1. Reasons behind non fulfillment of these vacancies by the High Court

collegiums.

2. Recommendation of honest advocates for the elevation.

3. Independent way of selection by Highcourt Collegium

4. Suggestions could be taken by the bar body for recommendation

5. Recommendations to be given by only the honest and ethical advocates

6. Pending cases could be significantly lowered down

7. 4 cr + cases pending nationwide, among which 60 lac+ highcourt cases are

still pending due.

8. Out of state posting only for which affidavits would be taken from them

mandatory.

9. Minimum age of 45 to be eligible for designated senior advocate.

10. Reiteration by sc collegiums, sanjay kaul case.

11. India cases. Sanjay kaul cases.

12. Immediate bar meeting to be called by hc advocates .

13. Reiteration of names for the second time by the Supreme Court collegium is

binding on the union law Ministry. Once the names are reiterated then the

said nominees ought to be offered judgeship.

Positions of Judges in the Punjab & Haryana High Court, Chandigarh

Respected Chief Justice,

We the practising advocates of Punjab & Haryana High Court, Chandigarh are

writing to you as Officers of the Court and concerned citizens to draw your

kind attention to the pressing issue of vacancies in the judiciary, particularly in

the Punjab & Haryana High Court, Chandigarh. Our High Court has a

sanctioned strength of 38 permanent and 30 additional Judges. Though

presently the strength of our High Court is 53, which is very low, and the same

is required to be filled as per the procedure as early as possible. These unfilled

positions have significantly contributed to the growing backlog of cases,

thereby affecting the timely delivery of justice to millions of citizens.

As per NIC data and report published by the Punjab & Haryana High Court in

October, 2024, there are around 423656 (Civil & criminal) cases pending in

our High Court, which is a matter of concern.

The judiciary is the cornerstone of a democratic society, ensuring justice,

fairness, and the protection of constitutional rights. However, the current

shortage of judges is hindering its effectiveness. The backlog of cases, which

has reached alarming levels, not only undermines public confidence in the

judicial system but also delays justice for those in dire need of it.

We respectfully urge you to expedite the process of judicial appointments in

coordination with the collegium system and the executive branch, as stipulated

under the Constitution. We are aware of the fact that there is procedure for the

appointment of the permanent and additional judges in the High Court, but

your intervention will definitely be a welcoming step in bettering the current


day situation, not just in Punjab & Haryana High Court, but in various other

High Courts in India.

It is imperative to prioritize the filling of vacant positions to ensure that the

judiciary operates at its full capacity and fulfills its mandate of delivering

justice without undue delay. We trust that your esteemed office will take

prompt action to address this matter and uphold the principles of justice and

equality enshrined in our Constitution.

commitment to strengthening our judicial system.
