1.0 INTRODUCTION

In 2010, Vietsovpetro and JSC Zarubezhneft got the Petrovietnam’s bidding invitation
for PSC of block 12/11 block after it had been returned by the Premier Oil Company.
In 2011, NIPI institute, Vietsovpetro have conducted the technical and economic
evaluation of 12/11 project for JSC Zarubezhneft. Following the bidding result, JSC
Zarubezhneft got the 100% interest of block 12/11 PSC, and Vietsovpetro then was
assigned to become the Operator.
In June 2023, Vietsovpetro had signed transferred of Operatorship to the custodian of
Zarubezhneft EP Vietnam.

6.1 GENERAL
The VENDOR shall ensure that the Electrical Heat Tracing meets the requirements as
defined in this specification. It is not the intent of this specification to strictly specify
all details of design and construction. All suggested changes to this specification to
improve the installation, operation, or cost-effectiveness of fabrication at no sacrifice
to quality and safety considerations will be considered provided that prior written
approval is obtained from the COMPANY.
VENDOR responsibility is to ensure Vietnamese Technical Standards (TCVN) and
Technical Regulations (QCVN) are compiled during design, fabrication, examination,
and delivery of the equipment. All necessary submission of documents, coordination
of any inspection (FAT, SAT, etc.), inter action and getting approval of the equipment
under this scope of supply from Vietnamese authorities (VR, PVN, etc.) wherever
required.
The selection of all materials and methods of fabrication not specified in this
specification, but which are necessary to complete the fabrication of the Electrical
Heat Tracing shall be the responsibility of the VENDOR.
VENDOR must submit a proven track record of their past acquired projects including
successful installation of Electrical Heat Tracing.
6.5 UNITS
The International System of Units (SI) shall be used in all design, engineering
documents and drawings, unless otherwise specified.
All dimensions are quoted in mm with the unit abbreviation.
shall identify offshore installation piping which requires heat tracing. The heat tracing
installation shall be under VENDOR scope.
The heating system shall be suitable for outdoor use, exposed to direct sunlight, and
without protective shelter. The possibility of condensation, as experienced during
large temperature fluctuations, shall be considered as well.
The heating system shall be designed and positioned to maintain the temperature at
the specified temperature.
The heating system is energized if the average temperature is less than its set point.
The heating system is de-energized if the average temperature is more than its set
point.
All items to make up a complete heat-tracing system from heat tracing distribution
panel to downstream distribution shall be VENDOR scope of work. VENDOR shall
be responsible for ensuring performance guarantee for this package.
VENDOR is expected to generate his own MTO as per project requirement in
accordance with the attached P&IDs, Process Line List, Piping Isometric and
Electrical Single Line Diagram.
Incomer breaker shall be pad-lockable in OFF position. Lamp test pushbuttons shall
be provided.
Provisions shall be made to enable the incoming circuit breaker to be switched
without opening the cover of the distribution panel enclosure.
Miniature circuit breakers (MCBs) shall be of current limiting type and equipped with
thermal-magnetic trip to protect against overload and short circuit and shall have
current limiting capability.
Each branch circuit shall be equipped with a circuit breaker (MCB) with a residual
current protection device with an operating current not greater than 30mA.
The MCB’s in general shall conform to IEC-60947-2; in addition, all MCB’s shall
comply with type C characteristics.
As a standard, contactors shall be of the holding coil type with an operating voltage
derived from phase and neutral.
Circuit breakers shall be permanent trip, bolt-on type. The circuit breaker shall be
ambient temperature compensated and internally tropicalized with anti-fungus
coating.
All materials used shall be in accordance with the COMPANY’s approved VENDOR
list.
The startup temperature determines the in-rush current (startup load). This
temperature determines the rating of the electrical protection (circuit breaker). The
maximum length of the heater circuit must be limited to a value where the startup load
does not exceed the circuit breaker rating.
