PROJECT:
SUPPLY, DELIVERY, INSTALLING, TESTING, COMMISSIONING, OPERATING, HANDING OVER
AND MAINTAINING OF OFF-GRID SOLAR PV SYSTEM

FOR “WATER TREATMENT STATION OF M12 WELL” IN SANA’A CITY

OFF-GRID Solar System Scope of Work and Technical Specifications


1. Scope of Work
The works under this Project consist of supplying, installing, testing, commissioning, handing over in good
operating conditions complete Solar Systems, documentation, training, maintenance and Defects Notification
Period- DNP over a period of one year.

Bidders shall submit data sheets/ catalogues for all of the proposed materials including but not limited to PV
modules, battery inverter, charge controller, DC cables, AC cables, DC junction box, AC coupling panel, Main
Distribution Board (MDB), LED lights and air conditions;

The Contractor shall provide all necessary components, accessories as well as manpower, scaffolding, civil works,
machines, tools, instruments, etc. at the Contractor’s own expense to install complete operational devices.

The Contractor will be responsible of providing all Engineering, Procurement and Construction works for the
optimal design and operation of the PV systems, including but not limited to:

- Site preparation (clearing, pruning, excavation, etc.);


- All planning and permitting works required for the realization of the project;
- Supply and installation of solar PV modules of a proven PV technology from a reputable manufacturer;
- Supply and installation of support structures for the photovoltaic modules, inverters, commercial Solar PV
hybrid controllers, Electric panels, etc.
- Supply, installation, and connection of all electrical panels required in the DC and AC side, including protection
devices;
- Supply and installation of all cabling and electrical connections between the elements of the PV system,
including the electrical conduits and raceways/cable trays (embedded and surface mounted) for cable routing
and trenches;
- Supply, installation, and connection of inverters for connection to the local electrical network capable of
providing reactive power, including DC and AC protections;
- Supply, installation, and connection of remote monitoring systems.
- The supply and installation of equipotential bonding devices and grounding system of all metal parts of systems
and connected devices.

- Transport of all equipment to the site, on-site temporary storage and security and replacement of all
equipment in case of breakage;
- The Contractor shall locate in coordination with the Beneficiary’s representative(s), if needed, an area to store
the materials. The Contractor shall maintain a good level of coordination with the project staff and the
Beneficiary’s representative(s) to ensure smooth implementation of the fieldwork. The Contractor must store
the goods in a safe place that is not exposed to any external factors that may harm it, and he must keep clean
the place on which the constructions are active during the installation stage until the site is delivered. The
Contractor shall be ready to advise the Employer’s Engineer of the location and condition of the materials at
any time including materials shipped by sea. The Contractor shall provide adequate security staff and all other
resources needed to safeguard the works and goods (Whether installed or stored) from damage and theft and
shall take all reasonable precautions to prevent unauthorised access.
- Utility services (Water, Telecommunication, etc..), the cost of which shall be the sole responsibility of the
Contractor, however the Beneficiary Hospitals would provide electricity subject to rational utilization of the
same by the Contractor.
- The contractor is responsible to safely construct the PV mounting structure taking in consideration all the
precautions to keep the integrity of the buildings,
- The contractor is responsible to investigate the integrity of the building prior to any work and conduct pull-out
test for the roof slabs as per UNOPS requirements and make sure the safe installation on the buildings and
consider required precaution for roof integrity with-out any extra cost.
- The contractor will be responsible for providing training course focusing on system operation, maintenance
and management, the scope of training and schedule shall be proposed by the contractor and approved by
UNOPS engineer;
- The contractor is responsible for set up a protection system against lightning, any equipment fails due to
lightening will be replaced by the contractor and on his own cost; Lightning protection must cover all the PV
arrays.
- Installation of PV systems components shall be done in accordance with the manufacturer's instructions;
- The awarded bidder will be responsible for setting up a battery management plan in line with UNOPS
environmental requirements.
- The contractor should take into account the site condition in terms of obstacles and shadings; and relocate on
his cost the

