Note on data reporting system by Joint Plant Committee (JPC)

1. The issue of data collection and reporting by JPC was reviewed in details at
various forum of interaction sessions with industry representatives as well as
Ministry of Steel and it was felt that given the structural changes in the
domestic steel industry as well as the present input-output dynamics, the data
reporting system followed by JPC should undergo some modifications.

2. Accordingly, after a detailed examination of the various aspects of the subject


matter at hand and recommendation by a high level committee of experts from
the industry as well as the Ministry of Steel, JPC has changed its reporting
system which is reflected in the present issue of the JPC MIS Report.

3. Following are some of the core issues to be noted under the present reporting
system:

a) It introduces the method of Crude Steel to HR equivalent, covering only


those items which contribute directly to Finished Steel Production starting
from Crude Steel/Semis Production.

b) It thus separates out Downstream and Value Added Product Basket


(CR/GP etc) which would be reported separately.

c) Also, data on imports, exports, stock variation and consumption of items


featured in this Basket are available with JPC and would be reported
accordingly. There would however be no aggregate numbers of these
parameters for the items in this Basket.

d) Steel Consumption is arrived at by standard procedure of adjusting


Finished Steel Production with Net Imports and Stock Variation, computed
by using all items across the value chain.

e) Per capita steel consumption would be computed by using steel


consumption numbers as arrived at above and population for the country
as reported by Central Statistical Organisation (CSO), Ministry of Statistics
and Programme Implementation.

Indian Steel Industry Performance in April-March 2019-20:
Salient Features

▪ Provisional data released by JPC indicate that 2019-20 saw India’s finished steel consumption edge
past the 100 million tonne milestone mark for the first time in its long history of evolution. Such
data also shows a subdued growth during the fiscal, given the COVID-19 outbreak with total finished
steel production (102.059 mt), up by 0.8% and consumption (100.067 mt) up by 1.4% over 2018-19.
India was a net exporter of total finished steel with exports (8.355 mt, up by 31.4%) outpacing
imports (6.768 mt, down by 13.6%). It is also observed that domestic requirements were primarily
met from domestic supply, given that the share of imports in domestic consumption remained at a
low 6.8% during April-March 2019-20 (7.9% in April-March 2018-19).

▪ Domestic crude steel production stood at 109.215 mt and declined by 1.5% over last year. Overall
PSU production reported a decline of2.8% whereas the Private Sector reported a decline of 1.2%.

▪ Volume-wise, non-alloy HRC (1.646 mt, down by 15.6%) was the item most imported (34% share in
total non-alloy), led by imports from Korea (40% share of total finished steel imports).

▪ Volume-wise, non-alloy HRC (4.817 mt) was the most exported item while Bars & Rods (0.507 mt,
down by 0.4%) led exports in the non-alloy, non-flat category. Vietnam led exports of total finished
steel – not only overall (2.337 mt, 28% share) but also recorded the highest share in case of HRC
(49%).

▪ Globally, the outbreak of COVID-19 in the Wuhan industrial belt of China and its spread thereafter
to other parts of the world, besides leading to loss of lives, went on to wreak havoc on the global
economy as well as steel industry, dampening demand, depressing prices, reducing output, leading
to loss of profitability and an overall weakening of the entire economic framework.

▪ World Steel Association data shows that world crude steel production stood at 293.98 mt in
January-February 2020 (prov.), up by 1% year-on-year. Steel demand there continues to be slow
with the steel sector PMI for March 2020 (42.2) indicating continuing sectoral contraction. This in a
way hints at the possibility of the nation channelizing their surplus material through exports and is
also supported by the recent raising of export tax rebates on key items of finished steel by China.
Nonetheless, India’s import of total finished steel from China declined by 22% in during 2019-20.

▪ Imports of total finished steel were valued at Rs. 44683 crores (USD 6304 million), while exports
were valued at Rs. 36726 crores (USD 5181 million), indicating a wide trade deficit.

▪ Global steel prices were all south-bound in March 2020, impacted more by the COVID-19 effect that
disrupted demand-supply balance severely. Domestic steel prices were impacted by local supply-
demand imbalance and influenced by global trends.

▪ The domestic economic environment remained subdued, with Q3 2019-20 GDP reported to grow
by 4.7% (source: CSO) with full year projections placed at 5%. With the outbreak of COVID-19, most
research agencies have scaled down India’s GDP growth for 2020-21 (IMF forecast, for example,
stands revised at 1.9% for FY21 compared to 5.8% earlier). During April-February 2019-20 (prov.),
manufacturing growth as captured in the IIP continued to remain subdued (up by 0.9%) while the
Index of Eight Infrastructure Industries reported a growth of 1% only.

