RESOLUTION DECLARING THE SOLE AND RESPONSIVE BID AND RECOMMENDING THE AWARD
FOR THE CONSTRUCTION OF SOLAR POWERED WATER SYSTEM, VILLAROS, BAGABAG,
NUEVA VIZCAYA PURSUANT TO SECTION 37.1 OF REPUBLIC ACT 9184 AND ITS REVISED
IIMPLEMENTATING RULES AND REGULATIONS.

BAC RESOLUTION NO. 11, S-2024


WHEREAS, Barangay Villaros, Bagabag, Nueva Vizcaya, through its Bids and Awards
Committee, advertised and posted the Invitation to Bid for CONSTRUCTION OF SOLAR POWERED
WATER SYSTEM in PhilGEPS Website and other conspicuous places pursuant to section 21 of the
Revised Implementing Rules and Regulations (annex A) with an Approved Budget for the Contract (ABC)
amounting to PESOS: FOUR HUNDRED FORTY-THREE THOUSAND NINE HUNDRED FOUR PESOS
& EIGHTY CENTAVOS (PHP443,904.80);

WHEREAS, in response to the said Invitation, ONE (1) prospective CONTRACTOR has
tendered his letter of intent, NINETY TWO CONSTRUCTION AND GENERAL ENTERPRISES INC..
(Annex B);

WHEREAS, the Bids and Awards Committee pursuant to Section 30 Republic Act 9184 used a
non-discretionary pass/fail criterion and conducted a public bidding that were attended by ONE (1)
prospective bidder on JULY 9, 2024 (annex C);

WHEREAS, as provided by Rule X Section 34 of the Revised IRR, the Technical Working Group
verified, validated and ascertained all statements made and documents submitted by the bidder and
provided the members of the Committee a report on JULY 12, 2024 (Annex D);

WHEREAS, the BAC upon evaluation of the additional documents required under Section 34.2 of
the revised IRR of RA 9184 (Annex E) and the TWG Report determines that the NINETY TWO
CONSTRUCTION AND GENERAL ENTERPRISES INC. passed all criteria for post qualification and
declaring the bid to be sole and responsive and unanimously agreed to recommend the award of the
contract to NINETY TWO CONSTRUCTION AND GENERAL ENTERPRISES INC..

NOW THEREFORE, for and in consideration of the foregoing, WE, the Member of the BIDS AND
AWARDS COMMITTEE of Barangay Villaros, Bagabag, Nueva Vizcaya, by the power vested on US by
law, hereby resolve as it hereby RESOLVED.

1. To Declare that the submitted proposal of NINETY TWO CONSTRUCTION AND GENERAL
ENTERPRISES INC. is the SOLE bidder and responsive to specifications, terms and
condition set forth in Bidding Documents and is within the Approved Budget for the Contract;
2. To recommend the approval by the Local Chief Executive as Head of the Procuring Entity the
foregoing findings;
3. To award the contract to NINETY TWO CONSTRUCTION AND GENERAL ENTERPRISES
INC. for the CONSTRUCTION OF SOLAR POWERED WATER SYSTEM of Barangay
Villaros, Bagabag, Nueva Vizcaya AMOUNTING TO PESOS: FOUR HUNDRED FORTY-
THREE THOUSAND EIGHT HUNDRED PESOS (PHP443,800.00)

Resolved this 12TH day of JULY 2024 at Barangay Villaros, Bagabag, Nueva Vizcaya,
Philippines.