- Outdoor above-ground cables shall be housed inside perforated galvanized steel cable trays with covers,
underground cables laid in 40cm depth trench inside PVC pipe, while indoor cables shall be laid in a cable tray
or high-quality trunk;
- The contractor shall supply all the required components required for data logging and monitoring;
- All electrical works shall comply with the manufacture instructions and regulations;
- The contractor will be responsible for supply, connecting new MDB and integration with existing MDB, in
accordance with the specifications and drawings.
- The contractor will be responsible for installing, wiring and connecting the new MDB as presented in the
drawings including wiring of essential loads from the old MDB to the new MDB and the required segregation
of the loads.
- The contractor will be responsible for dismantling the old FLO light and replacing it with a new LED;
- The contractor will be responsible for installing new LED bulbs with all accessories to replace the existing
lighting fixtures in the facilities.
- The contractor will be responsible for wiring and connecting new A/C units inside the control room including
providing switching control for both A/Cs units and all required works for safe operation and connection for
supply from the DG or utility grid;
- System configuration, testing, and commissioning should be carried out by an experienced electrical engineer.
- The contractor shall provide permanent equipment marking, labelling and signage for the project including all
electrical items;
- It is the contractor's responsibility to clean the modules once the construction work is completed;
- The contractor will be responsible for constructing a new control room in line with the specifications, drawings,
and BoQ if required;
- The contractor will be responsible for relocating the existing water tanks and other obstacles where needed;
- In addition to the requirements stated in the aforementioned tender and the contract, the following items shall
be performed by the contractor at his own expense:
▪ System installing, testing and commissioning;
▪ System maintenance is required for 1 year.
▪ Integrating the new system with the new MDB/Existing MDB;
▪ System training.

1.1. System Commissioning


- The contractor shall provide a time plan and test procedure for the process of commissioning;
- The contractor shall prepare a commissioning report and carry out all needed test procedures of
commissioning. The commissioning process should be witnessed and approved by UNOPS;

- Such testing should include but not be limited to the following:


- Cable insulation and continuity test: such tests should be carried before commending installation;
- Systems earthing and lightning test: Resistance and continuity test.
- Battery testing which includes the following:
● Capacity test (charge and discharge test) to be done for all battery racks.
● Ensure that batteries are fully charged by measuring the terminal voltage, if not batteries should be charged
before carrying out testing and commissioning;
● Battery Inspection and Cleaning: A visual inspection should be done to assess the general condition of the
system’s batteries. Check for any electrolyte leak, cracks in the batteries, or corrosion at the terminals or
connectors;
● Terminals and connections: ensure that all terminals and connections are tight, and make sure that the
same cross-section is used for jumpers, measure the negative and positive pole cable length to ensure
that it's equal.
- Module testing which includes the following:
● PV module measurements Isc, Impp, Voc, Vmpp and Temperature.
● Checking the cleanness of the surface (glass) area of the module as it should be free of any dirt and dust;
● PV modules Visual Inspection: A visual inspection of the modules should be done to check for defects in
the modules such as cracks, chips, de-lamination, fogged glazing, and discoloration, this should be done for
the front glass and back sheet;
● PV modules connector and cable Inspection: Check the sealing gels of the junction box to ensure it has no
crack or crevice;
● Ensure that all modules have been tested before shipping by double checking the flash reports;
- Inverter and Charge Controller
● Functionality test for the inverter including testing all the input and output energy parameters.
● Ensuring that all components are free of dust, if not, a dry cloth should be used to wipe away any
accumulated dirt/dust;
● A visual inspection should be done to ensure that all the indicators such as LED lights are working and a
check on the tightening of the bolts both DC and AC;
● Charging: The charge controller should indicate that the system is charging when the sun is up, the charging
current should be measured for each string/ array;
● If such measurement were taken at noon time, the charging current should be close to the maximum
current;
● Discharging: checking that the battery is discharging when connected to the load;
● Inverter: Checking the voltage and current in the inverter, measuring the output voltage and frequency;

- Wiring, Connections and Electrical Panels: Wiring installations should be checked for any cracks, breaks or
deterioration in the insulation/conduits, inspect connections for any corrosion and/or burning. Switches should
not spark when turned on or off;
- Combiner Boxes and fuses Box: must check strings fuses using a multimeter (continuity test on each fuse) to
insure no blown fuse exist, check the tightening of the bolts of the fuse holders should be checked as per
manufacturer manual, visual check of the cables and fuse holders;
- Contractors to segregate the heavy loads in the HC such as X-rays (if available) to be supplied directly from the
existing generator.

- AC Panels: After switching off loads and inverters, check the functionality of the RCDs and RCBOs by bushing
test button and noticing the breaker open, check the tightening of all cables bolts as per the manufacturer
manual, visual check of all cables and breakers.

