BEHIND ENCLAVE SUBDIVISION, BARANGAY PAMPANG,
ANGELES CITY, PAMPANGA

This refers to the complaint of alleged open burning of waste received by the office,
also establishing a small landfill near their houses. Based on the complaint, the complainant
stated that the two houses burning of waste activity every afternoon in the open pit they
created located behind the Enclave Subdivision, Barangay Pampang, Angeles City of
Pampanga.
Please be informed that on July 8, 2024, the staff of the Environment and Mining Unit
(EMU) and Forest Protection Surveillance and Intelligence Unit (FPSIU) of this office,
investigated this matter in coordination with the City Environment and Natural Resources
Officer (CENRO) of Angeles City and the Barangay Officials of Brgy. Pampang, Angeles
City, Pampanga.
Upon inspection, the team noticed the visibility of the open pit wherein contained
mixed waste including hazardous and solid waste. And also, there is a sign of burning of
waste in the area. CENRO Inspectors, instructed Mr. Igot to properly segregate the waste in
the pit, and conceal the open landfill that they established. On Friday, July 12, will re-inspect
or monitor again vicinity by the CENRO inspectors if Mr Igot taken actions regarding to the
issue.

This refers to the complaint of alleged open burning of waste received by the office,
also establishing a small landfill near their houses. Based on the complaint, the complainant
stated that the two houses burning of waste activity every afternoon in the open pit they
created located behind the Enclave Subdivision, Barangay Pampang, Angeles City of
Pampanga.
In this regard, please be informed that on July 8, 2024, around 1:55 AM, the
undersigned together with the staff of the Environment and Mining Unit (EMU), Ms. Bianca
Dela Cruz, Mr. Norman Lingat of Forest Protection Surveillance and Intelligence Unit
(FPSIU) investigated the matter. The activity was coordinated with the City Environment and
Natural Resources Officer (CENRO) Angeles City, Ms. Jenifer S. Castro, Department Head
Officer. According to City ENRO, they have not received any complaints regarding this
matter.
The team proceeded to Barangay Pampang to discuss the complaint with the Barangay
Secretary, Mr. Ramil Maneje and Administrative Aide, Mr. Tan Ocop.
Afterward, the team coordinated with Ms. Evelyn Limiac, HOA President of Timog
Residences, to verify the reliability of the complaint. Ms. Limiac mentioned that they not
covered the location wherein the are at. They provide an instruction where we can reach the
exact location at the behind of Enclave Subdivision near at Timog Residences.
Following the ocular inspection and investigation, it was seen nearby the vicinity of
the complaint residences the open pit where the mix wastes are present in the small landfill
they established contains hazardous and solid wastes of the two houses. And also, there is a

sign of burning of waste in the open pit including used cans and glass bottles including tiles
scraps. The team talked to the caretaker, Mr. MenardJun Igot, of the said chapel near the
vicinity where they are the one who created the open pit/ small landfill near their houses.
Mr Igot, stated that Ms. Cristina Calibo the main caretaker of the chapel, she gave the ordered
to dig an open pit were, they can throw their garbage and burned it. Mr. Igot mentioned the
purpose of that open pit is to reduce their wastes because there is no collection of garbage
within their vicinity.
Inspectors of City Environment and Natural Resources (CENRO) Mr. Ulysses S.
Lagaday and Mr. Danilo N. Francia, issued a Notice of Violation to Mr. Igot regarding the
open pit that contained mixed waste including hazardous waste. Mr. Lagaday, instructed Mr
Igot to properly segregate the waste in the pit. Along to this, Mr. Igot pledged that they will
take an action regarding on the matter until Friday, July 8. CENRO Inspectors will re-inspect/
monitior again the vicinity if Mr. Igot taken actions regarding to the issue. Mr. Igot, also
stated that he will inform Ms. Calibo regarding to the matter and they need to comply, Mr.
Lagaday and Framcia,addressed also if they not compl, they will give them a citation ticket to
them because they are liable to this complaint.
After the discussion with Mr. Igot, the team proceeded to the neighborhood we
informed them related to the complaint to them regarding the issue. The one we talked,
mentioned that before they are not burning their waste but because of lack of collection of
garbage to their area and it is a private property Ms. Calibo, encouraged them to established a
small landfill when they burn their wastes on that open pit. We informed them that burning of
waste is against the law, if they commit an action regarding this, they are liable to that matter.
Futhermore, the team advised the neighborhood to help Mr. Igot to properly segregate
the waste and conceal the open pit they created. We also mentioned to them that CENRO will
help them to coordinated to Barangay regarding on collection of their garbage to prevent the
accumulation that leads to burning.
