an anchor for the country`s
development
HOW DID WE FORMULATE OUR LONG-TERM VISION?

NATIONAL ECONOMIC AND DEVELOPMENT AUTHORITY

Began the visioning process in 2015 with moe than
300 participants in the focus group discussions and
close to 10,000 respondents in the National Survey.
PHILIPPINE DEVELOPMENT PLAN
PHILIPPINES DEVELOPMENT PLAN (PDP) is a six (6) year plan

resilient jobs sectors through innovations

Reduce poverty incidence from

Keep food and overall prices low 18 percent in 2021 to between 8
and stable to 9 percent by 2028
KEY STRATEGIES AND APPROACH OF THE PLAN
Fully considers the lessons from the pandemics and country`s
recent economic history.

1) Maintaining robust macroeconomic fundamentals is key to a more

rapid recovery and to preventing deep socioeconomic scars.

2) Validity of our economy is only as food as the country`s health and

educational system

3) A whole-of-government and whole-of-society approach is fundamental

to policy effectiveness

6 CROSS-CUTTING STRATEGIES
Serves as catalyst for economic, social, institutional, and
environmental transformation

Digitalization Dynamic Innovation Ecosystem

Public-Private Partnership Enhanced Connectivity

Greater Collaboration between

Servicification
Local and National Government
DIGITALIZATION
• This will result in more efficient and faster
service delivery, more transparency, and fewer
opportunities for corruption at various levels.

• Help the government build robust data systems

that will create better programs (targeted social
protection and more efficient employment-
opportunity linking systems.
PUBLIC-PRIVATE PARTNERSHIP
• Reconfiguring can help address cross-cutting
issues of a weak competition environment and
the digital divide, as well as boost the country`s
campaign to attract foreign investments.

• Direct (foreign) investments will be harnessed

as drivers of export growth, sources of vital
technology, and critical enablers of the country`s
long-term climate action.
SERVICIFICATION
• Will pursue policies building ecosystems around
manufacturing clusters identified as potential
sources of high growth.

• Also be targeted towards the industries of

information and communications technology,
creatives, tourism, and logistics to move up the
global value chain
DYNAMIC INNOVATION
ECOSYSTEM
• This will mean new products, more efficient
processes, and an even bigger market share.

• Technology and innovation-based strategies

for (agriculture, industry, and services sectors
lay out a whole-of-government approach to
establishing and strengthening the innovation
ecosystem
ENHANCED CONNECTIVITY
• Digital and Physical connectivity through
infrastructure is important to link markets,
connect urban centers to rural areas, and
facilitate the movement of people where
opportunities for employment or health care and

HARMONIZED NATIONAL RESEARCH
AND DEVELOPMENT AGENDA 2023-2028
INTRODUCTION

The Harmonized National Research and Development Agenda (HNRDA)

2017-2022 was served as guide for the prioritization of research
programs and projects funded in the last five (5) years

Quinquennial will be a post-pandemic world, defined by the way

society and the economy adapted to the health crisis.

Science, technology, and innovation are at the forefronts in providing

leaders with informed choices to help disease prevention and control.
Health measures, innovation held the key for industry to reawaken the
economy and provide sustainable solutions to challenges in health
and travel restrictions
The Research and Development (R&D) continues, as every sector
prepares for upcoming eventualities
INTRODUCTION

The Department of Science and Technology (DOST) is mandated by law

to provide central direction, leadership, and coordination of the
scientific and technological effort in the country

The DOST spearheaded the updating of HNRDA through agencies:

• National Research Council of the Philippines (NRCP)
• Philippine Council for Agriculture, Aquatic and Natural Resources
Research and Development (PCAARRD)
• Philippine Council for Health Research and Development (PCHRD)
• Philippine Council for Industry, Energy, and Emerging Technology
Research and Development (PCIEERD)
• Undersecretary of Scientific and Technical Services
⚬ Disaster Risk Reduction and Climate Change
DOST`s Harmonized National Research and Development
Agenda 2023-2028

As per DOST Memo dated 15 July

2022, the National Economic and
Development Authority
(NEDA)has reviewed and found
the HNRDA 2023-2028 in order.

Prepared in consultation with

government and private research
and development institutions,
academe, industry, and other
concerned agencies. Ensures that

Philippines1 firsts microsatellite, has ended its four year in Earth orbit (since March 2016). The
microsatellite captured more than 17,000 images of the Philippines, covering 38% of the
country`s land area.

DIWATA 2 - was successfully deployed into 600 km SSO orbit on 29 October 2018 and carries
the same optical cameras for scientific earth observation found in Diwata 11. It has since
captured 32, 256 images around the world, 19,439 of which of the Philippines. 82.01% of the

As a final note, we hope that what you
just learned will broaden your
knowledge on the relevance of Science
and Technology in national
development. Now, the challenge is,
how can we contribute in advancing our
S&T developments?