1.2. Training Program

- The contractor shall include in his tender the cost of training operators and maintenance staff and the local
focal point;
- The training should focus on three major topics which are listed below, and it shall be provided at the site level
to ensure competence in the operation and maintenance of the system provided, it shall include hands-on
training;
- The training program shall include but not limited to the following elements and activities:
- System safety and Operation
• System description including system features, components and their functions, system software and
interface;
• Running PV system safely;
• System operating procedures;
• System operating characteristics;
• System limitations;
• On-site system operation.
- System Maintenance
• System and components and troubleshooting.
• On-site inspection and operation and maintenance.
• Schedule of maintenance, safety checks and procedures.
• Types of alarms and notifications.
- Energy Efficiency
• Contractor should provide basic training to all staff on energy efficiency best practices and energy-
efficient alternatives.
• Customized basic energy management session for site to all users on which appliances they can run using
the solar system.
• Printed leaflets should be available in Arabic presenting system on/off operation, simple troubleshooting
and basic maintenance.
1.3. System Warranty and After Sales

- Bidders shall include in their offers system maintenance for 1 year, bidders shall provide necessary equipment
and components to run the system safely;
- The maintenance service includes both the regular maintenance visits and inspection of the installed systems
and the emergency maintenance due to failure of the system or equipment of the system and the required
spare parts or replacement of any failed device. The bidder is to include the prices of these services in the
maintenance item.
- The bidder/ contractor is to be aware that the number of regular visits are included in the BOQ and the number
of emergency visits will be as needed to rectify any failure.

- Contractor shall clearly handed over the warranty conditions of the installed equipment according to the
manufacturer's conditions and replace any defective device per the conditions after the DNP has ended.
- Bidders shall carry out troubleshooting for the solar system for any faulty case during the maintenance period
during the maintenance visit or for any emergency request by the end users.
- Bidder shall ensure that the end user is continuously trained on how to maintain the systems during each visit.
- Bidders shall also carry out periodic preventive maintenance visits at least one visit each 75 days, the scope
and nature of such visits shall be consulted and agreed upon with UNOPS and engineers, and bidders are
entitled to provide a signed checklist by the end-user.
The preventive maintenance shall but it shall include the following as a minimum:
• Battery System: An internal resistance measurement and visual inspection should be done to assess the
general condition of the system’s batteries. Check for any electrolyte leak, cracks in the batteries, or
corrosion at the terminals or connectors. Ensure that all terminals and connections are tight;
• PV Modules: Checking all measurements “Impp, Vmpp and Temperature” and the cleanness of the surface
(glass) area of the module. A visual inspection of the modules should be done to check for defects such
as cracks, chips, de-lamination, fogged glazing, and discoloration. Check the sealing gels of the junction
box to ensure it has no crack or crevice;
• DC voltage measurement: This can be done either on the modules level or on the combiner box level.
• Charge Controller/ Inverter: Ensuring that all components are free of dust, if not, a dry cloth should be
used to wipe away any accumulated dirt/dust; A visual inspection should be done to ensure that all the
indicators such as LED lights are working and a check on the tightening of the bolts both DC and AC;
• Electrical Panels: Wiring installations should be checked for any cracks, breaks or deterioration in the
insulation/conduits, inspect connections for any corrosion and/or burning. Switches should not spark
when turned on or off;
• Combiner Boxes and fuses Box: must check strings fuses using a multimeter (continuity test on each fuse)
to insure no blown fuse exist, check the tightening of the bolts of the fuse holders should be checked as
per manufacturer manual, visual check of the cables and fuse holders;
• AC Panels: After switching off loads and inverters, check the functionality of the RCDs and RCBOs by
bushing test button and noticing the breaker open, check the tightening of all cables bolts as per
manufacturer manual, visual check of all cables and breakers.
• Earthing and Lightning systems resistance measurements should be carried and the treatment is required
to incase increasing the resistance over the required value.
- The bidder shall assign a service technical personnel (local focal point) to provide satisfactory and
uninterrupted services during the maintenance period, the bidder shall respond within 2 days from the date of
the intimation of fault, carrying out system maintenance and troubleshooting, carrying out preventive
maintenance protocols and procedures, update the system software and interface when needed, and keep
records and activities log
- It’s the bidder sole responsibility to establish a sufficient inventory of spare parts to run the system without
interruption during the maintenance period;
- The bidder shall provide necessary labels highlighting warranty details and phone numbers to call in case of
problems;

1.4. Structure Excision

- The contractor shall make all measurements and check all dimensions necessary for the proper construction
of the Work called for by the Drawings and Specifications. During the execution of the Work, the Contractor
shall make all necessary measurements to prevent errors in the Work.
- Contractor has to submit Detailed Shop Drawings Such drawings shall show the principal dimensions, weight,
structural and operating features, space required, clearances, type and/or brand of finish and shop coat, grease
fittings, etc. depending on the subject of the drawing. When it is customary to do so, when the dimensions are
of particular importance, or when so specified, the drawings shall be certified by the manufacturer or fabricator
as corrected for the Contract. All submittals shall be checked, and approved by UNOPS Engineer.
- All materials should be supplied as specified in the tender documents and subject to the UNOPS Engineer's
approval prior to the commencement of work.

