BACKGROUND

This LDC East Indonesia site located on a very remote location in Kariangau Village, Balikpapan on
the Island of Kalimantan, Indonesia is a crude palm oil refinery. Road access to the plant is very
limited. Access to the plant for personnel as well as raw material and finished goods is via barge /
vessel only. The plant receives crude palm oil (CPO) and refines it into refined, bleached, de-
odorized palm oil (RBDPO) which is then further split into both Olein and Stearin via a fractionation
plant.

It has a designed capacity of 1500 ton per day, upgraded up to 1700 ton per day and is producing
refined bleached deodorized palm oil (95%) with the rest comprising of pure fatty acid distillate
(PFAD, 4.5%) and free fatty acid (0.5%). About half of the refined oil product is then sent to the
fractionation plant which has a similar design capacity with the refinery, to produce 80% olein
(cooking oil) and 20% of stearin. The other half from the refinery is used as the final product. Raw
material is obtained from local palm oil plants and is transported to the site using barge vessel and
is pumped to several storage tanks. There are 31-unit main storage total Cap. 130,100MT,

For support production facilities, we have diesel generator for support power producing in plant
operations.

We planned general overhaul in Diesel Generator #1.

E. Safety, Health, and Environment

1. Vendors / Contractors are required to provide SHE coordinator of General K3 Experts and
submit certificates to PT.LDC.
2. It is mandatory to use standard PPE (safety helmet, safety goggles, safety shoes), additional
PPE needed for hot work, working at high places.
3. Must comply with SHE regulations (safety, health, environment) and regulations for making
documents: Risk Assessment, Occupational Hazard Analysis Process, PERMIT, and Safe
Work Procedures (SWP).
4. Obligation to carry out inspections The equipment used is in good condition. Suppose the
extension cord is not peeled off, the webbing sling is not deformed, etc.
5. It is mandatory to use a Flash back restore on a welding torch (LPG Tubes & Oxygen
Cylinders).
6. It is mandatory to wear a life jacket during sea transportation and entering the PT. LDC.
