1.0 INTRODUCTION

1.1 PROJECT OVERVIEW


The block 12/11 covers 5347.4 km2 (excluded the part of Premier Oil company and
returning area after completing the second of exploration phase) is 320 km from the
Vung Tau City, belongs to the South West of the Nam Con Son Basin. The block is
spread out from 07o08’ to 07o45’ north latitude and from 107o45’ to 108o30’ east
longitude, which is adjoined with 11-2/09 and 11-2 blocks to the north, 13/03 block to
the south, 20 and 21 blocks to the west and the 06/94 to the east. The block has a flat
bathymetry with the water depth of 70 – 120 m.

In 2010, Vietsovpetro and JSC Zarubezhneft got the Petrovietnam’s bidding invitation
for PSC of block 12/11 block after it had been returned by the Premier Oil Company.
In 2011, NIPI institute, Vietsovpetro have conducted the technical and economic
evaluation of 12/11 project for JSC Zarubezhneft. Following the bidding result, JSC

Zarubezhneft got the 100% interest of block 12/11 PSC, and Vietsovpetro then was
assigned to become the Operator.
In June 2023, Vietsovpetro had signed transferred of Operatorship to the custodian of
Zarubezhneft EP Vietnam.

1.2 FIELD DEVELOPMENT UPDATED INFORMATION


The scope of work includes BK-TNHA, subsea pipeline BK-TNHA – WHd (CPP)
Rong Doi, CPP Rong Doi upgrade, BK-TN, subsea pipeline BK-TNHA - BK-TN,
telecommunication system (microwave) between BK-TNHA & BK-TN.
09 production wells will be drilled and tie-back to cover 100% area of TN-3X, HA
and TN-4X. A Wellhead Platform will be located at TN-3X, named BK-TNHA, to
produce gas and condensate from 04 production wells, 02 future production wells and
03 spare slots (total 09 slots) at TN-3X and HA. 01 WHP, named BK-TN, to produce
gas and condensate from 03 production wells at TN-4X area. BK-TNHA will be
designed as an unmanned platform with minimal facilities for 06 production wells and
03 additional spare slots. BK-TN will be designed as unmanned platform with
minimum production facilities for 02 production wells, 01 future wells and 01
additional spare slot (total 04 slots) and connected by 3 km subsea pipeline 10” to
BK-TNHA. The produced gas and condensate from BK-TNHA will be transported
via approximately 36 km subsea pipeline 16” to the CPP Rong Doi for treatment,
compression and export. Required arrival pressure at CPP Rong Doi is 23 barg.
The construction and installation of BK-TNHA and BK-TN follow the phased
concept in which BK-TNHA is scheduled to be constructed and put in the first gas at
first. The first gas of BK-TN takes place a few years later subjected to production
decline.

2.0 PURPOSE AND SCOPE


The objective of this specification is to define the minimum technical requirement for
the design, manufacture, procurement, material, fabrication, painting, inspection,
testing, protective coating, documentation, preparation for shipping, and delivery of
Electrical Heat Tracing for CPP Rong Doi. This specification shall be read in
conjunction with the relevant data sheets, documents, and drawings where applicable.
Materials and work, both regarding design, construction, and workmanship, shall be
to the satisfaction of the COMPANY/CONTRACTOR.
All substitutions and deviations from this specification and International Code &
Standards shall be highlighted in writing to the CONTRACTOR, who in turn will
clarify with the COMPANY. The VENDOR shall not proceed with any such
substitution or deviation prior to receiving the COMPANY’s written approval.

3.0 DEFINITIONS AND ABBREVIATIONS

3.1 DEFINITIONS
All documents which will use the following words and expression shall have the
meanings given:

COMPANY Zarubezhneft EP Vietnam

CONTRACTOR means the party entering this CONTRACT with the


COMPANY for the performance of the WORKS or part
thereof as set forth in this CONTRACT and includes the
CONTRACTOR’s personnel, representatives, successors,
and authorized parties.

SUBCONTRACTOR means any party or parties, that has or have entered a


contract with the CONTRACTOR, for the performance of
any part of the WORKS.

VENDOR means the company that manufactures or supplies


equipment and services to perform the duties specified by
the COMPANY.

THIRD PARTY Organizations that are appointed by COMPANY to review


and approve deliverables submitted by DAR i.e., ICA etc.

Shall The words ‘shall’ indicates requirements.

Should The words ‘should’ indicates recommendations.

3.3 LANGUAGE

4.0 ORDER OF PRECEDENCE


All equipment shall be designed in accordance with the relevant section of the
national and international Codes, Standards and Regulations wherever applicable. The
latest editions of Codes and Standards including all addenda, supplements, or
revisions current at the time of order placement shall be followed.
It is expected that some deviations may occur on a case-by-case basis. In case of
contradictions between the various codes, standards and specifications, queries should
be submitted in writing to the COMPANY for approval. The order of precedence shall
be:

• This Specification
• Other Project Specifications
• National Standard and Codes
All units shall be in the International System of Units (SI) unless otherwise specified
by the COMPANY.

