Classification of passes according to
status of the Railway employees :-
Gr A and Gr B officers are entitled first class A marked pass, this is
white in colour.

Gr C level 6 and above are entitled first class pass, this is green in
colour. Entitled to travel in 2nd AC in all train except Rajdhani/
Shatabdi like trains. ( Rajdhani exp.- 1 berth in 2A and 2 berth in 3A
Shatabdi exp 2 Seat in CC)

Gr C in Level 5 are entitled second class A marked pass, this is


yellow in colour. Entitled to travel in 3rd AC in any train except
Rajdhani/ Shatabdi like trains.

Gr C Level 2 to Level 4 and Gr D are entitled second class pass


which is pink in colour.
Entitlement of Passes and PTOs:-

Gr A and Gr B officers are entitled for 6 sets of privilege passes


and 04 sets of PTOs in every calendar year.
Gr C and Gr D employees are entitled only one set pass upto five
years service and after five years three sets of passes.
In case of PTOs four sets from beginning of service.
Those who are entitled for second class pass are admissible for
one set of second class A marked pass among these three passes.
And when they are entitled for only one set of pass, that will be in
second class A marked pass.
Kind of Passes :-
In accordance with the different situation, different
kinds of passes are issued.
a. Privilege pass
b. Duty pass
c. School pass
d. Post-Retirement pass/ Complimentary Pass
e. Widow pass
f. Special pass.
Privilege Pass:-
as a privilege to the serving employees, privilege passes
are given to the employees including his family members
and dependents.
Family members:- Husband/wife, sons/step sons,
daughters/step daughters, adopted son/adopted
daughter are considered as family members.
Sons up to 21 years of age if unemployed, are generally
eligible for inclusion in the family members but above 21
years of age, may be included if he is handicapped(any
age) or is bona fide student of any recognized
educational institute or is engaged in any research work
without any scholarship/stipend.
Dependents:-
widow mother, unmarried/widow/divorced
sisters(when father is not alive), or brother under 18
years of age, widow/divorced daughter are included
as dependents to the Railway employee subject to
their monthly income restricted to less than
Rs.9000/- or family pension

