V. RATIONALE : When you comprehend what you read, it is like taking a trip around
the world, staying as long as you like, visiting all the places you
wish, and you need never pack a suitcase. Reading is your ticket to
whatever you choose to do become. Reading is your future as well
as your past. (2015)
Since Many people can read a text, but only a select few can
comprehend its meaning. This is because the reading did not
provide the reader with any information. How is this possible? This
occurs when the reader simply reads the text without
comprehending its meaning, or worse, students cannot read at all.
For that reason, it defeats the purpose of reading as a means of
gathering information. According to Joseph and Nation (2018),
good reading skills are crucial for formal education as children
need to be able to extract meaning from text to access the
curriculum. Mariam (2012) also proposed that a major avenue of
learning is reading. Yet, if we do not understand what we are
reading, we cannot learn or remember it. Comprehending is a
major concern, then, for all teachers who use printed materials in
the classroom.

Since reading is crucial in learning, great effort has been given to


developing reading skills. Although many ways have been
promoted to improve reading skills among students, reading is still
something that seems problematic. Students can't understand
English text. These problems occur because, according to Carlo,
August & McLaughlin (2017), the students lack vocabulary, hardly
understand the words, and have less interest in English subjects. In
addition, vocabulary knowledge is important for reading because
the text is understood through the meaning of its words. Therefore,
vocabulary knowledge has been repeatedly shown to predict
reading comprehension for young children. Moreover, Multi-syllabic
Word Reading (MWR), or reading in big words, is in large part
responsible for the significant growth in vocabulary knowledge in
the primary school years and beyond.
With this, Taltal National High School complies with DepEd
Memorandum No. 173's Implementation Guidelines. This proposal
for the continuation of the HIP Project is made in support of the

PROJECT PROPOSAL

DepEd's Brigada Pagbasa Program and the 2019 Bawat Bata


Bumabasa (3Bs) Initiative. It is a project whose goal is to help
struggling readers improve their reading skills. The Philippine
Informal Reading Inventory, or PHIL-IRI, will serve as the foundation
of this reading program.

On top of that, since the majority of students in Grade 8 level can


read monosyllabic words but still find it difficult to read
multisyllabic words, this project will use a variety of activities in
addition to PHIL-IRI materials and other reading books to help the
students in the best manner possible.

VI. OBJECTIVES : The activity aims to achieve the following:


a. To assess the reading level of the students.
b. To develop a good study habit among the students.
c. To give intervention and supportive instruction to struggling
readers; and
d. To enhance and elevate the reading level of the students.

VII. TARGET : This project aims to assess the reading level of grade 8, Junior High
PARTICIPANTS School Learners of Taltal National High School (TNHS) Daffodil,
Zinnia, Daisy and Rose. More specifically, it aims to give proper
intervention and supportive instruction to the identified struggling
readers.