6.0 SERVICES REQUIREMENTS

6.1 GENERAL
The VENDOR shall ensure that the Electrical Heat Tracing meets the requirements as
defined in this specification. It is not the intent of this specification to strictly specify
all details of design and construction. All suggested changes to this specification to
improve the installation, operation, or cost-effectiveness of fabrication at no sacrifice
to quality and safety considerations will be considered provided that prior written
approval is obtained from the COMPANY.
VENDOR responsibility is to ensure Vietnamese Technical Standards (TCVN) and
Technical Regulations (QCVN) are compiled during design, fabrication, examination,
and delivery of the equipment. All necessary submission of documents, coordination
of any inspection (FAT, SAT, etc.), inter action and getting approval of the equipment
under this scope of supply from Vietnamese authorities (VR, PVN, etc.) wherever
required.
The selection of all materials and methods of fabrication not specified in this
specification, but which are necessary to complete the fabrication of the Electrical
Heat Tracing shall be the responsibility of the VENDOR.
VENDOR must submit a proven track record of their past acquired projects including
successful installation of Electrical Heat Tracing.

6.2 SERVICE CONDITIONS


The Electrical Heat Tracing shall be located offshore on the cellar deck of CPP Rong
Doi as per environmental conditions:
i. Ambient temperature: 18.2 deg C min to 35.1 deg C max.
ii. Environment: Salt laden moist
iii. Maximum Relative Humidity: 100%
iv. Wind: Operating 22m/sec
v. Seismic: Structure Resonance Factor 1.5, Horizontal Force Factor 2.0

The equipment shall in all respects be suitable for operation in a saliferous and dusty
atmosphere. The possibility of condensation on equipment surfaces shall be
considered.
VENDOR to ensure Electrical Heat Tracing supplied shall meet the minimum space
allocated for maintenance purpose.

6.3 DESIGN LIFE


The Electrical Heat Tracing System and its components shall be designed for
continuous service life of 15 years.

6.4 SYSTEM RELIABILITY AND AVAILABILITY


The system shall be designed to have reliability of 99% in the specified conditions
and require no more than one maintenance visit per year.
Reliability and availability of all equipment to perform in an offshore tropical marine
environment is essential. Unproven equipment not having a well-established operating
record will not be considered.
VENDOR shall provide availability, reliability and Mean Time Between Failure
(MTBF) data for similar unit in the service.

6.5 UNITS
The International System of Units (SI) shall be used in all design, engineering
documents and drawings, unless otherwise specified.
All dimensions are quoted in mm with the unit abbreviation.

7.0 VENDOR SCOPE OF SUPPLY

7.1 GENERAL REQUIREMENT


This document is prepared as minimum technical requirement for Electrical Heat
Tracing to be installed on the CPP Rong Doi.
The VENDOR shall be responsible for design, supply of materials, manufacturing,
preparation of documents & drawings, MTO, assembly, testing, delivery, supervision,
onshore and offshore installation, pre-commissioning, and commissioning of
Electrical Heat Tracing.
The VENDOR shall note that this specification is a general document, which is
supplemented by other specifications, its appendices and applicable codes and
standard, datasheets, drawings, etc. which are provided as attachments or references
and to the specifications.
All applicable documents are attached with the specification. However, if the
VENDOR is not in possession of any of the listed or referred COMPANY documents,
it shall be his sole responsibility to obtain them from the CONTRACTOR. Otherwise,
it shall be assumed that VENDOR has received, read, and understood the total
contents of the inquiry/Purchase Order.
Should the VENDOR identify any discrepancy, or lack of clarity in any part of this
specification or attached documents, it is VENDOR’s responsibility to notify
CONTRACTOR with his proposed alternative(s) and any impact on the price and/or
schedule.
The VENDOR shall not commence any fabrication work prior to obtaining written
approval of drawings and/or procedures from COMPANY/CONTRACTOR. The
VENDOR is responsible for maintaining strict quality control procedures to ensure
compliance with codes, specifications, drawings, and instructions issued by
CONTRACTOR during the manufacture of equipment.
Preference in equipment selection will be given to VENDOR(s) who will extend
services and spare parts within this region.
COMPANY/CONTRACTOR reserves his rights for final acceptance of the
equipment subject to the successful completion of Commissioning and start-up at
offshore and equipment performance guarantee.
Heat tracing VENDOR shall submit complete Electrical Heat Tracing Datasheets
attached along with this specification. VENDOR shall clearly identify any
discrepancies between the P&ID’s, Piping Isometric Drawings, Process Line List,
with the specification. Any discrepancies in the above shall be under VENDOR’s
scope.
The VENDOR of the electric heating system shall be responsible for the calculations
for the heating system and to furnish the basis of his design for approval. VENDOR

shall identify offshore installation piping which requires heat tracing. The heat tracing
installation shall be under VENDOR scope.
The heating system shall be suitable for outdoor use, exposed to direct sunlight, and
without protective shelter. The possibility of condensation, as experienced during
large temperature fluctuations, shall be considered as well.
The heating system shall be designed and positioned to maintain the temperature at
the specified temperature.
The heating system is energized if the average temperature is less than its set point.
The heating system is de-energized if the average temperature is more than its set
point.
All items to make up a complete heat-tracing system from heat tracing distribution
panel to downstream distribution shall be VENDOR scope of work. VENDOR shall
be responsible for ensuring performance guarantee for this package.
VENDOR is expected to generate his own MTO as per project requirement in
accordance with the attached P&IDs, Process Line List, Piping Isometric and
Electrical Single Line Diagram.

7.2 TYPICAL EQUIPMENT IN VENDOR SCOPE


The VENDOR scope of supply shall include but not be limited to the design,
fabrication, supply, and installation of the followings as a minimum:
The electric heat tracing system shall consist of:
i. Heat tracing distribution panels
ii. Heating element tapes / cables
iii. Heat Tracing Insulation and Cladding
iv. Junction boxes
v. Low temperature alarm (TAL) supervision thermostats c/w support bracket
for alarming purposes

VENDOR shall furnish all components and ancillary equipment necessary to make
the Electrical Heat Tracing complete, safe, and ready for operation, in accordance
with this specification and datasheet.