INDIAN STEEL MARKET : PERFORMANCE HIGHLIGHTS

The following is a status report on the performance of Indian steel industry during April-
March 2019-20, based on provisional data released by Joint Plant Committee (JPC) in its MIS
Report for March 2020. It is to be noted that total finished steel includes both non-alloy and
alloy (including stainless steel) and all comparisons are made with regard to same period of
last year.

Overall Production
• Crude Steel: Production at 109.215 million tonnes (mt), down by 1.5.
• Hot Metal: Production at 73.007 mt, down by 1.8.
• Pig Iron: Production at 5.507 mt, down by 14.1.
• Sponge Iron: Production at 37.143 mt, up by 7%,led by coal-based route (86%
share).
• Total Finished Steel: Production at 102.059 mt, up by 0.8%.

Contribution of Other Producers


• Crude Steel: SAIL, RINL, TSL, Essar, JSWL & JSPL together produced 63.007mt (58%
share) during this period, down by 0.8%. The rest (46.209 mt) came from the
Other Producers, down by 2.5%.
• Hot Metal: SAIL, RINL, TSL, Essar, JSWL & JSPL together produced 60.806 mt (83%
share) down by 0.8%. The rest (12.2 mt) came from the Other Producers, down by
6.7%.
• Pig Iron: SAIL, RINL, TSL, Essar, JSWL & JSPL together produced 1.009 mt (18%
share) up by 5.8%. The rest (4.498 mt) came from the Other Producers, down by
17.6%.
• Total Finished Steel: SAIL, RINL, TSL, Essar, JSWL & JSPL together produced 55.635
mt (55% share) down by 0.7%. The rest (46.424 mt) came from the Other
Producers, up by 2.5%.

Contribution of Public Sector Units (PSU)
• Crude Steel: With an 81% share, the Private Sector (88.31 mt, down by 1.2%) led
crude steel production compared to the 19% contribution of the PSUs.
• Hot Metal: With 69% share, the Private Sector (50.409 mt, down by 1.3%) led hot
metal production, compared to the 31% contribution of the PSUs.
• Pig Iron: With an 89% share, the Private Sector (4.893 mt, down by 16%) led pig
iron production, compared to the 11% contribution of the PSUs.
• Total Finished Steel: With an 84% share, the Private Sector (86.03 mt, up by 2.0%)
led production of total finished steel, compared to the 16% contribution of the
PSUs.

Contribution of Flat /Non-Flat in Finished Steel


• Production: Led by Non-flat steel (52% share; up by 1.2%) while the rest 48% was
the share of Flat steel (up by 0.3%).
• Import: Flat products accounted for 89% share (down by 11.1%), the rest was the
share of non-flats (down by 29.6%).
• Export: Flat products accounted for 89% share (up by 38%), the rest was the share
of non-flats (down by 5.0%).
• Consumption: Led by Non-flat steel (52% share; up by 5.8%) while the rest 48%
was the share of Flat steel (down by 3.1%).

Finished Steel Production Trends


• At 102.059 mt, production of total finished steel grew by 0.8% in April-March 2019-
20.
• Contribution of the non-alloy steel segment stood at 97.664 mt (96% share, up by
3%), while the rest was the contribution of the alloy steel segment (including
stainless steel).
• In the non-alloy, non-flat segment, in volume terms, major contributor to
production of total finished steel was Bars & Rods (40.477 mt, up by 3.6%) while
growth in the non-alloy, flat segment was led by HRC (43.290 mt, up by 2.6%) during
this period.

Finished Steel Export Trends


• Exports of total finished steel outpaced imports during April-March 2019-20 and
India was a net exporter for this period.
• At 8.355 mt, export of total finished steel was up by 31.4% during this period.
• Volume-wise, non-alloy HRC (4.817 mt) was the most exported item while Bars &
Rods (0.507mt, down by 0.4%) led exports in the non-alloy, non-flat category.
• Vietnam led exports of total finished steel – not only overall (2.337 mt, 28% share)
but also recorded the highest share in case of HRC (49%).

Finished Steel Import Trends


• Import of total finished steel was at 6.768 mt during this period, down by 13.6%.
• Volume-wise, non-alloy HRC (1.646 mt, down by 15.6%) was the item most

Finished Steel Consumption Trends
• At 100.067 mt, consumption of total finished steel grew by 1.4% in April-March
2019-20.
• Contribution of the non-alloy steel segment stood at 94.061 mt (94% share, up by
3.3%), while the rest was the contribution of the alloy steel segment (including
stainless steel).
• In the non-alloy, non-flat segment, in volume terms, major contributor to
consumption of total finished steel was Bars & Rods (39.718 mt, up by 9.6%) while
growth in the non-alloy, flat segment was led by HRC (40.632 mt, down by 2.7%)
during this period.