1.5. Taking Over and Final Completion

- Both stages and conditions are defined in the contract's general conditions, as the contract may include many
individual systems the definition and conditions of both stages applies for all systems collectively not
individually treated.

1.6. Project documentation


The documents needed before the taking over for each facility are but not limited to the following:
● As-Built drawings. (Hard and Soft copies)
● Commissioning documents. (Hard and Soft copies)
● Handover Certificate. (Hard and Soft copies)
● All training documents (Operation and maintenance guidance, training nominated letter, training certificates)
(Hard and Soft copies).
● Photos for all project implementation stages.
● Technical Leaflets (all system components manuals). (Hard and Soft copies)
● System components warranty.
● Actual Bill of quantities (BoQ) stamped by contractor, End-User and UNOPS. (Hard and Soft copies)
● All System Components' serial numbers. (Hard and Soft copies)

1.7. Occupational Health and Safety


- The contractor shall implement all the Health, Safety and social requirements stated in the Environmental and
Social Clauses, EHS and ECOP.
- Contractor shall prepare and implement a Health and Safety Plan including the risks assessment, mitigation
measures, and monitoring plan throughout all stages of construction.
- Contractor shall submit periodic safety reports and HSSE statistics according to the UNOPS HSSE management
system and requirements.
- Contractor shall follow UNOPS’s permit-to-work system.
- The contractor is responsible for safety at the construction or work site. The contractor is also responsible for
the preparation and implementation of the safety plan.
- The contractor shall have independent staff for HSSE implementation.

1.8. Communication and visibility

- Provide the Project Sign Boards for site as, as well as the visibility requirements regarding labelling of each
system’s equipment with UNOPS and WB logos (Details and specifications will be provided by the Employer on
due time during the Contract execution).

2. Electrical Technical Specifications

2.1. PV Modules

- Solar panels High-efficiency tier-1 not less than 550 W should be comprised of either mono-crystalline or
polycrystalline;
- The module type must conform with CE and IEC 61215, IEC 61730, IEC 61701 or equivalent standards;
- Module conversion efficiency should be equal to or greater than 21.6 % under STC;
- The PV module shall perform satisfactorily in temperature between – 40 C to +85 C;
- The module shall be provided with a junction box with IP rating not less than IP67;
- The supplied module DC voltage should be not less than 1500 VDC;
- The product warranty should be at least 10 years.

2.2. Solar Off-Grid Inverter


- The inverter shall produce pure sine waveform with provision for battery charger, and it can be configured
individually or in parallel;
- Output frequency shall be 50 Hz;
- Total Harmonic Distortion shall be less than 3%;
- Designed for indoor enclosure IP 20 at least;
- Maximum efficiency should be not less than 90 % at full load;
- To be certified to meet at least CE and UL marking and compliant with IEC 62109;
- The device should be integrated with LED indicators or LCD display;
- It shall allow adjustment of battery voltage and charging current;
- The device shall allow connection to grid and/or backup generator(s);
- The charging function of the inverter/charger shall include battery charging functionality, and the inverter
shall be wired in ways that make use of the inverter battery charging functionality if the installation includes
either mains power or a diesel generator.
- Protections required: AC overload and load short circuit, overvoltage, overheating and battery reverse
polarity;
- The inverter shall allow internet connection for remote monitoring;
- Product warranty shall be 5 years.

2.3. Charge Controller

- Maximum Power Point Tracking (MPPT) type;

- PV charging efficiency at least 97%;


- Controller must utilize passive cooling (not fans);
- Should allow parallel operation, i.e more than one unit can be connected in parallel;
- Controllers to be certified CE or UL and to meet at least one for the following or equivalent standards IEC
62509 or IEC 62093;
- The device should have LED or LCD display;
- Equipped with SPD in the upstream input for each Charge Controller.
- Product warranty shall be 5 years.

