1 – WELCOME MESSAGE:
A warm welcome to the 2024 Rally of Lebanon, the only round of the
Middle East Rally Championship run on tarmac.

In this round of the MERC championship, the competitors will be


challenged on narrow and slippery roads from the Mediterranean Sea
uphill into the Lebanese mountains home of our Cedars, the flagship
of our culture spread all over the world since our Phoenicians
ancestors till our modern time.

While passing among the different villages, the competitors will enjoy the Lebanese hospitality, and if
they have time, grab a bite of the traditional cuisine.

Finishing the Rally is a milestone by itself, wishing only the best to all participants.

EVENT OVERVIEW:
The 46thRally of Lebanon will be run over 3 days covering a total distance of 636.10kms consisting of 11
Special Stages covering a distance of 199.82kms divided into 2 legs of 6 sections.
The Rally will commence with a Super Special Stage on Friday, August 30th, 2024 at 17.00hrs that will take
place within the exquisite Automobile and Touring Club of Lebanon premises. The Service Park as well as the
Parc Fermé are located at Fouad Chehab Stadium, Jounieh. Refueling will take place in the Service Park and in
one Remote Refuel Zone in Aoura.
Leg1 / section2, Saturday, August 31st, 2024, will comprise of 6 Special Stages; “Blat”, “Ain Aaya” and
“Sourat”.(run twice)
Leg 2, being run on Sunday, September 1st, 2024, includes of 4 Special Stages; “Zandouka Baabdat ”,
“Zandouka Bzebdine”, “Zabbougha ” and “ Zabbougha Power Stage”
The 46thRally of Lebanon will conclude on Sunday, September 1st, 2024, at 16:30hrs, on the Finish Podium at
the Main Venue of the prestigious premises of the Automobile and Touring Club of Lebanon.

4 - Entry Details:
4.1Titles for which the rally counts:
• FIA titles:
The 2024 FIA Middle-East Rally Championship for Drivers and Co-Drivers.
The 2024 FIA MERC 2 for Drivers and Co-Drivers.
The 2024 FIA MERC 3 for Drivers and Co-Drivers.
The 2024 FIA MERC 4 for Drivers and Co-Drivers.
The 2024 FIA Junior MERC Championship for Drivers.
• National titles:
In accordance with the 2024 National Sporting Code, Appendix A, Chapter II-Rally

4.2 Entry Procedure


Any FIA competition licence holder wishing to take part in the 46th Rally of Lebanon (MERC) , must send
the due entry fees and the completed entry form to the rally secretariat by Tuesday, August 13th, 2024 at
18:00 hrs
The entry form is available on sportity and www.rallyoflebanon.com.lb
In compliance with Art 22.1 of the 2024 FIA RRSR , an electronic entry application (Internet) may be
accepted and confirmed by way of personal signature by the entrant by the latest at administrative
checks.
In compliance with the 2024 FIA International Sporting Code Art. 3.9.4, foreign competitors/drivers
must be authorized by their own ASN. This approval is to be submitted with the entry form.
An Entry Application will be accepted only if accompanied by the total entry fees or by a receipt issued
by the Competitor’s ASN under risk of start refusal.
Simultaneously uploaded with the entry form are the following :
• Proof of payment (a scanned copy of bank documents or receipt issued by the Competitor’s
ASN or receipt issued by the organisers against cash payment)
• Photocopies of the competitor, driver and co-driver competition licenses
• Photocopies of the driver and co-driver driving licenses
• Photocopies of the driver and co-driver passports or identification document.
• Photocopy of the first page of the car homologation form for the entered car
• Car registration papers
• Car insurance cover certificate.

4.3 Entry fees and payment details:

Due to the current difficulties with the Lebanese banking transactions, the payment for the entry fees is
accepted in cash at the rally office in ATCL – Kaslik up to Tuesday, August 13th, 2024 at 18:00hrs

5 – SERVICE PARKS AND REMOTE REFUELLING ZONES:


5.1-Locations
Only one Service Park will be used throughout the 46thRally of Lebanon. It is located at Fouad Chehab
Stadium; Jounieh

5.2 - Regulations and restrictions


The service regulations will be run in compliance with Articles 56, 57, 58 and 59 of the 2024 FIA Regional Rally
Championships Sporting Regulations.
It is compulsory for service vehicles gaining access to the Service parks to display the appropriate plate that
shall be affixed on the inside of the windscreen in the top right-hand corner.
It is forbidden under any circumstances to drill holes in the tarmac or the ground at the Service Park. Teams
and competitors are asked to bring weights for tents and others that need to be fastened.
Ground sheets must be used by the service teams, which does not let any liquid leak through, underneath the
competing cars at all times due to environment purposes.
Service teams are requested to cooperate with the Organisers in such a way that spectators are able to enjoy
the spectacular operations of servicing from their designated areas.
A refuel zone as well as a tyre marking zone will be situated after the Service Park exit time control.
The refueling zones as well as the remote refueling zones will be run in accordance with Article 61 of the 2024
FIA Regional Rally Sporting Regulations

