CONTROLLING AS A FUNCTION OF MANAGEMENT

Controlling is one of the important functions of a manager. In order to seek


planned results from the subordinates, a manager needs to exercise effective control over
the activities of the subordinates. In other words, the meaning of controlling function can
be defined as ensuring that activities in an organization are performed as per the plans.
Controlling also ensures that an organization’s resources are being used effectively &
efficiently for the achievement of predetermined goals.

There are theorists who contributed a lot in understanding the concept of


controlling, thus adapting their perspective could help understand its purpose and
function to a certain organization. According to Henry Fayol, control consists in verifying
whether everything occurs in conformity with the plan adopted, the instructions issued
and the principles established. To Koontz and O’Donnell, controlling implies
measurement of accomplishment/ performance against the standard and the correction of
deviations to assure attainment of objectives according to plan. By these definitions, it is
understood that control plays a vital role and function in management in every
organization. The controlling process ensures that plans are being implemented
properly. In the functions of management cycle, such as planning, organizing,
directing and controlling. Planning moves forward into all the other functions and
controlling reaches back. Controlling is the final link in the functional chain of
management activities and brings the functions of management cycle full circle. As to
the definition, control is the process through which standards for performance of
people and processes are set, communicated and applied. Effective control systems
use mechanisms to monitor activities and take corrective action, if necessary.

Controlling as a process begins with planning and the establishment of


performance objectives, performance objectives is defined and the standards for
measuring them are set. There are two types of standard, the output standard, where
it measures performance results in terms of quantity, quality, cost, or time and the
input standard that measures work efforts that go into a performance task.There are
also types of control that are applicable and used by many organizations and
companies , first is preliminary sometimes called the feedforward controls, they are
accomplished before a work activity begins.They make sure that proper directions are
set and that the right resources are available to accomplish them. Second is
concurrent that focus on what happens during the work process. Sometimes called
steering controls, they monitor ongoing operations and activities to make sure that
things are being done correctly. Third is postaction, which sometimes called feedback
controls, they take place after an action is completed. They focus on end results, as
opposed to inputs and activities.

To conceptualize this on how controlling is applied as a function of


management to an organization, this report will look into how the Department of Social
Welfare and Development (DSWD) execute this function. The DSWD has various
implemented programs and one these is the flagship program of Pantawid Pamilyang
Pilipino Program (4P’s), it is human development measures of the national
government that provide conditional cash grants to the poorest of the poo, to improve
the health, nutrition and the education of children aged 0-10 years old. The objective
of this program is the provision of social assistance, giving monetary support to
extremely poor families to responds to their immediate need and second is the social
development, breaking the intergenerational poverty cycle by investing in health and
education of poor children.

This program has three existing system update first is the Beneficiary Updates
System (BUS) which records changes on the status or condition of households. It
captures recent information about household members to serve as basis in monitoring
compliance of beneficiaries. Updating is a continuous process to ensure that the
beneficiaries are availing the maximum health and education grants, second is the
Compliance Verification System (CVS), which is responsible to monitors the
compliance of household with the conditions of the program as basis for the provision
of grants. And third the system is the Grievance Redress System (GRS) which is
responsible to the complaints or concerns of the beneficiaries, this system is provided
in order to identify and address all the concerns of the beneficiaries in terms of grants
such as education, health and FDS grants and other related matter concerning to their
accounts as Pantawid beneficiaries. To identify where the controlling lies is thru the
assigned manager or supervisor deployed to the province like Lanao del Norte. The
supervisor will monitor all these three system that works together in order to achieve
the goal or the objectives of the program. These three system are interrelated parts
that works in order to satisfy the needed data requested by the region, by setting up
the goal or the things that needs to be done, the supervisor will look into the possible
way in order to get a quality output coming from the field workers such as the Project
Development Officers or the Municipal/City Links. In doing so, the supervisor is
visionary in identifying what are the resources, skills or techniques needed to achieve
an effective and efficient productivity. So he/she will need man powers that are
equipped with skills and knowledge, and those workers who lacks of qualities and
skills that needs to undergo trainings. Another is that the supervisor is skilled to
foresee the possible things to happen, what things to change and to develop. what
remedial action he/she will intervene in order to solve the problem. All these are
example of controlling as a function in management.
