ABYIP refers to the yearly program based on the Comprehensive Barangay Youth
Development Plan. It shall contain the specific programs, projects, and activities with
corresponding project costs including the necessary fund flows to approximate the
reasonable timing in the release of funds.
Contents of the ABYIP:
Center of Participation- refers to the priority Centers of Participation as
identified in the CBYDP. The ABYIP may contain all centers, or they may choose

Rationale:
Katipunan ng Kabataan (KK) is the mainstream federation of Filipino youths aging 15-30
years old that is duly sponsored by the government of the Republic of the Philippines. As of April
2014, the Philippines Statistics Authority shows that the population of the youth in the Philippines
comprises 28,347,000. Therefore, as largest segment of population, the role of youth in shaping
the country’s response to cultural and more importantly political affairs is vital. Thus, it is
necessary for them to be equipped for them to best represent their community and for them to
develop their character and shape them into better individuals of the society.
Objectives:
1. To promote youth participation in government-led programs.
2. Increase number of youth delegates in discussions about government reforms such as
federalism, decentralization and local governance.
Methodology:
The SK Council will conduct leadership training for the KK members with the help of other
concerned government offices that will include topics about federalism, good governance, ethical
standards of public office and etc. This will be followed by an open forum to give the participants
time for queries and questions to be answered. Conduct of this activity will only be done when
Iloilo City is under the GCQ status and minimum health protocols will be observed such as wearing
of face mask and social distancing. Temperature check and disinfectants will also be available at

Rationale:
One of the responsibilities of citizens is to vote. The law does not require citizens to vote,
but is a very important part of democracy as citizens are participating in the democratic process
and vote for leaders to represent them and their ideas, and the leaders support the citizens'
interests. Voter’s education provides citizens of a democracy with basic information about
participating in elections. This is important to especially for the youth as they are new to this idea
of voting to ensure universal participation of the KK in the SK and in non SK/local and national
elections and to educate them regarding the topic.
Objectives:
1. To educate the youth on how to register to vote, the voting and the electoral process and
is concerned with concepts such as the link between basic human rights and voting rights
and the relationship between elections and democracy and the conditions necessary for a
democratic election.
2. To address barangay youth voters the motivation and preparedness to participate fully in
elections.
Methodology:
The SK Council will conduct the Voter’s Education Seminar for the KK members of the with

1. To promote and instill patriotism to the youth of the timeless cultural treasure of the
Philippines in terms of sports.
2. To make it a vehicle for bonding among the youths and the parents or elders.
METHODOLOGY:
The Sangguniang Kabataan of Barangay Libertad, Lapuz will conduct Barangay Palarong
Pinoy which includes the playing of traditional Filipino games for the youth sector of the barangay.

Rationale:
Stigma against mental illness is still powerful, largely due to media stereotypes and lack
of education, thus affecting not only the number seeking treatment, but also the number of
resources available for proper treatment.
Teenage pregnancy is a significant medical and social problem that causes complication
of the child birth and unsafe abortion are among the main causes of death for women under
20. Early teenage pregnancy can cause severe health problems for both the mother and child.
Thus, Comprehensive Adolescent Reproductive Education and services are necessary as
there is exposure of youth to rising incidents of teenage pregnancy.
Iloilo province ranked second in the whole Western Visayas with 429 confirmed cases
of Human Immunodeficiency Virus (HIV) and Acquired Immune Deficiency Syndrome(AIDS) as
of 2017. Awareness is vital in providing an opportunity to educate communities about the
importance of HIV prevention, research, and HIV testing.
Objectives:
1. To educate the youth on social issues such as mental health, teenage pregnancy,
reproductive health, and HIV-AIDS and their consequences.
2. To break stereotypes and stigma regarding these social issues.
Methodology:
SK Council in partnership with Family Planning of the Philippines (FPOP) and/or other
government sectors will conduct a counselling for Mental Health, Teenage Pregnancy,

possible and stabilized while professional care is sought.

The SK Council in partnership with the Red Cross Youth of the Philippines (RCY) and
other concerned sectors will conduct a first-aid training that will include basic life support
seminar.