Within the refueling zones and the remote refueling zones:


• In the refueling zones, only actions directly involved in the refueling of the competing vehicle are
permitted.
• In all refueling zones, a 5 kph speed limit will apply.
• The relevant personnel must be wearing clothing which will provide adequate protection against fire.
• The responsibility for refueling is incumbent on the competitor alone.

• Engines must be switched off throughout the refueling operation.
• It is required that the crew remain outside the car during refueling.
• Solely for the purpose of assisting with the refueling procedure of their car, two team members of
each crew may access this zone.
• A car may be pushed out of the zone by the crew, officials and/or the two team members without
incurring a penalty.
5.3 - Access times for service vehicles.
Before the rally:
Unless special arrangements have been made with the organisers, competitors can access the service on
Monday, August 26th, 2024, starting 10.00hrs.
All service vehicles must be removed from the Service Zone at the latest on Monday, September 2nd, 2024, at
00.00hrs.

6- Two-way radio
Radios are licensed and permitted on frequencies designated by government, regulations.
46th Rally of Lebanon does not supply radios to competing teams.

7– FUEL / TYRES:
7.1 - Fuel
7.1.1 - Fuel supply
In accordance with Article 62.4 of the 2024 FIA RRSR V3- Middle East Rally Championship, , the Organiser have
made provisions for fuel distribution throughout the 46th Rally of Lebanon. This fuel meets the technical
requirements of FIA Appendix J, Article 252.9.

7.1.2 - Three types of petrol are available:


• ETS Extraboost Racing Fuel (53 litres drum)
• ETS TBX7 Racing Fuel (53 litres drum)
• CORAL 95 octane.
The Fuel Purchase Form will be published on the rally website and Sportity on Wednesday, June 5th, 2024.
The Organiser will supply the fuel needed for the adjustments, against request and upon payment.

7.1.3 - Closing date for ordering fuel


It is MANDATORY for all competitors to order fuel from “Mekaconsul sarl”
Each competitor must fill in and submit the Fuel Purchase Form requesting the quantity of fuel needed for
the rally and send it, no later than Tuesday, August 13th, 2024, to:

Payment details:
Payment should be made in CASH USD only, prior to the commencement of the administrative checks.
Moreover, a copy of the fuel purchase invoice should be presented along with other documents at the
administrative checks.
In case of not consuming all the fuel ordered quantity, the purchaser will be refunded with the corresponding
amount of the remaining fuel in sealed canisters ONLY.
The return of the sealed canisters should be done within 15 days after the end of the rally.

7.1.4-Refueling Area
• In accordance with Art. 61 of the 2024 FIA Regional Rally Sporting Regulations, competitors may only
refuel in the refueling zones designated by the Organisers in the Road Book. Any other activity inside
the refueling zone are strictly prohibited.

7.2 – Tyres
7.2.1 – Tyres specified for use during the rally:
All tyres must comply with Article 13 and V3 of the 2024 FIA Regional Rally Sporting Regulations (tyres
and wheels)
7.2.2- Tyre quantities
In addition to complying with the 2023 FIA Regional Rally Sporting Regulations, the following
quantities of tyres are confirmed for use during the 45th Rally of Lebanon

7.2.3 Tyres for use on reconnaissance
Complying with article 35.2.a of the 2024 FIA RRSR, only road-homologated series production tyres for
asphalt are authorized for reconnaissance

8– IMPORT OF VEHICLES AND SPARE PARTS:


8.1 - Competitors from Arab Countries
Anyone wishing to enter Lebanon with his car must hold a Tryptic from his country. If the Tryptic has
expired while in Lebanon, he can renew it at the Automobile and Touring Club of Lebanon.
8.2 - Competitors from Other Countries
Anyone wishing to enter Lebanon with his car should hold a Tryptic or CPD which allows him to do so: In
order to enter Lebanon’s borders, you must possess an official letter from your country allowing you to
enter the Lebanese territories and which will be stamped at the Lebanese Borders, port or airport giving
you afterwards a red slip.
In all cases the vehicles’ original registration documents must be available.

