1 TECHNICAL REQUIREMENT
1.1 PRODUCT DESCRIPTION
The offered equipment shall be designed, and field proven, to operate
in similar climatic and power utility environments that are prevailing in
this project. In addition to the requirements specified in this document,
the offered equipment shall strictly fulfil, where applicable, the
requirements specified in the general technical requirements unless
otherwise stated in this document:

The supply shall include all required material for installation and
operation to full satisfaction of the Employer. The bidder shall fill the
guaranteed technical characteristics of the proposed equipment in the
schedules in specification Section 7. SDSI_NPLC-SCADA.
1.2 QUALITY STANDARD
The equipment shall be designed and manufacturing in accordance
with the following quality management systems:
ISO 9001
ISO 14001
1.3 MECHANICAL CHARACTERISTICS
The offered equipment shall be mounted together with other offered
equipment in a freestanding cubicle that is equipped with a 19” rack.
The final position shall be shown in the design documentation. Easy
access to all connectors shall be ensured. The cubicle protection class
and requirements shall follow the common requirements.
2 TECHNICAL CHARACTERISTICS
2.1 GENERAL
The proposed call server system shall consist of a new main and a
backup IP- PBX. It shall be state-of-the-art and shall provide for
features like cyber- security, reliability, expandability. The main unit
shall be installed at the main control centre and the back-up unit at
the back-up control centre. Each unit shall be capable of independent
operation in case of fault situations. It is therefore necessary that the
systems are identical and any re-configuration in either unit shall
automatically be transferred to the other unit.
Compatibility with existing traditional analogue and IP-based
telecommunication systems must be supported with various types of
trunk and subscriber interfaces. PSTN interface shall be supported by

the proposed equipment as well.
The new main and the backup IP-PBX have to take care of all the
relevant security aspects and to be protected against intrusions
and cyber-attacks.

The new IP-PBX system shall have an open platform and distributed architecture.

In order to ensure an uninterruptible, flexible and multifunctional


communication, the new IP-PBX shall also support wireless telephone
connectivity, for example DECT.
The new PBX installation/system shall be designed for IP network
operations. It has to be a full-option and scalable IP-PBX. It is assumed
that for both main PBX and backup PBX the increase of subscribers is
managed by simply adding new licenses with no need for additional
hardware.
The new PBX is assumed to interwork with any IP system as well as
with any standard telephone system deployed and will have adequate
interfaces accordingly. Adequate training and customer support for the
implemented (IP-) PBX are included in the contract and shall be
provided by the Contractor.

2.2 FEATURES
The main and backup PBX shall have a license for a number of
subscribers as specified in the Scope of Supply.
Key features to be supported are:

the telephone sets is specified in the Scope of Supply.

The exact location within a site shall be mutually agreed during the
successful bidder’s detailed site survey.
4 RECORDING SYSTEM
A new Long Term Recording System (LTSR) shall be included integrated
to the Call Server or as a separate device.
The LTRS shall be located at the Main Control Centre
site. Some key characteristics required for the new
LTRS:
Compatible with the new IP-PBX and all deployed subscriber telephone sets
Capability to record a number of at least 20 simultaneous telephone
conversations together with caller information (date, begin time and
duration of the recorded call, caller and calling IDs)
Dimensioning of the archive: the LTRS shall include recording
storage for a period of at least 3 months
Archiving option: telephone conversations shall be archived
automatically on a physical storage media such as DVD or adequate
other media, which will be regularly replaced by NESCO. Such
replacement procedure shall be safe and very easy to handle, and shall

be demonstrated by the Contractor in the course of the verification
phase. In case the archive is reaching its maximum capacity an alarm
message shall be risen (archive 90% full …. Archive 100% full) and

afterwards the oldest records shall be deleted in order to record


any new conversations.
Recording selection option: the recording function for the telephone
sets shall be defined by NESCO administrator
The Bidders shall provide detailed information on theirs proposed solution.
5 TESTING
5.1 TYPE TESTS
The complete telephone system shall be type tested according to
the requirement set forth in the pertinent IEC standards.
The type tests need not to be repeated for the units in this delivery
provided that type tests have previously been performed on similar
units. The bidder shall include evidence of successfully performed type
tests in his bid. Copies of the type test reports shall be included in the
FAT report.
5.2 PRODUCTION (ROUTINE) TESTS
The manufacturer shall perform all relevant production tests in
accordance with relevant IEC standards and his QA-program.
The Employer’s shall be allowed to perform a stage inspection at any
time before final shipment.

5.3 FACTORY ACCEPTANCE TESTS


The Factory Acceptance Tests shall at minimum include the following
tests and inspections:

5.4 PRE-COMMISSIONING

before requesting Commissioning tests to start (pre-commissioning).
Proper test and verification records from the pre-commissioning shall be
available during commissioning.