Heater circuits shall be loaded with maximum 25A for single phase circuits.
Heating systems of duplicated process control lines shall not be connected to the same
circuit.
The distribution panel shall be naturally air cooled.
The assemblies shall be designed for continuous operation at full load. The
distribution panel shall be front access. Doors shall be hinged type.
Distribution panel shall be mounted on mounting structure with cable entry from
bottom for outdoor installation.
The distribution panel shall be supplied complete with earthing terminal.
Insulated barrier between phases shall be provided where necessary.
Terminals shall be suitable for copper conductors.
For bus wiring and outgoing control circuits, individual terminals shall be provided
for each external conductor. Cable entries, support facilities for cabling and earthing
facilities shall be provided and shall be suitable for the type, size and number of
cables.
The wiring shall be in accordance with IEC Standards. Internal cabling/wiring shall
flame retardant to comply with IEC 60332.
Incoming and outgoing cables should be armoured cables with cable gland earthing
and clamping amours. Wiring between terminals shall not have joints.
All wiring within the distribution panel shall be neatly run, fastened with strap, and
identified with suitable type markers.
Connection boxes shall contain sufficient terminals for all connections to be made.
Individual terminals shall be provided for each conductor. The terminals shall be of
non-loosening construction and of the wedge type or cage clamp type, obviating the
use of cable lugs and constructed in such a way that direct contact between screw and
conductor is avoided. Terminals shall be identified in accordance with the related
diagram. In addition, sufficient earth terminals or an earth bar with sufficient earth
connection points shall be provided to earth the metal screens of all cables and
heaters. Only one circuit of the distribution panel shall be allowed in a connection
box.
All cables connected to the box shall enter the box through the bottom or the sides,
not the top. Sufficient cable glands, suitably sized for the associated cables, shall be
installed.
Cable gland shall be nickel-plated brass reversible armoured clamp cone & bi-
directional clamping ring and deluge cable gland with inner and outer seal for
armoured cable suitable for hazardous outdoor area with all types of SWA cable, type
of protection of gland should be minimum of IP66 The gland should be designed to
specification of BS6121 and provided with an explosion proof seal on the cable inner
sheath and an environmental seal on the cable outer sheath, mechanical cable
retention and electrical continuity via armour wire termination come with PCP
shroud, and nickel plated brass earth tag, locknut and sealing washer.
Power to the heat tracing system will be provided at various points via heat tracing
distribution panel. The scope thereon shall be by the heat tracing VENDOR including
the provision of Junction Boxes at this location.
Through connections or ‘Tee-offs’ shall not be made underneath the pipe insulation,
only end-seals and ‘cold-lead’ connections may be used. All other connections shall
be made in junction boxes. Sufficient heater capacity shall be installed to ensure that,
towards the end of the heating cable, the output does not drop below the minimum
design value owing to the voltage drop in the heater conductors.
Special requirements for heat tracing cable glands shall be specified by the heating
cable manufacturer.
9.4 THERMOSTAT
The thermostats shall be capillary type. The capillary shall be no more than 5 m long.
The contacts of thermostats used for direct switching shall have a minimum rated
capacity of 25A, which may be obtained by an integrated local contactor. Each
contact of thermostats shall not be loaded with more than 75% of its nominal rating.
The temperature setting accuracy shall be better than ±5% of the set value. The
switching hysteresis shall be between 5% and 10% of the actual setting.
The thermostats shall be suitable for hazardous areas, with IP66. The enclosure shall
be corrosion resistant materials (stainless steel or GRP) / Thermoplastic
Polycarbonate.
VENDOR shall provide online thermostat for temperature control of heating cables.
9.5 CLADDING
The cladding shall be per the minimum requirement specified by the COMPANY.
Material for cladding shall be SS316. Other SS304, galvanized steel and Aluzinc steel
material are not permitted.