10 – RECONNAISSANCE:
It is emphasized that reconnaissance is not a practice run. The competitors must drive in a manner
that does not endanger or cause inconvenience to traffic or people living within and near the stages.
During reconnaissance, the traffic laws of Lebanon must be strictly complied with as well as the safety
and rights of other road users should be respected.
10.1 -Registration:
The Reconnaissance Registration will take place at the Rally Office on Tuesday, August 27th, between
16:00hrs - 18:00hrs.
By signing the Reconnaissance Form, the competitor and the crew hereby agree on the Declaration of
indemnity annexed to it.
The Reconnaissance cars must be covered by insurance as required by the traffic laws of Lebanon, no
responsibility being imputable to the organisers.
10.2 - Reconnaissance GPS Trackers:
A monitoring system of the speed and reconnaissance car position during reconnaissance, by means of
GPS-GSM tracking apparatus, will be used. The fitting of these tracking units will take place on
Tuesday, August 27th, 2024, during the collection of reconnaissance time cards.
10.3 - Reconnaissance regulations and instructions:
• The identification numbers, given at the registration, shall be affixed to the reconnaissance car on the
windscreen (top centre) and on the right and left rear side window. They must be kept visible for the
whole duration of the reconnaissance period.
• Crews are required to show their reconnaissance time card at the start and finish of all special stages.
• Crews will only be permitted to enter and leave special stages through the start and finish controls
shown in the Road Book, and may not, under any circumstances, drive in a direction opposite to that
of the rally.
• Crews are authorised to drive a maximum of two (2) times through each special stage during the
reconnaissance period. When a special stage is used more than once in the same configuration only a
total of 2 passes will be permitted.
• Maximum speed limit of 80 km/h during reconnaissance is imposed on all special stages unless
another speed limit is indicated by traffic signs. Any infringement will be penalised in accordance with
Art 34.2.2 of the 2024 RRSR
• Other traffic infringements during reconnaissance will incur a penalty applied by the Steward
according to Art 34.3.4 of the 2024 RRSR.
• All cars must always have their headlights on whilst travelling on the special stages.
• Participation in reconnaissance is not compulsory as per Article 35.4.1 of the 2024 FIA RRSR.
10.4 - Schedule:
Reconnaissance is limited to 2 days prior to administrative checks and scrutineering, in accordance with
the following schedule:
Leg 1 Wednesday, August 28th, 2024, between 08:00hrs and 15:00hrs
Leg 2 Thursday, August 29th, 2024, between 08:00hrs and 14:00hrs

Regarding the Super Special Stage (SS1), that will be run at the Automobile and Touring Club of Lebanon-
Kaslik, Jounieh, reconnaissance is allowed on foot without limitation of the number of passages, in
accordance with the following schedule:

11 - SCRUTINEERING, SEALING AND MARKING:
11.1 - Location:
Scrutineering, Sealing and Marking will take place on Thursday, August 29th, 2024 at the:
Tennis Courts Venue A.T.C.L.; Jounieh.
Cars may be presented at scrutineering by a representative of the team.
11.2 - Times / schedule:
Starting at 16:40hrs on Thursday, August 29th, 2024. An individual timetable will be issued later, subject
to a bulletin and posted on SPORTITY.
11.3 - Scrutineering provisions:
• Cars must be presented to the scrutineers with the competition numbers, rally plates and all
advertising (compulsory and optional) affixed.
• In compliance with the traffic law of Lebanon, the use of silvered or tinted film is NOT AUTHORISED
on the side as well as the rear windows.
However, and in compliance with Appendix J, Article 253.11.1.1, the use of transparent and colourless
anti-shatter films (maximum thickness: 100 microns) is COMPULSORY on side and sunroof windows.
• In accordance with Article 31.1.4 of the 2024 FIA Regional Rally Sporting Regulations the presentation
of the car’s complete original FIA homologation form at scrutineering is compulsory. Other necessary
certifications must always be available as well.
• In accordance with Article 53.2.2 of the FIA Regional Rally Sporting Regulations, each competing car
shall carry a red “SOS” sign and on the reverse a green “OK” sign measuring at least 42cm x 29.7cm
(A3). The sign must be placed in the car and be readily accessible for both drivers.
Each competing car must carry a red reflective triangle in compliance with Art. 53.2.3 of the 2024 FIA
Regional Rally Sporting Regulations
• All items of clothing including helmets the head restraint (FHR device) intended to be used, e.g. HANS
devices, must be presented for scrutineering in compliance with ISC, Appendix L Chapter III will be
checked.
11.4 - On-board cameras:
In accordance with Article 18.1 of the 2023 FIA Regional Rally Sporting Regulations, and Article 253-2
Appendix J, all competitors, teams and entrants who wish to carry on-board cameras, in-car videos
and/or film cameras must have the prior agreement of the Organisers.
However, it is MANDATORY to provide the Organisers and/or the Clerk of the Course with a
COMPLETE NOT EDITED copy of the recordings upon requisition.

