PREFACE

Equal enjoyment of human rights by women and men is universally accepted


principle. Indian constitution has provided equal rights to women and men in all aspects
including administration, opportunities, law, economy, culture, society and family life. Gender
statistics has attained significance due to rising awareness of the society and women
organizations about gender inequality, gender bias and gender discrimination,

Gender statistics is important for SDGs. Gender statistics and various indicators
provide an evidence base that make gender inequalities visible. Gender indicators ensure that
status of women and men and their contribution to society are measured correctly. National
Statistical Office of Govt. of India has been publishing 'Women and Men in India' with a focus
on statistical indicators that can bring out gender inequality, gender bias and gender
discrimination. This booklet ‘Women and Men in Maharashtra 2022’ is prepared to publish
similar data on gender issues at State level which would be useful to policy-makers and
researchers/ organizations.

The co-operation extended by various departments of Central and State Government,


Semi Government and Autonomous organizations in bringing out this publication is sincerely
acknowledged. Suggestions for further improvement in the publication are appreciated.

Age-specific Fertility Rate


Age-specific fertility rate in a year is defined as the number of live births in that year
per thousand women of that specific age group.

Age-Specific Mortality Rate


Age-specific mortality rate is defined as the number of deaths in specific age-group per
thousand population in the same age-group in given year.

Couples Effectively Protected


Couples effectively protected is defined as the use-effectiveness levels of different
methods which is indicative of the effective coverage of the eligible couples of all the methods
of contraception under family planning. The effectiveness is taken to be 100% in case of
sterilization and oral pills, 95% in case of IUD and 50% in case of conventional contraceptives.

General Fertility Rate


General fertility rate is defined as the number of live births per 1000 women in the
reproductive age-group (15-49) in a given year (ORGI).

Median age of Marriage


The median age of marriage is the median age at the time of first marriage.

Total Fertility rate


Total fertility rate defined as the number of children expected to be born per woman
during her entire span of reproductive period assuming that the age specific fertility rates, to
which she is exposed to, continue to be the same and that there is no mortality (ORGI).

Urban Area
The definition of urban area is as follows
(A) All places with a municipality, corporation, municipal councils, cantonment board
or notified town area committee etc.
(B) All other places which satisfied the following criteria
i) A minimum population of 5,000
ii) At least 75 per cent of the male main working population engaged in non-

agricultural pursuits and
iii) A density of population of at least 400 persons per sq. km. (1000 person per
Sq.mil

Expectation of Life at Birth


The expectation of life at birth is defined as the average number of years expected to
be lived at the time of birth if current mortality trends were to continue.

Infant Mortality Rate


Infant mortality rate is defined as the number of deaths under one year of age to
thousand live births in a year.

Employed and Unemployed


According to usual status approach, (with reference period of 365 days) adopted by
National Sample Survey Organization (NSSO) a person is considered as working or employed
if he/she is engaged relatively for a longer time, during the reference period of last 365 days in
any one or more of the work activities. He/she was considered as seeking or available for work
or unemployed if he/she was not working but was either seeking or available for work for a
relatively longer period of the specified reference period.

Labour Force
Labour force is defined as the total of persons working (or employed) and seeking or
available for work (or unemployed)

Principal Status
The status of activity on which a person spent relatively longer time of the preceding
365 days prior to the date of survey was considered the principal usual activity status of the
person.

Subsidiary Status
A ‘non worker’ (on the basis of principal usual activity status) who pursued some
gainful activity in a subsidiary Capacity was considered to be usually working in a subsidiary
capacity.

Work force
Persons engaged in any gainful activity are considered ‘workers’ (or employed).
They are the persons assigned any one or more of the nine activity categories under the first
broad activity category i.e. working or employed.

Work Force Participation Rate


Work force participation rate is defined as the proportion of workers in the population.

Drop-out Rate
Drop-out Rate for Primary (I-V), Middle (VI-VII) and Secondary (IX-X) during current
year are defined as

1. Drop-Out Rate for Primary (I-V) = × 100

2. Drop-Out Rate for Middle (VI-VIII) = × 100

3. Drop-Out Rate for Secondary (IX-X) = × 100

Gross Enrolment Ratio


Gross enrolment ratio at a particular stage of education is defined as the number of
pupils per hundred children of the age group corresponding to that stage.
Two stages considered here are primary (I-V) and Middle (VI-VIII) the corresponding
age groups for these stages are 6-10 years and 11-13 years respectively. Thus, gross enrolment
ratio for primary stage (I-V) is total enrolment in classes I-V per hundred children in the age
group 6-10 years. While interpreting these figures it should be noted that there may be many
students outside the age group 6-10 years enrolled in class I-V. Therefore, enrolment ratio in
some age groups can be more than 100.

Literate
A person who can both read and write with understanding in any language is considered
as literate and a person who can merely read but cannot write is taken to be not literate.

Juvenile
According to the Juvenile Justice (care and protection of children) ACT, 2015,
Juvenile means child below the age of eighteen years.

Suicide Rate
Suicide rate is defined as the number of suicides per hundred thousand population.