7.3 EXPERIENCE DETAILS


The Electrical Heat Tracing System assembly shall have proven track record.
VENDOR shall submit project history record, related to oil and gas projects, with the
bid proposal.

8.0 TECHNICAL REQUIREMENTS

8.1 AREA CLASSIFICATION


All electrical equipment shall comply with the requirements of the relevant parts of
IEC 60079. The following types of protection shall be used:
• Junction boxes : Enclosure – Minimum IP56
• Thermostats : Enclosure – Minimum IP56
All electrical equipment enclosures shall have a minimum degree of Protection IP56
as per IEC 60529.

8.2 ELECTRICAL SUPPLY SYSTEM


The AC supply to the heating system shall be symmetrical 3 phases + neutral + earth
sub-divided into single phase with a nominal voltage and frequency as indicated
below.
• Nominal system voltage : 400V10%, 3 Phase+ N, solidly earthed.
• Nominal system frequency : 50 Hz 2%
In addition to the above, input voltage variations may be subject to transient voltage
variation of +10% and –20% of the nominal voltage.

9.0 HEAT TRACING DESIGN REQUIREMENT


Tracing systems shall be controlled for the following purposes:
i. Energy saving.
ii. To maintain the temperature within certain limits.
iii. To limit the maximum temperature.
iv. To prevent freezing.

The temperature control can be achieved by means of electronic controller or


thermostats attached to the outer surface of traced equipment. VENDOR shall be
responsible for providing the proper temperature control.
These thermostats shall be factory calibrated and have an internally adjustable set
point and external readout. VENDOR shall specify in detail the length of the
capillary, the contact rating, the temperature range, accuracy and switching hysteresis.
Numbers of required electronic controller / thermostats shall be designed / determined
by the VENDOR based on the physical locations of the traced equipment.
The selection of heating strips and other devices shall be done by the VENDOR
considering the following:
i. Maintenance temperature.
ii. Minimum design ambient temperature.
iii. Exposure temperature both continuous and intermittent as dictated by
operating or commissioning requirements.
iv. Thermal insulation specified.
v. Tolerance on supply voltage and voltage drop on feeding cables.
vi. Tolerance in heater output.

9.1 HEAT TRACING DISTRIBUTION PANEL


The distribution panel shall be designed in accordance with IEC 60439, IEC 60529
and IEC 60079 and the requirements indicated in datasheets & drawings.
The distribution panel shall have an adequately rated system, fully shrouded/ insulated
high conductivity copper bus bar, rated, and braced to withstand short circuit current
of 10kA.
The outgoing MCBs shall have breaking capacity, equal to the fault rating of the
distribution panel bus bar.
VENDOR must design and determine the number of heat tracing circuit.
The distribution panel, which is installed outdoor at hazardous area Zone 2, IIA, T3
shall have degree of protection IP56. The final arrangement of the heat tracing
distribution panel shall be as per VENDOR design.
20% spare feeders and 10% spare shall be provided in for the distribution panel to
cater for future requirements.
The electrical characteristics and service requirements summarized as below:
• Supply Voltage/Frequency : 400V, 50Hz
• Supply Voltage Tolerance : ± 10%
• Supply Frequency Tolerance : ± 2%

• System Earthing : Solidly earthed neutral.


• Control Voltage : 230V ± 10%, Single Phase +
Neutral + Earth, 50 Hz ± 5%, or
as applicable.
Control supply shall be derived internally inside the panels if required.
Transient voltage depressions down to 80% rated voltage shall not affect the
equipment performance. All current carrying components of the equipment shall be
capable of continuous operation at the specified site conditions and the specified
ratings without exceeding the maximum temperature rise stated in the appropriate IEC
publications.
The phase, neutral and earth bus bars shall be of hard drawn, high conductivity copper
and tinned plated to minimize heating at the contact surface and inhibit corrosion.
The bus bars and connections shall be adequately sized, braced and supported to
withstand dynamic and thermal stresses due to rated momentary peak and short time
short circuit currents specified.
Type test results from similar design shall be submitted with proposal. Bus bar
supports and barriers shall be made from non-hygroscopic, non-tracking insulation
materials. Neutral bus bars shall have a continuous current rating similar to that of the
phase bus bars. Phase and neutral bus bars shall be insulated from earth.
Colour coding for phase bus bars shall be as follows:
• Phase R or L1 or U = Red
• Phase Y or L2 or V = Yellow
• Phase B or L3 or W = Blue
• Neutral = Black
• Earth = Green with Yellow Strip
All non-current carrying metal work making up the distribution panel shall be bonded
together with the earthing straps, for connection to the earth grid system.
The distribution panel shall have a stainless-steel earth M10 stud welded to the
distribution panel housing for external earth connections of single core earth cable.
Earthing bus bar size shall be suitable for termination of 35mm2 cable.
Each door shall be bonded to the main body by means of flexible connections.
The distribution panel incomer shall comprise of a MCCB (with current limiting
features) complete with padlocking facilities in the 'OFF' position. It shall be housed
in a type of protection in accordance with IEC 60079-1. In addition, the incomer
MCCB’s shall have built-in earth fault protection.
Voltmeter & ammeter (with selector switch) shall be provided for the distribution
panel incomer.

