Introduction

Republic Act No. 11131, also known as the Philippine Criminology Profession Act of
2018, regulates the practice of criminology in the Philippines. The law sets guidelines
for the examination, registration, and licensing of criminologists, ensuring that
practitioners meet high professional standards. It also standardizes and regulates
criminology education to guarantee quality training. Additionally, the act integrates all
criminology professionals into a single accredited organization. The overall aim of
this law is to ensure that criminologists are well-trained, competent, and committed
to maintaining high professional standards in their field.

II. Seminar Overview

1. Theme and Objectives

The main objective of the webinar was to educate interns on the importance of RA
11131 and offer valuable insights on how to successfully pass the Criminology
Licensure Board Exam. In addition to this, the seminar had several specific
objectives:

a. To provide an overview and highlight the significance of RA 11131.


b. To define the roles and responsibilities of a registered criminologist.
c. To outline the professional regulatory framework governing the criminology
profession.
d. To emphasize licensure and practice standards.
e. To discuss the privileges and benefits for registered criminologists.
f. To present issues and concerns currently affecting the criminology profession.

successful webinar.

1. Speaker 1: Dr. Nestor C. Nabe, CSP, CST


Topic: RA 11131
Summary: The speaker began by discussing the history of RA 11131,
explaining that it originated from RA 6506, which created the Board of
Examiners for Criminologists. He then highlighted the significance of RA
11131 for criminologists, noting how it elevates the profession, strengthens its
standing, and expands its scope in terms of professionalism. The law also
enhances the employability of criminologists. The speaker emphasized that
due to technological advancements and innovations, knowledge and
competencies are continually evolving, and it’s essential to align our skills with
these changing demands. This insight made me realize that we shouldn’t
settle for outdated methods in criminology education but should instead adapt
and embrace innovation to foster development in our careers. As the world
changes due to technology, professionalism must evolve as well.The speaker
then explained various key terminologies found in the law and outlined the
scope of practice for criminologists, specifying the different agencies where
we can apply our profession. He also shared information on the subjects
included in the licensure examination and stressed the importance of
preparing a study guide to increase our chances of passing. He suggested
purchasing books from our faculty to aid in preparation for future exams.
Additionally, he explained what happens if you take the board exam: whether
you pass, fail, or get deferred. Under the provisions of RA 11131, even if you
have a passing average, you can fail the exam if you score below the required
mark in one area. However, you are allowed to retake the exam within two
years to pass the failing section.

The registration process was not went well due to electric interruption. Some
student were not able to get in the link because google meet has only limited

capacity. As an alternative, some were use facebook live to hear the discussion. The
welcoming remarks of the subject topic and to the speaker was great.

B. Main Sessions

The history of RA 11131 traces its origins back to RA 6506, which established
the Board of Examiners for Criminologists. The speaker then discussed the
significance of RA 11131 to the criminology profession, explaining that it elevates
criminology to a fully regulated field. This ensures that criminologists meet required
standards and strengthens the Professional Regulatory Board's role in overseeing
licensure, setting professional standards, and governing the conduct of
criminologists.

The speaker also highlighted the diverse fields in which criminologists can
engage after passing the licensure exam, emphasizing that the profession is not
limited to law enforcement. According to the speaker, criminologists are recognized
by the state for contributing to national security, peace, order, and development.

He explained the key terms under RA 11131, notably the importance of


Continuing Professional Development (CPD). This is crucial for enhancing skills and
competencies, as criminologists need to align their expertise with international
standards. The speaker also stressed the importance of the Certificate of
Registration, as it is required for securing employment in the field.

Regarding the scope of practice, the speaker shared that criminologists can
work across 17 different agencies, grouped into 4 categories:

Law Enforcement

Teaching (e.g., as university instructors)

Technical Professions

Correctional Administration

Counseling and Research

Private Investigation

The speaker then introduced the Professional Regulatory Board for


Criminology, which is responsible for crafting the licensure exam. The Board is
composed of five members: one chairperson and four members, all appointed by the
President of the Philippines. The speaker stressed the importance of understanding
the role of the board and its responsibility for ensuring the quality of the profession.

He also discussed the Refresher Course requirement for candidates who fail
the licensure exam five times, whether consecutively or cumulatively. These
candidates must provide a certificate from a reputable Higher Education Institution
(HEI) confirming they have completed the refresher course.

Finally, the speaker explained the subjects included in the licensure exam,
which are divided into six key areas. He outlined the possible outcomes for
candidates taking the exam: passing, failing, or being deferred. In any case, the
speaker emphasized the importance of preparation and the need to understand the
exam's rating system.

Overall, the speaker provided a comprehensive overview of RA 11131, its


significance, the licensure process, and the opportunities available to criminologists.

C. Panel Discussions and Q&A Sessions

During the seminar, there was one student asked question about the rating
when passed the failed subject, whether it well be recalculated or not. And according
to the speaker, yes it will be added to your total average.

D. Workshops or Breakout Sessions

No workout or breakout sessions happened.

IV. Key Takeaways

As future criminologists, we must continuously nurture our skills and


knowledge, as technological advancements and innovations are rapidly reshaping
the field. Knowledge and competencies are constantly evolving, and it is crucial for
us not to settle for outdated methods of learning. We must adapt and embrace the
flow of innovation to show progress in our career paths. As the world changes due to
technology, professionalism must evolve as well. And remember, if you don't pass a
subject in the board exam, don't lose hope. RA 11131 provides opportunities to
retake and pass the failing section, helping you succeed in your licensure journey.

V. Feedback and Evaluation

The webinar was well conducted due to the hard work of the organizers.
Thought there were some technical problems, but with the help of each and
everyone, it was organized properly.

VI. Conclusion

The webinar titled Enhancing Knowledge: An Understanding of RA 11131


provided valuable insights on how to succeed in the current criminologist licensure
examination. While the exam under RA 11131 may be challenging, the speaker
emphasized that with proper preparation and dedication, passing the exam is
achievable.

Used different platform aside from google meet since it has only limited
capacity. We can use Zoom or Discord
