This document is a Process Manual that can be used as a guide by the Proposing
Organisations to map their courses with the Qualification Packs (QP) issued by the
respective Sector Skill Councils (SSC).
BACKGROUND:
The National Skill Development Corporation (NSDC) has been instituted to foster private
sector initiatives in skill development. It is a Public Private Partnership (PPP) organization
with representatives of Government and Industry Associations on its Board. NSDC plays a
significant role in bridging the gap between the courses offered in the high growth sectors
and the National Occupational Standards pertaining to job roles in those sectors.
The NOS are laid down by employers through their Sector Skill Councils. A set of NOS,
aligned to a job role, called Qualification Pack (QP), would be available for every job role in
each industry sector. SSCs aim to create a qualification pack for every popular job role
which further drives both the creation of curriculum, and assessments. NOSs and QPs for
job roles in various industry sectors, created by Sector Skill Councils and subsequently
ratified by appropriate authority, would be available online and updated from time to time.
Sector Skill Councils (SSCs) are industry-led bodies, who would be responsible for the
defining the skilling needs, concept, processes, certification, and accreditation of their
respective industry sectors. The SSCs shall prescribe the NOSs and QPs for the job roles
relevant to their industry.
In order to ensure quality training, NSDC has taken the initiative to align NSDC Training
Providers Courses with Qualification Packs (QP) - National Occupational Standards (NOS).
Consequently the proposing organisations map their courses with the Qualification Packs
issued by the respective Sector Skill Councils in the defined format i.e. QP Mapping Record
Sheet. Simple ‘6 step’ process of populating the QP Mapping Record Sheet is explained in
the following sections of this manual.
Identify the Sector Skill Council under which the course can be classified
Identify the Qualification Pack matching with the course under consideration
Submit the duly filled QP Mapping Record Sheet to NSDC Program Development
team along with the complete Project Proposal
*All the courses would include the courses currently offered by the Proposing Organisation
as well as the courses which it intends to start in the near future.

(QP) Mapping Record Sheet.
Populate columns A to F with the available details of all the courses* as shown in Sample 2
below:
*All the courses would include the courses currently offered by the Proposing Organisation as well
as the courses which it intends to start in the near future.
NOTE: All courses must be Job Role specific, generic courses are not permissible.
From the list of available Sector Skill Councils, identify the Sector Skill Council (SSC)
under which the course can be classified. Check the availability of the SSC under all
three headings i) National Standards ii) Standards under public view iii) Draft
Standards
Mention the name of the ‘identified Sector Skill Council’ in the ‘Column G’ of the QP
Mapping Record Sheet as shown in Figure 2 below, Type ‘NA’ in the corresponding
cell if Sector Skill Council under which the course can be classified is not available.
Click on the identified Sector Skill Council’s link. The list of Qualification Packs(QP) issued by
the respective SSC will be displayed. Check the availability of the matching QP under all
three headings i) National Standards ii) Standards under public view iii) Draft Standards
Match the course under consideration with the Qualification Pack pertaining to a job role.
Read the Job Description on page1 of the identified QP to ensure it is a close match as
shown in Figure 3 below.
Mention the Name and Ref. ID of the ‘Matching Qualification Pack’ in the ‘Column H’ of the
QP Mapping Record Sheet as shown in Figure 3 below, Type ‘NA’ in the corresponding cell if
the matching Qualification Pack is not available
Open Page 2 of the corrseponding Qualificaton Pack to identify the NSQF/NVEQFas shown
in Figure 4 below.
Specify the identified NSQF/NVEQF level of the corresponding QP in the ‘Column I’ of the
QP Mapping Record Sheet as shown in Figure 4 below, Type ‘NA’ if the corresponding cell
if Sector Skill Council or matching Qualification Pack is not available

Course mapping with Qualification pack is an integral part of the Proposal Application
Process at NSDC
Submit a copy of the duly filled ‘Qualification Pack Mapping Record Sheet’ (as shown in
Sample 3) as one of the supporting documents along with the complete Project Proposal to
the Programme Development Team at NSDC
NOTE: Proposing Organisation needs to submit the existing curriculum of the course/s for
which matching Qualification Pack is not available.