Incomer breaker shall be pad-lockable in OFF position. Lamp test pushbuttons shall
be provided.
Provisions shall be made to enable the incoming circuit breaker to be switched
without opening the cover of the distribution panel enclosure.
Miniature circuit breakers (MCBs) shall be of current limiting type and equipped with
thermal-magnetic trip to protect against overload and short circuit and shall have
current limiting capability.
Each branch circuit shall be equipped with a circuit breaker (MCB) with a residual
current protection device with an operating current not greater than 30mA.
The MCB’s in general shall conform to IEC-60947-2; in addition, all MCB’s shall
comply with type C characteristics.
As a standard, contactors shall be of the holding coil type with an operating voltage
derived from phase and neutral.
Circuit breakers shall be permanent trip, bolt-on type. The circuit breaker shall be
ambient temperature compensated and internally tropicalized with anti-fungus
coating.
All materials used shall be in accordance with the COMPANY’s approved VENDOR
list.
The startup temperature determines the in-rush current (startup load). This
temperature determines the rating of the electrical protection (circuit breaker). The
maximum length of the heater circuit must be limited to a value where the startup load
does not exceed the circuit breaker rating.
Heater circuits shall be loaded with maximum 25A for single phase circuits.
Heating systems of duplicated process control lines shall not be connected to the same
circuit.
The distribution panel shall be naturally air cooled.
The assemblies shall be designed for continuous operation at full load. The
distribution panel shall be front access. Doors shall be hinged type.
Distribution panel shall be mounted on mounting structure with cable entry from
bottom for outdoor installation.
The distribution panel shall be supplied complete with earthing terminal.
Insulated barrier between phases shall be provided where necessary.
Terminals shall be suitable for copper conductors.
For bus wiring and outgoing control circuits, individual terminals shall be provided
for each external conductor. Cable entries, support facilities for cabling and earthing

facilities shall be provided and shall be suitable for the type, size and number of
cables.
The wiring shall be in accordance with IEC Standards. Internal cabling/wiring shall
flame retardant to comply with IEC 60332.
Incoming and outgoing cables should be armoured cables with cable gland earthing
and clamping amours. Wiring between terminals shall not have joints.
All wiring within the distribution panel shall be neatly run, fastened with strap, and
identified with suitable type markers.

9.2 SELF REGULATING HEATING CABLES


Self-regulating/self-limiting cables shall be utilized. The heating cable consists of two
parallel copper conductors, both being in contact with a self-regulating /self-limiting
semi-conductive material. This basic element shall be insulated by one or more non-
hygroscopic jackets and shall be covered with a corrosion resistant braided metal
screen covering at least 70% of the surface and the fluoropolymer outer jacket. The
braided metal screen shall have an electrical conductivity not less than the
conductivity of one of the conductors.
The heaters shall vary the power output in response to the thermostat setting at every
point of the surface. As the temperature increases, the heater output shall decrease
automatically, and vice versa. The natural reduction in heat output by increasing
temperatures shall be at least so much that the heater cable will not be damaged due to
overheating because of e.g., overlapping.
The minimum self-regulating index of the heating cable shall be specified by
VENDOR. The outer jacket shall be capable of protecting the inner part of the cable
against damage during installation as well as against the environmental conditions.
The heating cable shall have sufficient strength to withstand the installation work
without affecting its mechanical integrity or electrical properties.
Other cable types can be used when the required heat output or the operating
temperature is beyond the capabilities of self-regulating / self-limiting cables. This
shall be subject to COMPANY approval.

9.3 JUNCTION BOXES


The junction boxes shall be suitable for hazardous areas and constructed with
corrosion resistant material (Stainless steel or GRP), with degree of protection IP66.
Junction boxes shall be used for:
i. Connection between supply cable and heater cable.
ii. Distribution of supply from one circuit of the distribution panel to sub-
circuits.
NOTE: Combinations of i) and ii) are also possible.

Connection boxes shall contain sufficient terminals for all connections to be made.
Individual terminals shall be provided for each conductor. The terminals shall be of
non-loosening construction and of the wedge type or cage clamp type, obviating the
use of cable lugs and constructed in such a way that direct contact between screw and
conductor is avoided. Terminals shall be identified in accordance with the related
diagram. In addition, sufficient earth terminals or an earth bar with sufficient earth
connection points shall be provided to earth the metal screens of all cables and
heaters. Only one circuit of the distribution panel shall be allowed in a connection
box.
All cables connected to the box shall enter the box through the bottom or the sides,
not the top. Sufficient cable glands, suitably sized for the associated cables, shall be
installed.
Cable gland shall be nickel-plated brass reversible armoured clamp cone & bi-
directional clamping ring and deluge cable gland with inner and outer seal for
armoured cable suitable for hazardous outdoor area with all types of SWA cable, type
of protection of gland should be minimum of IP66 The gland should be designed to
specification of BS6121 and provided with an explosion proof seal on the cable inner
sheath and an environmental seal on the cable outer sheath, mechanical cable
retention and electrical continuity via armour wire termination come with PCP
shroud, and nickel plated brass earth tag, locknut and sealing washer.
Power to the heat tracing system will be provided at various points via heat tracing
distribution panel. The scope thereon shall be by the heat tracing VENDOR including
the provision of Junction Boxes at this location.
Through connections or ‘Tee-offs’ shall not be made underneath the pipe insulation,
only end-seals and ‘cold-lead’ connections may be used. All other connections shall
be made in junction boxes. Sufficient heater capacity shall be installed to ensure that,
towards the end of the heating cable, the output does not drop below the minimum
design value owing to the voltage drop in the heater conductors.
Special requirements for heat tracing cable glands shall be specified by the heating
cable manufacturer.

