1. PURPOSE
The purpose of this document is to develop a comprehensive scope of work to establish an Open contract for
Commissioning and services of Wellhead control panels installed at Bhit/Badhra and Kadanwari Gas Field of Prime
Pakistan Ltd.
This LTSA will be established for a period of 3 years. This duration can however be extended or reduced depending
upon the company requirements and/or vendor performance.

2. REQUIRMENTS
Prime Pakistan Limited - an Oil and Gas Exploration and Production Company - is operating at Bhit, Badhra and
Kadanwari Gas Fields. Bhit and Badhra gas fields are located in the province of Sindh; approximately 180 kilometres
northeast of Karachi & 55 kilometres away from Sehwan city. Kadanwari Gas field is located Khairpur in the province
of Sindh, approximately 504 kilometres northeast of Karachi.
During the installation of Wellhead control panel and installed control panels commissioning and services are
undertaken from time to time requiring the need basis.
The service provider should have adequate resources, competence & expertise in providing skilled tradesmen, services
to complete commissioning and services successfully within schedule scope of Work:

3. SCOPE OF WORK
Firm proposal is required from the supplier or manufacturer for the Wellhead Control Panel commissioning and
services as per below details:

3.1 GENERAL
The purpose of this document is to define the minimum requirement for the testing, installation and commissioning of
new wellhead control panel and monitoring system including solar system. Hydraulic unit, Gas conditioning, remote
terminal unit and SCADA communication system.

The Vendor shall make an unequivocal statement that the services offered complies in all respect with this specification
and the in conformity with the applicable codes and standards mention under section 2 of this document. Any
deviation (i.e. falling short of the requirement) shall be listed with reference to the relevant standards clause numbers
and with reference to be clause number specification.

Otherwise, COMPANY will accept the vendor’s bid assuming that the vendor understands and can fully satisfy the
requirements.

5 INSTALLATION AND COMMISSIONING:


These site services include hookup and commissioning services for RTY, WHCP, Pneumatic panel, solar system, and
integration with MTU / HMI / ESD and other sub systems.
Vendor shall submit detail commissioning plan, SAT procedure, FAT punch list close out before site mobilization.
Vendor shall also provide agreed number of commissioning persons and approximation no. of days as per
company requirement and job scope.
Vendor will mobilize its site team with in 10 days notice from company.
Its vendor responsibility to provide complete tools and tackle for: SCADA/HMI modification/Changes RTU
installation and commissioning Hot and Cold flushing of hydraulic lines (Tubing) for WHCP. Solar Hookup and
testing Gas conditioning panel hookup and commissioning.
Following is the major scope of work for the installation and commissioning work at site.
Vendor to include this scope of working its commissioning offer:

INSTALLATION SERVICES

11 Power wiring of communication devices and powering them up

COMMISSIONING SERVICES

11 Addition of reporting scripts in historian to get daily average report and CSV files for well

6 NOTES AND EXCLUSIONS:


1. Bording, lodging and transportation (within field) of bidder’s engineers and technicians will be at client
end.
2. Following will not be included:
a. All civil work, erection activities, cable laying, grounding system engineering, making
groundingpits, and establishing grounding connection with panels.
b. All type of construction work including panel installation, Solar system installation, physical
mounting of any equipment other than mentioned explicitly in scope of work under section
3 of this proposal.
c. Laying, patching, testing, jointing, and splicing of FO cables
d. Erection and installation of cable trays, race ways.
e. Panel base construction, Making holes in panels for cable entries.
f. Shades and shelters for panel
g. Erection & installation/assembly work for Solar system
h. Any tubing work outside supplied panels.
3. Client will provide transportation & resources to get the material issued from warehouse at field to
relevant wellhead/WVS location. Moreover, installation of panel/solar system, cabling, earthing etc.
shall be client’s responsibility.
4. Proper arrangements for access to the site as necessary for the testing and commissioning serviceswill
be at client’s end. This includes requirements like ladders, mobilization machinery etc.

7 SITE WORK SCHEDULE:


1. Site work will be based on and limited to a max of 12 hours a day work per engineer (including lunch time)
2. Prime will give written notice 7- 10 working days prior to mobilization to site.
3. Vendor will mobilize three teams to complete the job.