Alphanumeric notation, generally in accordance with IEC 60445, shall be used for
identification and marking of phases, conductors, terminals, and components used.
Nameplates shall be of corrosion-resistant plastic material such as traffolyte and shall
be firmly fixed with corrosion resistant machine screws.
Nameplates shall be attached to the enclosure with stainless steel screws. Tape or
adhesive type nameplates shall not be used.
Safety covers and shrouds shall be provided with a warning label and the voltage level
of the equipment as follows:

Certificates of Test shall be provided for each item of equipment to prove it has been
satisfactorily tested to meet all requirements of its appropriate manufacturing
standards, whether witnessed or not by the CONTRACTOR.
Where appropriate, test certificates shall state values for all test results. Tests for
which the results are indicated as pass or fail shall be qualified by the relevant
acceptance criteria.
After completion of manufacture of heater strips, and prior to dispatch, these shall be
subjected to type and routine tests defined in applicable standards. Prior intimation of
a minimum of fourteen (14) days shall be given to enable the COMPANY to depute
its representative to witness the tests. Type test certificates shall be furnished along
with the offer.
All spare parts furnished by VENDOR shall be wrapped, packaged, and preserved in
original as-new condition under normal conditions of storage, and shall be properly
tagged and coded for easy identification according to equipment usage.
The start-up and operational spares shall be packaged separately, clearly marked as
‘Spare Parts’ and shipped at the same time as the equipment. Packing lists shall be
furnished so that the parts can be identified without un-crating the shipping
packaging. Packing shall clearly indicate the destination of spare equipment.
All spares shall be packed separately with clear identification and delivered with the
main equipment in packaging suitable for long-term storage.
VENDOR shall describe the procedure for heat tracing system installation, removal,
and re-installation in the bid proposal.
All supplied items shall be thoroughly cleaned, dried out and made free of any loose
mill scale, weld spatter, rust etc. prior to shipment.
The VENDOR shall provide a list of any special precautions for handling the
equipment.
Measures for preservation and packing of the equipment as well as supplied in
complete set materials, accessories, spare parts, and tools shall provide their normal
transportation and storage provision for 12 months outdoor storage, considering
marine conditions, shall be provided. VENDOR shall provide full details of
preservation methods and any scheduled requirements during the 12 months.
General requirements prior of shipment include:
i. All supplied items shall be thoroughly cleaned and made free of any rust
and shall be properly fixed prior to shipment.
ii. All components shall be pre-assembled to the maximum extent possible.
iii. Any internal parts which might be subjected to damage or displacement
during transportation shall be protected with appropriate supports, bracing,
framing etc.
iv. All surfaces shall be cleaned and coated with a removable rust preservative.
v. The ends of the cables or the connection leads shall be suitably sealed by
heat shrinkable adhesive end-seals, which shall remain fitted until the final
connection is made.
vi. COMPANY shall inspect all items prior to shipment.
A careful inspection shall be made to ensure that all operating instructions and label
plates are in place, legible and have not been obscured during painting operations.
Each item shall be clearly identified with the VENDOR name, address, Purchase
Order, and tag number.
The treatment and protection of the metalwork may be in accordance with
manufacturer's standard but shall include cleaning, degreasing, rust resisting primers
and paint finishes that provide effective protection against corrosion.
Protection shall be provided against atmospheric corrosion while in transit and while
in outdoor storage. All exposed machined surfaces shall be protected with an easily
removable rust preventative compound.
The contents of all boxes or packages shall be recorded in detail on the packing list.
The transported package shall have the necessary fastenings, protections and lifting
facilities to satisfy lifting and sea-fastening loads and restraints.
The packing and preservation according to VENDOR requirements shall be approved
by the COMPANY.
All items shall be tagged, and gross weight shall be clearly shown at a box crates and
containers in accordance with instructions in the Purchase Order.
Guaranteed term is specified to be eighteen (18) months from delivery date or twelve
(12) months after the package have been successfully commissioned offshore,
whichever comes first.
During the guaranteed term the VENDOR, at his own expense and effort, within the
shortest possible period eliminates any faults or failures that have occurred in the heat
tracing system and replace the required components.
The period during which the heat tracing system cannot be used due to the defects is
not included in the guaranteed term. During the guaranteed term the VENDOR at his
own expense re-supplies spare parts and products consumed to eliminate the failure.
The VENDOR shall have an established and documented Quality System as a means
of ensuring that product conforms to specific requirements.
Provision shall be made for access by COMPANY and/or their representatives, to the
VENDOR’S premises and to those of Sub-VENDORS, following Purchase Order
award, for the purposes of surveillance and/or Quality System Audit. Verification by a
COMPANY representative shall not absolve the VENDOR of the responsibility to
provide acceptable products, nor shall it preclude subsequent rejection.
VENDOR shall provide objective evidence at bid submission that they operate an
effective quality system appropriate to the scope of supply. The evidence may be in
the form of either:

bid.
All documentation shall be submitted in English stating the parameters in the SI Unit
System.

All testing shall be carried out at the manufacturer’s test facility. The test equipment
shall be supplied by the manufacturer and shall be calibrated within six months of the
test date.
VENDOR shall include an Inspection and Test Plan (ITP) in their Tender documents.
The ITP shall list all inspections and tests proposed for the equipment by the
VENDOR, between the date of ordering and the date of delivery. The plan will be
reviewed and approved to become the approved Inspection and Test Plan for the
Project and form part of the contract documents.
The VENDOR shall be responsible for the planning and execution of all inspections
and tests, but the CONTRACTOR’s representative shall have the right to witness any
or all of the manufacturing, inspection or tests.
The VENDOR shall notify the CONTRACTOR, at least fourteen (14) days in
advance, of the date on which any of the inspections or tests nominated as Hold or
Witness points on the ITP are due to be carried out.
Certificates of Test shall be provided for each item of equipment to prove it has been
satisfactorily tested to meet all requirements of its appropriate manufacturing
standards, whether or not witnessed by the CONTRACTOR.
Where appropriate, test certificates shall state values for all test results. Tests for
which the results are indicated as pass or fail shall be qualified by the relevant
acceptance criteria.
The planning / scheduling of maintenance and inspection for the equipment shall be
undertaken.
Site acceptance test shall include functional tests and visual inspection as specified.