9.4 THERMOSTAT
The thermostats shall be capillary type. The capillary shall be no more than 5 m long.
The contacts of thermostats used for direct switching shall have a minimum rated
capacity of 25A, which may be obtained by an integrated local contactor. Each
contact of thermostats shall not be loaded with more than 75% of its nominal rating.
The temperature setting accuracy shall be better than ±5% of the set value. The
switching hysteresis shall be between 5% and 10% of the actual setting.

The thermostats shall be suitable for hazardous areas, with IP66. The enclosure shall
be corrosion resistant materials (stainless steel or GRP) / Thermoplastic
Polycarbonate.
VENDOR shall provide online thermostat for temperature control of heating cables.

9.5 CLADDING
The cladding shall be per the minimum requirement specified by the COMPANY.
Material for cladding shall be SS316. Other SS304, galvanized steel and Aluzinc steel
material are not permitted.

9.6 THERMAL INSULATION


The installation shall be in accordance with CINI Manual. The insulation material
shall be mineral wool type. VENDOR shall propose insulation thickness and provide
insulation thickness calculation for approval.

9.7 ACCESSORIES AND CONNECTIONS


Cold leads shall be provided suitable for termination in the junction boxes in such a
manner that any ingress of water through the cores, braiding or in between insulation
layers due to the capillary effect is excluded.
Insulation entry kits shall be provided where heating cables, cold leads or temperature
leads enter the thermal insulation to prevent damage and to ensure weatherproofing.
All fixation accessories shall be supplied in accordance with the VENDOR
installation standard. These shall include but not be limited to straps, tapes, warning
labels, etc.
Fixing materials for heaters shall ensure continuous and permanent contact between
the heater and heated surface. They shall be non-corrosive and suitable for the
relevant operating temperature and shall not damage the heater mechanically or
chemically.

9.8 NAMEPLATE FOR HEAT TRACING DISTRIBUTION PANEL


One or more nameplates of engraved stainless steel shall be mounted on the outside of
the enclosure of the distribution panel.
Information given on these nameplates shall be as follows but not be limited to:
1. Distribution panel tag number as shown in datasheet.
2. COMPANY's Purchase Order number.
3. Rated bus bar voltage, no. of phases and frequency.
4. Rated bus bar current and short circuit rating.

Alphanumeric notation, generally in accordance with IEC 60445, shall be used for
identification and marking of phases, conductors, terminals, and components used.
Nameplates shall be of corrosion-resistant plastic material such as traffolyte and shall
be firmly fixed with corrosion resistant machine screws.
Nameplates shall be attached to the enclosure with stainless steel screws. Tape or
adhesive type nameplates shall not be used.
Safety covers and shrouds shall be provided with a warning label and the voltage level
of the equipment as follows:

9.9 NAMEPLATE FOR HEAT TRACING SYSTEM


Permanent nameplates or labels shall be provided to identify the individual heat
tracing system assemblies, wherever applicable. In addition, labels shall be provided
as appropriate to convey operating instructions, warning notices, rating data and other
general information.
Identification of connection boxes, thermostats and tracing cables shall be such that
these shall include the circuit number of the tracing distribution.
Name, identification, instruction and warning plates and their fixing materials shall be
of stainless steel SS316. They shall be provided with indelible inscriptions in English
language. The entries on the rating plates shall be indelibly marked by etching or
engraving.
The rating plate shall include the following information as a minimum:
1. Type of equipment
2. Supply voltage, phase and frequency
3. Manufacturer’s name and address
4. Manufacturer’s serial number
5. Year of manufacture
6. COMPANY’s Purchase Order number
7. Enclosure IP protection category
8. Total Weight
Nameplates and/or rating plates shall be permanently fixed to a readily visible,
accessible, and non-removable part of the heat tracing system.

10.0 PAINTING REQUIREMENT


Painting and coating shall be provided in accordance with the COMPANY
specification and design basis. The complete procedure shall be approved by the
COMPANY before the start of any work.

11.0 INSPECTION AND TESTING


Unless otherwise specified in the job specifications, datasheets, equipment, and
material certification shall be in accordance with the relevant code and standard.
Inspection and testing requirements shall be in accordance with the applicable
datasheets, specifications, codes, and standards.
All testing shall be carried out at the manufacturer’s test facility. The test equipment
shall be supplied by the manufacturer and shall be calibrated within six months of the
test date.
VENDOR shall include an Inspection and Test Plan (ITP) in their Tender documents.
The ITP shall list all inspections and tests proposed for the equipment by the
VENDOR, between the date of ordering and the date of delivery. The plan will be
reviewed and approved to become the approved Inspection and Test Plan for the
Project and form part of the contract documents.
VENDOR shall obtain certification form ICA for the design verification and
compliance of the package including materials, fabrication and testing as per material
specification.
The VENDOR shall be responsible for the planning and execution of all inspections
and tests, but the CONTRACTOR’s representative, ICA or VR shall have the right to
witness any or all the manufacturing, inspection, or tests.
VENDOR shall submit the Site Acceptance Test (SAT) procedure for approval by
COMPANY. Package VENDOR shall mobilize necessary personnel and testing
equipment necessary for the SAT (upon COMPANY request).
Site Acceptance Test shall include pre run checks, performance test package. The
performance test shall be conducted for at least seventy-two (72) hours at all possible
operating conditions. THE COMPANY or its designated representatives, or both, will
be present at the site and shall approve the test results and sign the test records to
indicate approval. If the unit does not meet Purchase Order requirements, VENDOR
and/or his sub - VENDORs shall correct the problems at no expense to COMPANY.
The VENDOR shall notify the CONTRACTOR, at least fourteen (14) days in
advance, of the date on which any of the inspections or tests nominated as Hold or
Witness points on the ITP are due to be carried out.

