is definitely not limited to grasping and disseminating
knowledge and theory. The true goal of education transcends
much beyond just awarding degree and certificate to the
students. As Mahatma Gandhi said," By Education, I mean an
all-round drawing out of the best in child and man-body, mind
and spirit”. The ultimate goal of education is the realization
and fulfillment of the meaning of life for the mankind as well as for oneself. The quest for education
embraces intellect, humility, culture, wisdom and intuition but it should be noted that knowledge is
not given but earned and character is not granted but cultivated.
Government Post Graduate College Bilaspur not only focuses on the theoretical curriculum,
but also plays a mentor in carving a students' personality, character and over all perspective.

Introduction
Since its establishment in 1952, Government Post Graduate College Bilaspur has been

maintaining its
reputation as one of
the oldest and
prestigious colleges of
Himachal Pradesh.

Nestled below the magnificent Bandla hills on the arresting bank of famous Govind Sagar
Lake, the college campus provides ideal ambience for the students in quest of knowledge. Past 70
years have been witness to the dedication and strength with which the institution has established a
glorious record of academic excellence as well as remarkable achievements in various fields such as
sports, cultural and extracurricular activities.

The institution offers various undergraduate and post graduate programmes in Arts, Science,
Commerce and Vocational streams. Under self-financing scheme, the college is running Bachelor of
Computer Application (BCA), Post Graduate Diploma in Computer Application (PGDCA) and B.Sc.
in Biotechnology (Honors). Connecting formal education to the needs of a developing nation and to
equip youth with professional competencies the college also offers BBA, B. Voc. and BTTM
courses.

Commerce. It is a matter of
pride that the college has
created opportunities for the
pursuit of higher studies in
science stream by introducing
PG programmes in Physics,
Chemistry and Mathematics
in 2021. This initiative attempts to bridge the gap between students from rural background and their
counterparts in urban areas in the context of higher education. In addition, the institution is also
providing distant education through IGNOU Study Centre.

The college possesses well equipped and spacious labs in various departments to combine
classroom teaching with hands-on experience. The college library is equipped with INFLIBNET
facility and offers a convenient access to print and electronic sources. Regular activities related to
sports, NCC, NSS and Rover & Rangers enhance the vibrancy of the institution. Hostel facilities for
students and residential quarters for its teaching and non-teaching members are also available in the
college.

Eco Club and Red Ribbon Club are active for the integrated development of students. The
college hosts a number of inter-college sports and cultural events to provide various opportunities to
students for sharpening their talent and skills in different fields. Environment Club, Energy Club,
Gender Equity Club, different cultural and subject related societies function round the year
celebrating various notified days and events to spread awareness and harness the potential of the
youth.

(ii) Choice Based Credit System (CBCS)
Choice Based Credit System (CBCS) for UG Classes under Rashtriya Uchhatar Shiksha
Abhiyan (RUSA) has been implemented w. e. f. session 2013-14, where the courses are measured
in terms of credits. Credit is a method/unit to measure the volume of content, learning effort,
achievement of learning and weightage of the course. The term credit refers to the weightage
given to a course usually in terms of instructional hours per week assigned to it. For purpose of
credit determination, one lecture or tutorial of one hour a week & practical of two hours a week is
considered as one credit.
Himachal Pradesh University Shimla has implemented new CBCS as framed by UGC since the
session 2016-17 in which the student is required to attain/secure 132 credits in three-year degree
course or specified as per guidelines.

Outline of Choice Based Credit System


a) Core Course
A course, which should compulsorily be studied by a candidate as a core requirement is
termed as a core course.

b) Elective Course:
A course which can be chosen from a pool of courses and which may be very specific or
specialized or advanced or supportive to the discipline/subject of study or which provides
an extended scope or which enables an exposure to some other discipline/subject/domain or
nurtures the candidate's proficiency/skill is called an elective course.

(i) Discipline Specific Elective (DSE)


Elective courses offered under the main discipline/subject of study are referred to as
Discipline Specific Elective.

(ii) Dissertation/Project
An elective course designed to acquire special/advanced knowledge, such as supplement
study/support study to a project work. A candidate studies such a course on his own with an
advisory support by a teacher/faculty member is called dissertation/project.

(iii) Elective (GE) Course


An elective course chosen from related discipline/subject, with an intention to seek
exposure beyond discipline/s of choice is called a Generic Elective.
Note: A core course offered in a discipline/subject may be treated as an elective by other
discipline/subject and vice versa and such electives may also be referred to as Generic
Elective.

c) Ability Enhancement Course (AEC)


The Ability Enhancement Course may be of two kinds: Ability Enhancement Compulsory
Courses (AECC) and Skill Enhancement Courses (SEC). "AECC" Courses are the courses
based upon the content that leads to knowledge enhancement. SEC courses are value-
based and are aimed at providing hands on training, competencies, skills, etc.

