IP TELEPHONY SYSTEM
SECTION 16738
PART 1 GENERAL

1.1 RELATED DOCUMENTS


A. Drawings and general provisions of the Contract including Conditions of Contract and Division
1 Specifications Sections, apply to this section.
B. Melia Hotels, Current Edition; All relevant modules.
C. Melia Hotels, Current Edition; All relevant regional supplement – MEA.
D. Melia Hotel Design Standards, Current Edition.

1.2 DESCRIPTION OF WORK (AS APPLICABLE)


A. All materials, equipment, accessories, services and tests necessary to complete and make
ready for operation, an IP Based Telephony System
B. IP telephony solution for the project, that fulfills all needs, any options that will be added value
to the solution, has to be shown in a separate part.

Important: The Contractor shall read the drawings and specifications in conjunction with the
relevant modules from the operator. It is Contractor’s full responsibility to liaise with the operator
for operational requirement of the system before implementation.

1.3 QUALITY ASSURANCE


A. Manufacturer's Qualifications: Firms regularly engaged in the manufacturing of IP Telephony
Systems of types, ratings, software and capacities required, whose products have been in
satisfactory use in similar service for not less than 10 years with direct partnership with
manufacturer.
B. The manufacturer should guarantee technology support for 5 years for all delivered hardware
C. Standards Compliance: Comply with the latest editions of the requirements of applicable local
codes, and the following standards:
1. EIA: Electronic Industries Association.
2. TIA: Telecommunication Industries Association
3. ANSI: American National Standards Institute.
4. IEEE: The Institute of Electrical and Engineers
5. ITU: International Telecommunication union.
a. E.164: The international public telecommunication numbering plan
b. G.711: Pulse code modulation (PCM) of voice frequencies
c. G.729: Coding of speech
d. H.323: Packet-based multimedia communications
e. Q.931: ISDN user-network interface layer 3 specification for basic call
6. ETS: European Telecommunication Standardization.
7. Qtel: Qatar Telecom Company local standards.

1.4 SUBMITTALS and DOCUMENTS


The Following documents must be submitted in the technical offer in the same order as listed
below, this is important for proper technical evaluation:

I – PART ONE
A. Submit a detailed point by point compliance statement with this document. For each item, the
statement shall clearly indicate Full / Partial / Non compliance with the related specifications
item. In case of partial compliance the supplier shall clearly indicates the deviation of the
required specifications and the effect of that deviation on the whole system. In case of non

compliance the supplier shall propose an alternative(s) and clearly indicate the difference with
the original requirement. If a clear compliance indication is not provided it shall be assumed
that the proposed system does not comply with the requirement in the specification.
B. Submit the technical description for the system including in details the functions of each unit
and the software needed for proper operation of all system components. Submit a single line
diagram indicating all system components, interconnection between these components and
types of cables used.

C. Submit the arrangement of equipment (Call Server, Voice Gateway, etc.) inside the rack
cabinet(s) in the main racks room, as applicable to building.
D. Submit manufacturer's complete data sheet, product description, and technical data for all
proposed items.

II – PART TWO
A. Submit detailed Bill of quantities tables showing all parts, connectors, cables, s/w, and
accessories needed.
B. Submit the manufacturer proposed training courses, number of persons, location of course,
and duration of each.

III-PART THREE
A. Submit complete reference list of the proposed products indicating dates, places, and similar
size projects abroad and in the Middle East area.
B. Submit manufacturer warranty policy document. Submit manufacturer training programs
schedule and proposed training courses.
C. Submit product support statement for all proposed software and hardware for at least 10
years of system commissioning date.
D. Submit the list of country of origin for all the proposed items, and list of all OEM (original
equipment manufacturer) programs with their partners.

PART 2 PRODUCTS

2.1 IP Telephony PABX Systems


1. The system must contain all standard IP telephone elements including the hardware and
software for call servers, signaling servers, gateways, gatekeepers, media gateways, and
other needed modules.
2. The call server shall be applied to all control, memory, switching, storage, and power
modules. Supplier must show redundancy options that can enhance the performance, as
applicable to building.
3. The system must be supplied with latest software releases for all components
4. The system must be a non-blocking switching system with high availability.
5. The proposed system must provide and not limited to the following features and functions:
A. Voice decoding and compression according to G.711 (a, u), G.723.1, and G.729(a,b)
B. Silence suppression and quality of service control
C. Real time Fax support according to T.38
D. Multi language on telephone set support – English and Arabic are preferred.
E. Support of wireless IP sets
F. Support of different PSTN interface like R2MFC, CAS, PRI, Q.SIG,..etc.
G. Supports answer supervision for trunk lines (Reverse polarity, 16 KHz, and 12 KHZ) for exact
call billing.

H. Remote administration, configuration and upgrade .


I. Call fraud detection, prevention and Malicious call tracing.
J. Caller ID indication on all telephone sets screen .

6. The system should support the Telephone Application Programming Interface (TAPI) protocol
for computer telephony integration.
7. The system must include all needed devices, frames, and software modules to interface with
Ooredoo network, and provide the required capacities of SIP, PRI Lines or Analog lines.
8. The system should support multiple voice phone terminal devices such as IP phone sets, soft
phones, wireless IP phones, SIP, public payphones, FAXs, and analog phones, should be a
hybrid system to support all these interfaces.
9. The system must include adequate 19” rack cabinets, power supplies, power distribution, fan
and ventilation modules, alarm contacts interface, and all needed cables and accessories.

