Terms of Reference (ToR) for Launching an LL.

M in Environmental and Natural Resource Law

1. Introduction

With the global increase in environmental challenges and the need for sustainable management of natural
resources, the demand for specialized legal education in Environmental and Natural Resource Law has become
crucial. This Terms of Reference (ToR) outlines the framework for establishing a Master of Laws (LL.M.) program
focusing on this vital area of law.

3. . Objective

 Main Objective: To develop an LL.M program that provides advanced legal knowledge and skills in
Environmental and Natural Resource Law.

4. . Scope of Work

The development of the LL.M program will include:

 Creating a structured curriculum that encompasses both theoretical and practical aspects of Environmental
and Natural Resource Law.

 Identifying qualified faculty and administrative support.


 Establishing partnerships for internships and joint research with relevant agencies, organizations, and
stakeholders.

 Planning outreach and marketing strategies to attract prospective students.

5. . Implementation Plan

 Phase 1: Need Assessment

o Conduct a market analysis to assess demand for the program.

o Experience sharing with Hawassa University, Ethiopian Civil Service University, Ethiopian Natural Resource
Protection Authority, Haramaya University and Ethiopian Environmental Protection Authority

o Document reviews

o Preparation of check lists and conducting need assessment in Sidama, Oromia and South Ethiopia
regions stakeholders; saving therein the possibility of visiting concerned federal institutions

o Analysing the outcomes of the need assessment

o Review existing LL.M programs in related fields for benchmarking.
