
Eligibility: Every child of 6 to 14 years of age
Objectives:
● To fulfill the fundamental right to free and compulsory education for children aged 6 to 14.
● To encourage maximum enrollment in schools run under the Uttar Pradesh Basic Education Council.
● Successful organization of the "School Chalo Abhiyan-2022" in the current academic session.
● Implementation of government orders and guidelines for the successful execution of the campaign.
● Telecast of the inauguration ceremony on Doordarshan UP and YouTube to reach children and parents in all council
schools statewide.

3. UP Mukhyamantri Kanya Sumangala Yojana


● Launched in -2019
● Department –Women and Child development
● Eligibility:
○ Must be a resident of Uttar Pradesh.
○ Accepted proofs: Ration Card, Aadhar Card, Voter Card, Electricity Bill, Telephone Bill.
○ Family income should not exceed Rs. 3 lakh per annum.
○ Up to 2 girls from a single family.
○ 3rd girl eligible if twins born in the second delivery.
○ Maximum benefit for 2 girls, including biological and adopted children.

● Objectives:
○ Conditional cash transfer scheme ensuring social security and development for girl children.
○ Provides Rs. 15,000 per beneficiary to enhance health, education, and reduce dropout rates.
○ Aims to prevent social issues like female foeticide and child marriage.
○ Assists girls in Uttar Pradesh from birth through graduation studies.
○ Allocated Rs. 1200 crore in the UP Budget for the implementation of the scheme.

4. UP Mukhyamantri Samuhik Vivah Yojana


● Launch - October 2017
● Department - Social welfare department.
● Eligibility:
○ Applicable only to citizens of Uttar Pradesh.
○ Annual income should not exceed Rs. 2 lakh.
○ Eligible couples include widows and divorced individuals from Below Poverty Line (BPL) families.
○ Minimum age for brides is 18 years, and for grooms, 21 years.
○ Mass marriage ceremonies must involve at least 10 couples.
● Objective:
○ Provide financial assistance for marriages of economically weaker couples in the state.
○ Offer an incentive to promote mass marriages.
○ Allocate Rs. 51,000 per couple, with Rs. 35,000 directly transferred to the beneficiary's bank account.
○ Enhance affordability and support for couples belonging to the economically weaker section.

5. Uttar Pradesh Rani Laxmibai Mahila and Bal Samman Kosh Yojna
● Launched in: 2015
● Department: Department of Women and Child
● Eligibility:
○ The scheme is available to native women and girls of Uttar Pradesh.
○ To qualify, the victim must be proven through FIR registration under specified sections for crimes like dowry
death and heinous offenses.
○ Eligibility also extends to cases involving acid attacks, rape, POSCO, or sexual harassment, based on state police
data.
● Objectives:
○ The Uttar Pradesh Rani Laxmi Bai Women and Children Samman Kosh aims to provide assistance to women
and girls who may not be direct victims of violence but require social and economic empowerment. The fund
also provides monetary and medical relief to women and girls who are victims of violence, including
reconstructive surgeries. The fund also provides educational assistance to victims and their minor children

6. Bal Shramik Vidya Yojana


● Launch: June 2020
● Eligibility Criteria:
○ Applicants must be permanent residents of Uttar Pradesh.
○ Age eligibility: 8 to 18 years.
○ Possession of Aadhar card is a requirement
● Objective:
○ The primary goal is to provide economic assistance to economically disadvantaged individuals.
○ Facilitates the integration of children into the mainstream, fostering both education and financial empowerment.
● Financial Assistance:
○ Boys receive ₹1000 per month, while girls receive ₹1200 monthly.
○ Students in classes VIII to X are eligible for ₹6000 per year to support their education.
● Identification Process:
○ Children are identified through surveys conducted by officials of the Labor Department.
○ Inspection is carried out by village panchayats, local bodies, child line, or school management committees.

SCHEMES RELATED TO YOUTH


1. Dr. Ambedkar Centers of Excellence (DACE) Scheme
Launch: April 22, 2022 (from B.H.U.)
Department: Ministry of Social Justice and Empowerment, Government of India
Eligibility:
● Cater to Scheduled Caste students across 31 Central Universities in India.
● Priority for coaching will be given to qualified women candidates, with a provision for male/transgender candidates if
necessary.
Objectives:
● The primary objective of the scheme is to offer high-quality, free coaching facilities to Scheduled Caste students
aspiring for the Civil Services Examinations conducted by the Union Public Service Commission (UPSC).
● Under this initiative, each center is allocated 100 seats, and Rs 75,000 per year/per student is provided to the University
for coaching purposes.
● Additionally, special emphasis is placed on encouraging female representation in the coaching program, with 33% of
seats reserved for qualified women candidates from Scheduled Castes.
● In the absence of a sufficient number of eligible female candidates, the vacant seats will be allotted to male/transgender
candidates from the Scheduled Caste category.

Pre-examination Training Centers


Department:
● Social Welfare Department
Eligibility:
● Applicants of Scheduled Caste/Scheduled Tribe for state government services who are graduates with an annual
parental income below Rs. 6.00 Lakh.
Objectives:
● The scheme aims to provide pre-examination training to candidates from Scheduled Castes/Scheduled Tribes
through designated centers.
Training Centers:
Shri Chhatrapati Shahu Ji Maharaj Research and Training Institute, Bhagidari Bhavan, Gomti Nagar, Lucknow:
● Established in 1977.
● Capacity: 300 students (50% from backward classes, 45% from scheduled castes, 5% from scheduled tribes).
Model Pre Examination Centre (Girls), Aliganj, Lucknow:
● Established in 1994.
● Capacity: 150 students (50% from backward classes, 45% from scheduled castes, 5% from scheduled tribes).
Judicial Services Training Centre, Prayagraj:
● Established in 1979.
● Capacity: 50 students (exclusively for scheduled castes).
Sant Ravidas I.A.S., P.C.S. Pre-examination training centre, Varanasi:
● Started in 2008.
● Capacity: 200 students (for Scheduled Castes and Scheduled Tribes).
Dr. B.R. Ambedkar I.A.S., P.C.S. Pre-Examination Training Centre, Aligarh:
● Operation started in December 2009.
● Capacity: 200 students (for Scheduled Castes).
I.A.S., P.C.S. Coaching Centre, Nizampur, Hapur:
● Operation started in 2010-11.
● Capacity: 200 students (male-female strength: 120 and 80, respectively, for scheduled castes).

