BARANGAY 1 EM’S BARRIO, LEGAZPI CITY, ALBAY

1. HISTORY AND GENERAL DESCRIPTION

Barangay 1 Em's Barrio is a barangay in Legazpi City, Albay that situated at


approximately 13.1476, 123.7292, in the island of Luzon. Elevation at these
coordinates is estimated at 17.9 meters or 58.7 feet above mean sea level.

HISTORY
After the World War I, when peace reigned all over the land, Legazpeños who fled to
the mountains and neighboring towns came back to their hometown. The homeless
built new houses and tried to settle down their old way of living and raise their
families. The Philippine army based at the former Regan barracks located at
Barangay Sagpon, Legazpi City, was also on the road of recovery with the loss of so
many military men. The army embarked on a massive recruitment program for
additional enlisted men. Many Legazpeños applied and was recruited after months of
training. The Regan barracks then was a small, undeveloped camp. It was
surrounded by forests and timber.

As early as the 1990’s, enlisted men and their families built a small developing
community near the camp. They cut down the trees and cultivated the land. The
planted variety of vegetables, fruit, and root crops. Since they were peace-loving
folks, the military men and the officers in the camp never bothered them. Since then,
the place was called Em’s Barrio – meaning a barrio where Enlisted Men lived. The
small community was haven of peace to early settlers, many came to build their nipa
hut as temporary abode and the population grew in numbers.

2. DEMOGRAPHY

The population of Barangay 1 Em’s Barrio, Legazpi City is largely comprised of


middle-aged who probably finished tertiary education already and are completing the
work bone structure of the locality. Its population as determined by 2023 Census is
4389.

2.1 Population Distribution by Sex and Sitio


With a total population of 2280, the female group surpasses the size of male by a
margin of 129 and a ceiling total of 254 female group under 20-24 age bracket
versus the 216 record-high of male group from the age 25-29.

Sitio 1 of Barangay 1 Em’s Barrio has the highest population with 745 residents in
148 households, while Sitio 9 has the lowest population with 70 and 17 households.

2.2 Population by Age Group Distribution


The chart below illustrates the population distribution by age group in Barangay 1
Em’s Barrio. The 25 to 29-year-old age group has the highest population,
comprising 459 residents. This is closely followed by the 20 to 24-year-old age
group, with 454 residents.

3. ECONOMC
DEVELOPMENT

Given that Barangay 1 Em’s Barrio is primarily inhabited by family settlers, most
economic activities in the area are home-based. It is common for residents to
operate businesses within the premises of their homes such as sari-sari stores and
boarding houses.

3.1 Income and Employment


The primary source of income of the residents are from the prominent business
in the barangay which is retail merchandising and sari-sari stores, followed by
rental houses and canteens.

4. LAND USE DEVELOPMENT

The land area of the barangay is used for built-up purpose, meaning it is neither an
industrial nor agricultural. Built-up local areas are purely used as residential areas
that are popular to have rundown housing made of lightweight materials and a handy
of concrete structures.

4.1 Land Use Distribution


The urban area of the barangay comprises the following:
1. PNR-Bicol Railroad
2. Major and minor road network (National Road, BUCIT Road), and residential
and rental houses.
3. Two important bridges for a long stretch of river starting from the municipality
of Daraga, entering Em’s Barrio through P10A
4. Schools and Institutions (Bicol University East Campus, Em’s Barrio
Elementary School)
5. Local government establishments (e.g. barangay hall/library, health center,
barangay material recovery facility, barangay covered court)
6. Business establishments
7. Recreational (billiards, etc.)
8. Hospital (Bicol Regional Training and Teaching Hospital)

5. SOCIAL SERVICES

Barangay 1 Em’s Barrio offers various social welfare and services within their vicinity

5.1 Education Services


Bicol University East Campus and Em’s Barrio Elementary School are the
provider of quality education to the residents of the locality, with students
recognized to division and national competitions.

6. HEALTH SERVICES

The barangay has a nearby major hospital and accessible health centers. They also
have Barangay Integrated Health Workers and Barangay Nutrition Committee to
oversee health practices and nutritional procedures.

7. INFRASTRUCTURE AND UTILITIES

Barangay 1 Em’s Barrio has quite a number of infrastructures within their area.
Various means of public transportation are also available in the area such as
jeepneys and tricycles. Mobile phones and internet are also accessible in the
barangay.