Certificates of Test shall be provided for each item of equipment to prove it has been
satisfactorily tested to meet all requirements of its appropriate manufacturing
standards, whether witnessed or not by the CONTRACTOR.
Where appropriate, test certificates shall state values for all test results. Tests for
which the results are indicated as pass or fail shall be qualified by the relevant
acceptance criteria.

11.1 HEAT TRACING DISTRIBUTION PANEL


COMPANY/CONTRACTOR may require additional testing if test results are
unsatisfactory or marginal. Any components rejected shall be repaired or replaced to
COMPANY/ CONTRACTOR’s satisfaction and the test shall be repeated.
COMPANY/CONTRACTOR or its representative shall have free access to the
manufacturing location of VENDOR and sub-vendors during fabrication, assembly,
and testing of the equipment.
All test procedures shall be submitted for approval. COMPANY /CONTRACTOR or
its representative shall be given at least two weeks’ notice prior to the acceptance
testing. The VENDOR shall submit certified reports on all tests.
VENDOR shall submit an Inspection & Test Plan (ITP) mentioning inspection and
testing that shall be carried out for the package.
Inspection of package may include but not limited to:
i. Review of Quality Assurance documents
ii. Stage inspection during manufacturing
iii. Surface preparation & painting
iv. Dimensional & assembly inspection
The distribution panel and its associated low voltage components/materials shall be
tested in accordance with the standards and codes and witnessed by the
COMPANY/CONTRACTOR's representative. Testing shall be carried out as per
CONTRACTOR approval test program.
The test shall include but not be limited to the following:
i. 1-minute-high potential test of Phase, Neutral & Earth bus bars.
ii. Insulation resistance measurement and control wiring insulation test.
iii. Mechanical operation tests
iv. Polarity tests
v. Sequence operation/functional tests
vi. Interchangeability tests
Primary and secondary injection test for all metering/protection circuit including
thermal overload.

11.2 HEAT TRACING SYSTEM


COMPANY /CONTRACTOR or its representative shall have free access to the plants
of VENDOR and sub-vendors during fabrication, assembly, and testing of the
equipment.
VENDOR check and inspect the piping for burrs, rough surfaces, or sharp edges shall
be remove if necessary.
All test procedures shall be submitted for approval.
COMPANY /CONTRACTOR or its representative shall be given at least two weeks’
notice prior to the acceptance testing. The VENDOR shall submit certified reports on
all tests.
Electrical heat tracing shall be designed and fully type tested in accordance with IEC
62086-1 (Electrical Apparatus for Explosive Atmosphere) by internationally
recognized independent accredited third-party laboratories such as KEMA, ASTA or
other CONTRACTOR recognized organizations.

12.0 PRE-COMISSIONING & COMMISSIONING


VENDOR shall provide procedures and checklist for equipment pre-commissioning
and commissioning including parameters for performing acceptance test. At least one
qualified commissioning engineer from VENDOR shall lead the commissioning of
the whole heat tracing system.
The minimum but not limited to the following items shall be checked and determined
during commissioning:
i. Heat loss of pipes
ii. Maintained temperature (in °C)
iii. Individual circuit load (in kW)
iv. Start-up current of each circuit
v. Thermal stability of heating cables
vi. Thermal output
Commissioning report shall be submitted to COMPANY /CONTRACTOR for review
two weeks after commissioning of the whole system.
The electric surface heating devices shall be tested and inspected at VENDOR’s
works. All materials employed by the VENDOR of the heater strip shall be subjected
(both before and after manufacture of the heater strip) inspection, testing and approval
by the COMPANY of his authorized representative.
COMPANY /CONTRACTOR or his authorized representative shall have the right to
enter the plant and inspect the equipment/material at any time during manufacturing.

After completion of manufacture of heater strips, and prior to dispatch, these shall be
subjected to type and routine tests defined in applicable standards. Prior intimation of
a minimum of fourteen (14) days shall be given to enable the COMPANY to depute
its representative to witness the tests. Type test certificates shall be furnished along
with the offer.

12.1 FUNCTIONAL TEST


A complete functional test shall be performed on the Electrical Heat Tracing. The
correct functioning of all measuring instruments, alarms and indications, protection
and controls shall be verified.

12.2 VENDOR TECHNICAL ASSISTANCE


VENDOR shall be capable of supplying the services of a competent on-site service
engineer who shall be responsible for verifying proper installation, performing initial
start-up, and ensuring that the installation has complied with mechanical and design
requirements for the proper operation of the heat tracing system prior to being placed
in service.
VENDOR shall quote separate rates for this service engineer.
The service engineer shall be made available within fourteen (14) days’ notice during
the installation, start-up and warranty period with all essential tools and instruments
required for him to perform the above function.

13.0 SPARE PARTS


The VENDOR shall include in the base scope of supply all spare parts for successful
startup and commissioning, complete with detailed spare part inventory.
In addition to the above, a parts list of two years of operation spares shall be provided.
The prices of each part, delivery time, and the layout and sectional drawings
indicating the location of the parts with tag/reference identifications.
A price list, with a full description of the spare parts shall be provided. Each item
shall include the following information:
i. The manufacturer’s part number.
ii. A clear and concise description of the part.
iii. The price for each recommended part or set of parts delivered into the store
at site.
iv. Insurance spares that satisfy the requirements of the certifying/classification
authority.
Recommended spares should consider related factors of equipment reliability, effect
of equipment downtime on production and safety, cost for easy identification
according to equipment usage.

