PLC BURSARY FOR DISPLACED PERSONS
(UKRAINE) SCHEME 2024
About this Application Form

The PLC Bursary for Displaced Persons (Ukraine) Scheme will be in place for the
2024/2025 academic year and is aimed specifically at persons who have been granted
temporary protection under section 60 of the International Protection Act 2015 and who
would like to participate in a SOLAS-approved full time post leaving certificate (“PLC”)
course in their local Education and Training Board.

The scheme is being administered by the awarding authority, Student Universal Support
Ireland (SUSI) on behalf of the Department of Further and Higher Education Research
Innovation and Science. This financial support in the form of a bursary of €6,115 (non-
adjacent) or €2,575 (adjacent) and will be paid in monthly instalments to qualified
persons who attend a SOLAS approved PLC course in the 2024/25 academic year.

Adjacency rules have been introduced in the 2024 Scheme. An applicant will be eligible
for a bursary at either the adjacent or non-adjacent rate. Adjacency is the distance
between a student’s normal residence and the institution where the approved course
takes place.

The adjacent bursary shall be payable in the case of any student whose normal
residence is under 30 km from the approved institution (29 km or less) which the
student is attending. The non-adjacent bursary shall be payable in all other cases (30
km and over).

The Bursary is open to students starting year one of an approved PLC course or
progressing into the second year of an approved two-year course.

Any person who wishes to apply for a bursary under this Scheme, must complete and
submit this application form.

How to Complete this Application Form

 Please use black ink and write in block letters.


 Answer all questions. If a question or section does not apply to you, please
enter ‘N/A’ (Not Applicable).
 Questions with an asterisk symbol (*) must be answered.
 Please answer in English.
 Before you begin, you will need:
o Your Personal Public Service Number (PPSN).

Documents Required to Support your Application

 You must send with your application:


o a copy of the document from the Department of Justice which confirms
you have been granted temporary protection under section 60 of the
International Protection Act 2015.
o Evidence of previous education in the State
 SUSI may request further documentation from you following receipt of your
application.
 Please note that SUSI can only complete the assessment of your application once
all documentation has been received.

How to Submit this Form

 Return your completed application form and supporting documents by post to SUSI,
PO Box 12209, Freepost FDN7608 Dublin 4. Please note: No postage stamps are
necessary for delivery

What Happens Next?

 SUSI will assess your application.


 Once your application has been assessed, you will receive a letter by post
detailing the outcome.

Administrative Review

 If you are not satisfied with the outcome of your application, you can
request an administrative review by emailing [email protected]
within 14 days of the date on your outcome letter. Please include your
name, U number and reason for review in your email.

Student Universal Support Ireland (SUSI)


SUSI is Ireland’s national awarding authority for all further and higher education grants.
SUSI administers the PLC Bursary for Displaced Persons (Ukraine) Scheme 2024 on
behalf of the Department for Further and Higher Education, Research, Innovation and
Science.

Personal Public Service Number (PPSN)


A PPSN is a unique reference number that helps you access social welfare benefits,
public services and information in Ireland. It is always seven numbers followed by either
one or two letters. For information on how to apply for a PPSN, visit www.gov.ie/ukraine

Back to Education Allowance (BTEA)


BTEA is an education Scheme for people in receipt of certain Social Protection payments
who wish to pursue a full time second level or third level course of education.

You are not eligible for the PLC Bursary for Displaced Persons (Ukraine) Scheme 2024 if
you are in receipt of or will receive a BTEA payment.

Vocational Training and Opportunities Scheme (VTOS)


VTOS is an educational opportunities Scheme which aims to provide unemployed people
with education and training opportunities that will help them find a job and to prepare
people to go to paid employment or to further educational opportunities.

You are not eligible for the PLC Bursary for Displaced Persons (Ukraine) Scheme 2024 if
you are in receipt of or will receive a VTOS payment.
