3rd Roorkee Water Conclave
PREFACE
Water is crucial for socio-economic development and links with nearly every Sustainable
Development Goal. Nevertheless, water as a resource is unappreciated and used
inefficiently. The increasing worldwide population and rapid urbanization have
motivated a speedy increase in demand for water resources, while 36% of the population
already lives in water-scarce areas. By 2050, the global population will nearly double, and
four billion people will live in water-stressed areas. Due to climate change, many areas
will be at risk of droughts and floods, which will likely increase in the coming decades.
Circular economy has emerged as an answer to the unsustainable linear model of "take,
make, consume, and waste".
It offers an opportunity to identify and seize the complete value of water - as a facility, an
input to developments, a source of energy and transporter of nutrients and other
materials. In a circular economy, water is seen as a limited resource. Negative
externalities are designed, impacts on natural resources are minimized, and watersheds,
spring sheds, rivers and other natural systems are restored. Reusing water, avoiding
water use wherever possible and using other resources are its keys. Designing water
systems through circular economy and resilience principles provides a chance to tackle
the water challenges by providing a systemic and transformative approach to delivering
water supply and sanitation services in a more sustainable, inclusive, efficient, and
resilient way. To achieve the full benefits of water, a circular water system must embrace
resilience and inclusiveness. The conceptualization of a water-smart circular economy
aims to generate a comprehensive picture of water and water-related ecosystems in the
context of the circular economy.
The Roorkee Water Conclave (RWC-2024) is jointly organized by the Indian Institute of
Technology Roorkee, and the National Institute of Hydrology Roorkee, two leading
institutions in the field of water resources in India.

3rd Roorkee Water Conclave
About the Roorkee Water Conclave
The conference covers a wide range of topics related to water resources, including water
conservation, water quality, water governance, water-related disasters, climate change
impacts on water resources, and emerging technologies for water management. The
conference provides a unique platform for interdisciplinary knowledge sharing,
collaboration, and networking opportunities. In addition to keynote speeches, technical
presentations, and panel discussions, the conference includes field visits, workshops, and
training programs. The conference provides an excellent opportunity for participants to
engage with experts, interact with fellow professionals, and learn about the latest water
resource management tools and techniques. Overall, the Roorkee Water Conclave
envisages playing an essential role in advancing the knowledge and practice of water
resources management and is an essential event for anyone involved in the field of water
resources management.
The Roorkee Water Conclave, 2024 aims to establish a common understanding of circular
economy principles and resilience in the water sector and to support countries in
implementing those principles. We strive to assimilate the learnings from different
disciplines that cover various facets of Sustainable Water Management and Circular
Economy. The conference also aims to accelerate interaction among various
stakeholders. Looking to the aforementioned aspects, the sub-themes of the conference
are as follows:

Title: Introduction to UAV Imagery Processing for Water Management in Agriculture
Session Organizers: Dr. Siddhartha Khare, Assistant Professor, Geomatics Engineering group of
Civil Engineering Department, IIT Roorkee.
The goal of this workshop is to introduce participants to the principles and procedures
involved in using Unmanned Aerial Vehicles (UAVs)/drones for remote sensing projects
related to agricultural water management. The course will cover the fundamentals of UAV
flying and assembly, sensor understanding and application, mosaicking and orthorectification
of UAV images, and vegetation index computation. Example case studies for various sorts of
agricultural areas will be shown.
Special session – II
Title: International Association of Hydrological Sciences (IAHS) HELPING Decade:
Science for Solutions
Session Organizers: Archana Sarkar, Berit Arheimer, Jean-Marie Kileshye Onema, Ankit Agarwal,
Jew Das
The increasing demand for water due to population growth and globalization, coupled with
the impact of climate change, has made water security a global issue that affects the economic,
social, and environmental sustainability of many regions and communities. In order to ensure
safe water supply for human and environment, and protecting them from water hazards in the
present circumstances, hydrological knowledge is needed more than ever. However, scientific
knowledge on resilience and water security is fragmented in discipline, people, and place.
There is a substantial lack of synthesis and easily digestible scientific messages among
hydrologists, across disciplines and from scientists to practitioners, decision-makers and the
general public. Hence, there is a need for the hydrological research community to take the lead
and better link local hydrological research with global patterns of the water cycle, and further,
to provide science-based water-centric decision support for local sustainable water
management.
Therefore, the International Association of Hydrological Sciences (IAHS) is dedicating the next
scientific decade to science for solutions. The short name is HELPING, and stands for
Hydrology Engaging Local People IN one Global world. It aims to identify local water problems
in holistic/system analyses, search for solutions, be bold and push boundaries to make an
impact. The vision is to solve fundamental water-related environmental and societal problems
by engaging with other disciplines and local stakeholders.
This special session will focus on the three major themes of HELPING, which all aim to
understand hydrological diversity and integrate knowledge across scales and regions to
achieve sustainable water management in coherence with the local context.