(i) Ability Enhancement Compulsory Courses (AECC)
These two courses are mandatory for all disciplines. i) Environmental Science, ii) English
Communication /Hindi Communication / MIL Communication.

(ii) Skill Enhancement Courses (SEC)

These courses may be chosen from a pool of courses designed to provide value-based
knowledge and comprises both theory and lab/hands-on/training/fieldwork.

d) Practical/Tutorials (one each with every core and discipline/generic specific elective
paper)

Introducing research component in Under-Graduate courses project work/dissertation is


considered as a special course involving application of knowledge in solving/analyzing/exploring
a real situation/difficult problem. A project/dissertation work would be of 6 credits. A
Project/Dissertation work may be given in lieu of a discipline specific elective paper.

Note: Wherever a university requires that an applicant for a particular


M.A./M.Sc./Technical/Professional course should have studied a specific discipline at the
undergraduate level, it is suggested that obtaining 24 credits in the concerned discipline at the
undergraduate level may be deemed sufficient to satisfy such a requirement for admission to the
M.A./ M.Sc. / Technical/ Professional Course.

Arts Stream B.A. 1st year

The students of Arts stream have to opt one subject from following three baskets. The
choice of second subject will not be from the same basket i.e. the second subject will be from the
remaining two baskets.

Accumulation of credits
A student enrolled in UGC (CBCS) will have to accumulate 132 credits for a bachelor’s degree
over a minimum of three and maximum of five years from the date of admission.
1. Continuous Comprehensive Assessment (CCA): It will account to 30% of the final grade
which is further distributed as follows:
a.) Classroom attendance
A student has to attend a minimum of 75% lectures/tutorials and practical failing which
he/she not be allowed to appear in ESE. The incentive for classroom attendance is:
75 % to 79% 1 mark 90 % to 94% 4 marks
80% to 84% 2 marks 95% and above 5 marks
85% to 89% 3 marks
b.) Mid-Term Test
There will be one mid-term test in each year of 10 marks to be conducted after completion
of 75% of the syllabus. The papers will be set as per Himachal Pradesh University Shimla
pattern and guidelines.
c.) Seminar/Assignment/Term Paper
The remaining 10 marks will be awarded on the basis of seminar/ Assignment/ term
papers.

Note: Each student will have to secure at least 35 % marks in CCA to be eligible to appear
in End Term Examination

2. End semester examination (ESE)


The 70% of final grade in a course will be on the basis of the End semester examination of 3
hour duration covering the whole syllabus.

Admission rules for Under Graduate classes


UG classes eligibility conditions
A candidate will be eligible for admission to the First Year of B.A/ B.Com. / B.Sc. if he/she
fulfills eligibility conditions prescribed by HPU subject to the amendments notified by the Himachal
Pradesh University Shimla from time to time.
i) A Candidate should have passed 10+2 examination conducted by H. P. Board of School
Education or examination accepted as equivalent there by to the Himachal Pradesh University
Shimla.
ii) The candidates who have passed the qualifying examination with science stream shall be given
preference in admission to B. Sc. programme.
iii) The candidates who have passed the qualifying examination with commerce stream shall be
given preference in admission to B. Com. programme.

Compartment at +2 level
A student placed under compartment in 10+2 class will not be eligible for admission in B. A./
B. Com/B. Sc. 1st Year.

Upper age limit


i) For admission in 1st year the maximum age limit is 23 years for boys and 25 years for girl
candidates as on 1st July 2023.
ii) For SC/ST candidates a relaxation of three years in age is allowed. The Vice Chancellor may in
exceptional circumstances, to be recorded in writing, give relaxation in age up to a maximum of
six months.

General admission rules


i) Admission will be made on the recommendation of admission committee.
ii) All admissions will be provisional subject to the approval of vice-chancellor, HPU Shimla.
iii) Admission will be strictly on the fulfillment of eligibility of candidate as fixed by HPU Shimla /
HP Govt.
iv) A candidate seeking admission in any class of the college will be required to pay Rs. 350/-
towards PTA fund. Fee & funds once deposited will not be refunded.
v) A candidate having a gap of one or more years in their studies will have to upload an affidavit
explaining the reason.
vi) A candidate disqualified/expelled/rusticated from other institution/University will not be

admitted to any course during his/her disqualification period. (HPU Shimla ordinance 3.6)
vii) The principal reserves the right to disallow or cancel any admission if conduct of the student
has not been up to the mark during previous years.
viii) One supernumerary seat for single girl child candidate is reserved in each subject DSC1.