2.4. Storage Battery(s)

- Batteries shall be Gel type OPzV 2V cell, the rating shall be calculated @ 10 Hr. discharge rate;
- Battery cyclic life shall be at least 2500 cycles at 50% depth of discharge (DOD), third party test reports shall
be provided proofing the battery life cycle.
- Reliable performance at high operating temperatures of up to 50° C or more;
- Wires connected to batteries shall utilize appropriately sized and rated lugs or terminals and proper hardware;
- Battery shall be installed in a secured, well-ventilated powerhouse, or in an outdoor rated enclosure.
- One brand of battery shall be used for the entire installation;
- The operating temperature for the battery shall be -20°C to +55 °C;
- Product warranty shall be 2 years; warranty certificates shall be provided by the manufacturer;
- Battery Rack with built in bus bars should be configured for 48 VDC, powder coated with a corrosion resistant
acid proof powder, the battery rack bus bars shall be covered.
- Shall be supplied with the Battery Monitoring device, shunt and thermal sensor including all required
connections for each battery string.
- Batteries shall be tested in accordance with IEC 61427 standard;

2.5. DC Combiner Box

- 5 input, 1 output DC Combiner Box;


- The DCCB to be provided for termination of connecting cables. The DCJB shall be made of metal or UV,
resistant material and suitable for outdoor installation, IP65,
- All wires/cables must be terminated through cable lugs;
- DC output circuit: In accordance with the maximum current X 1.25, 1500 VDC breaker;
- DC fuse rating for each string: 1500V, 20 A;
- Built-in surge protection device;
- Product warranty shall be 2 years.

2.6. Cables and Wires


- All cables shall be marked properly according to the approved design so that cable can be easily traced and
identified;
- All outdoor exposed wiring to be protected from UV radiation and physical damage, all cabling above ground
should be suitably mounted inside cable trays with proper covers, while underground cables should be housed
inside PVC conduit with 50 % clearance;

2.6.1. DC cable:
Conductor: Soft annealed tin-coated flexible stranded copper per ASTM B-33 and EN 60228, TUV
certified, Insulation: Halogen-free, thermoset polyolefin specifically designed for maximum flexibility,
and
Jacket: Black/Red, low smoke non-halogenated, flame retardant, oil, abrasion, chemical and sunlight
resistant cross-linked compound meeting UL 44, UL 854.
- All cables shall be marked properly according to approved design so that cable can be easily traced
and identified;
- PV array to battery circuit(s) to be sized for maximum 3% voltage drop at rated array power (Imp);
- Cable ends connections are to be made through suitable lugs or terminals, crimped properly & with
use of cable glands;

2.6.2. AC cable:
- All cables shall be marked properly according to approved design so that cable can be easily traced
and identified;
- All outdoor exposed wiring to be protected from UV radiation and physical damage, all cabling above
ground should be suitably mounted inside cable trays with proper covers;
- XLPE insulated and PVC sheathed single or multi core flexible copper cables meeting IEC 60227 and IEC
60502;
- Cable ends connections are to be made through suitable lugs or terminals, crimped properly & with
use of cable glands;

2.7. Battery DC Breaker box, Inverter DC Breaker box & DC Bus-bar Box.

- All bus bar inside the box shall be of hard-drawn copper having ratings as specified and shall be electro-
tinned and shall have an adequate number of terminals for all outgoing circuits including spare ways.
- The battery box should be made of powder-coated steel.
- Suitable for outdoor enclosure in accordance with NEMA 3R.
- Constructed with a lockable front door.
- Passive cooling ventilation.

2.8. AC Coupling Panel and Distribution enclosure with MCB breakers


- The distribution board should allow flexibility to connect switch disconnections, MCCB, MCB, RCCB, RCD or
direct cable;
- Internal connection should be through bus bars, the bus bar rating should be at least 1.5 main circuit
breaker size;
- Ingress protection must be at least IP41;
- Enclosure material should be galvanized steel sheets;
- Fault level: at least 25 kA;
- Minimum Number of ways is 8, 12, 24 and 32;
- The sub breakers rating should be as per
- Bidders are advised to use high-quality breakers preferably Schneider, ABB or equivalent;
- Warranty: at least two years.

2.9. Earthing and Lightening System


- Each array structure of the PV modules should be grounded properly;
- Earthing Copper Plate with 600x600x3 mm dimension.
- All metal casing/shielding of the system and its components should be thoroughly grounded;
-The number of the Earthing pit(s), should be defined by fulfilling the required value of the resistance, any
expected cost should be covered under this item.
- Earth resistance should be tested in presence of the UNOPS representative by calibrated earth tester, the
earth resistance should not be more than 5 Ohm.
- Earthing installation in accordance with the IEE Wiring Regulations, BS 7671
- All conductive materials shall be copper.
- The size of the conductor shall be according to table 54.7 of IEE – BS 7671 – IEC 60365-5-54

2.10. Data Logging & Monitoring System


- Shall provide necessary hardware and software to measure and/or record energy parameters such as output