2.2 SYSTEM FEATURES:


The proposed system should allow for and not limited to the following basic features:
1. Call Hold: Both calling and called party can place a call on hold.
2. Music on Hold: The system has an integrated recorder to run music (or general
announcements) during call hold.
3. Call Pickup: A user can answer neighboring calls in his group by pressing the pickup feature
key.
4. Call Forward: Forwards internal and external calls onto any telephone extension. If the
extension is busy, the system should forward the call automatically onto the voice mail or
another pre-assigned extension.
5. Follow Me: Transfers calls automatically from one extension to another.
6. Call Park: A user can park a call for a certain period at a specific directory number so he or
any other user can retrieve it.
7. Camp-on: Allows user's extension to automatically ring a busy extension as soon as the latter
becomes idle.
8. Call Back: Auto ring onto an extension that doesn’t answer.
9. Caller ID: Display internal and external call numbers on the phone display. Also, caller name
information.
10. Do Not Disturb: Extensions set to DND should not be interrupted by any calls except for
emergencies.
11. Call Announcement: Visual and/or audible alert when a busy station receives another call.
12. Abbreviated Ring: Additional incoming calls ring with an abbreviated ring tone.
13. Call by Name: Extensions can be replaced by names.
14. Call Coverage: A call ringing at one extension can ring on a group of covering extensions,
and can be answered by any extension.
15. Call Privacy: Prevents any user from accidentally or deliberately bridging onto a live call.
16. Call Routing: Supports basic call routing up to 11-digit numbers, for local as well as
international dialing.
17. Call Barring: The system can block calls based on a certain prefix numbers (i.e. 0900).
18. Night Service: The system should support different day and night configurations.
19. Flash Signal: Allows access to some services provided by the central office.
20. Trunk Groups: The system should at least support 10 trunk groups on different pools.

21. Feature Access Codes: Allows access to different system features via access codes.
22. Class of Service (CoS): Extensive features for calling restrictions that can be assigned to
users, groups, trunk lines, etc.
23. Automatic Line Selection: Incoming / outgoing calls shall automatically select the proper line
to go through.
24. Multiple lines assignment: Multiple extension and/or CO lines can assigned on the same
station.

2.3 VOICE GATEWAY


The voice gateways -VG could be one part (module) of the IP PABX, it is responsible for
converting TDM based trunks to IP interface. The VG should have dual redundant hot
swappable power supplies, as applicable to building.
The VG should support various types of analog and digital interfaces including but not limited to:
A. Analog CO trunks.
B. Analog tie trunks (E&M 2/4 wires).
C. Digital ISDN PRI channelized.
D. Digital ISDN BRI.
VG should be supplied with the latest software release, appropriate licenses, and all required
accessories for a complete functioning system. The supplier has full responsibility to adapt his
VG equipment to be interfaced with Qtel transmission equipment and media.

2.4 VOICE MAIL SYSTEM – VMS


1. The required voice mail system could be part of IP PABX or integrated with the IP PABX
described above; there should be full communication and control channels between each.
The system may support protocols and standards used to forward voice, SMS and fax
messages to an e-mail system.
2. The VMS must have Multilingual prompting with at least 4 different languages including
Arabic and English.
3. The proposed system must provide and not limited to the following features and functions:
a. Users can access their messages either by calling their own numbers or through a web
interface.
b. Users can send, receive, save, erase, forward, and append messages.
c. Users can send fax directly from their email account.
d. Message header information includes time, date and name of sender.
e. Users can access their messages directly without dialing the extension number (and
password as option)
f. Users must be able to configure their own greeting and password.
4. The system must be able to send / receive at least the following info with the IP PABX:
a. New message receiving info and message lamp turn on
b. Message heard info and lamp off.
5. The system must contain all hardware and software elements needed to provide all
needed functions and features in this section.
6. The system must include adequate 19” cabinets, power supplies, power distribution, fan and
ventilation modules, alarm contacts interface, and all needed cables and accessories.
2.5 SWITCHES
1. Edge Switch (Access Switches)
All the edge switches shall be 48 port poe• Gigabyte switches with uplinks supporting to 4
SFP• uplinks.

2. Server Switch
Redundant Server switches should be provided for Hotel network to connect to the core
switches.
3. Collect Switch
Redundant collect switches should be provided for Hotel network to connect JSP Jinks to
firewall for hotel network.
4. Core Switch
Core switches shall be Chassis based solution with redundant power supply units and support
redundant supervisor engines.
All core switches should support Multi Chassi either channel feature.

2.6 TELEPHONES
1. All the Telephones used in Hotel and Landlord network is IP Phones.
2. All the guest room phones shall have provision for programmable buttons (Housekeeping,
reception, restaurant etc.).
3. All the guest room phones shall have the antibacterial coatings.
4. Call billing solution shall to be added to the requirements which need support integration to
the Opera 5.1.x.x Version.
5. IPPbx system feature should include the wakeup call service.
6. Future provisions for telephones are provided in all the service areas. The final quantity of
phones shall be confirmed by the Hotel Operator.

2.7 WIRELESS ACCESS POINTS


Future provisions are provided for wireless access points, so the wireless access point
installation should be based wireless site survey only. It is recommended to install one access
point at every alternate guest room and after final site survey only additional access points shall
be installed. Ceiling access points also should be installed alternatively in each floor and the final
number of access.

Points to be finalized only after the wireless site survey. All the Hotel area should be able to
provide -65 db coverage.