❖ When a serving railway servant himself or any


family member or any dependent who is blind in
both eyes travels alone, one attendant may be
allowed in the same class to travel with the blind
person travelling.
❖ At present privilege pass single journey or double
journey shall be valid for five months from the date of
issue of the pass.
❖ Privilege pass is generally issued in the shortest distance
route between the two station in demand, but the longer
route may be permitted on the pass or PTO if –
➢ Two alternate routes are available between the two
stations.
➢ The distance to the destination via longer route does not
exceed 15% of the distance via shortest route.
➢ The longer route is quicker than the shortest route
irrespective of distance.
❖ If husband and wife both are railway servants, may be
granted passes to both of them on each other’s account.
❖ Those employees recruited after 30.6.1987 shall be eligible
for 04 sets of PTOs during a year for bringing them under
the purview of the scheme of entitlement of passes to widow
after their death while in service or retirement.
❖ Any number of family members may be included in the
pass but not more than two dependents can be included in
the pass, subject to restriction of total five persons at a time
in case of inclusion of dependents.
ATTENDANT:- first class and first class A pass holders are eligible to
take one attendant during the travel, who shall be a paid servant and
must travel in second class sleeper.
Companion in lieu of attendant:-
➢ Retired railway employees or widow above the age of 65 years will
be allowed a companion in their 1st Class or 1stClass A passes and
both will have to travel in second class sleeper, provided no other
eligible family member below the age of 65 years is accompanied
the rly servant during the course of journey.
➢ The facility of companion to such retired employee or widow who
are 70 years of age entitles to take the companion in same class of
journey by paying one-third difference of fare between his class of
journey and 2nd.class sleeper.
➢ The facility of companion is eligible in any train subject to
restriction regarding number of birth.
DUTY PASS:- A Railway servant may be issued duty pass
to travel by train for performing journey on duty. The
categories of the railway servants, the circumstances are
considered under which the type of duty passes are
issued.
There are different kinds of duty passes:-
• Metal Passes
i. Gold pass,
ii. Silver pass
iii. Bronze pass.
• Card pass
• Cheque pass
• Emergent duty pass.
Gold pass entitles Chairman Rly Board, Members of
Railway Board, Finance Commissioner for Railways, Chief
Commissioner of Rly Safety, all GMs and GM equivalent
head of the training Institute (Level 16&17) to travel on
duty on Indian Railways with wife and minor children
subject to not more than two berth in First AC or four
berth in 2ndAC sleeper.
Silver pass entitles Higher Administrative Grade and
Senior Administrative Grade officers (Level 14&15) to
travel on duty on Indian Railways in 1st AC class and wife
and minor children will be eligible to travel in Second AC
Class, but on payment of one-third difference of fare
between 1stAC and 2nd AC class subject to maximum four
berths.
Bronze pass entitles all officers to travel on duty in 2nd.AC
sleeper/first Class on parent Railway with wife and minor
children subject to maximum four berths. But Junior
Administrative Grade Officers (Level 12&13 with 1-AC
Authority) can travel on duty in 1st AC class and wife and
minor children will be eligible to travel in 2ndAC Sleeper
Class, but the family can be accommodated in 1stAC on
payment of one-third difference of fare between 1stAC and
2ndAC Sleeper class subject to maximum four berths.
Card Pass:- Card passes with all India validity may be
issued to below JAG officers with the personal approval of
General Manager. Duty card passes are issued to individual
non-gazetted railway servant by name with their signature
and photograph affixed on card pass duly attested by
Gazetted officer. ( ex : TI, CTI, LI, GRP, RMS personnel and
railway contractors are issued Card passes.
Duty Cheque Pass:- Where journey on duty are occasional,
duty cheque passes are issued to the individual within
railway.
Emergent Card Pass:- it is issued to railway servant by the
Station Masters only for exchanging or to bring urgent
requisition by certain authority in emergency.
School Pass:-
❖ School passes are issued to each student member of the
family who is dependent of railway servant on production
of a certificate from recognized residential institution
where the student is studying away from head quarter of
the railway servant.
❖ Student son/daughter on receipt of stipend from
scholarship will not be admissible for school passes if
they are above 21 years of age.
❖ The bonafide certificate of enrolment from the school shall
be submitted once in a year at the beginning of the
academic session. In case of prior issue of student pass
without production of the certificate, the school certificate
should be submitted within a period of one month from
the issue of the pass.
❖ Passes are issued between the places at which either
parent is residing to school/collage and back when
recognized vacation of not less than 3 days consecutive
duration or closure of Institution due to unforeseen
circumstances.
❖ Three full sets or six half sets of same class as of railway
servant are admissible for every student child in a calendar
year in addition of privilege passes. These school passes
are debited under the heading on School Account.
❖ School passes can also be issued for the purpose of
educational tour conducted by the school subject to
distance not more than the distance of either parent’s
residence from the school.
❖ A parent or a guardian may be included in school pass
issued for a girl of any age or a boy under 18 years. For
journey of the parent or guardian without student may be
issued separately. For the guardian other than parents, the
class of passes shall be in second class sleeper only.
❖ In case of handicapped student son of railway servant
above 18 years of age, parent or guardian may be included
in pass subject to production of medical certificate from
DMO that such boy is unable to travel alone.
Post Retirement Passes and Widow passes:--
❖ Group A and Group B Officers having 20 years of
qualifying service are entitled for three sets of post
retirement complimentary passes in a year. Whereas,
their widows are entitled for one and half sets of
widow passes.
❖ Group C and Gr D employees having 20 years of
qualifying service are entitled for two sets of
complimentary passes every year. Their widows are
entitled for widow pass of 01 set every year.
Special Passes: A special passes may be issued to
railway employees and his family members and
dependents according to his status of employment
on-
a. Medical ground
b. Sports account
c. For scouting activities
d. For attending court

e. For attending union meeting


f. For attending any inquiry.
