BUREAU OF COAST GUARD AND TRANSPORTATIONN

— The insular Government through Philippine comission enacted on ( October 17, 1901)
— under Department of Commerce and Police
— Captain of the Port was designated as Bureau Director
— was abolished on October 26, 1905
— functions taken over by Bureau of Navigation

BUREAU OF NAVIGATION
—authorized to create a commisioned and enlisted service
— adopt its own manual of courts martial patterned after US Navy
— was abolished on December 19, 1913
— organization and functions were transferred to Bureau of Customs and Bureau of Public
Works until Commonwealth Period

PHILIPPINE COAST GUARD


— becomes major unit of Philippine Navy (by virtue of RA 5173 as amended by the
Presidential decree no. 601)
— tasked to preserved maritime sovereignity over the island
Executive Order no. 477 – grants operational autonomy and became a civilian line function
agency attached to Department of Transportation and Communication (DOTC)
Republic Act 9993 ( PCG LAW OF 2009) – established the PCG as an armed and
uniformed service to the DOTC
– sees PCG as a Maritime Law Enforcement Agency
Department Order no. 2014-010 – re-structured the organization of PCG to respond to its
enhanced mandate, functions, and responsibilities

*PHILIPPINE COAST GUARD


— third armed uniformed service of the country
— attached to Department of Transportation
Tasked:
– enforce law within Philippine waters
– conduct maritime security operations
– safeguard life and property at sea
– protect marine environment and resources.
— (in case of declaration of war)
attached service of the Department of National Defense
— country's vanguard against the entry of unsafe foreign vessels into the country through
its Port State Control
— has seven (7) PSC Centers and fifteen (15) PSC Divisions all throughout the archipelago.

Purpose of Organizational Structure


— define the structure of the organization and emphasize the importance of accountability,
discipline, efficiency, and professionalism within the service
— ensure effective and efficient operations in protecting the maritime jurisdiction of the
country

Head Quarters Philippine Coast Guard


● The HPCG provides command control and policy direction for the PCG
● The Office of the Commandant, assisted bg the HPCG Staff Organization, is
responsible for the day-to-day management and operational PCG
● The HPCG Staff Organization includes various department and Offices such as:
*DEPUTY COMMANDANT
*CHIEF OF COAST GUARD STAFF
*CENTRAL STAFF
*COAST GUARD ACTION CENTER
*BIDS AND AWARDS COMMITTEE
*PUBLIC AFFAIRS OFFICE
*SPECIAL CONCERN OFFICE
*HEADQUARTERS SUPPORT GROUP
*OFFICE OF THE FIRST MASTER CHIEF PETTY OFFICER

FUNCTIONAL COMMANDS (FCs)

● Are responsible for formulating policies in the the five core functions of the PCG:
*MARITIME SAFETY
*MARINE ENVIRONMENTAL
PROTECTION
*MARITIME SECURITY
*MARITIME LAW
ENFORCEMENT
*SEARCH AND RESCUE

COAST GUARD DISTRICTS (CDGs)


● Are responsible for managing support units and operations within their respective
areas of responsibilities
● They implement policies formulated by the FCs, act as mission coordinators during
response activities, and ensure efficiency utilization of manpower and equipment
● The CGDs are categorized into major anf minor districts, with the major districts
being CGD NCR-CL CGD STL, CGD CV, and CGD PAL.
ADMINISTRATIVE SUPPORT (ASCs)
● Provide administrative support to the PCG in terms of training, knowledge and skills
proficiency, professionalism, order and discipline, as well as financial and asset
management.
● Include the Coast Guard Education and Training Command (CGETC), Coast Guard
Internal Affairs Service (CGIAS), and Coast Guard Logistics Service (CGLS)

OPERATIONAL SUPPORT COMMANDS (OSCs)


● Are responsible for supporting the CGDs with highly skilled personnel and
specialized equipment
● Include the Coast Guard Fleet, Coast Guard Weapons,
Communications,Electrictrons, and Coast Guard Special Operation Group.

SUPPORT BASES (SBs)


● Provide administration, logistics, mobility, and service support to the various PCG
units
● Include OG Base Bulacan, CG Base Farola, CG Bouy Base Cavite, CG Base
Mactan, CG Base Romblon, CG Base Roxas, CG Base Laguindingan, and CG Base
Taguig.

TECHNICAL AND ADMINISTRATIVE SUPPORT SERVICES AND OFFICES (TASSOs)


● Provide technical and administrative support services to the HPCG, FCs, CGDs,
ASCs, OSCs, and SBs

PCG TABLE OF ORGANIZATION EQUIPMENT (TO&E)


● The PCG structure serves as the basis for the development of the PCG Table of
Organization and Equipment (TO&E)
● Any modifications or amendments to the structure and requirements must be
submitted to the department of Transportation and Communications (DOTC) for
review and approval.
Vision
“By 2028, PCG will be a world class guardian of the sea committed to save lives, ensure
safe maritime transport, cleaner seas, and secure maritime jurisdiction”

Mission
“We are a uniformed armed service that implements and enforces all national and
international maritime safety, security, and rescue, and marine environmental protection law
in support of the integrated Maritime Transportation Network objectives, national security
and economic development of the Philippines”

Mandate
“The Philippine Coast Guard is mandated and responsible to perform maritime search and
rescue, maritime law enforcement, maritime safety, marine environmental protection and
maritime security”
Functions

Maritime Safetyikmk
— prevent or minimize unnecessary loss of lives and properties at sea
Keys Functions:
– issuing permits
– supervises all marine salvage operation
– destroy or tow floating hazards to navigation (e.g. illegal fish trap and vessels) I

Maritime Security
— maintain good order at sea
Key Functions:
– conducting regular patrols and surveillance for the safety of the navigation of ships
– safeguard ships from illegal acts
– promote freedom of navigation
– secure exploration and resource utilization activities within country’s maritime
jurisdiction

Maritime Search and Rescue


— conduct search and rescue operations in accordance with the Convention of Safety of
Life at Sea (SOLAS)
Key Functions:
– maintains constantly-manned watch centers that operate 24 hours a day
– monitoring distress frequencies
– conducting coastal foot and seaborne patrol within their area of responsibility

MARITIME LAW ENFORCEMENT


— implement laws on fisheries (and proaching), immigration, tariff and customs, forestry,
firearms and explosives, human trafficking, dangerous drugs and controlled chemicals
— implement the revised penal code and all other applicable laws within the country’s
maritime jurisdiction
— battle transnational crime

MARINE ENVIRONMENTAL PROTECTION


— under 9993 PCG is the sole agency responsible for the Philippine implementation of the
Conventions with regards to oil pollution, prevention, mitigation and control through the
conduct of marine pollution monitoring and control
Key functions:
– enhancement of PCG capability and oil spill response operations
– enforcement of all marine environmental laws and regulations
