AUCTION NOTICE

The Director, ICAR-Indian Institute of Rice Research invites sealed bids from the
interested parties in the prescribed tender form in sealed cover for Auction of condemned items
on AS IS WHERE IS BASIS. The disposal items are located at Main Office of IIRR and its
Campus at Rajendranagar, Hyderabad.

LOT- I Equipment & Scrap Metal / Farm Implements

LOT- II Wooden Logs / Firewood

The Tender forms can be downloaded from the website https://www.icar-iirr.org/ and no
tender fee is charged. The Tender documents in all respects should reach to ICAR Unit -IIRR,
Rajendranagar, Hyderabad-30 on or before 25-11-2024 by 01:00 P.M. Received Tender
documents will be opened on the same day at 02:00 P.M in presence of Tenderers.

The Tenderers are requested to read all the instructions carefully before submitting
the Tender documents.

Terms & Conditions of the Tender

1. Tenders submitted in the prescribed form only will be considered


2. This tender document is not transferable
3. In the event the date of tender opening being declared a closed holiday for Central Govt.
Offices, the due date of submission of tender documents and the opening of tender will be
on the following working day at the appointed time and venue.
4. Bid Security/EMD of Rs.50,000/- should accompany with Tender documents in form of
D.D. /BC drawn in favour of ICAR-Unit, IIRR payable at Hyderabad payable at any
Nationalized bank. The EMD amount shall bear no interest. The tender without the
prescribed EMD will be rejected.
5. The Bidders may quote price for one or more of the Lots/groups
6. Tender will not be accepted after due date and prescribed time.
7. The Tender forms can be down loaded from the website https://www.icar-iirr.org/ and no
tender fee is charged.
8. The Officials of ICAR-IIRR and their family members are not eligible for participating in
this bid.
9. The highest bidder should ensure himself that the whole auctioned lot is removed and in
case any item left at site, the same shall throw away at the risk and cost of highest bidder.
10. No items once disposed to the highest bidder shall be taken back by ICAR-IIRR.
11. The labour, cartage and other expenses shall be borne by the highest bidder.
12. The highest successful bidder fulfilling all the terms and conditions of the bid shall be
awarded the sale order provided their bid is not less than the reserved price fixed by the
Institute.
13. The terms and conditions are not exhaustive but general in ICAR-IIRR shall have the
reserve the right to clarify any clause or part thereof the terms and conditions and that will
be final and binding.
14. The successful bidders will have to deposit the entire bidding amount or deposit 50% of
the bidding amount on the auction site on the date of auction and balance 50% amount will
be deposited immediately after receipt of sale letter.
15. The successful bidder shall be required to lift all the items from the disposal site after
payment of the full amount and receipt of approval from the office.
16. The purchase price is to be offered in group wise/lot wise separately for each lot in the
enclosed Proforma of Financial bid.
17. The Director, ICAR-IIRR reserves the right to accept/cancel any bid without any further
notice and assigning reasons therefore. The Director also reserves the right to relax any of
the condition stipulated in the tender.

The details of bid documents are available at ICAR-IIRR Main office and also available at
the website of https://www.icar-iirr.org/. The bidders may download the bid document and
submit the same with the prescribed bid security.

GENERAL TERMS AND CONDITIONS FOR THE AUCTION/ DISPOSALS OF
UNSERVICEABLE STORES

1. The seller means ICAR-Indian Institute of Rice Research, Rajendranagar, Hyderabad-500 030 and shall
include its successors and assigns.

2. The Purchaser shall mean the person, firm or corporation to whom sale order is issued.

3. Tenderers must submit their tender in the enclosed form only, duly signed, with the name and address
written in block letters. One copy of these terms and conditions duly signed on all the pages must be
submitted along with the completed tender form.

4. Tenders must be submitted in sealed cover super scribed with the tender number and its due date and
send by Speed post/Regd.Post/Courier/dropping in the Tender Box kept in Stores Section.

5. The Lot/Group wise rate should be quoted for one lot/group or more of the groups/lots. The consolidated
rate must be clearly written both in figures and in words without any overwriting. The corrections, if any,
must be initiated with the date by the tenderer.

6. The goods are sold on 'AS IS WHERE IS BASIS' lying in the ICAR-IIRR, Rajendranagar Campus. They
shall be lifted by the buyer with all faults and notwithstanding any error or misstatement of description,
measurement, quantity, weight, enumeration or otherwise and without question on the part of purchaser,
and no claim shall lie against seller for compensation nor shall allowance be made on account of such
faults, mis-statements or errors although due care has been taken to describe the items to be auctioned.