Change of subject combination/faculty & migration


The change of subject (DSC-II or DSC-III) is permissible in the first year within fifteen days of
admission. A request for change will have to be made to the Principal on the prescribed forms available
in the college office. After the recommendation of admission committee, change of DSC-II or DSC-III
subject will be allowed only out of available subject combinations & seats in the subject.

Migration
a) A Candidate coming from Boards/Universities other than H. P. Board of school
education/Himachal Pradesh University must produce Original Migration Certificate.
b) Original migration certificate is to be uploaded with the HPU Shimla enrolment form.
c) Candidate seeking migration from affiliated colleges of HPU Shimla shall have to apply on
prescribed from.

Admission Procedure
a) Every candidate seeking admission to 1st Year has to apply on the prescribed online registration
portal on www.gcbilaspur.in
b) Candidate has to deposit the printout of the online admission form along with the photocopies of
requisite documents to college authority before the due date.
c) A candidate seeking admission should personally appear before the concerned admission
committee on prescribed dates along with original documents.
d) The admission to first year of BA/B.Sc./B.Com in various programmers will be made through
centralized counselling. Since the no. of seats in each DSC subject is limited the admission will be
made strictly on the basis of marks secured in 10+2 class. All the candidates are required to appear
in person in centralized counselling on the dates allotted failing which their admission form will be
rejected and the seat will be given to the next candidate in the merit. Once the subject (i.e. DSC-I)
is allotted in centralized counselling it will not be changed as seats in each subject are fixed.
e) After the allotment of subject by the Centralized Counselling Committee, the admission form will
be forwarded to the concerned subject committee which will finalize the admission of the student.

Admission process for B. A. /B. Com. /B. Sc. 2nd & 3rd Year
For admission to 2nd Year & 3rd year Roll on system will be applicable. The students of this
college who have appeared in 1st Year & 2nd Year examination will have to take admission in the next
year through online admission mode without waiting for result before the last date of admission. No
candidate will be admitted in the college after the specified date of admission schedule. Every
candidate seeking admission to 2nd Year and 3rd Year shall apply online on http//: www.gcbilaspur.in
on the prescribed form available in the online registration portal.

Admission Rules for Post Graduate Classes
There will be common entrance test conducted by Himachal Pradesh University Shimla as per
notified schedule. The admission will be made on the basis of marks obtained in the entrance test. All
the candidates seeking admission to M. A. /M. Com. /M. Sc. will have to apply to Himachal Pradesh
University Shimla before last date specified. After the declaration of result of entrance test the
applicants must present themselves for the verification of original documents on the counselling date
and time fixed by the college. The list of selected candidates will be displayed on the notice board.
Selected candidates will have to deposit their dues within the notified time failing which the admission
will stand cancelled and the vacant seats will be allotted to the next in the merit list.

Eligibility
All the students seeking admission in M. A. (Economics, English), M. Com. & M. Sc. (Physics,
Chemistry & Mathematics) must have studied/passed Bachelor degree with 48 credits in the concerned
subject in which admission is sought at Post Graduate level.

Identity cum library card


Every student will be issued an Identity Card which can be download by the students from the link
provided by the college authority. Students are required to carry Identity Card in campus and have to
produce as and when demanded by college authority. In case the card is lost, a duplicate card will be
issued only after a written request and depositing Rs. 20/-. The students will be responsible if his/her
card is misused in bus pass, library or for any other activities.

Library
The college has a well-stocked automated library and periodical section/reading room. The

library subscribes to 13 newspapers, 27 magazine and 6 Journals. Besides that the college library is
also equipped with INFLIBNET technology, which provides the students the facility to access the free
online E-Books, E-Journals and E-Magazines. A separate cabin with 6 computers with Wi-Fi
connectivity is also available in the library. All the books in the library have been entered in the SOUL
Software 3.0. Currently 35,020 books on different subjects are available in the library.
Student library card can be downloaded by students from the link provided by the college to them and
will be verified by the college committee.
Library rules
1. Reference books are not issued. These can be consulted in the library after obtaining permission
from the librarian.
2. A maximum of two books will be issued to a student at a time.
3. Books are issued for twenty days. If the books are not returned within due date a fine of Rs.
1/- per book per day will be charged.
4. If a student mutilates or defaces a book - a fine and the cost of the book will have to be
deposited.

