SECTION 1 - PRELIMINARIES AND GENERAL REQUIREMENTS

A General Notes 4,000.00

The General Requirements are applicable to the whole of the Works. And
associated works. If the tenderer wishes to price any of the items contained
herein then each item, clause or sub clause must be individually priced. The
Tenderer shall not enter any lump sums covering more than one or all items,
clauses or sub-clauses. Where any item, clause or sub-clauses of the
General Requirements has not been priced, it will be deemed that the value
of such item, clasue or sub-claused is included in the rates for measured
items elsewhere in the Bills of Quantities.

The Contractor shall notify the authorities and the police of his activities and
1 shall take all necessary action and precautions as required with respect to
road usage, public safety and any particular restrictions to be observed.
Roads and access ways shall be kept in clean conditions and clear for public

2 access and usage. Any damage shall be immediately repaired and at the end
of the Contract roads and access ways, including footpaths, .. etc. shall be
reinstated to their original condition.

3 The Contractor shall include such sums, as he considers necessary to cover his
obligations, liabilities and services under the Conditions of Contract.

B Pricing Generally

The Contractor shall satisfy himself as to the meaning of every item in the
Bills of Quantities and the rates and prices inserted by him will be deemed to

1 cover all his obligations under the Contract and all matters and things
necessary for the proper construction, and completion of the Works including,
but not by way of limitation, all temporary work required (including any that
may be required by sub-contractors, wether nominated or otherwise).

The selected Contractor will be required to provide the Engineer with a full
and detailed Tender break-down upon being awarded the Contract. This

2 Tender breakdwon is to show the actual calculations of the General


Requirements, the labour, plant and material costs of the Works, the build up
of measured rates with on-costs and overheads and any other allowances
used to arrive at the Tender Sum.

C DIMENSIONS

Any work which has been manufactured from drawing dimensions without a
physical check on site, and subsequently does not fit in place or does not
provide sufficient tolerance will be adapted or replaced as directed by the
Engineer. The Contractor will be entirely responsible for all expenses and
delays due to rectification work or replacements.

D Sign Board & Notice Boards


The Contractor shall provide Consultant's sign board and color Perspective
of the proposed building which should be printed on flex face sheet, contents

E TEMPORARY OFFICE ACCOMMODATION FOR THE ENGINEER 2,000.00


The Contractor will be required to provide separate air conditioned site office
complete with office furniture and equipment for the sole use of the Client,
Engineer, or his Representative. The construction must be sound, water-
proof fireproof and well insulated and the offices shall be equiped all to the
Engineer's approval and as specified in the drawing for office size with
meeting room .

The Contractor shall allow , arrange and provide for an adequate temporary
supply of all necessary electrical power, lighting, and water of the Works
including paying all charges for the consumption of electricity or supplying,
operating and maintaining generators at his own expense including testing,

F Conditions of Contracts
The Contractor shall describe and list below and price herein any obligations
contained in Conditions of Contract for which he has not allowed elsewhere
and wishes to price separately:

Form of Agreement, Form of Tender Drawings, Specification and Bills of

H General Obligations
The Contractor shall be responsible for coordinating all Builder's Work
Drawings and Work Drawings including Sub-Contractors, Statutory

Undertakings, Contractors or others employed direct in connection with the
Works.
The Contractor shall employ a competent and qualified Engineer person
experienced in the coordination of engineering and other installations to
2 perform this duty. He shall arrange for his own Sub-Contractors, Statutory
Undertakings, Contractors or others employed direct to attend necessary co-
ordination meetings.
The Contractor shall be responsible for ensuring that the Sub-Contractors

3 and others programme this work and provide him with information regarding
Builder's Work in reasonable time relative to his own construction programme.

I Quantities in Bills Not Basis for Ordering Materials


The Contractor shall not use the Quantities given in the Bills of Quantities as
a basis for ordering materials until he has satisfied himself from the Drawings
and Site information that the Quantities so given are correct for the work to be
executed.

J Temporary Works

The Contractor is responsible for the design, construction, maintenance and


removal of all temporary works. The Contractor is to submit to the Engineer
his proposals for all temporary works for approval. The Engineer's approval
will in no way relieve the operatives, adjoining property, structure or services
and compliance with appropriate regulations and Codes of Practice.

K Site Boundary Demarcation Certificate ,Site Survey and Setting Out


The Contractor shall be responsible for obtaining the Site Boundary
Demarcation Certificate from the Survey Section Authority and to agree the
1 location of the Site Boundary markers with the Survey Section. The LS
Coordinator shall provide the Engineer with a copy of the Demarcation
Certificate.

L SITE ADMINISTRATION

The Contractor shall provide sufficient approved staff on site to perform the

1 administrative duties involved in executing the Contract. Such staff shall be


properly qualified to perform their respective duties and shall not be removed
from the site or replaced without the prior permission of the Engineer.

2 All the appointed staff shall be approved by engineer prior to proceed with works on
site.

M CLEANING THE WORKS
The Contractor shall remove, at frequent intervals, all rubbish and
accumulated debris to a tip approved by the Engineer and on completion of
the Contract he shall remove all plant, equipment, temporary works and LS
buildings, etc. The works shall be handed over in a clean, tidy condition to
the satisfaction of the Engineer.

