MINORITES COMPONENT : 2024-25
Introduction:

o The Budgetary Classification System provides normative frame work for both
policy formulation and accountability. Hitherto the Government have been
following Plan & Non-Plan System of classification. Now, as per the decision of
the Government of India to merge Plan & Non-Plan expenditure and classify
the Government expenditure under Capital and Revenue, the budget
allocations are made accordingly.

o The Act No.6 of 2022 of the Andhra Pradesh Legislative received the assent of
the Governor on the 14th April, 2022 and the said assent is hereby first
published on the 20th April, 2022 in the Andhra Pradesh Gazette for general
information.

o ACT No.6 of 2022 - An Act to ensure, accelerated Development of Minority


Communities with emphasis on achieving equality in the next ten years
focusing on Economic Educational and Human Development along with
ensuring the Security and Social Dignity and Promoting Equity among Minority
Population by Earmarking a Portion in proportion to population of Minorities
Welfare in the State of the Total Outlay for CSS & SDP Schemes of the State of
Andhra Pradesh as the outlay of the Minorities Component of the State and
ensuring effective institutional mechanisms for the implementation and for
matters connected therewith or incidental thereto.

o An amount of Rs.4376,89.87 Lakhs is allocated under Minorities Component


2024-25. Scheme wise brief summary on final allocation under Minorities
component 2024-25 and write up on various schemes implemented by various
departments are explained in the next chapters.

Department Wise Schemes
I)Agriculture Marketing and Co-Operation Secretariat
1) Agriculture Department
Introduction
The Agriculture Department of Andhra Pradesh is a key government
agency responsible for promoting agricultural growth, ensuring food security, and
improving the livelihoods of farmers in the state. The department is tasked with
implementing various agricultural schemes, providing essential services, and
supporting the development of agriculture through research, training, and modern
farming practices.
Vision & Objective:
o Ambition is to make agriculture profitable and able to withstand international
competition and to improve the living standards of the farmers of Andhra
Pradesh.
o Strengthening the rural economy by providing high-demand services to farmers
and helping them shift from subsistence agriculture to commercial agriculture
without harming the balance of nature.
o To create profitable and sustainable agriculture that can withstand international
competition by promoting diversified crops, adding value to products and
providing necessary market facilities.

1.2. RKVY - National Project on Management of Soil Health and


Fertility[AP324]
o The RKVY - National Project on Management of Soil Health and
Fertility scheme in Andhra Pradesh is a vital initiative to improve soil
health, reduce the environmental impact of farming, and enhance
agricultural productivity. By focusing on soil testing, balanced nutrient
management, and the promotion of organic farming practices, the scheme
aims to create a more sustainable and productive agricultural ecosystem in
the state, ultimately improving the livelihoods of farmers.
Eligibility:
ü Farmers: Any farmer in Andhra Pradesh is eligible to participate in the
scheme, especially those who have access to soil testing facilities or
Soil Health Cards.
ü Agricultural Cooperatives and Farmer Groups: These groups can
also benefit from the scheme by setting up soil testing labs or
conducting training programs in local communities.

1.3. RKVY - PKVY [AP76]

The RKVY - PKVY scheme is a component of the Rashtriya Krishi
Vikas Yojana (RKVY), focused on promoting organic farming and
sustainable agricultural practices in Andhra Pradesh. The
Paramparagat Krishi Vikas Yojana (PKVY) aims to promote organic
farming by supporting the adoption of traditional agricultural
practices and reducing the dependency on chemical fertilizers and
pesticides.
Eligibility:
ü Farmers: Any farmer in Andhra Pradesh, especially those with a commitment to
transitioning to organic farming, is eligible to join the scheme.
ü Farmer Groups and Cooperatives: Farmers in groups or cooperatives can
benefit from the scheme, as organic farming is often more successful when
done collectively.

