With the global increase in environmental challenges and the need for sustainable management of natural
resources, the demand for specialized legal education in Environmental and Natural Resource Law has become
crucial. This Terms of Reference (ToR) outlines the framework for establishing a Master of Laws (LL.M.) program
focusing on this vital area of law.

3. . Objective
Main Objective: To develop an LL.M program that provides advanced legal knowledge and skills in
Environmental and Natural Resource Law.
4. . Scope of Work
Creating a structured curriculum that encompasses both theoretical and practical aspects of Environmental
and Natural Resource Law.
5. . Implementation Plan
o Experience sharing with Hawassa University, Ethiopian Civil Service University, Ethiopian Natural Resource
Protection Authority, Haramaya University and Ethiopian Environmental Protection Authority
o Document reviews
o Preparation of check lists and conducting need assessment in Sidama, Oromia and South Ethiopia
regions stakeholders; saving therein the possibility of visiting concerned federal institutions

Expert evaluation
Presenting the curriculum on validation workshop
Feedback collection and enriching the document accordingly.