N Exsisting Services

The Contractor shall allow for ascertaining the position of any live services
within the existing building and within the confines of the site and for
accurately marking such services of a site layout drawings, two copies of
which shall be submitted to the Engineer for record purposes. Any services
found must not be disturbed but shall be reported to the Engineer. The
Contractor will be held responsible for fully maintaining all existing services
and drainage to other premises during the progress of the works and shall 3,000.00
take steps to prevent interference with or interruption of it. No diversion of
such services, etc. shall be carried out without written instructions from the
Engineer and any temporary disconnection shall be done at such times as
may be directed by the Engineer. Any accidental damage must be reported
to the Engineer immediately and the Contractor shall pay for any charges
incurred for repairs and reinstatement.

O SECURITY AND SAFETY


The Contractor shall allow for protecting the Site and Works from

unauthorized entry.
The Contractor shall provide all necessary watching and lighting by day and
2 by night to protect all public and private traffic on and in the vicinity of the
Works.
The Contractor shall take all precautions to prevent the outbreak of fire and
3 shall provide adequate fire fighting appliances on site at strategic and clearly
defined points to the approval of the Engineer.

P SCAFFOLDING , PLANTS AND MACHINERIES:


Allow for provide all required plant and machineries including that required

for sub contractors, suppliers and specialists.
Allow for comply and coordination with Developer, Authorities (FEWA, Civil
Defense, A.M, DU, .. etc) regulations and requirements. i.e. The Contractor
shall arrange and check the tender drawings, all required documents and

shop drawings to comply with authorities requirements and regulations to
hand over this project to these authorities without any kind of extra cost
(Variations).
Allow for coordination, attendance and all required specialist works with the

contractors appointed by Clients.
The Contractor shall provide, erect, maintain, alter and adapt as necessary,
dismantle and clear away at completion proper and adequate scaffolding for

the whole of the works. Such scaffolding shall be installed, maintained and
dismantled by a specialist subcontractor approved by the Employer.
The main contractor shall be responsible for all types of whole work of entire
project both general as well as special requirement by main

contractor/nominated specialist subcontractors and to provide scaffolding for
all subcontractors assigned by the client.
The Contractor is to include for all mechanical and non-mechanical plant,
6 tools and vehicles required for the expeditious carrying out of the Works in LS
accordance with the contract documents.

The Contractor shall prepare the following:
Work programme schedule and to be updated monthly as per site progress . Item

During the progress of the Works, the Contractor shall keep at his own cost,
record of all details and dimensions of the Works as constructed and shall at
any time submit such of the records to the Engineer as he may require as
follows but not limited to
1) One set issued for Contract documents & drawing
2) GANTT chart shoeing schedule,
3) Change orders and directives
4) Daily/ Weekly/ Monthly Progress Report supported with necessary photos
with two (2) copies, to Engineer's approval.
R DISCREPANCIES
In addition to his liability under the Conditions of Contract the Contractor shall
immediately inform the Engineer of his discovery of any discrepancy or
divergence between any drawings, schedule or instructions, whether written
or verbal, issued by the Engineer any time.

S First Aid ,Safety, Health and Welfare of Workpeople 2,000 2,000.00

The Contractor is to allow in his tender for providing for the safety, health and
welfare of all workpeople, including those employed by sub-contractors.
The Contractor shall provide temporary first aid post properly equipped and
maintained by a competent person. The Facility shall display a large red
crescent and prominent lettering "FIRST AID" in English and Arabic, in red on
a white background.

T Sub-Contractors
The Contractor will be required to provide fee to the Sub-Contractors,
attendance, site,accommodation (except fittting out of accommodation),
1 scaffolding, power, water, and the like for the completion of their works. The
contractor will also be required to fully take over all responsibilities for the
Nominated sub-contractors and domestic sub-contractors.
The contractors shall allow for the lifting of all plant and equipment required
2 by all the Sub-Contractors and shall specifically highligh the cost of particular
lifting requirements below.
3 The Contractor shall be allowed to work the Fitout Contractors appointed by the
Client/End users before completing the Project.

The Contractor shall Provide and maintain the temporary metal fencing,
hoardings, and provide all other necessary fans, planked footways, guard
rails, gantries, and the like as may be necessary for protecting the public or
occupants for the proper execution of the Works and for meeting the
requirements of any service. Alter and adapt from time to time, clear away on
completion and make good any damage. Where erected, such hoardings,

etc., shall be free of any advertisements and shall be of neat appearance.
The whole of the working area is to be fully fenced to screen the construction
activities and to maintain security. All supports including any foundations and
strutting must be located within the site boundaries. The temporary hoarding
will be maintained and moved as necessary and removed on completion of
the project, to Engineer's approval & authorities approval

W PROTECTION

Adequate protection against any form of damage or deterioration shall be


provided for all sections of the Works. This shall include protective tapes,
casings, guard rails, and the like, which shall be provided if necessary.
Particular care shall be taken to mask self finished surfaces during the
application of adjacent in-situ work and windows and doors during application

of sprayed finishes. In pursuance of his obligations under the Conditions of
Contract shall wherever required or directed by the Engineer cover up and
protect the Works from the weather and from damage by his own or other
workmen performing subsequent operations. He shall provide all necessary
dust sheets, barriers and guard rails and clear away the same at completion.

ADDITIONAL ITEMS:
The tenderer is to detail below any additional items with quantities and rates
not previously included to complete the build up of the lump sum tender price
for this section of the works.Should the Tenderer fails to insert any items
herein, it will be deemed that his lump sum price for the tender includes all
items necessary to make the various systems outlined in the specifications
and drawings, and no subsequent claim for any additional items will be
entertained.Such suction of water if required
