INTRODUCTION

Bell WellScience Wireline Logging Services caters to a diverse clientele within the
Oil and Gas industry, encompassing a wide range of critical operations such as
perforation, packer setting, pipe retrieval, back-off procedures, severing operations,
and an array of logging services including but not limited to Production Logging Tool
(PLT), Well Integrity Evaluation, Cement Bond Log, Gamma Ray (GR), Density
measurements, water flow assessments, depth determination utilizing the
Conductivity-Contrast Log (CCL), Elemental Electroscope, Neutron Logging,
Magnetic Resonance Logging, and Carbon Oxygen/Saturation Logging
as well as formation pressure
determination with high-resolution evaluation and interpretation. Our services
are instrumental in supporting Oil Mining Licensing (OML) platforms, both offshore,
in swamp regions, and on land, serving the oil and gas sector in Nigeria and beyond.

In this context, we have meticulously organized our services to align with the specific
requirements of NEPL for wireline logging and data interpretation pertaining to
the Well1 Intervention. Our Wireline Logging services adhere to the prescribed
scope of work as outlined in the Request to Bid (RTB). This comprehensive offering
includes our robust Quality Assurance and Quality Control (QA-QC) procedures,
which not only ensure the precision of our services but also bring significant
advantages in terms of data reliability and accuracy. Furthermore, we provide
insight into our meticulous work execution plan and well-defined work procedures,
demonstrating our commitment to delivering exceptional results.

BELL WELLSCIENCE WORK METHOD STATEMENT

Bell WellScience is committed to executing the contract with precision and


efficiency. To this end, we will establish a dedicated Project Management Team
(PMT) based in Port Harcourt to oversee all aspects of the contract's execution. The
PMT will be under the capable leadership of our experienced Project Manager, who
will bear ultimate responsibility for ensuring the successful completion of all
Wireline (Slickline), MPLT logging service activities, encompassing but not limited to:

• Project Management
• Provision of wireline unit (Slickline) and ancillary equipment.
• Provision of MPLT logging Tools.
• Mobilization and demobilization of equipment to and from the well site.
• Operation and maintenance of equipment.
• Data acquisition and interpretation.
• Reporting and documentation.
• Provision of experienced personnel’s (wireline operators, logging engineers
etc.).
• Health, Safety, Security, and Environmental Management Coordination

In the execution of this project, Bell WellScience will employ a global project delivery
strategy with a proven track record of effective project control, on-time delivery, smooth
start-up, and ongoing support. Our strategy revolves around meeting project objectives
and ensuring client satisfaction.

We adhere to a consistent methodology that forms the foundation for project success. To
implement this methodology, our team carefully selects and integrates suitable Bell
WellScience technologies to enhance productivity, streamline engineering tasks, and mitigate
common project risks. This approach ensures that we deliver outstanding results while
upholding the highest industry standards.

EXECUTION SUMMARY
The intention of this section is to provide Customer with a basic understanding of the
planned Project Execution Strategy and some of the processes and procedures BELL
WELLSCIENCE plans to follow. As the scope and requirements dictate, BELL
WELLSCIENCE may provide a more detailed insight to this Project Execution Plan
document after the Kick-off meeting.

BELL WELLSCIENCE project delivery strategy is designed to.

1) Meet the objectives of the Wireline (Slickline), MPLT logging project while
minimizing execution risk.
2) Ensure on time delivery, predictability, and cost control, and
3) Timely wireline logging operation.
4) Safety & Environmental excellence.
5) Continuous performance improvement.
6) Optimizing productive time; and
7) Quality data.

The key strengths of BELL WELLSCIENCE Nigeria Execution Plan are summarized below:

• Experienced project team and cumulated knowledge: The Bell WellScience


Wireline Slickline), MPLT- logging project team for the Well Intervention project has
significant experience working on several large projects. In order to minimize project risk
and ensure continuity, the Wireline (Slickline), MPLT- logging project team will comprise
of a team of field engineers from the same project who are all based in Nigeria. With
these resources all located in Nigeria and the support of the larger global engineering
team experienced on execution of similar projects, the overall project risk is reduced,
and quality maintained. This allows for leveraging the overall Bell WellScience experience
accumulated on similar applications.
 Ensure compliance and consistency across all elements and phases of
the project: The core project team provides all base design and guidance for the
project. It provides technical directions and ensures consistency in design, build,
and test, ensuring compliance and consistency across all elements and phases of
the project.

Quality and Responsiveness

Bell WellScience has an on-going intensive program to monitor quality. Supervised


by dedicated quality management personnel, the program is proactively and
continuously monitored. It enables us to react promptly to fluctuations in
performance.
Bell WellScience Procurement follows a global procedure to select appropriate
quality control equipment, materials and labour as required to satisfactorily perform
the work.

