chemical plants, and construction. It is part of a Permit to Work
(PTW) system, designed to ensure safety and proper coordination
for tasks that do not involve heat, sparks, or open flames, which
could be potential ignition sources.

What is a Cold Work Permit?
A Cold Work Permit authorizes activities considered low risk in terms of fire or
explosion.
Examples of such tasks include:
 General maintenance and repair work.
 Painting and cleaning.
 Installation and removal of equipment (non-electrical).

When is it Required?
It is typically required in situations where:
Work is being done in hazardous areas or confined spaces.
There is a possibility of environmental hazards (e.g., toxic fumes, potential gas

 Issuer: a competent person who approves the work.
 Receiver: the person performing the work.
Validity Period:
 Specifies the duration for which the permit is valid.
Signatures:
 Ensures accountability from both issuer and worker.

Steps to Issue a Cold Work Permit
1. Risk Assessment: identify hazards and control measures.
2. Authorization: an authorized person issues the permit after
ensuring compliance with safety requirements.
3. Toolbox Talk: briefing the team about the safety measures and
work procedures.
4. Monitoring: regular checks to ensure safety throughout the
work process.
5. Permit Closure: after completion, the worksite is inspected, and
the permit is signed off.