7.1 Existing Infrastructure


These are the following infrastructures present in the barangay:

Roads
The BUCIT Road is the main road network in Me’s Barrio, where every
transaction takes place. The road network starts from the newly-placed CEA’s
café up to the corner before the entrance to the Bicol University East Campus,
which then ultimately stretch inside the campus.

Bridges
At Purok 3A, there is a wooden bridge built from bamboos by the riverside
settlers for convenience and safety of the residents. This bridge has been
regularly used by students from Bicol University East Campus who wished to
enter the campus premises through the damaged walls, or popularly called as
“Narnia” by many.

There is also a wooden bridge located at Purok 10A that connects the sitio to the
neighboring purok. It has an active Philippine National Railroad. The wooden
beam bridge has a concrete support and timber floor supported by steel girders.
The locals added lumbers for safety of the passerby.

Flood Control and Drainage System


The locality has a drainage system to receive the wastewater from different
household and direct it to the river near the area. The drainage system is one of
the boosted projects of the current barangay administration, with almost annual
de-clogging and repair efforts administered.

For the flood control, the barangay has positive pre-planning and disaster risk
management programs to mitigate the overflowing of the river

8. ENVIRONMENT

One major environmental issue in the barangay is the lack of proper waste
management. This deficiency has led to significant environmental consequences,
including deteriorating water quality and increased flooding risks

Climate
The climate in Legazpi City is characterized under the Corona classification of the
Philippine Atmospheric Geophysical and Astronomical Services Administration
(PAGASA) as Type II based on the modified Corona’s climate classification system.
Type II climate is experienced over the eastern coasts, covering Legazpi City. The
area is characterized by the absence of dry season with a very pronounced
maximum rain period, generally in the months of December and January. Generally,
however, the city has a fair climate, it should be noted that the city like other parts of
Bicol Region is experiencing alternations as an effect of the climate change which is
a worldwide global warming phenomenon.

Air Quality
Barangay 1 Em’s Barrio’s air quality in its surrounding air shed is generally normal.
However, smoke pollution is slightly observed in urban area brought about by the
unregulated smoke emissions of some transport vehicles despite the implementation
of the anti-smoke belching law. However, this air pollution is quite manageable.

Water Quality
The barangay’s water quality in its surrounding water shed is generally poor. Poor
quality of water has always been an issue by the customers of LCWD and water
pollution is evident in the river present in the locality, with the residents directing their
wastes in the body of water and unfortunately left unmanaged

Solid Waste Management


The locality has a material recovery facility to recover and reuse wastes for another
usage or purpose. The wastes are also treated properly upon collection from
different households.

8.1 Geo/Meteorological Hazards


The barangay is susceptible to a range of natural hazards such as flooding,
typhoons, as well as volcanic and seismic activity.

1. Flooding Hazards
Typhoons and heavy rains cause and prolong water flooding at affected areas.
The continuous rainfall will trigger the Ruran river to overflow and will be a threat
to life and properties of the residents

2. Fire Hazards
Fire risk is a seasonal occurrence, it may occur from the start of summer season
up until the month of September to December. Though destructive to property,
one may be able to prevent fire from happening in the first place.

3. Earthquake and Tsunami Hazards


Earthquakes and the subsequent threat of tsunamis are additional high risks to
the barangay.

4. Lahar/ Mudflow Hazards


Heavy rains can send mudflows of ash and debris from the volcano, known as
lahar, down the hillsides and into villages in the city.

9. DEVELOPMENT ADMINISTRATION

The barangay is headed by the Punong Barangay, Hon. Veronica S. Geraldino,
elected last 2018 Elections. She directs 7 Barangay Kagawads, a Barangay
Secretary, a Barangay Treasurer, and an SK Chairperson.

10. PEACE AND SECURITY

Barangay 1 Em’s Barrio has been a peaceful place after it reclaimed ownership. In
order to maintain the peace and order in their locality, the barangay has formed the
following councils:

1. Barangay Council for the Protection of Children


2. Lupong Tagapamayapa
3. Barangay Tanod
This Barangay Council for the Protection of Children is focused from protecting
children in cases of domestic violence, child labor, and other issues. The Barangay
Tanods are ensuring the peace at night by patrolling around and reporting
suspicious people to the police office nearby. There are also stationed army
personnel at the Barangay Hall to provide supporting case chaos is reported.