2. Uttar Pradesh Mukhyamantri Abhyudaya Yojana


Launched in: 2020
Eligibility:
● Educational Qualification:
○ Students from economically disadvantaged backgrounds enrolled in class 10th, 11th, and 12th.
○ Graduates preparing for competitive exams such as UPSC, UPPSC, and other state-level exams.
● Residency:
○ Must be a permanent resident of Uttar Pradesh or meet specific criteria outlined in the scheme.
● Financial Status:
○ Beneficiaries facing economic hardship and falling below the poverty line.

Objectives:
● Designed to facilitate students from economically weaker sections in pursuing competitive examinations like NEET,
JEE, and UPSC.
● The scheme offers free coaching through reputed institutes, along with additional provisions for transportation and
accommodation.

3. Swami Vivekananda Yuva Shashaktikaran Yojana 2023 or Muft/Free Tablet/Smartphone Scheme 2023
● Launch: 2023
● Department: Youth affairs and skill development in Uttar Pradesh.
● Eligibility:
○ Age: 18 to 35 years
○ Education: Up to 10th standard
○ Income: Below ₹3 lakh per annum
○ Residency: Permanent residents of Uttar Pradesh
○ Employment Status: Not employed in any government or private organization at the time of application
● Objectives:
○ Skill Enhancement: Provide skill development training for youth in Uttar Pradesh to boost employability and
ensure job readiness.
○ Employment Opportunities: Generate improved job prospects by offering training, placement assistance, and
bridging the gap between skills and employment.
○ Entrepreneurship Promotion: Promote entrepreneurship among youth by providing essential skills and support
for starting and sustaining businesses.
○ Education and Training: Deliver quality education and training to empower youth, facilitating the achievement
of their career goals.
● Women’s Empowerment: Ensure equal opportunities for women in skill development and employment, contributing
to their empowerment in a supportive professional environment.

4. U.P Kaushal Vikas Mission


● Launch: The training program falls under the Uttar Pradesh Kaushal Vikas Mission Scheme (UPSDM) 2022.
● Department: Department of Vocational Education and Skill Development. UPSDM is the implementing agency for
skill development targeted at enhancing employability in Uttar Pradesh.
● Eligibility:
○ Open exclusively to the youth of Uttar Pradesh
○ Target age group is 18 to 35 years
○ Eligible youth from Uttar Pradesh can benefit from the scheme through UPSDM 2022, securing free registration
for the training program.
● Objectives:
○ Equip the youth of Uttar Pradesh with skills through training in over 280 subjects across 34 areas, including
plumbing, computer training, painting, fashion designing, welding, and driving.
○ Aim to create employment opportunities for trained youth, fostering growth in small businesses.

SOCIAL SECURITY SCHEMES


1. UP Parivar Kalyan Card
The initiative falls under the jurisdiction of the Uttar Pradesh government, aimed at providing benefits from various welfare
schemes to eligible families.
Eligibility: The card will be generated using ration card data, simplifying the process and integrating all government
schemes. Approximately 15 crore Aadhaar-valid ration card holders in Uttar Pradesh, covering about 60 percent of the state,
can immediately qualify for the Parivar Kalyan cards.
Objectives:
● Issuance of a unique 12-digit identity card, similar to Aadhar, to each family in the state, containing comprehensive
information about all its members.
● Utilization of UP Parivar Kalyan Card data to facilitate the distribution of benefits from state-run schemes related to
employment, health, and other areas.
● Detection of ineligible applicants for any scheme, ensuring that benefits reach deserving families.
● Centralized data management, allowing the government access to comprehensive information about every citizen in
the state.

2. Old Age/Farmer Pension scheme


● Department: Social Welfare Department.
● Eligibility:
○ Rural Areas: Individuals aged 60 or above with a total income not exceeding Rs. 46,080.
○ Urban Areas: Individuals aged 60 or above with a total income not exceeding Rs. 56,460.
● Benifits: Provide a monthly pension of Rs. 500 to individual age of 80 or above and Rs. 400 to individuals aged 60 or
above.

3. Divyang Pension Scheme


● Department: Social Welfare Department
● Eligibility Criteria:
○ Age:
■ Minimum age: 18 years
■ Maximum age: 150 years
○ Income criteria:
■ Rural areas: Up to Rs. 46,080/-
■ Urban areas: Up to Rs. 56,460/-
○ Disability criteria:
■ Minimum disability: 40%
■ Maximum disability: 100%
● Benifits: To provide nutrition grants to Persons with Disabilities (PWDs) affected by Leprosy, specifically targeting
those whose family income is insufficient for their nutrition.

4. Leprosy Pension Scheme


● Department: Social Welfare Department
● Eligibility Criteria:
○ Age:
■ Minimum age: 1 year
■ Maximum age: 150 years
○ Income criteria:
■ Rural areas: Up to Rs. 46,080/-
■ Urban areas: Up to Rs. 56,460/-
○ Disability criteria:
■ Minimum disability: 1%
■ Maximum disability: 100%
● Objective: To provide nutrition grants to individuals affected by Leprosy, particularly those whose family income is
insufficient for their nutrition.

5. Shadi Anudan Scheme (Marriage Grant Scheme) 2023


● Department: The Uttar Pradesh government is accountable for the implementation and distribution of funds under
the Shadi Anudan Scheme.
● Eligibility Criteria:
○ Applicants must be a resident of Uttar Pradesh.
○ Annual family income should not exceed Rs. 46,080 in rural areas and Rs. 56,460 in urban areas.
○ Eligible for all categories, including SC, ST, OBC, Minority, and those falling below the poverty line (BPL).
● Objectives:
○ The primary objective is to offer financial aid for marriages to individuals belonging to the economically
backward class.
○ Ensure financial support is provided by the UP government to eligible beneficiaries under the scheme.