All spare parts furnished by VENDOR shall be wrapped, packaged, and preserved in
original as-new condition under normal conditions of storage, and shall be properly
tagged and coded for easy identification according to equipment usage.
The start-up and operational spares shall be packaged separately, clearly marked as
‘Spare Parts’ and shipped at the same time as the equipment. Packing lists shall be
furnished so that the parts can be identified without un-crating the shipping
packaging. Packing shall clearly indicate the destination of spare equipment.
All spares shall be packed separately with clear identification and delivered with the
main equipment in packaging suitable for long-term storage.

14.0 SPECIAL TOOLS


All special tools necessary for the installation, alignment, operation, or maintenance
of the equipment shall be supplied with the delivered equipment.
VENDOR shall supply special tools and equipment required, if any, for the
installation, commissioning, and maintenance and testing of heat tracing system.

VENDOR shall describe the procedure for heat tracing system installation, removal,
and re-installation in the bid proposal.

15.0 PACKING, PRESERVATION, AND TRANSPORTATION


The equipment to be purchased shall have relevant marking with indication of:
i. Name, type
ii. Manufacture’s trademark
iii. Serial number
iv. Main characteristic
v. Manufacturing date
All equipment likely to become loose in transit shall be removed and separately
packed.
All equipment shall be produced not earlier than 1 year before delivery.
The VENDOR shall be responsible to provide packing, preservation, and adequate
protection of the equipment to prevent damage, deterioration and to ensure cleanliness
during transportation by air/sea transportation or road transportation to COMPANY
place, including storage and installation of the equipment.
The packing shall be designed and built to withstand shocks and vibration from
handling by fork lifts or other mechanical handling equipment and endure
transportation conditions on trucks, barges or boats and associated oceanographic
during transportation.

All supplied items shall be thoroughly cleaned, dried out and made free of any loose
mill scale, weld spatter, rust etc. prior to shipment.
The VENDOR shall provide a list of any special precautions for handling the
equipment.
Measures for preservation and packing of the equipment as well as supplied in
complete set materials, accessories, spare parts, and tools shall provide their normal
transportation and storage provision for 12 months outdoor storage, considering
marine conditions, shall be provided. VENDOR shall provide full details of
preservation methods and any scheduled requirements during the 12 months.
General requirements prior of shipment include:
i. All supplied items shall be thoroughly cleaned and made free of any rust
and shall be properly fixed prior to shipment.
ii. All components shall be pre-assembled to the maximum extent possible.
iii. Any internal parts which might be subjected to damage or displacement
during transportation shall be protected with appropriate supports, bracing,
framing etc.
iv. All surfaces shall be cleaned and coated with a removable rust preservative.
v. The ends of the cables or the connection leads shall be suitably sealed by
heat shrinkable adhesive end-seals, which shall remain fitted until the final
connection is made.
vi. COMPANY shall inspect all items prior to shipment.
A careful inspection shall be made to ensure that all operating instructions and label
plates are in place, legible and have not been obscured during painting operations.
Each item shall be clearly identified with the VENDOR name, address, Purchase
Order, and tag number.
The treatment and protection of the metalwork may be in accordance with
manufacturer's standard but shall include cleaning, degreasing, rust resisting primers
and paint finishes that provide effective protection against corrosion.
Protection shall be provided against atmospheric corrosion while in transit and while
in outdoor storage. All exposed machined surfaces shall be protected with an easily
removable rust preventative compound.
The contents of all boxes or packages shall be recorded in detail on the packing list.
The transported package shall have the necessary fastenings, protections and lifting
facilities to satisfy lifting and sea-fastening loads and restraints.
The packing and preservation according to VENDOR requirements shall be approved
by the COMPANY.
All items shall be tagged, and gross weight shall be clearly shown at a box crates and
containers in accordance with instructions in the Purchase Order.

16.0 CERTIFICATION REQUIREMENT


An official certificate issued by recognized International Classification Society is
obligatory to prove that the manufacturer’s Quality Management System meets the
requirement of ISO 9001 (latest edition) Standards. Availability of a certificate for
compliance of ISO 14001 Standard is encouraged.

VENDOR shall provide Certificates of Origin issued by Chamber of Commerce of


manufacturer’s country, Certificate of Quality issued by Manufacturer and
VENDOR’s Certificate of Guarantee.

17.0 WARRANTY OBLIGATION


VENDOR shall have the final and total responsibility for the design and performance
of all equipment supplied under this specification. VENDOR shall warrant the
equipment furnished by him and the performance of said equipment in accordance
with this specification. The warranty shall cover both, the supply of material and
manpower to make good any defective components or equipment offshore.

Guaranteed term is specified to be eighteen (18) months from delivery date or twelve
(12) months after the package have been successfully commissioned offshore,
whichever comes first.

During the guaranteed term the VENDOR, at his own expense and effort, within the
shortest possible period eliminates any faults or failures that have occurred in the heat
tracing system and replace the required components.

The period during which the heat tracing system cannot be used due to the defects is
not included in the guaranteed term. During the guaranteed term the VENDOR at his
own expense re-supplies spare parts and products consumed to eliminate the failure.