1.4. Rashtriya Krushi Vikasa Yojana (RKVY) [AP81]


o Rashtriya Krishi Vikas Yojana (RKVY) aims to enhance agricultural
development through state-specific plans that consider local agro-climatic
conditions with the funding pattern 60:40 ratio between the Centre and
States. The scheme focuses on improving agricultural productivity,
infrastructure, and farmer welfare.

o RKVY-RAFTAAR, revamped in 2017-18, focuses on pre & post-harvest


infrastructure, agripreneurship, and value addition in agriculture and
allied sectors. Projects are approved by the State Level Sanctioning
Committee (SLSC) under the Chief Secretary, with the State Agriculture
Department as the nodal agency. The scheme supports activities like crop
development, horticulture, mechanization, marketing, organic farming, and
more.
Eligibility:
ü The RKVY-RAFTAAR scheme in Andhra Pradesh (A.P.) is designed to support
agricultural and allied sector development through various projects aimed at
improving productivity, infrastructure, and farmer livelihoods.

1.5. RKVY - Rainfed Area Development (RAD)[AP306]

○ The Rainfed Area Development (RAD) scheme is a sub-scheme under the


Rashtriya Krishi Vikas Yojana (RKVY), designed specifically to address the
challenges faced by rainfed (or dryland) farming areas. The scheme aims to
promote sustainable agricultural practices, improve water use efficiency, and
enhance productivity in areas that depend heavily on rainfall rather than
irrigation systems.
○ The RKVY-RAD scheme in Andhra Pradesh focuses on improving the conditions
in rainfed agricultural areas by promoting innovative, climate-resilient
farming systems that make better use of available resources and water

1.6. RKVY - Sub Mission on Agriculture Mechanisation[AP283]

○ The Sub Mission on Agriculture Mechanization (SMAM), under the


Rashtriya Krishi Vikas Yojana (RKVY), aims to promote the use of modern
agricultural machinery in farming practices, improving efficiency and
productivity in agriculture. The scheme was introduced to address the
challenges of labor shortages, low productivity, and the need for timely
interventions in agriculture through mechanization.
○ In Andhra Pradesh, this scheme focuses on enhancing agricultural
mechanization, making farming operations more efficient, cost-effective, and
sustainable, particularly for small and marginal farmers who traditionally have
limited access to modern machinery.

Eligibility

• Farmers, especially small and marginal farmers, are eligible for subsidies to
purchase agricultural machinery.
• Farmer Producer Organizations (FPOs), cooperatives, and self-help
groups (SHGs) can also access subsidies to set up Custom Hiring Centres
and purchase equipment for shared use.

1.7. Annadata Sukhibhava

○ The Annadata Sukhibhava Scheme is a welfare initiative launched by the


Government of Andhra Pradesh aimed at improving the financial wellbeing
of farmers and addressing their challenges, especially the vulnerability to
agriculture-related risks.
○ The scheme aims to provide direct financial assistance to farmers to support
them in improving their living standards, ensuring timely access to inputs, and
mitigating the adverse effects of natural calamities.
○ Under this scheme it is proposed to give financial assistance of Rs.20,000/- per
annum to the farmers under “Super Six” programme. The modalities and
Guidelines are to be finalized

1.8. Rashtriya Krushi Vikasa Yojana (RKVY-DPR) [AP81]

○ The Rashtriya Krishi Vikas Yojana (RKVY) is a flagship scheme of Govt., of


India to promote the integrated development of agriculture and allied sectors
across India. Under this broad scheme, RKVY-DPR (District Project Report)
is a specific component focused on district-level agricultural planning and

implementation in Andhra Pradesh.
○ The details of Budget allocation of the department is shown in

2) Horticulture Department

○ The Department of Horticulture, Andhra Pradesh, is a key government


department dedicated to the development and promotion of horticultural crops,
which include fruits, vegetables, flowers, spices, medicinal plants, and plantation
crops. The department plays a crucial role in improving the agricultural
economy, enhancing farmers' incomes, and promoting sustainable farming
practices in the state.
○ The objective of the Department is to promote the sustainable development of
horticultural crops, enhance farm productivity, and improve farmers' livelihoods
through modern agricultural practices, effective irrigation systems, and better post-
harvest management. The department also focuses on value addition, market
access, and fostering export opportunities for horticultural produce

