A. 1. Democracy promotes dignity and freedom of the individual. Every individual wants to receive respect from fellow beings. Democracies have achieved this to a certain degree in many countries. Democracy has strengthened the claims of the disadvantaged and discriminated castes for equal status and equal opportunity. 2. In democracies equal respect and treatment to women has been accepted. Democracies especially in countries with diversity such as India have recognized the claims of the backwards and disadvantaged sections of society and they are granted equal status and opportunity. 3. India's caste system has been influential. One's caste can control access to political power, land, and police or judicial assistance. Castes also tend to influence local politics by being local to certain areas. Political parties in everywhere tend to represent the interests of specific castes. 4. Equality is an element of a democratic government according to which every person, regardless of their caste, gender and religion, has been given the same rights in the constitution. The constitution has guaranteed its citizens the Right to Equality under the fundamental rights.

Democracy provides a method for dealing with differences and conflicts because different people have different opinions and interests. We can certainly learn to respect these differences and we can also evolve mechanisms to negotiate the differences. Democracy is best suited to produce this outcome. 3. i) It is necessary to understand that democracy is not simply rule by majority opinion. The majority always needs to work with the minority so that governments function to represent the general view. ii) It is also necessary that rule by majority does not become rule by majority community in terms of religion or race or linguistic group, etc. Rule by majority means that in case of every decision or in case of every election, different persons and groups may and can form a majority.