PROJECT DESIGN
Rationale:
Coronavirus disease (Covid-19) is an infectious disease caused by a newly discovered
coronavirus. As the virus spreads primarily through body droplets such as saliva or discharge
from the nose when an infected person coughs or sneezes, our government imposed minimum
standard health protocols in order to contain the spread of the virus and ease or end the
pandemic. These protocols include the use of face mask/face shield, social distancing, and
frequent disinfection or hand washing.
Objectives:
1. To provide barangay constituents with basic health supplies to maintain a healthy habit
and for them to observe the minimum health protocols.
2. To help stop the spread of the virus for public health and safety.
Methodology:
The Sangguniang Kabataan Council with conduct a mini symposium about the Covid-19
pandemic and will procure health supplies that will be distributed to the constituents of the
barangay for them to properly practice healthy habit and observance of minimum health
protocol.
Budgetary Requirements:
Expected Output/Outcome:
Number of Covid-19 cases in the barangay will greatly decrease and minimum health
protocols will be strictly observed.

Rationale:
Out of school youths have limited job opportunities and no/low source of income,
making them less motivated in doing their responsibilities to the community and the country’s
economical growth.
Objectives:
1. To educate the youths on how to handle a business and for them to acquire livelihood
skills and earn for a living.
2. To provide young members of the workforce with the necessary employment skills
through training, seminars, and educational drive.
Methodology:
The SK Council will conduct a livelihood training seminars for the youth to acquire
knowledge on basic business management.
Budgetary Requirements:
Expected Output/Outcome:
Educated and skilled youth regarding business and management and they will be able
to earn for a living or apply for a job.

Rationale:
There is a greater attention needed in strengthening sectors that will generate
employment opportunities. In partnership with public and private sectors, local job fair will help
our constituents with their employment and for them to compete with the market demand.
Objectives:
1. To optimize youth participation in the labor force.
2. Decrease unemployment, underemployment, and job mismatch.
Methodology:
The SK Council in partnership with business sectors and government agencies will
conduct a Local Job Fair for the potential youth constituents of the barangay to acquire a job.

Offer employment opportunities to our constituents especially the fresh graduates.

Rationale:
Pride march which is celebrated on the month of June comes from less celebratory
roots, tied more to political activism and protests. It is necessary to strengthen equal and
equitable participation across all genders.
Objectives:
1. To celebrate the LGTBQ++ community’s incredible diversity, courage, and spirit and to
promote their inclusivity in the community.
2. Increase awareness among youth and the community about different sexual orientation
and gender identity (SOGI)
Methodology:
The SK Council in partnership with business sectors and government agencies will
conduct a Local Job Fair for the potential youth constituents of the barangay to acquire a job.

Awareness and inclusion of the LGBTQ++ community will help break the stigma and
discrimination against them.

Rationale:
Persons with disabilities (PWDs) include those who have long-term physical, mental,
intellectual or sensory impairments which in interaction with various barriers may hinder their
full and effective participation in society on an equal basis with others. According to the Census
of Population, as of year 2010, we have a 1.57% Filipinos who have a disability.
Objectives:
1. To help with the physical needs and access of the PWDs members of the community.
2. To promote prosocial participation of youths with these specific needs.
Methodology:
The SK Council will procure wheel chairs and walking cane that will be distributed to the
PWD members of the barangay.

For the PWDs to realize that even if they are a minority part of the society, they are
taken into consideration and not neglected.

ASEAN International Program creates vibrant youth mobility as active members of the
society. It is a key strategic element of cooperation leading to the development of a
harmonised higher education and economy among participant youths.
Objectives:

2. To increase quality and impact of volunteerism effect.
Methodology:
SK Council in partnership with concerned government offices will send a qualified
delegate that will participate in a readily available ASEAN International Program.

Rationale:
Educational tour is built around the practice of experiential learning. This offers informal
set-up for lively discussion. Youths will be able to get first-hand the concepts which help in long
term retention of their knowledge.
Objectives:
1. For the youths to learn the culture, economy, etc. of a local community.
2. Provide an opportunity to the youth of a common platform irrespective of their social,
economic, and cultural background.
Methodology:
SK Council in partnership with concerned government offices will conduct the education
tour which will help promote the tourism and culture of a local community.

Youths will learn the culture, economy, etc. of a local community and will help in the
promotion of their tourism.
