Sub : TTD - Strict Compliance with Purchase Procedure and Tender
Requirements - Reg.

ln many files it was noticed that HODs are resorting to quotation purchases
and nomination purchases without ensuring strict compliance with established
purchase procedures as per the Financial Code and Manual for Procurement of
Goods, of Ministry of Finance, Department of Expenditure' Government of lndia
& circulars of guidelines issues by the central Vigilance commission guidelines
for procurement.

Rule 144 of Fundamental Principles of Public buying in General Finance


Rules, 2017 brings out that every authority delegated with the financial power of
procuring good in public interest shall have the responsibility and accountability
to bring efficiency, economy and transparency in matters relating to public
procurement and for fair and equitable treatment of suppliers and promotion of
competition in public procurement.

As perthe instructions issued underArticle 125 of A.P. Financial Code and


as amended in G.O.Ms.No.258, Fin(TFR-l) Dept., d1.20.09.2013 and clarificatory
orders issued vide G.O.Ms,No.40, Fin(TFR-l) Dept, dt.14.02.2014, all materials /
works / stores cosling more than Rs.1,00,000/- shall be procured only through e-
Procurement platform.

The non-calling of Tenders or Nomination Purchases should be strictly


prohibited except under the following exceptional circumstances as per Annexure-
ito Rrle'184 and Rule 194 of G.O.Ms.No.311, Revenue(Endts-l), dt.09.04.1990.
a) Emergency situations affecting Temple services or Hospital services or safety
of pilgrims or patients etc,.
b Prod ucts/services available from only one source (proprietary items)
c Standardization of spare parts for compatibility with existing equipment
d Natural calamities or emergency situation requiring immediate action

ln respect of purchases other than Engineering Department works' the


Executive officer has been delegated to give administrative sanction and
acceptance of tenders up to Rs.1 crore and to procure on nomination basis up to
Rs.1 0 lakhs. ln respect of works relating to Engineering Department, the Board
has delegated to the Executive Officer to give administrative approvals and
acceptance of tenders up to Rs.2 crores and to get the works carried out on
nomination basis up to Rs.25 lakhs vide Roc No.85/9099/2005, Dt.25.10.2010.
All procurement of goods under nomination purchases require prior approval from
the competent authority with proper justification.
The Limited quotation purchases can be considered when only the Value is
below Rs. 50,000/- (as per current limits) and when Urgent operational
requirements exist. Similarly, deliberate or purposeful splitting of procurement so
as to fall within the limits also will not be accepted and viewed
seriously.(G O.Ms.No.4B9, Fin(TFR-l) Dept., dt.08.12.2008)

The Educational and Medical lnstitutions should fall in line immediately with
these instructions and tenders have to be called for all Medicines, Consumables
and other requirements. These guidelines are not only for TTD but even
organisations under TTD or substantially funded by TTD or Trusts under TTD has
to follow meticulously.

Henceforth Strict adherence to these guidelines is called for to ensure


transparency and fairness in procurement. The Non-compliance will henceforth
be viewed seriously.