6. Widow Pension Scheme


● Department: Social Welfare Department
● Eligibility Criteria:
○ Minimum age: 18 years
○ Eligible until joining another welfare scheme.
○ Ineligibility: Applicants who have already benefited from other pension schemes are not eligible.
● Objectives:
○ Enhance the well-being of labor force members.
○ Provide support to individuals aged 18 and above.
○ Ensure financial assistance until the beneficiary joins another welfare scheme

7. Mukhyamantri Jan Arogya Yojana


● Launched in: 2019
● Eligibility Criteria:
○ Native citizens of Uttar Pradesh are eligible for the scheme.
○ Those not benefiting from existing government health insurance schemes qualify.
○ Eligibility is restricted to economically weaker category families.
○ No specific family size limit is imposed under the scheme.
● Objectives:
○ Provide health insurance to middle-class and economically weak families in Uttar Pradesh.
○ Extend health insurance coverage to over 10 crore families through the Mukhyamantri Jan Arogya Yojana.
○ Offer a health insurance scheme of Rs. 5 lakh per beneficiary family within a one-year period.
○ Facilitate family health services at government and empaneled private hospitals.

Ganna Parchi Calendar 2023 from the comfort of their homes using a computer or mobile device with internet access.

2. Uttar Pradesh Panchamrit Yojana


Department: Implemented by the Sugarcane Development Department of Uttar Pradesh.
Eligibility: To qualify for the Panchamrit Yojana, applicants must be residents of Uttar Pradesh, engaged in farming, and
possess their own land.
Objectives:
● Utilize innovative techniques in sugarcane cultivation to enhance yield and compare favorably with spring sugarcane
cultivation.
● Cultivate co-crops such as coriander, peas, garlic, tomato, and wheat along with sugarcane to increase farmers' income.
● Reduce the production cost of sugarcane and enhance production and land fertility through trench management,

3. Mukhyamantri Krishak Durghatna Bima Yojana

out through Collectors.
● Eligibility Criteria:
○ Farmers and their family members aged between 18 to 70 years are covered.
○ Permanent residency in Uttar Pradesh is a prerequisite for eligibility.

4. Rashtriya Krishi Vikas Yojana

5. Pt. Deen Dayal Upadhyay Kisan Samridhi Yojana


● Scheme Extension Approval: The Uttar Pradesh Cabinet recently granted approval for a five-year extension of a
scheme aimed at improving and treating barren and waterlogged lands in the state.
● Scope of Reclamation: Under the extended scheme, a total of 2,19,250 hectares of ravine and barren land will undergo
reclamation.

6. Kisan Samridhi Yojana Extension:

2. Uttar Pradesh Leads in 'Har Ghar Jal Yojana' for Tap Connections
As of October 27, 2023, Uttar Pradesh has emerged as the frontrunner in providing tap connections under the 'Har Ghar Jal
Yojana' of the Jal Jeevan Mission, according to media reports. The state government has successfully delivered clean tap
water to an impressive count of 1 crore, 60 lakh, 57 thousand, and 65 rural families.
Key Highlights:
● Mega Campaign Initiated: In collaboration with Namami Gange and the Rural Water Supply Department, Uttar
Pradesh has launched a substantial campaign aimed at providing clean drinking water to the rural population through
the Har Ghar Jal Yojana of Jal Jeevan Mission.
● Unprecedented Tap Connections: Uttar Pradesh has earned the distinction of being the top state in delivering the
highest number of tap connections. The ongoing efforts focus on extending tap connections to over 40 thousand
villages daily within the state.
● Transformation in Water Access: Prior to 2019, only 5 lakh 16 thousand 221 families in Uttar Pradesh had tap
connections. In a remarkable turnaround, over the past three and a half years, more than 1 crore 60 lakh rural families

SCHEMES UNDER MINISTRY OF HEALTH AND FAMILY WELFARE
1. Pradhan Mantri Swasthya Suraksha Nidhi (PMSSN)
Launch Year: 2021

● AB-PMJAY is the world’s largest Government funded health assurance scheme.
● AB-PMJAY provides health assurance of up to Rs.5 Lakh per family per year for secondary and tertiary healthcare
hospitalizations.
● AB-PMJAY is a completely cashless and paperless scheme.
● The benefits under AB-PMJAY are portable across the country.
● There is no cap on family size, or age or gender.
● The beneficiary families are identified from the Socio Economic Caste Census (SECC) of 2011.
● AB PM-JAY has crossed the milestone of 26 crore Ayushman cards across the country on 19th October 2023.
● All States and UTs except Delhi, Odisha and West Bengal have joined the Scheme.

3. National Digital Health Mission (now known as Ayushman Bharat Digital Mission)
Launched on 15th August 2020 as a pilot in six Union Territories. On 27th September 2021, the national rollout of the
ABDM was announced.
Aim: To establish a National Digital Health Ecosystem by creating an online platform enabling interoperability of health
data within the health ecosystem to create longitudinal electronic health records of citizens & facilitate delivery of health
services through this Digital Health Ecosystem.
● Health IDs (ABHA Number- Ayushman Bharat Health Accounts) have been created in the country. Creation of Health
ID is voluntary.
● As an implementing agency, National Health Authority (NHA) has initiated awareness campaigns in healthcare
facilities through IEC materials.

4. Pradhan Mantri Swasthya Suraksha Yojna (PMSSY)


● The scheme was announced in 2003 and first launched in March 2006.
● The primary objective of PMSSY is to correct the regional imbalances in availability of affordable/reliable tertiary
level healthcare in the country in general, and to augment facilities for quality medical education in under-served or
backward States, in particular.
● In addition to setting up of AIIMS, PMSSY also envisaged up-gradation of several existing Government Medical
Colleges/Institutions in different states in the country.

5. Intensified Mission Indradhanush 3.0


Launched: 19th February, 2021
● It is a campaign aimed to reach those children and pregnant women who have been missed out or been left out of the
Routine Immunisation Programme to accelerate the full immunization through a mission mode intervention.
● IMI 4.0 was carried out in 2022 to vaccinate all unvaccinated/partially vaccinated children with missed/due doses of
vaccines.
● Besides this, IMI 5.0 was carried out in 2023 with a special focus to increase the coverage of MR vaccine in children
up to the age of 5 years.