7. Not such inspection shall have in fact taken place to have notice of all defects as aforesaid which might
have discovered on inspection and shall not be entitled to compensation on account thereof. Nor shall any
party to this contract be entitled to claim or recover any compensation buy way of damages or otherwise
of the goods sold are not available buy reasons of not being at specific place and the contract shall stand
cancelled.

8. The quantities shown in the schedule are exact. Purchaser may, therefore, not in this connection that they
have to accept all the materials (AS IS WHERE IS BASIS) on payment of their accepted offer.

9. The offer must be firm and valid for acceptance for minimum period of three months from the date of
opening of the tender.

10. Once the contract is finalized, no revision of rate will be entertained during the currency of the contract.

11. The Tender documents are not Transferable

12. The tender shall be completely filed in all respects. The incomplete tender in any particular manner shall
be liable for rejection.

13. The address given in the tender shall be deemed to be purchaser's business address and the
correspondence sent on that address shall be considered have been delivered to the purchaser.

14. Bid will be carried out/sold out with full quantity of condemned material and not in piece.
15. The intending tenderers can inspect the materials on all working days between five days from the date
of Tender notice issued. One tenderer would be allowed for inspection of disposal items once only.

16. The bidder may inspect the items before submitting the bid on date and time indicated in the tender
form and satisfied themselves about the items they are bidding for. No request for inspection of
items after submission of bid will be considered. No complaints whatsoever will be entertained
after the bid is submitted on before or after the items lifted from the premises.

17. The tender must be accompanied with the requisite amount of Bid Security/EMD as indicated in
the tender form by way of crossed Demand Draft/BC in favour of "ICAR- Unit-IIRR" payable at
Hyderabad drawn on any nationalized bank. Bid Security/EMD will not be accepted in any other
form and tender received without Bid Security/EMD as required will be rejected. No adjustment
will be made in respect of Bid Security/EMD against any other bills/deposits. A reference to the
Bid Security/EMD having been deposited must be contained in the tender form. The EMD shall
be forfeited if the tender reviles from his offer for whatever reasons.

18. The Bid Security/EMD shall bear no interest. The Bid Security/EMD of the unsuccessful tenderers
will be refunded after the offer of contract to the successful Bidder.

19. The Bid Security Deposit/EMD of the successful bidder shall be retained for satisfactory
performance of the contract and shall be released within 30 days after satisfactory lifting of material
from the site/completion of the contract.
20. The successful tenderer with highest bid will be issued a sale letter and immediately from the date
of sale letter, the purchaser shall deposit of the remaining amount of the Bid value of the quoted
lot/group(s) including applicable duties/taxes without adjusting security deposit. The payment for
Bid amount should be buy crossed demand in favour of "ICAR-Unit-IIRR" payable at Hyderabad
drawn on any nationalized bank.
21. After getting the sale order and making the full payment, the purchaser shall furnish a Programme
within two days for removal of materials to the Director, ICAR-IIRR and shall commence lifting
of materials only after the approval has been obtained from this office.
22. The Purchaser will have to make his own arrangement for cutting or fabricated materials, if any,
after taking all precautions for job as per the direction of the authorized officer of IIRR at his own
cost.
23. The entire material shall be removed from the ICAR-IIRR, Rajendranagar premises within 2 days
from the date of receipt of approval from office.
24. The Purchaser must ensure that entire material offered by seller is lifted before expiry of the contract
period. The purchaser must effect the complete removal of material from site within the specified
date of delivery. If the material is not lifted from the premises within the scheduled time a sum of
Rs.500.00 (Rupees Five hundred only) per calendar day or part thereof for each day shall
levied as ground rent.
25. The purchaser's workmen shall have to abide by the rules and regulations including Safety and
security regulation. Entry inside the Institute would be only against Gate Pass for his men and
equipment, for which the purchaser will have to apply in advance before lifting the material
commences.
26. Director of this Institute has the right to withhold any item/items from the group/lot and also the right to
accept or reject in part or full of any tender or all tenders without assigning any reason whatever.
27. The persons taking delivery must carry proper authorization from the purchaser.
28. In case of any legal issue arising out of the tender contract the same will be subjected to the jurisdiction
of the Court at only to exclusion of all other Court or Courts.
