• Identify problems in functional or performance terms and arrive at
solutions that addresses them
• The design process presents a series of choice from which designer
choose an effective solution that often represents competing
interests of operational efficiency, cost, users and environmental
sensitivity

• Two lane major arterial providing principal access to and through Olney
area
• Land use includes both residential and commercial land uses
• Challenges:
• Traffic already exceeds capacity
• Future increase in traffic would lead to further congestion
• No opportunity to divert traffic to any other parallel arterials
• Primary transportation model will remain automobile
• Stakeholder’s concerns include:
• Preservation of natural and historic features (including large trees along the corridor,
split rail fencing, historic properties)
• Inclusion of provision for bicycles and pedestrians across and along the corridor
• Safety and access to businesses
• Appearance of the corridor (a desire for landscaping and other visual features)

where existing condition is considered as base design and project
improvements beyond the existing condition is considered as positive
outcome

• It is an extension of practical design with three levels of design for

• Holistic view of road safety shared between all facets of the
transportation system (i.e., roadway infrastructure, roadway users,

• Safer vehicles
• Road users

Travel time reliability
• It is a variation of operational performance measure
• Travel time reliability is strongly influenced by nonrecurrent
congestion such as:
• Traffic incidents

• Implemented when the project design is nearly complete and ready

• Typically performed by engineers not involved in the design of the

used for the design and can include project cost

• The very low-volume local roads represent a different design


environment than the high-speed roadways
• Very low-volume translates to much lower risk profile
• Adopting the design standards and geometric design concepts of
high-speed roadways would be expensive for these roadways
• However, locations with high crash rate should be identified and
designed to meet the prevailing standard
