4.1Titles for which the rally counts:

The 2024 FIA Middle-East Rally Championship for Drivers and Co-Drivers.
The 2024 FIA MERC 2 for Drivers and Co-Drivers.
The 2024 FIA MERC 3 for Drivers and Co-Drivers.
The 2024 FIA MERC 4 for Drivers and Co-Drivers.
The 2024 FIA Junior MERC Championship for Drivers.
• National titles:
In accordance with the 2024 National Sporting Code, Appendix A, Chapter II-Rally

Due to the current difficulties with the Lebanese banking transactions, the payment for the entry fees is
accepted in cash at the rally office in ATCL – Kaslik up to Tuesday, August 13th, 2024 at 18:00hrs
6- Two-way radio
Radios are licensed and permitted on frequencies designated by government, regulations.
46th Rally of Lebanon does not supply radios to competing teams.
7– FUEL / TYRES:
7.1 - Fuel
7.1.1 - Fuel supply
In accordance with Article 62.4 of the 2024 FIA RRSR V3- Middle East Rally Championship, , the Organiser have
made provisions for fuel distribution throughout the 46th Rally of Lebanon. This fuel meets the technical
requirements of FIA Appendix J, Article 252.9.
7.2 – Tyres
7.2.1 – Tyres specified for use during the rally:
All tyres must comply with Article 13 and V3 of the 2024 FIA Regional Rally Sporting Regulations (tyres
and wheels)
7.2.2- Tyre quantities
In addition to complying with the 2023 FIA Regional Rally Sporting Regulations, the following
quantities of tyres are confirmed for use during the 45th Rally of Lebanon

7.2.3 Tyres for use on reconnaissance
Complying with article 35.2.a of the 2024 FIA RRSR, only road-homologated series production tyres for
asphalt are authorized for reconnaissance
Regarding the Super Special Stage (SS1), that will be run at the Automobile and Touring Club of Lebanon-
Kaslik, Jounieh, reconnaissance is allowed on foot without limitation of the number of passages, in
accordance with the following schedule:
Friday, August 30th, 2024, between 13:00hrs and 14:00hrs
12 – START PROCEDURE:
12.1 - Ceremonial Start:
Ceremonial start is not scheduled for the 46th Rally of Lebanon.
12.2 - Official start:
The start of the rally (TC0/TC1) will take place at the Automobile and Touring Club of Lebanon main
venue, with a Super Special Stage on Friday, August 30th, 2024 at 17:00hrs
13 – FINISH PROCEDURE:
13.1– Location and time:
The rally will conclude at TC 11D “Holding Control ”, situated on the Main Venue of the Automobile and
Touring Club of Lebanon, Kaslik-Jounieh on Sunday, September 1st, 2024 at 16:30hrs. Competitors shall
follow the Officials / Marshals directions to the finish ramp, directly followed by the Final Parc Fermé.
13.2 – Procedure and instructions:
After clearing the finish ramp, the crews shall drive their cars, as instructed by the officials / marshals to
the Final Parc Fermé and/or Final Scrutineering.
Each crew may nominate a representative, duly assigned by writing, to take delivery of the car out of
the Final Parc Fermé. In the event that the car is not driveable this shall be reported to the Clerk of the
Course and/or the Competitors’ Relations Officer who will arrange transport by a recovery vehicle at
the cost of the competitor.

Geography
Lebanon lies to the east of the Mediterranean, sharing borders to the north and east with the Syrian Arab
Republic, and to the south with the Occupied Palestinian Territory / Israel. It is a mountainous country and
between the two mountain ranges of Jabal Lubnan (Mount Lebanon), Mount Hermon and the Anti-Lebanon
range lies the fertile Bekaa Valley. Approximately half of the country lies at an altitude of over 900m (3000ft).
Into this small country is packed such a variety of scenery that there are few places to equal it in beauty and
choice. The famous cedar trees grow high in the mountains, while the lower slopes bear grapes, apricots,
plums, peaches, figs, olives and barley, often on terraces painstakingly cut out from the mountainsides. On
the coastal plain, citrus fruit, bananas and vegetables are cultivated, with radishes and beans grown in tiny
patches.
17.2- Visa
Requirements:
Passports
Passport valid for six months required by all except nationals of the Syrian Arab Republic arriving from
their country with a valid national ID.
Visas
Visas are required by all except the following:
• Nationals of the Syrian Arab Republic for unlimited stays, provided arriving directly from the
Syrian Arab Republic (check with Embassy for current regulations);
• Nationals of Bahrain, Jordan (who hold a passport with a national serial number), Kuwait, Oman,
Qatar, Saudi Arabia and the United Arab Emirates for stays of up to three months;
• Transit passengers continuing their journey by the same or first connecting aircraft, provided
holding onward or return documentation and not spending the night at, or leaving, the airport.

The following can obtain their visas on arrival at Beirut International Airport or any other port of entry
at the Lebanese border, providing passport holders do not possess an Israeli stamp, and they hold
return or onward tickets:
• Nationals of countries listed in the chart above, except nationals of Czech Republic, who must
obtain a visa prior to arrival;
• Nationals of Andorra, Antigua and Barbuda, Argentina, Armenia, Azerbaijan, Bahamas, Barbados,
Belarus, Belize, Bhutan, Brazil, Bulgaria, Chile, China (PR), Costa Rica, Croatia, Georgia, Hong
Kong (SAR), Iceland, Kazakhstan, Kyrgyzstan, Liechtenstein, Macedonia, Macau (SAR), Malaysia,
Mexico, Moldova, Monaco, New Zealand, Norway, Panama, Peru, Russian Federation, Singapore,
St Kitts & Nevis, Samoa, San Marino, Serbia & Montenegro, Singapore, Switzerland, Ukraine,
Uzbekistan and Venezuela. The above list is subject to frequent changes. All visitors requiring a
visa should contact the Consulate (or Consular section at Embassy) before leaving for details
about where to obtain their visa; see Passport/Visa Information.
• A “one month” visa is available at the Beirut International Airport, for nationals of Algeria,
Comoro Islands, Djibouti, Egypt, Libya, Morocco, Mauritania, Somalia, Sudan, Tunisia and Yemen,
on the condition they hold a return ticket, hotel reservation and $2000 in cash or legalised
cheque.
Types of visa and cost
Visitor 3 month: (single-entry); (multiple-entry). Visitor 1 month: free (single entry).
Transit (available at the border): up to 48 hours free; 48 hours to 15 days:
Validity
Visitor visas are generally issued for stays of up to three months. Application to Consulate (or Consular
section at Embassy); see Passport/Visa Information.
Application requirements
• Valid passport.
• Two completed application forms.
• Two passport-size photos.
• Fee payable by cash or postal order only.
• For Visitor visas, a letter of invitation from Lebanese host or confirmation of accommodation
booking from travel agent.
• For Business visas, a letter of invitation from the Lebanese hostcompany and/or the applicant’s
company in country of origin.
• Stamped, self-addressed, registered envelope for postal applications.
Note: Children under 18 years old require written consent from their parents/guardian before their
visa can be processed.
Working days required depends on nationality of applicant, please contact the Embassy (see
Passport/Visa Information) for the specific number of days required for processing applications.
Temporary residence formalities for temporary residence will be arranged in Lebanon. For details of
student and employment visas, enquire at Consulate (or Consular section at Embassy); see
Passport/Visa Information.
Restricted entry
The Government of Lebanon refuses entry to holders of Israeli and Palestinian passports, holders of
passports containing a visa for Israel, valid or expired, used or unused and passports with entry stamps
to Israel.