PROJECT EXECUTION APPROACH


The BELL WELLSCIENCE project lifecycle is governed by its Global Delivery
Organization (GDO) Customer Project Process (CPP), a business process comprising
common project execution procedures, common tools that support steps in the
process, and a formal regular review of progress.
Bell WellScience’s standardized approach guarantees that every project is delivered
in a consistent manner, with high-quality uniform procedures and the application of
the same industry standards.

OVERALL PROJECT ORGANIZATION


Upon award of the contract, BELL WELLSCIENCE will mobilize a project specific team
comprising as a minimum a Project Manager, Field Engineers, Mechanics, and
Technicians

 Project Management
BELL WELLSCIENCE will assign a dedicated Project Manager – Mr Annson Musa,
who will be responsible for ensuring the successful delivery of the Project. He will be
the single-point interface for any field project issues that may arise.
Shortly after award of the contract, the Project Manager will initiate a kick-off
meeting to review the total project scope, verify the project schedule and identify
any key issues that need to be addressed. Other key members from the BELL
WELLSCIENCE team will attend this meeting.

The Core Team personnel will be based at BELL WELLSCIENCE Nigeria Offices. This
team will produce (in conjunction with your engineering team) the functional design
data to be used for project execution. This team will also control the overall design
implementation to ensure consistency, and will modify, amend and add to the
design as needed.

PROJECT EXECUTION PLAN (PEP)


The assembly of Wireline (Slickline) tool strings would take into account operational
limitations regarding pressure and temperature. Any limitations to maximum pull-on
sheaves, WL mast, cable, tool strings, weak points etc. will be identified prior to
start of operation.

Well control describes well pressure control on the surface and discusses how to
safely gain access to the wellbore. BELL WELLSCIENCE describes relevant well
divisions and stresses the importance of downhole data. It reviews common
applications of surface pressure control equipment and offers recommendations on
the selection and application of surface pressure control equipment. It concludes
with a discussion of the mitigation of surface fire and explosions hazards and offers
recommendations for downhole pressure control selection.
MPLT LOGGING

1 M/U the MPLT tool string on surface and function test/calibrate same on the weather deck.
2 Slide the tool string into the lubricator. Pick up the lubricator + tool string and M/U same
to the rest of the PCE stack. Pressure test the Q-test sub to 300psi/5min and
3,000psi/10min
3 RIH the MPLT tool string to xxm/RT and slow down the RIH speed to 10m/min.
4 Continue to RIH tool string at 10m/min while recording down pass from xxm/RT to xxm/RT
or 1m above the last recorded top of sediment. Label this down pass “Temperature
Log” and mark the Slickline wire.
5 Pick up the tool string at 10m/min and record shut in up pass from xxm/RT (or 1m above
the top sediment) to xxm/RT. The mark on the Slickline wire could be used determine
when the tool string is 1m above TOS.
6 Run back in hole with the tool string at 10m/min to xxm/RT or the mark on the cable and
record the shut-in down pass.
7 Repeat steps 5 and 6 to record shut-in passes at 20m/min, 30m/min and 40m/min
8 With the tool string at xxm/RT (or 1m above the top sediment), station for 10min to
record the static pressure.
9 Pick up the tool string from xxm/RT to xxm/RT, stopping at the various stations for the
recommended time duration till all the static pressure stations have been completed as per
table 2 below:

