Workforce Improvement and Skill Enhancement (WISE) Project

Component A – Peer Helping Program consultant


Scope of Work
PROJECT’S SUMMARY:
Through the Workforce Improvement and Skills Enhancement (WISE) project, USAID will improve technical
secondary education to meet the needs of the labor market and benefit vocational school students and teachers as
well as the private sector. The project will establish partnerships between businesses and technical schools in order
to understand skills needed for employment – reducing the current skills mismatch, creating a pool of qualified
candidates, and linking graduates to jobs. WISE will also improve the performance of the private sector through in-
house training and improved human resource strategies that reduce staff turnover. WISE also will seek building the
capacity of business associations to advocate for policy and regulatory reforms related to labor market efficiency.
ANTICIPATED RESULTS:
In order for small and medium-sized enterprises to grow, Egypt’s youth must be employable and the quality of the
current labor force must be improved. Through improved technical education systems, employment skills, and
workforce development, thousands of youth and women will gain productive employment. The current skills
mismatch will be reduced and the employability of youth and women – as well as the quality of the labor market –
will be enhanced. This project will benefit technical school students and teachers, as well as the private sector that
employs graduates with skills that meet market need. Selected private sector firms in the manufacturing and services
sectors will benefit from improved human resource strategies that will reduce turnover and improve labor
productivity. Business associations and NGOs will benefit from increased capacity to advocate for policies that
promote workforce development and improve the quality of Egypt’s labor force.
ACTIVITY BACKGROUND:
Under Result A, the WISE project is capitalizing on the Unit for Transition to Employment model which
has been established under the USAID Egypt Competitiveness Program (ECP) in 2010 and expanded
during the first three years of the WISE project. The model was adopted by the Ministry of Education and
rolled out to all the governorates at local government levels. The Local Units within governorates have
been working on establishing school units supported by different international development organizations.
WISE is building the capacity of those units in order to enhance the students’ employability through equipping
them with the technical, entrepreneurial, and soft skills. Career Guidance (CG) is a main component inside the
UTEs. It aims to empower the students in choosing their suitable career path in an informed manner. WISE is
providing the CG service through a three years program for all the students in 64 schools in 11 governorates.

Students with problems usually seek out others whom they trust especially those who are similar. They
seek them out for advice, help in getting assistance, or just to provide empathic listening. The program
should go and run to utilize the existing network and provide training to enhance skills for effectively
helping others which will accordingly help them gain the needed skills for better ‘’Transition to
Work/Employment’’. WISE has also engaged a Peer Helper Program as a complementary intervention that aims
to capitalize the peer networks inside the school and make the best use of the peer influence. This aims for changing
the school climate in general and boosting the students’ leadership and life skills in particular.

WISE, in cooperation with NAPPP, has successfully developed:


 Needs assessment to 8 pilot Technical schools in four governorates
 The design of the program based on the developed needs assessment
 Training to core master trainer team that consists of selected group of career guidance facilitators
 Progress report based on the follow up visits to the pilot schools
WISE observed different parts of the program training material which could be improved to approach better status
of the program. Consequently, some enhancements are required.
SCOPE OF WORK:
Under the Objective: A.1. Schools' capacity improved to provide students with technical, practical, entrepreneurial,
innovation and soft skills needed by the market to enhance their employability and the Activity: A.5.2. Develop
and pilot the Peer Helping Program. WISE plans to update and finalize the peer helping program’s material based
on the outcomes of the pilot implementation and the follow up visits’ reports. This will be followed by a training
to the program professionals on the recent updates. The manuals development should be skill based and address the
Egyptian TVET context. The consultant is required to enrich the manuals with the relevant activities to deliver an
interactive learning atmosphere. Moreover, the consultant can edit the manuals through; adding, removing and/or
para phrasing.

OBJECTIVES:
- To review and enhance the Peer Helping Program’s material using a contextual perspective that is based
on a solid background about physiology, adolescence, and peer education.
- To participate in preparing and delivering the relevant training and material required

OUTCOMES:
- Updated 5 training manuals which are explaining the following peer helping roles;
- Basic/foundational Manual that covers the peer helpers’ basic skills.
- Peer Ambassador who provides support to the school newcomers.
- Peer Mediator who is responsible for conflict resolution.
- Peer Tutor who delivers academic support to others who need it.
- Career Helper who supports others in exploring their career possibilities with different strategies
- Power Point presentation which shows the analysis of the current version and the interventions in the
updated ones
- Training material such as; agenda, activity sheets, videos educational games, evaluations forms...etc.
- The training delivery and its relevant report.

REQUIRED SKILLS AND QUALIFICATIONS:


- University degree or study in Physiology, Education, or equivalent.
- Minimum of 5 years of experience in training manuals development.
- Proven ability to create an interactive training content.
- Ability to deliver training with a high level of performance.
- Solid understanding of the needs of the technical students and the peer education.
- Experience in a relevant field in TVET reform is a preference.
- Previous experience in USAID or other donors is an asset.
- Excellent interpersonal skills; ability to work as a team player.
- Ability to travel throughout Egypt.
- Proficiency in English language (reading and writing) and fluent in Arabic language.
- Ability to use a variety of PC software: Word, Excel, Power-point, and any other related software
required.

Period of Performance/Level of Effort: The period of performance for this scope of work will extend through
March 30, 2020. The level of effort not to exceed 20 working days.
Contract Terms/Compensation: The Peer Program consultant will work under the direct supervision of WISE
Career Guidance Advisor. Compensation is as per USAID approved rate. The consultant will invoice based upon
actual hours worked and approved by the direct supervisor.