18.0 VENDOR QUALITY REQUIREMENT


The VENDOR shall ensure that purchased product conforms to the specified
requirements.

The VENDOR shall have an established and documented Quality System as a means
of ensuring that product conforms to specific requirements.

VENDOR shall select Sub-VENDORS based on their ability to meet contract


requirements, including quality requirements. The VENDOR shall establish and
maintain records of acceptable Sub-VENDORS. Purchase Orders to Sub-VENDORS
placed in support of the main Purchase Order shall not relieve the VENDOR from any
obligations specified in the order.

Provision shall be made for access by COMPANY and/or their representatives, to the
VENDOR’S premises and to those of Sub-VENDORS, following Purchase Order

award, for the purposes of surveillance and/or Quality System Audit. Verification by a
COMPANY representative shall not absolve the VENDOR of the responsibility to
provide acceptable products, nor shall it preclude subsequent rejection.

VENDOR shall provide objective evidence at bid submission that they operate an
effective quality system appropriate to the scope of supply. The evidence may be in
the form of either:

• VENDOR’S Quality Manual or description of VENDOR’S Quality system, or


• Where the VENDOR’S system has been approved by the independent
accredited certification body, the Certificate of Approval, together with a list
of available procedures, may be submitted instead of the Quality Manual.
VENDOR shall submit their ITPs which shall include:
• Those inspections and test performed by the VENDOR or Sub-VENDOR.
• The requirements for the inspections and tests (i.e., COMPANY, Industry,
Code, or VENDOR Standard Procedures).
• Description of Operation/Test/Inspection (i.e., sequence of operation, test, and
inspection for each main manufacturing activity).
• The Organisation responsible for performing them.
The ITP as agreed and accepted by COMPANY shall be deemed part of the
contractual quality requirements of the Purchase Order.

19.0 VENDOR DOCUMENTATION REQUIREMENT


VENDOR document requirements shall comply with the requirements given under
VENDOR Document Requirements List.

VENDOR shall submit the list of deviations from this specification along with the
bid.

All documentation shall be submitted in English stating the parameters in the SI Unit
System.

GENERAL REQUIREMENTS

The following software will be used for VENDOR information :


• Drawing in AUTOCAD latest revision
• Spreadsheet in MICROSOFT OFFICE latest revision
• Manual/documents in MICROSOFT OFFICE latest revision
• Database in MICROSOFT OFFICE
For “Equipment Information Sheet” (sample Attachment II) all data shall be type written.
VENDOR shall prepare as per the attached format (sample Attachment IIIA and Attachment IIIB) List of Contents and
List of As-built Drawing.
VENDOR shall submit all approved Final Documentation using 80gm A4 size paper.
As for As Built Drawings, VENDOR shall submit in A3 size paper.
VENDOR shall submit related document for final documentation which is readily punched with 3-holes or loose sheet.
All other documents e.g. hand-written test reports shall be scanned image in PDF format.
VENDOR to provide detail execution plan in his bid proposal for electronic based documentation i.e Vendor Master
Document List (VMDL) submission/ approval status.
VENDOR shall complete the Spare Parts List And Interchangeability Record (SPIR) forms as stated in the VDRL and to
follow requirements.
All finalized and approved documents as required in the VDRL must be of clean (without history) original documents or
good master print. All CERTIFICATES (i.e. Mill, Manufacturing, Test, Third party inspection) which is not of origin
copy must be stamped with “Certified True Copy” and signed by 3rd party certification agency for the purpose of Final
Documentation compilation.

SPECIFICATION FOR ELECTRICAL HEAT TRACING (CPP RONG DOI)

1.0 INSPECTION AND TEST PLAN


1.1 GENERAL
Inspection and testing requirements shall be in accordance with the applicable
datasheets, specifications, codes and standards.

All testing shall be carried out at the manufacturer’s test facility. The test equipment
shall be supplied by the manufacturer and shall be calibrated within six months of the
test date.

VENDOR shall include an Inspection and Test Plan (ITP) in their Tender documents.
The ITP shall list all inspections and tests proposed for the equipment by the
VENDOR, between the date of ordering and the date of delivery. The plan will be
reviewed and approved to become the approved Inspection and Test Plan for the
Project and form part of the contract documents.

The VENDOR shall be responsible for the planning and execution of all inspections
and tests, but the CONTRACTOR’s representative shall have the right to witness any
or all of the manufacturing, inspection or tests.

The VENDOR shall notify the CONTRACTOR, at least fourteen (14) days in
advance, of the date on which any of the inspections or tests nominated as Hold or
Witness points on the ITP are due to be carried out.

Certificates of Test shall be provided for each item of equipment to prove it has been
satisfactorily tested to meet all requirements of its appropriate manufacturing
standards, whether or not witnessed by the CONTRACTOR.

Where appropriate, test certificates shall state values for all test results. Tests for
which the results are indicated as pass or fail shall be qualified by the relevant
acceptance criteria.

1.2 FACTORY ACCEPTANCE TESTS (FAT)


Each component/material shall be tested in accordance with the standards and codes
listed in Section 2 of this document. Testing shall be carried out as per a COMPANY-
approved test program.

COMPANY may require additional testing if test results are unsatisfactory or


marginal. Any components rejected shall be repaired or replaced to the COMPANY’s
satisfaction and the test shall be repeated.

The planning / scheduling of maintenance and inspection for the equipment shall be
undertaken.

VENDOR’s representative may be required to visit the installation site during the
commissioning period, as advised by the COMPANY.

Site acceptance test shall include functional tests and visual inspection as specified.