SCHEMES UNDER MINISTRY OF EDUCATION


1. STARS Project
Launch Year: 2020
Strengthening Teaching-Learning and Results for States (STARS) project is a Centrally Sponsored Scheme under the
Department of School Education and Literacy with a total project cost of Rs 5718 crore with the financial support of
World Bank amounting to US $ 500 million (approximately Rs. 3700 crore).
● The STARS project seeks to support the states in developing, implementing, evaluating and improving interventions
with direct linkages to improved education outcomes and school to work transition strategies for improved labour
market outcomes.
● The overall focus and components of the STARS project are aligned with the objectives of National Education Policy
(NEP) 2020 of Quality Based Learning Outcomes.
● It includes setting up and supporting the National Assessment Centre, PARAKH as an independent and autonomous
institution.

2. Institutions of Eminence Scheme


Launch Year: 2017
● Institutes of Eminence (IoE) is a recognition scheme for higher education institutes in India, set by the University
Grants Commission in 2017.
● Benefits of Institutions of Eminence include additional funding, complete academic and administrative autonomy and
complete financial autonomy etc.

3. Mid-May Meal (now known as PM POSHAN)


PM POSHAN (POshan SHAkti Nirman) Scheme provides one hot cooked meal in Government and Government-aided
schools from 2021-22 to 2025-26, earlier known as ‘National Programme for Mid-Day Meal in Schools’ popularly known
as Mid-Day Meal Scheme.
● This is a Centrally-Sponsored Scheme which covers all school children studying in Classes I-VIII in Government,
Government-Aided Schools.
● With a view to enhancing enrolment, retention and attendance and simultaneously improving nutritional levels among
children.
● The National Programme of Nutritional Support to Primary Education (NP-NSPE) was launched as a Centrally
Sponsored Scheme on 15th August 1995. In 2001, it became a Mid Day Meal Scheme.

4. Swach Vidyalaya Abhiyan


The Swachh Vidyalaya initiative was launched in August 2014 under which around 2.54 lakh toilets were to be constructed
with government funds, PSUs had committed to build 1.64 lakh toilets, the private corporate 5,134 toilets and money from
the Swachh Bharat Kosh (SBK) were to fund 15,852 toilets.

5. Kala Utsav
Launch Year: 2018
● Kala Utsav is an initiative of the Government to promote artistic talent among secondary school students from all
over the country in the field of Dance, Music, Theater and Visual Arts & Crafts through competitions.
● Yoga Olympiad is organised to promote yoga activities in schools, healthy habits, human values and holistic health.
● Kala Utsav is organized by Department of Arts and Aesthetics (DEAA), Yoga Olympiad is organized by Department
of Education in Social Sciences (DESS) and ICT Mela is organized by CIET- NCERT.

6. Shikshak Parv Initiative


Launch Year: 2021
Shikshak Parv is being celebrated to felicitate the Teachers and to take National Education Policy 2020 forward.

7. Scheme for Promotion of Academic and Research Collaboration (SPARC)


Launch Year: 2018
SPARC aims at improving the research ecosystem of India’s higher educational institutions by facilitating academic and
research collaborations between top ranked Indian Institutions and globally ranked foreign institutions, through joint
research projects involving mobility of students and faculty.

8. Higher Education Financing Agency (HEFA)


HEFA incorporated on 31st May 2017, is a joint venture of MoE, GOI and Canara Bank with an agreed equity
participation in the ratio of 90.91% and 09.09% respectively to give a major push for creation of high quality infrastructure
in premier educational institutions.

● HEFA is registered under Section 8 [ Not-for-profit] under the Companies Act 2013 as a Union Govt company and as
Non–deposit taking Systematically Important (NBFC-ND-SI) with RBI.
● The government had expanded the scope of HEFA in 2018 under the Revitalising Infrastructure and Systems in
Education or RISE by 2022 initiative, bringing schools and medical colleges under its ambit, and making it the nodal
body in infrastructure financing in the education sector.

SCHEMES UNDER MINISTRY OF WOMEN AND CHILD DEVELOPMENT


1. Pradhan Mantri Matru Vandana Yojna (PMMVY)
Launched: 1st January 2017
The primary objective of PMMVY and revised and incorporated as a component of Mission Shakti from 1st April 2022,
as PMMVY 2.0 is to provide cash incentive for partial compensation of the wage loss during pregnancy so that women can
take adequate rest before and after delivery of the child; and to improve health seeking behaviour amongst the Pregnant
Women & Lactating Mothers (PW&LM).
● Maternity benefits of Rs. 5,000 is provided in 3 installments to Pregnant Women and Lactating Mothers (PW&LM)
upon fulfilment of certain conditions.
● The eligible beneficiaries are also entitled to receive the cash incentive as per approved norms towards Maternity
Benefit under Janani Suraksha Yojana (JSY) after institutional delivery so that on an average, a woman gets Rs. 6,000.
● For the first time, a cash incentive of Rs. 6000 for the second girl child has been introduced in PMMVY 2.0.

2. POSHAN (PM’s Overarching Scheme for Holistic Nourishment) Abhiyaan (erstwhile National
Nutrition Mission)
Launched: March 2018
Aim: To achieve improvement in nutritional status of Children from 0-6 years, Adolescent Girls, Pregnant Women and
Lactating Mothers in a time bound manner and to achieve reduction in stunting and wasting in children (0-6 years) as well
as reduction in anemia in women, children and adolescent girls.
● Under Poshan 2.0, focus is on diet diversity, food fortification, leveraging traditional systems of knowledge and
popularizing use of millets.
● The Rashtriya Poshan Maah is being celebrated during the month of September every year under POSHAN
Abhiyaan.
● The 6th Rashtriya Poshan Maah is celebrated in September 2023. This year, the objective is to comprehensively
tackle malnutrition through a life-cycle approach to cultivate widespread awareness concerning critical human life
stages: pregnancy, infancy, childhood, and adolescence.
● The aim is to foster nutritional understanding across India through a theme centered on "Suposhit Bharat, Sakshar
Bharat, Sashakt Bharat" (Nutrition-rich India, Educated India, Empowered India).