Leave Rules
1. Students have to apply for leave in writing.
2. Concerned subject teacher can sanction/ recommend leave for three days.
3. For more than 3 days the senior tutor will sanction the leave.
4. In case of illness lasting more than 6 days the medical certificate from the doctor will have to
be submitted.
5. A student who remains absent without leave for more than 10 days his/her name will be
struck off from the attendance register. In that case the student will have to seek re-
admission within seven working days.
6. The application must be signed by the applicant himself/herself and the applicant must
ensure that the concerned subject teacher has noted down the leave.
7. A student whose name has been struck off twice will not be eligible for re-admission.
8. Students who represent college in various inter-college games or other competitions will
have to get their leave sanctioned and noted by the subject teachers before their departure
for the event.
9. Leave during house examination will be sanctioned by the Principal after the
recommendation of the concerned subject teacher in special cases only.
10. There will be no fine for the leave period, but the students will have to fulfill the condition of
75 % lecture attendance in whole academic session.

Extra-curricular activities
For the holistic development of students college provides ample opportunities for
extracurricular activities like youth festival, sports meets and other cultural programmes

throughout the academic session. The students are motivated to participate in one or more of
these as per their interest and potential.
1) NCC
Two wings of NCC are operated in college
a. NCC Navy Wing for both boys and girls.
b. NCC Army Wing for both boys and girls.
Only eligible cadets can appear in ‘B’ certificate and ‘C’ certificate.

2) NSS
Two units of NSS are actively functional in which 200 volunteers are enrolled every
year. Volunteers carryout regular activities and also participate in special drives. NSS
camps inculcate spirit of social service among the students and also provide opportunity to
represent state in annual Republic Day Parade.

3) Rovers & Rangers


Rover & Ranger unit under Bharat Scouts and Guide operate different unit activities like
Rover service camp, adventure programme, trekking camp and mountaineering activities.

examination, job opportunities, employment outlook etc. Students are advised in their own interest to

College Magazine
College magazine "VYAS" is published every year to cultivate writing skills amongst the
students of the college. It has English, Hindi, Science, Commerce, Planning forum, Sanskrit,
Vocational and Pahari sections. Students may submit their self-composed articles to the staff editors of
respective sections for publication in the college magazine.

Parent Teachers Association


PTA was established in the year 1996 with the objective to have participation of the parents,
and teachers for all round development of the students and institution. PTA provides assistance to the
needy and deserving students and honours the meritorious students. The annual PTA membership fee
is Rs. 350/-. The election for the executive committee of PTA is held every year on date notified by the
College.

IQAC
For achieving quality in higher education, the college has an Internal Quality Assurance Cell
(IQAC). Important decisions pertaining to the betterment of the college and students are taken by the
member of IQAC.

College student’s central association (CSCA) is constituted every year as per H.P. University
guidelines with an aim of holistic and integrated development of students and enabling them to contribute

OSA
Old students association (OSA) was established in 1999 with a view to have interaction among
the old & existing students. OSA also provides financial help to needy & deserving students of the
college. The annual general meeting of OSA is held every year.

Annual Prize Distribution Function


The annual prize distribution function of the college is held towards the end of the academic
year in the month of February in which the prizes & medals and certificates of merit are awarded to the
students winning distinctions in academics and cultural activities, NCC and sports during the academic
session.

Hostel for Girls and Boys


A girl's and a boy's hostel is functioning in the college campus having 45 seats each. Allotment
is done on basis of merit & reservation norms. Only undergraduate students can apply for the hostel
and detailed information can be sought from the hostel warden.

Anti-Ragging Squad
According to the Himachal Pradesh Education Institution (Prohibition of ragging) ordinance,
2010 no person shall practice ragging in any form, within or outside premises of an educational
institution. Any person who contravenes the provisions of subsection (1) shall on conviction be
punished with imprisonment for a term which may extend to three years or with fine which may extend
to 50 thousand rupees or both.
Any complaint of ragging should be brought immediately to the knowledge of Principal or Warden,
member of anti-ragging squad or police by student or his/her parent. If the individuals, committing or
abetting ragging are not identified, collective punishment can be given.

Discipline
College is a silence zone. The academic atmosphere of the college should not be disturbed by
ringing mobile bells/songs or by raising slogans in the campus. Students are expected to conform to

certain norms of decent behavior in and out of the college. They are well advised not to pollute the
atmosphere of the college in any way. Those who indulge in acts of indiscipline invite disciplinary
action such as reprimand, imposition of fine, suspension or expulsion, depending upon the gravity of
indiscipline indulged in. Smoking and use of other tobacco products is a punishable offence under law
so, its use is strictly banned in college campus. The offender will be penalized accordingly.