10 At surface, lay down the tool string and download the data. Confirm all data are okay and
report same to the WL Superintendent.
Note:
 Once the MPLT tool string is POOH, the well can be opened to flow until stabilization at
half bpd to reduce the time taken to attain stabilization after RIH the MPLT tool string.
11 M/U and RIH the MPLT tool string to xxm/RT (1m above the recorded top sediment).
12 Line up the well to production and open the well to flow on MPFM, ramping up to half bpd
slowly for about 6hrs or till flow stabilization is confirmed (consistent temperature and
pressure reading at choke size). Measure and record the flowrates, pressure, temperature,
choke size, Qlig, Qgas, and BSW.
Note:
 FO to gradually ramp up the well as per WP instruction while the MPLT is RIH to bottom
depth for measurement.
 Upon start of the flow passes, measure and record the flowrates, pressure, temperature,
choke size, Qlig, Qgas, and BSW. Record these well parameters every 15mins throughout
to logging duration.
13 With the well flowing and stabilized at half bpd, pick up the tool string at 10m/min and
record flowing up pass from xxm/RT (or 1m above the top sediment) to xxm/RT.
14 Run back in hole with the tool string at 10m/min to xxm/RT or the mark on the cable and
record the flowing down pass.
15 Repeat steps 13 and 14 to record flowing passes at 20m/min, 30m/min and 40m/min
16 With the tool string at xxm/RT (or 1m above the top sediment), station for 10min to
record the flowing pressure.
17 Pick up the tool string from xxm/RT to xxm/RT, stopping at the various stations for the
recommended time duration till all the static pressure stations have been completed as per
table 2 above
18 Run back the MPLT tool string to xxm/RT (or 1m above the top sediment) and position
same. Where it is required to POOH the MPLT tool string for battery replacement
before the full bpd logging, inform the WI Superintendent prior to POOH.
19 With the assistance of the production team, ramp up the well slowly to full bpd for about
6hrs or till flow stabilization is confirmed (consistent temperature and pressure reading at
choke size). Measure and record the flowrates, pressure, temperature, choke size, Qlig,
Qgas, and BSW.
Note:
 FO to gradually ramp up the well as per WP instruction while the MPLT is at
xxm/RT
 Upon start of the flow passes, measure and record the flowrates, pressure, temperature, choke size, Qlig,
Qgas, and BSW. Record these well parameters every 15mins throughout to logging duration.
20 With the well flowing and stabilized at full bpd, pick up the tool string at 10m/min and
record flowing up pass from xxm/RT (or 1m above the top sediment) to xxm/RT.
21 Run back in hole with the tool string at 10m/min to xxm/RT or the mark on the cable and
record the flowing down pass.
22 Repeat steps 20 and 21 to record flowing passes at 20m/min, 30m/min and 40m/min
23 With the tool string at xxm/RT (or 1m above the top sediment), station for 10min to
record the flowing pressure.
24 Pick up the tool string from xxm/RT to xxm/RT, stopping at the various stations for the
recommended time duration till all the static pressure stations have been completed as per
table 2 above
25 POOH the MPLT tool string.
Ensure the well is choked back to 10% when the tool reaches 100m till it is pulled into the
lubricator.
26 At surface, lay down the tool string and download the memory data. Confirm data quality
and transmit same to PHC office.

Selecting Surface Pressure Control Equipment
The lubricator length, diameter, and working pressure rating must be adequate
for Wireline (Slickline) services to be provided. On pressure control equipment,
working pressure is the maximum pressure that must never be exceeded during
field operations.
The rating of pressure control equipment must be a minimum 1.3 x the maximum
shut in tubing head pressure (SITHP). Equipment must not exceed the maximum
working pressure. For example, 27,600 kPa (4000 PSI) surface pressure (BHP) x 1.3
equals 35,900 kPa (5200 PSI), therefore, Wireline (Slickline) pressure control
equipment must be upgraded to 69,000 kPa (10,000 PSI).
On wells where the maximum potential wellhead pressure is not sufficiently
established, BELL WELLSCIENCE shall recommend that Wireline (Slickline) pressure
control equipment be tested to the maximum working pressure of the wellhead
connection or the lowest pressure rating of the equipment.

Wireline (Slickline) Surface Pressure Control Equipment


Surface pressure is controlled through a series of specifically designed pressure-
rated devices that contain, direct, or control the flow of pressure to allow it to be
managed in a safe manner. Hand unions are the most common way to connect
surface pressure control equipment. They are sized, pressure-rated and have an O-
ring seal. Pressure control equipment can vary in pressure ratings. Metallurgy can
vary to accommodate sweet, or sweet/sour applications.
For Wireline (Slickline) services surface pressure control equipment starts with
a wellhead adapter and works up the assembly depending on the service needed
downhole. In some instances, the assemblies are small enough to be handled by
hand and in other a picker unit is required to lift them due to their large size and
pressure rating.

PRE-JOB PREPARATIONS
BELL WELLSCIENCE needs accurate and complete information prior to the start of
the job to perform their jobs safely and efficiently. Our Wireline (Slickline) field
engineers will collect specific data from customers at the time of the job request to
make appropriate equipment selections and provide the right tools and
equipment information pertinent to a safe work environment.

JOB PROCEDURE OR JOB SAFETY ANALYSIS


Job procedures or Job Safety Analysis (JSA) are unique and typically developed to
identify known hazards specific to the tasks. All identified hazards and control
measures will be reviewed with all personnel onsite. BELL WELLSCIENCE Supervisor
shall explain the roles, tasks, associated hazards and expectations to all personnel
who will be directly involved with Wireline (Slickline) operations.
SITE SPECIFIC HAZARD ASSESSMENT
BELL WELLSCIENCE Supervisors must conduct a hazard assessment before starting work.
The assessment should consider:
• Wellsite conditions,
• Wellhead conditions,
• Equipment,
• Job tasks, and

Our Wireline (Slickline) personnel shall assign control measures to identified


hazards (engineering, administrative or PPE), and notify the Wellsite Supervisor if
engineering controls are required.