PMKVY is a demand-driven scheme to provide skill development training to youth in all States/Union Territories (UTs)
through Short Term Training (STT) and Recognition of Prior Learning (RPL).
● Pradhan Mantri Kaushal Vikas Yojana 4.0 is launched in 2023 to skill lakhs of youth within the next three years.
● The scheme will emphasize on On-job training, industry partnership, and alignment of courses with needs of industry.
● The scheme will also cover new age courses for Industry 4.0 like coding, AI, robotics, mechatronics, IOT, 3D printing,
drones, and soft skills.

SCHEMES UNDER MINISTRY OF RURAL DEVELOPMENT


1. Unique Land Parcel Identification Number (ULPIN) Scheme or Bhu-Aadhar
It is an initiative under Digital India Land Records Modernization Programme (DILRMP) launched in 2021.
● ULPIN system is a 14 digit Alpha–numeric unique ID for each land parcel based on Geo-coordinates of vertices of
the parcel which is of international standard and complies with Electronic Commerce Code Management Association
(ECCMA) standard and Open Geospatial Consortium (OGC) standard, is being implemented across the country.
● ULPIN will have ownership details of the plot besides its size and longitudinal and latitudinal details. This would
facilitate real estate transactions, help resolve property boundaries issues and improve disaster planning and response
efforts, etc.

2. National Social Assistance Programme (NSAP)


Launched: 15th August, 1995.
● Under NSAP, monthly pension at the rate of Rs.300/- p.m to widows in the age group of 40 to 79 years and divyangjan
in the age group of 18-79 years and Rs.200/- p.m to old age persons in the age group of 60 to 79 years belonging to
below poverty line households is being paid.
● The amount of pension is increased to Rs. 500/- per month in respect of these beneficiaries on reaching the age of 80
years and above. Under the National Family Benefit Scheme of NSAP, a one-time lump-sum amount of Rs.20,000/-
is paid to a bereaved family, on the death of primary breadwinner, aged between 18-60 years.

3. Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS)


Launched in 2005.
Mahatma Gandhi National Rural Employment Guarantee Scheme (Mahatma Gandhi NREGS) is a demand driven wage
employment programme which provides for the enhancement of livelihood security of the households in rural areas of the
country by providing at least one hundred days of guaranteed wage employment in every financial year to every household
whose adult members volunteer to do unskilled manual work.
● In order to streamline the system of fund flow and to ensure timely payment of wages, Ne-FMS was implemented in
2016.

4. Rashtriya Aajivika Mission


Launched in 2014
Deendayal Antyodaya Yojana – National Rural Livelihoods Mission (DAY-NRLM) (also known as Rashtriya Aajivika
Mission) is implemented across the country in a mission mode with the objective of organizing the rural poor women into
Self Help Groups (SHGs), and continuously nurturing and supporting them to take economic activities till they attain
appreciable increase in income over a period of time to improve their quality of life and come out of abject poverty.
DAY-NRLM has following sub-schemes focussing on self-employment of the rural poor:
● Rural Self Employment Training Institutes (RSETIs), enabling a trainee to take bank credit and start his/her own
Micro-enterprise.
● Start-up Village Entrepreneurship Programme (SVEP) for facilitating the rural poor for setting up micro
Enterprises.
● Aajeevika Grameen Express Yojana (AGEY) to facilitate transport facilities in the rural areas which also provides
self employment opportunities to the rural poor.

5. Deen Dayal Upadhyaya Grameen Kaushalya Yojana (DDU-GKY)


Launched: September 25, 2014
As a standard-led outcome-driven quality skilling program, DDU-GKY is focused on the empowerment of rural youth
through sustainable employment opportunities and skill enhancement. With a unique emphasis on post-placement tracking,
retention, and career progression, this initiative aligns with the vision of 'Make in India' and positioning India as the globally
preferred manufacturing hub.

6. Pradhan Mantri Awas Yojna


Pradhan Mantri Awas Yojana- Gramin (PMAY-G)
Launched in 2016
● In order to achieve the target of “Housing for All'' in rural areas, PMAY-G provides assistance to eligible rural
households with an overall target to construct 2.95 crore pucca houses with basic amenities by March, 2024.
● Under PMAY-G, beneficiaries are provided financial Assistance of Rs.1.20 lakh in plain areas and Rs.1.30 lakh in
hilly States.
● Additional assistance of Rs.12,000/- is extended for construction of toilets through convergence with Swachh Bharat
Mission – Gramin (SBM-G), MGNREGS or any other dedicated source of funding. Households are also provided
water, LPG and electricity connections in convergence with other relevant schemes.
● Pradhan Mantri Awas Yojana-Urban (PMAY-U) is implemented by the Ministry of Housing and Urban
Affairs.

1. Pradhan Mantri Awas Yojana-Urban (PMAY-U)
Launched on 25th June 2015
This flagship Mission addresses urban housing shortage among the EWS/LIG and MIG categories including the slum
dwellers by ensuring a pucca house to all eligible urban households by the year 2022, when Nation completes 75 years of
its Independence. The implementation period of PMAY-U has been extended up to 31.12.2024.
● A web based monitoring system, CLSS Awas Portal (CLAP) is a common platform where all stakeholders i.e.
MoHUA, Central Nodal Agencies, Primary Lending Institutions, Beneficiaries and Citizens are integrated in a real
time environment.
● Affordable Rental Housing Complexes (ARHCs), is a sub-scheme under PMAY-U that provides ease of living to
urban migrants/ poor in the Industrial Sector as well as in the non-formal urban economy to get access to dignified
affordable rental housing close to their workplace.
● Global Housing Technology Challenge - India (GHTC-India) aims to identify and mainstream a basket of
innovative construction technologies from across the globe for the housing construction sector that are sustainable,
eco-friendly and disaster-resilient.

2. Safaimitra Suraksha Challenge


launched on the occasion of World Toilet Day, 19th November 2020
It is aimed at preventing ‘hazardous cleaning’ of sewers and septic tanks and promoting their mechanized cleaning.