B. Voc. (Bachelor of Vocational Studies)
The University Grants Commission (UGC) has launched a scheme on skill development based
job oriented program as a part of College/University education, leading to Bachelor of Vocation (B.
Voc.) degree. This degree Program is unique with the provision of multiple entry and exist at different
levels of NSQF from level 4 to 7, viz. Diploma/Advance Diploma and Degree in compliance to the
National Skills Qualification Framework (NSQF). Multiple entry and exit will allow students the
flexibility to earn and study as per their convenience.

Objectives

a) To provide multiple entry and exit options at various levels through program design in
conformation to the skill eco system.
b) To create requisite job specific skilled manpower for industry at various NSQF levels as per
NOS's (National Occupational Standards).
c) To empower the youth leads to employment and income generating opportunities.
d) To provide judicious mix of skills relating to a profession and appropriate content of general
education.
e) To integrate skill based NSQF vocational studies with the undergraduate level of higher education
in order to enhance employability of the graduates and meet the industry requirements. Such
graduates apart from meeting the needs of local and national industry are also expected to be
competent to become part of the global workforce.

Course structure

B. Voc. programme is designed with the provision for multiple exit levels. All the candidates
enrolled for diploma courses or further will be treated at par from the second semester onwards.
Students may exit after six months with the certificate (NSQF Level 4) or they may continue for
diploma or advance diploma level courses leading to B. Voc. Degree.

Internship programme
1. In every level there will be internship at the end of the semester / Year. Internship is an integral
/essential component of B. Voc. degree.
2. The Internship shall also carry credits to be added in the final evaluation of skill components.
3. HPKVN (Himachal Pradesh Kaushal Vikas Nigam) is fully sponsoring the internship apart
from facilitating the skill component (60) of this programme along with courseware for whole
of the programme.

4. Candidates enrolled for this programme are entitled for ' Kaushal Vikas Bhatta' of Rs. 1000/-
per month as per state Government guidelines (Only for limited students as per income criteria
of parents).

marks in aggregate, OR any examination of a University/ Board/ College or School in a foreign
country recognized as equivalent for the above purpose by the Vice-Chancellor/Equivalence
Committee on its own, OR on the recommendation of Association of India Universities with 45
marks OR as per eligibility norms of the college for admission to undergraduate courses in case
of center of excellence.
3. Vocational subjects under NSQF will be given weightage, equivalent to any other general
education subject while considering admission to students to the undergraduate courses as per
reference no. DDNo. 1- 52/2013(CC/NSQF) dated 30.04.2014 of UGC.

4. Maximum age limit for admission to B. Voc. courses is 23 years for general category, 25 years
for SC/ST category and 25 years for girl candidates, as on July 1 of the admission year. The
Vice Chancellor may permit age relaxation as per norms.
5. Reservation rules are applicable as per the rules or guidelines of the Himachal Pradesh
Government.
6. Students belongs to SC/ST category shall be given a relaxation in marks for admission purpose,
i.e., they would require a minimum of marks in aggregate at 10+2 level.
7. Compartment students shall not be allowed to take admission in the B. Voc. Programmes.
8. A candidate cannot pursue two full time undergraduate courses simultaneously.
9. The University reserves the right to cancel any admission at any stage.
10. In matters relating to undergraduate admissions, the decision of the Admission
Committee/Vice-Chancellor, Himachal Pradesh University, Shimla, shall be final.
11. All legal matters pertaining to undergraduate admissions shall be subject to the Himachal
Pradesh jurisdiction only.

Mode of Selection
1. Admission to the B.Voc. programme in Retail Management and Hospitality & Tourism
(Semester-I) shall be done purely on the merit in the qualifying examination (10+2 etc.).
2. There are three categories of candidates who shall be given admission in semester-I of the skill-
based courses under NSQF.
Category 1: Students who have already acquired NSQF certification Level 4 in a particular
Industry sector may opt for admission in the skill-based courses under NSQF.

Category 2: Students who have acquired NSQF certification Level 4, but may like to change
their trade and enter into skill-based courses in a different trade.
Category 3: Students who have passed the 10+2 examination with conventional schooling
without any background of vocational training.
Note: Regarding selection of students for B. Voc. Programme, 10 extra weightage shall be given to
Category-1; 5 extra weightage shall be given to Category-2 in 10+2 examination. Final list of
students shall be finalized on merit.

Medium of instructions
The course content of the B. Voc. Programme will be taught in English medium.

Uniform code
The students of B. Voc. (both boys and girls) have to wear uniform regularly as per college
guidelines.