11.5- Installation of Safety Tracking System:


It is MANDATORY for every vehicle, to mount a tracking system that will be provided by the Organiser.
Any tampering with the system during the rally will be reported to the Stewards who may impose
penalties which may go as far as disqualification.
The fitment of the GPS tracking apparatus will be carried out by the organiser (i.e the Automobile and
Touring Club of Lebanon), for a deposit of 300 – U.S. Dollars ($) which will be returned upon its delivery.
The data from, and/or, the GPS live tracking units will be collected at the end of each day of the Rally at
the last TC or upon checking in the Parc Fermé.
In case of withdrawal from the Rally, it is the Competitor’s obligation to deliver the GPS unit to the
Sweeper otherwise, return the apparatus to the rally headquarters.
Detailed information about its use will be given on the spot.

11.6 -Layout of scrutineering area:
Scrutineering layout will be found herein after in Appendix V.
11.7-Final scrutineering, and location:
The final scrutineering will take place at the Tennis Courts Venue within the A.T.C.L premises on Sunday,
September 1st, 2024, at 18:30hrs.
Cars subject to final checks (decision by the stewards upon the recommendation of the FIA Technical
Delegate) must have one representative for the competitor as well as two mechanics with their
appropriate tools, in case of dismantling, present at the final check.

12 – START PROCEDURE:
12.1 - Ceremonial Start:
Ceremonial start is not scheduled for the 46th Rally of Lebanon.
12.2 - Official start:
The start of the rally (TC0/TC1) will take place at the Automobile and Touring Club of Lebanon main
venue, with a Super Special Stage on Friday, August 30th, 2024 at 17:00hrs

13 – FINISH PROCEDURE:
13.1– Location and time:
The rally will conclude at TC 11D “Holding Control ”, situated on the Main Venue of the Automobile and
Touring Club of Lebanon, Kaslik-Jounieh on Sunday, September 1st, 2024 at 16:30hrs. Competitors shall
follow the Officials / Marshals directions to the finish ramp, directly followed by the Final Parc Fermé.
13.2 – Procedure and instructions:
After clearing the finish ramp, the crews shall drive their cars, as instructed by the officials / marshals to
the Final Parc Fermé and/or Final Scrutineering.
Each crew may nominate a representative, duly assigned by writing, to take delivery of the car out of
the Final Parc Fermé. In the event that the car is not driveable this shall be reported to the Clerk of the
Course and/or the Competitors’ Relations Officer who will arrange transport by a recovery vehicle at
the cost of the competitor.

flash news about the running of the Special Stages in live mode from the Service Park.

Geography
Lebanon lies to the east of the Mediterranean, sharing borders to the north and east with the Syrian Arab
Republic, and to the south with the Occupied Palestinian Territory / Israel. It is a mountainous country and
between the two mountain ranges of Jabal Lubnan (Mount Lebanon), Mount Hermon and the Anti-Lebanon
range lies the fertile Bekaa Valley. Approximately half of the country lies at an altitude of over 900m (3000ft).
Into this small country is packed such a variety of scenery that there are few places to equal it in beauty and
choice. The famous cedar trees grow high in the mountains, while the lower slopes bear grapes, apricots,
plums, peaches, figs, olives and barley, often on terraces painstakingly cut out from the mountainsides. On
the coastal plain, citrus fruit, bananas and vegetables are cultivated, with radishes and beans grown in tiny
patches.

their country with a valid national ID.

Visas are required by all except the following:
• Nationals of the Syrian Arab Republic for unlimited stays, provided arriving directly from the
Syrian Arab Republic (check with Embassy for current regulations);
• Nationals of Bahrain, Jordan (who hold a passport with a national serial number), Kuwait, Oman,
Qatar, Saudi Arabia and the United Arab Emirates for stays of up to three months;
• Transit passengers continuing their journey by the same or first connecting aircraft, provided
holding onward or return documentation and not spending the night at, or leaving, the airport.

at the Lebanese border, providing passport holders do not possess an Israeli stamp, and they hold

cheque.

Traffic Insurance
All vehicles entering Lebanon must possess a valid traffic insurance policy.
Traffic Rules
Drive on the right side, overtake on the left.
Drivers and all passengers are required to use front and rear seat belts at all times and motorcyclists
to wear helmets.
Drivers must carry their driving license at all times.
Drunk drivers are liable to heavy penalties.
The legal blood alcohol limit for driving is 0.05 %. The police may stop motorists randomly to take a
breath test. If you are asked you should comply.
