Amritsar GBM and Lucknow meetings. As a long-standing member of IOA, I

circulated four weeks prior to the IOACON, as mandated by Rule 8(c) of
the Blue Book which requires "The audited account of the relevant year
should be circulated before the GBM, to all the members, four weeks
prior to the IOACON."
2. Unexplained Expense Increase
The minutes lack a clear explanation for the sudden increase in
expenses, raising concerns about financial management and
transparency.
3. Treasurer's Report Discussion
The discussion proceeded without prior circulation of the full report,
violating Rule 8(c) of the Blue Book regarding the Treasurer's
responsibilities for maintaining and presenting accounts.
Procedural Issues
1. Meeting Sequence and Agenda
The minutes fail to explain how new EC and GBM meetings discussed an
uncirculated agenda, violating constitutional requirements for meeting
procedures.
2. Voter List Purification
The timeframe for voter list purification appears insufficient, given the
administrator's term completion, requiring greater transparency and
member participation.
3. IOACON 2022 Report
The final report remains incomplete without the passed audited report,
violating constitutional financial reporting requirements.
4. Dr. Goverdhan's Enquiry Report
The delayed public release of this report raises accountability concerns,
with the committee's timeframe having expired.
5. CAO Signature Issue
The CAO's signature on the minutes appears non-compliant with
constitutional requirements regarding appointment procedures.
6. Undiscussed Objections
Previous objections and the court decision were not presented at the
GBM, compromising principles of open discussion and transparency.
Requested Actions
1. Immediate upload of unedited video recordings of both EC and GBM
meetings to the IOA website