PROJECT SCHEDULE
The project team will produce a detailed project schedule for the kick-off meeting for your
review and agreement.

 Communication and Reporting


BELL WELLSCIENCE believes that the overall project performance is heavily
dependent on open communication between all parties involved in the project. BELL
WELLSCIENCE supports the continuing development and collaborative efforts of the
project parties to achieve successful project communication.

The BELL WELLSCIENCE Project Manager is the primary focal point for all formal
communications with the other parties outside of the BELL WELLSCIENCE project
team. Formal communication provides information that is considered as input or
direction required for or impacting performance of project work activities involving
scope and/or execution.

CHANGE MANAGEMENT
As part of the BELL WELLSCIENCE project management system, we identify and
record changes to the project. When changes are identified as scope changes,
BELL WELLSCIENCE and
Customer will approve the change before acting on the request. This ensures that
resources will not be used inappropriately. The change management tool assists
BELL WELLSCIENCE and Customer in the management of change, as it monitors the
approval process and documents all change details.

The BELL WELLSCIENCE project team will manage change based on the provisions
defined in the contract and this BELL WELLSCIENCE Project Execution Plan. The
objective is to ensure strict control of potential changes to project specifications,
standards, procedures, controlled design documents, materials, equipment,
execution plans, and commercial contracts.

It is expected that all changes in BELL WELLSCIENCE scope or project variations


that impact the project lifecycle schedule, cost, and/or deliverables, are
identified, impact assessed, and authorized by the BELL WELLSCIENCE Project
Manager and NEPL before proceeding with the change.

In addition, the objective of the BELL WELLSCIENCE Change Management Plan


includes the following:
• Ensure that all team members understand their responsibility for
identification of potential changes prior to any work.
• Ensure the impact of a proposed change is fully understood and widely
known by project stakeholders.
• Ensure the risks of a proposed change have been properly assessed and, as
necessary, controlled.
• Ensure that a proposed change receives the appropriate
authorization prior to commencement of work.

QUALITY MANAGEMENT SYSTEM


Bell WellScience is totally committed to providing high-quality solutions that fully
meet our customer’s needs. To support this approach, Bell WellScience has
established a Quality Management System that defines and controls our supply and
implementation processes and ensures Bell WellScience personnel have the
necessary competencies to perform their role on this project.

The BELL WELLSCIENCE project team is committed to ensuring that all deliverables
are designed, procured, inspected, tested, and turned over to high and consistent
standards and comply with all relevant codes, standards, specifications, procedures
and regulations.
Quality Management Program
The objectives of the BELL WELLSCIENCE Quality Management Program (QMP) are
to ensure that work processes are well defined and documented and are carried out
efficiently and cost effectively.

1. Ensure that project activities are organized, controlled and effectively


implemented to produce the highest quality results.
2. Ensure compliance with all applicable Legislation, Regulations, Codes and
Standards.
3. Ensure that the Project meets the specified levels of quality results for all
products and deliverables.
4. Promote the development of a Quality Culture through Behaviour Based Quality.

Promote an innovative and proactive approach to work activities. The


methodology used by all BELL WELLSCIENCE locations involved in this project is
consistent.
1. Ensure that the processes deployed are proven best
practices which are continuously improved with on-going
feedback.
2. Ensure the processes insure that all efforts are completed “right the
first time”, reducing rework to a minimum.
3. Ensure the processes must include the proper checks and balances
to ensure the quality of all deliverables developed for this project.

ENVIRONMENT, HEALTH, SAFETY AND SUSTAINABILITY


Environmental, health and safety concerns are intrinsic to BELL WELLSCIENCE
operations to such a degree that we have established a formal EHS&S Management
System – a structured organizational approach that drives continual EHS&S
performance improvement. The EHS & S Management System establishes a set of
management standards, guidelines and procedures that enable Bell WellScience to
reduce its EHS&S impacts and support its business goals.

All BELL WELLSCIENCE project team operations are guided by an established


accident prevention policy based upon safe behaviours, and the elimination of
hazards. We are committed to the prevention of injuries, illnesses, and damage to
property, as well as, to protect those who are affected by the activities of the
company. We believe that all incidents are preventable.
All personnel are charged with the responsibility of preventing incidents or
conditions, which could lead to accidents. The success of our safety program
depends upon the commitment of each individual and management leadership, for
it is management that is ultimately responsible for providing a safe work
environment. This entails having pertinent safety and health roles that are enforced
as a function of front-line management. Effective training and education programs
must provide a foundation for effective safety management.

BELL WELLSCIENCE objective is to accomplish work on the project in the safest


manner possible consistent with good work practices. Management is charged with
the task of assuring this policy result in visible accident prevention efforts at every
level of operations.