2.2. RKVY - PMKSY-Per Drop More Crop[AP12]


o The RKVY - PMKSY - Per Drop More Crop scheme in Andhra Pradesh aims to
revolutionize water management in agriculture through the widespread
adoption of micro-irrigation systems like drip irrigation and sprinklers.
By providing financial assistance and promoting water efficiency, the
scheme helps farmers maximize crop production, conserve water, and adopt
sustainable agricultural practices. It plays a crucial role in addressing water
scarcity challenges and ensuring long-term agricultural sustainability in
the state.
Eligibility:
· Farmers cultivating crops in water-scarce regions or those facing issues of
low water availability for irrigation.
· Farmers with a minimum of 0.5 acres of land (upto a maximum of 2
hectares) are eligible for financial assistance to adopt micro-irrigation
systems.

2.3. Krishionnati Yojana - Integrated Development of Horticulture [AP56]


o The Krishionnati Yojana - Integrated Development of Horticulture is a
comprehensive horticulture development program launched by the
Government of Andhra Pradesh to boost the production, processing, and
marketing of horticultural crops in the state. This scheme is aimed at
enhancing the productivity, sustainability, and profitability of horticulture,
promoting the cultivation of fruits, vegetables, flowers, spices, and medicinal
plants in a way that supports farmers income and the State's overall
agricultural economy.
Eligibility:
· Farmers cultivating horticultural crops such as fruits, vegetables, flowers,
spices, and medicinal plants.

· Farmer Producer Organizations (FPOs), Self-Help Groups (SHGs), and
Cooperatives involved in horticulture are eligible for assistance under the
scheme.
· Small, marginal, and medium-sized farmers who need support for adoption
of new technology, infrastructure development, and market access.

II)Animal Husbandry, Dairy Development and Fisheries


Secretariat
1) Animal Husbandry Department

o The Animal Husbandry Department of Andhra Pradesh plays a crucial role


in the development and welfare of the state's livestock sector. The department
is responsible for improving the productivity of livestock (such as cattle,
buffaloes, sheep, goats, and poultry), promoting dairy farming and
enhancing animal health through various scientific, welfare, and
developmental programs.

o Andhra Pradesh is one of the leading states in India for livestock farming,
with a significant contribution to the state’s rural economy, particularly in milk
production, meat production, and wool, as well as in the production of
eggs. The Animal Husbandry Department works to improve the genetic
potential of livestock, ensure better veterinary care, promote animal breeding
programs, and enhance livestock-based farming systems in a sustainable
manner.

1.2. Hospitals and Dispensaries

○ The Hospitals and Dispensaries Scheme under the Animal Husbandry


Department of Andhra Pradesh is designed to provide comprehensive
veterinary healthcare services to livestock in rural and urban areas of the state.
○ The scheme aims to improve the health and well-being of animals, enhance
livestock productivity, and reduce economic losses caused by animal
diseases. It also focuses on strengthening the veterinary infrastructure,
making animal healthcare services more accessible to farmers and livestock
owners across the state

1.3. Artificial Insemination Centres

○ The Artificial Insemination (AI) Centres Scheme in Andhra Pradesh is an


important initiative under the Animal Husbandry Department aimed at
improving the genetic potential of livestock and enhancing milk production
in the state. Artificial insemination is a modern and efficient method of breeding
livestock, which involves the introduction of sperm cells from a selected male
into the reproductive tract of a female animal for breeding purposes.

○ Through the establishment of AI Centres, the state aims to increase the
productivity of dairy cattle and buffaloes, thereby contributing to the overall
development of the livestock sector and improving the livelihoods of farmers
engaged in dairy farming.