3. The Prime Minister Street Vendor's AtmaNirbhar Nidhi (PM SVANidhi) scheme
Launched on June 1, 2020
● It is a micro credit scheme for urban street vendors that aims to provide collateral-free working capital loans up to
₹50,000. Under the scheme regular repayments are incentivized with a 7% interest subsidy and digital transactions are
rewarded with cashback up to ₹1,200 per year.
● The scheme employs Aadhaar-based e-KYC, utilizes an end-to-end IT platform, and employs SMS-based notifications
for application status updates. All lending institutions, including NBFCs/MFIs and DPAs, have partnered with the aim
to alleviate urban poverty in India.
● The "SVANidhi se Samriddhi" initiative, launched on January 4, 2021, aims to connect beneficiaries' families to
eight Government of India socio-economic welfare schemes, promoting holistic development.

4. Smart Cities Mission (SCM)


Launched on 25 June 2015.
The objective of SCM is to promote cities that provide core infrastructure and decent quality of life to their citizens, clean
and sustainable environment through application of smart solutions. The idea is to look at compact areas, create replicable
models which will act as lighthouses for other areas in the same city/other aspiring cities.
● The implementation of SCM at the City level is done by SPV created for the purpose. At the State level, Mission
implementation is monitored by the State Level High Powered Steering Committee (HPSC). At the National level,
implementation is monitored by an Apex Committee headed by Secretary, MoHUA.

● Climate Smart Cities Assessment Framework (CSCAF) 2.0, along with the ‘Streets for People Challenge’ in a
virtual event organized by the Smart Cities Mission.
● The objective of CSCAF is to provide a clear roadmap for cities towards combating Climate Change while planning
and implementing their actions, including investments. The Streets for People Challenge is the response to the need
for making our cities more walkable and pedestrian friendly.

5. Swachh Bharat Mission-Urban (SBM-U)


Launched on October 2, 2014.
The objective is achieving Safe Sanitation and for scientific processing of Municipal Solid Waste (MSW) generated in
the urban areas of the country.
● Swachh Bharat Mission (SBM-U) 2.0 has been launched on October 1, 2021 for a period of five years with a vision
of achieving Garbage Free Status for all cities through 100% source segregation, door to door collection and scientific
management of all fractions of waste including safe disposal in scientific landfills. It also aims at remediation of all
legacy dumpsites and converting them into green zones.
● Swachh Survekshan, conducted by MoHUA since 2016, is the world's largest urban sanitation and cleanliness survey.
● The 8th edition of Swachh Survekshan (SS) – SS 2023 under Swachh Bharat Mission Urban 2.0 is designed with the
theme of ‘Waste to Wealth’ as its driving philosophy.
● The vision of a Garbage Free India under SBM-U 2.0 was given further impetus by announcing the results of 7-star
and 5-star rated cities under the Star Rating Protocol of Garbage Free Cities. Indore is India’s Cleanest City for the
Sixth consecutive year, and India’s first 7-Star Garbage Free city in SS 2022 awards.

SCHEMES UNDER MINISTRY OF JAL SHAKTI


1. Swachh Bharat Mission-Gramin (SBM-G)
Launched on 2nd October 2014.
The objective is to make the country Open Defecation Free (ODF) by 2nd October, 2019. During the period of five years
from the launch of the programme, more than 10 crore individual household latrines (IHHLs) were built across all
States/UTs, and as of 2nd October 2019, all States/UTs had self-reported themselves ODF.
Swachh Bharat Mission (Grameen) [SBM(G)] Phase-II which is being implemented during the period from 2020-21 to
2024-25 with the focus to sustain Open Defecation Free (ODF) status and to cover all villages with Solid and Liquid Waste
Management, is based on the model of convergence between different funding sources viz. SBM(G) budgetary grants, 15th
Finance Commission grants to Rural Local Bodies (RLBs), MGNREGS, etc.
Recent Initiatives Undertaken By The Department Of Drinking Water And Sanitation Under SBM-G
● Swachh Survekshan Gramin (SSG) is being conducted since 2018 to rank the States and Districts on the basis of
their performance on key quantitative and qualitative Swachh Bharat Mission Gramin parameters. It is also a vehicle
for creating a ‘Jan Andolan’ (people’s movement) and ensuring prompt action for achievement of SBM(G) targets.
● This year, SSG 2023 is being conducted with an objective to make it more participatory by introducing Panchayat
Self-Assessment on ODF Plus parameters.
● To ensure safe disposal of the faecal sludge in rural areas, the Retrofit to Twin Pit Campaign was launched.
● Swachh Iconic Places is an initiative wherein all stakeholders are involved for maintaining cleanliness of 100 places
across India that are “iconic” due to their heritage, religious and/or cultural significance.

2. Jal Jeevan Mission- Har Ghar Jal


Announced by Hon’ble PM on 73rd Independence Day, i.e. 15 August, 2019.
● Under the programme, every rural household is to have a functional tap water connection by 2024, thus ensuring
piped water supply to every home. It is a decentralized, demand-driven community-managed water supply programme
that seeks to empower local village communities.
● National Jal Jeevan Mission in partnership with the Ministry of Electronics & Information Technology (MeitY) had
launched in 2020, an ICT Grand Challenge to create innovative, modular, and cost-effective solutions to develop a
‘Smart Water Supply Measurement and Monitoring System’ to be deployed at the village level.

SCHEMES UNDER MINISTRY OF SOCIAL JUSTICE & EMPOWERMENT


1. Ambedkar Social Innovation Incubation Mission (ASIIM)
Launched on 30th September 2020
● ASIIM is launched through the Venture Capital Fund for Scheduled Castes (VCFSC) to promote entrepreneurship
among the SC Youth with special preference to Divyangs and to support (1,000) innovative ideas till 2024 through a
synergetic work with the Technology Business Incubators (TBIs) set up by Department of Science and Technology.
● It further supports, promotes, and hand-hold the start-up ideas till they reach commercial stage by providing liberal
equity support and also incentivising students with innovative mindset to take to entrepreneurship with confidence.

SCHEMES RELATED TO MINISTRY OF FINANCE


1. Mera Bill Mera Adhikaar
The Government of India, in association with State
Governments, is launching an ‘Invoice incentive Scheme’ by
the name ‘Mera Bill Mera Adhikaar’ to encourage the culture of
customers asking for invoices/bills for all purchases.
● Launched: 1st September, 2023
● Objective: To bring a cultural and behavioural change in
the general public to ‘Ask for a Bill’ as their right and
entitlement.
● This scheme launched as a pilot basis in the States of
Assam, Gujarat & Haryana and UTs of Puducherry, Dadra
Nagar Haveli and Daman & Diu.
● All residents of India will be eligible to participate in this
Scheme irrespective of their State/UT.
● For each uploaded invoice an Acknowledgement
Reference Number (ARN) will be generated which will be
used for the draw of prizes.
● Winning invoices will be picked by a method of random draw at regular intervals (monthly/quarterly).

2. Stand up India
To promote entrepreneurship at grassroot level focusing on economic empowerment and job creation. This scheme has
been extended up to the year 2025.
● Launched: 5th April 2016
● More than Rs. 40,700 crore sanctioned to over 1,80,630 accounts of women and SC/ST entrepreneurs under Stand-
Up India Scheme in 7 years.
● It was launched to promote entrepreneurship amongst women, Scheduled Castes (SC) & Scheduled Tribes (ST)
categories.
● To help them in starting a greenfield enterprise in manufacturing, services or the trading sector and activities allied to
agriculture.

3. Pradhan Mantri Mudra Yojana (PMMY)


A large sample survey conducted at the national level by Ministry of Labour and Employment (MoLE) to assess
employment generation under Pradhan Mantri Mudra Yojana (PMMY), the scheme helped in generating 1.12 crore net
additional employment during a period of approximately 3 years (i.e. from 2015 to 2018).
The scope and coverage of the Scheme-
● FY 2016-17: Activities related to agriculture such as pisciculture, beekeeping, poultry, livestock rearing, agro-
industries, food processing, and more were included in PMMY if they supported livelihoods or generated income,
excluding crop loans and land improvement services.
● FY 2017-18: Loans for purchasing Tractors and Power Tillers became eligible under PMMY, with a maximum loan
limit of Rs. 10 lakh.
● From 2018-19 onwards: PMMY expanded to include loans for the purchase of two-wheelers for commercial purposes
by individuals.

About PMMY
● Under this, collateral-free institutional credit up to Rs. 10 lakh is provided by Member Lending Institutions
(MLIs) i.e. Scheduled Commercial Banks (SCBs), Regional Rural Banks (RRBs), Non-Banking Financial
Companies (NBFCs) and Micro Finance Institutions (MFIs).
● Any individual, who is otherwise eligible to take a loan and has a business plan for small business enterprise can
avail loan under the Scheme.
● S/he can avail loans for income generating activities in the manufacturing, trading, services sector and also for
activities allied to agriculture across three loan products, viz. Shishu (loans up to Rs. 50,000), Kishore (loans
above Rs. 50,000 and up to Rs. 5 lakh) and Tarun (loans above Rs. 5 lakh and up to Rs. 10 lakh).

4. Pradhan Mantri Jan Dhan Yojana (PMJDY)


The 9 years of PMJDY-led interventions and digital transformation have revolutionised financial inclusion in India.
● More than 50 crore people have been brought into the formal banking system through the opening of Jan Dhan
Accounts. Among these accounts, approximately 55.5% belong to women, and 67% have been opened in Rural /
Semi-Urban areas.
● The cumulative deposits in these accounts surpass ₹2 lakh crore. Furthermore, about 34 crore RuPay cards have been
issued to these accounts without charge, which also provides for a ₹2 lakh accident insurance cover.

Union Budget 2023 SAPTRISHI-Priority 7: Financial Sector


1. Credit Guarantee for MSMEs:
● Revamped credit guarantee scheme for MSMEs effective from April 1, 2023.
● Infusing Rs 9,000 crore for an additional Rs 2 lakh crore collateral-free guaranteed credit, reducing credit
cost by about 1%.

MSME (Micro, Small, and Medium Enterprise) are regulated under the Micro, Small & Medium Enterprises
Development (MSMED) Act, 2006.
Earlier, MSMEs were categorized based on the amount invested in plant and machinery/equipment. With revised
regulations effective from July 2020, annual turnover has also been added as a criteria.

2. Financial Information Registry:


● National Financial Information Registry established for the central repository of financial information.
● Legislative framework, in consultation with RBI, to govern this credit public infrastructure.
3. Small Savings Schemes:
● Introducing Mahila Samman Savings Certificate for two years, offering a deposit facility of up to Rs 2 lakh
for women or girls with a fixed interest rate of 7.5% and partial withdrawal option.
● Increasing maximum deposit limits for Senior Citizen Savings Scheme and Monthly Income Account Scheme.
4. Fiscal Management:
● States urged to utilize fifty-year loans for capital expenses by 2023-24, with discretion and some specific
purposes.
● Fiscal deficit allowance for states set at 3.5% of GSDP, with 0.5% dedicated to power sector reforms.

SCHEMES RELATED TO INFRASTRUCTURE


1. Digital Agricultural Infrastructure
● A digital public infrastructure for agriculture will be developed as an open-source, open-standard, and
interoperable public good. This initiative aims to achieve:
○ Inclusive farmer-centric solutions
○ Relevant information services for crop planning and health
○ Improved access to farm inputs, credit, and insurance
○ Facilitation of growth in the agri-tech industry and support for start-ups
● Funding for Agricultural Startups: An Agriculture Accelerator Fund will be established to promote agricultural
startups led by young entrepreneurs in rural areas.
● Agricultural Credit: The agriculture credit target will be raised to Rs 20 lakh crore, with a specific focus on animal
husbandry, dairy, and fisheries. A new sub-scheme under the PM Matsya Sampada Yojana, with a targeted
investment of Rs 6,000 crore, will be launched to benefit fishermen, fish vendors, and MSMEs.

2. UDAN 5.1
Ude Desh Ka Aam Nagrik (UDAN) and with the version 5.0 of the fifth round underway, it enhances the connectivity to
remote areas of the country and achieve last mile connectivity through helicopters.
● Launched: 21st April, 2023 by Ministry of Civil Aviation
● For the first time under Regional Connectivity Scheme-Ude Desh Ka Aam Nagrik (RCS-UDAN), this round is
designed specifically for helicopter routes.
● The scheme will now allow routes where one of the origin or destination locations is in a priority area. Earlier both
points had to be in priority areas.
● Airfare caps have been reduced by as much as 25% to make flying in helicopters more affordable for passengers.
● Viability Gap Funding (VGF) caps for the operators have been increased substantially for both single and twin-
engine helicopters to enhance financial viability for operating the awarded routes.
● It is a component of the National Civil Aviation Policy (NCAP) which was released on June 15, 2016.

3. Udaan Bhawan
● On 18th September 2023, Union Minister of Civil Aviation inaugurated ‘Udaan Bhawan’ at Delhi’s Safdarjung
Airport.
● It is an office for all the aviation regulatory authorities to be under one roof and in close vicinity of the Ministry of
Civil Aviation (MoCA) for better coordination.

4. Amendment to Aircraft Rules, 1937


● A Significant Step towards Strengthening Aviation Safety and Ease of Doing Business in aviation regulation.
● Aim: Provide the necessary reform measures to strengthen the existing regulatory safety and security framework.
● Validity of licenses in relation to Airline Transport Pilot License and Commercial Pilot License holders increased from
five years to ten years.

5. Sagar Sampark
The Ministry of Ports, Shipping and Waterways inaugurated the indigenous Differential Global Navigation Satellite System
(DGNSS) ‘SAGAR SAMPARK’.
● This ‘Made in India’ system will provide more accurate information to the ships for safe navigation.
● The launch of ‘Sagar Sampark - Differential Global Navigation Satellite System’ at 06 locations will enhance the
capability of the Directorate General of Lighthouses and Lightships (DGLL) in the field of Radio Aids to Marine
Navigation.
● DGNSS is a terrestrial based enhancement system which corrects the errors and inaccuracies in the Global
Navigation Satellite System (GNSS) allowing for more accurate positioning information.

6. Mega Food Park


The Scheme of Mega Food Park aims at providing a mechanism to link agricultural production to the market by bringing
together farmers, processors and retailers so as to ensure maximizing value addition, minimizing wastage, increasing
farmers income and creating employment opportunities particularly in the rural sector.
● There are 24 Mega Food Parks operational.
● Mega food parks typically consist of supply chain infrastructure including collection centers, primary processing
centers, central processing centers, cold chains and around 25-30 fully developed plots for entrepreneurs to set up
food processing units.
● This project is implemented by a Special Purpose Vehicle (SPV) which is a Body Corporate registered under the
Companies Act.
● State Government, State Government entities and Cooperatives are not required to form a separate SPV for
implementation of the Mega Food Park project.
● Entrepreneurs looking for fully developed Industrial Plots to set up food processing Units and avail other related
services may contact promoters of Mega Food Parks.

7. Janjatiya Gaurav Corridor


In order to push the rail infrastructure in tribal dominated regions and to promote rail connectivity in such regions in
coming years.
● During the last three years 32 Surveys (19 New Line and 13 Doubling) having a total length of 1,467 km falling
fully/partly in Odisha have been completed.
● The projects are appraised based on the parameters brought out in the Detailed Project Report (DPR) after firming
up various parameters including traffic projections and socio-economic benefits.

8. Education ministry selects Oracle Cloud Infrastructure to modernise edtech platform DIKSHA
The ministry of education has selected Oracle Cloud Infrastructure to modernise the national education technology
platform Digital Infrastructure for Knowledge Sharing (DIKSHA). The migration will help make DIKSHA more accessible
and lower its IT costs.
● The platform supports 1.48 million schools across 35 states and Union Territories and is available in 36 Indian
languages.
● Under the seven-year collaboration pact, OCI will help the ministry use DIKSHA to provide educational resources
to millions of additional students, teachers and collaborators across the country.

9. Agriculture Infrastructure Fund


Agriculture Infrastructure Fund (AIF) scheme was launched in 2020 with an objective to mobilize a medium – long-term
debt financing facility for investment in viable projects for post-harvest management Infrastructure and community
farming assets through incentives and financial support.
● A new campaign named 'BHARAT’ (Banks Heralding Accelerated Rural & Agriculture Transformation) has been
launched by the Government under Agriculture Infrastructure Fund.
○ To provide maximum benefits to the people and to create a competitive spirit among the Banks and lending
institutions to mobilize agriculture infrastructure projects loan at a faster pace.

10. G-20 Infrastructure Working Group


The first G20 Infrastructure Working Group meeting under G20 India Presidency concluded on 17th January 2023 in
Pune, Maharashtra.
● Theme: “Financing Cities of Tomorrow- Inclusive, Resilient and Sustainable”, amongst others.
● The meeting was attended by 64 delegates from 18 member countries, 8 guest countries and 8 international
organisations.

11. Global Quality Infrastructure Index (GQII):


India’s national accreditation system under the Quality Council of India (QCI) has been ranked 5th in the world in the
recent Global Quality Infrastructure Index (GQII) 2021.
● The GQII ranks the 184 economies in the world on the basis of the quality infrastructure (QI).
● India’s overall QI system ranking continues to be in the Top 10 at the 10th position, with the standardization system
(under BIS) at 9th and the metrology system (under NPL-CSIR) at 21st position in the world.

Union Budget 2023 SAPTRISHI-Priority 3: Infrastructure and Investment


● Infrastructure Capex Increase: Capital investment raised by 33% to Rs 10 lakh crore, constituting 3.3% of GDP.
'Effective Capital Expenditure' set at Rs 13.7 lakh crore, or 4.5% of GDP.
● State Govt Support for Cap-Investment: Extending the 50-year interest-free loan to state governments for one
more year, with an increased outlay of Rs 1.3 lakh crore to stimulate infrastructure investment and incentivize

● Railways and Aviation: Record Rs 2.40 lakh crore capital outlay for Railways. Fifty additional airports, heliports,
water aerodromes, and advanced landing grounds will be revitalized to enhance regional air connectivity.

crore, including Rs 15,000 crore from private sources, prioritizing last and first mile connectivity for ports, coal,
steel, fertilizer, and food grains sectors.
● Urban Infrastructure Development Fund (UIDF): Establishing UIDF, managed by the National Housing Bank,
to create urban infrastructure in Tier 2 and Tier 3 cities. Allocation of Rs 10,000 crore annually for this purpose.

1. Pradhan Mantri Garib Kalyan Anna Yojana (PMGKAY):