1.4. Calf Rearing Programme

o The Calf Rearing Programme is an important initiative under the Animal


Husbandry Department of Andhra Pradesh aimed at improving the livestock
sector, particularly the dairy industry. The program focuses on the rearing
and nurturing of calves to ensure they grow into healthy, productive animals
that will contribute to increased milk production and livestock
productivity.

o The scheme is designed to support small and marginal farmers, dairy


farmers, and livestock owners by providing them with financial assistance,
training, and resources to rear calves effectively, thereby ensuring a
sustainable supply of dairy animals for the future.

2) Fisheries Department
o The Fisheries Department in Andhra Pradesh is a key government agency
responsible for the development, regulation, and promotion of fisheries and
aquaculture activities in the State.
o Andhra Pradesh is one of the leading states in India in terms of fish production,
and the fisheries sector plays a significant role in the state's economy,
livelihoods, and food security.
o The department is tasked with ensuring the sustainable development of the
fisheries sector, improving the welfare of fishermen and aquaculture
farmers, and promoting export of seafood products.

2.2. Pradhan Mantri Matsya Sampada Yojana (PMMSY) [AP346]

○ The main objective of the Pradhan Mantri Matsya Sampada Yojana


(PMMSY) scheme in Andhra Pradesh is to sustainably enhance fish
production and productivity in the state, while improving the livelihoods of
fishermen and aquaculture farmers. The scheme aims to achieve this by
providing financial support and infrastructure development for
aquaculture, fishing, post-harvest activities, and export promotion.

2.3. Diesel Subsidy to Fishermen Boats

○ The Diesel Subsidy to Fishermen Boats Scheme in Andhra Pradesh is a

welfare initiative aimed at providing financial assistance to fishermen for
purchasing diesel to run their fishing boats. The scheme is designed to ease the
financial burden on fishermen and support the fisheries sector by subsidizing
the cost of fuel, which is a major operational expense for fishing boats

2.4. Pradhan Mantri Matsya Sampada Yojana (PMMSY) -Construction of Fish


Landing Centers / Jetties [AP346]

○ The Pradhan Mantri Matsya Sampada Yojana (PMMSY) is a flagship initiative aimed at
promoting the sustainable development of the fisheries sector. Under this scheme, the
construction of Fish Landing Centers (FLCs) and jetties is a key component aimed at
improving fisheries infrastructure in including Andhra Pradesh.
○ The construction of Fish Landing Centers (FLCs) and jetties under PMMSY aims to
upgrade and modernize existing fish landing facilities, ensuring that they meet the needs
of fishermen and aquaculture entrepreneurs. These facilities are essential for the safe
and efficient landing, handling, and marketing of fish catch

III)Energy Secretariat
1) Energy ,Secretariat
o The Energy Department of Andhra Pradesh is responsible for the planning,
implementation, and regulation of energy policies and programs in the
state. It oversees the development and management of both electricity
generation and distribution systems, ensuring a stable and efficient energy
supply to households, industries, and agricultural sectors.

1.2. Assistance to Transmission Corporation of Andhra Pradesh Ltd. for


Agricultural and allied Subsidy
o The Assistance to Transmission Corporation of Andhra Pradesh Ltd. for
Agricultural and Allied Subsidy is a government initiative aimed at providing
subsidized electricity to the agriculture sector in Andhra Pradesh.
o The Assistance to Transmission Corporation of Andhra Pradesh Ltd. for
Agricultural and Allied Subsidy Scheme plays a critical role in making
electricity more affordable for farmers in Andhra Pradesh. By subsidizing
the cost of electricity for agricultural purposes, the scheme ensures that
farmers can continue their activities without the financial burden of high power
costs, thereby contributing to the sustainability and growth of agriculture
and allied sectors in the State.

IV)Secondary Education Secretariat


1) School Education Department
o Department of School Education, Government of Andhra Pradesh aims to
transform its state education system. Through academic, co-curricular and
digital activities, the state will create a positive shift in the socio-economic
health of its population as articulated in Vision 2029.
o The state aims to become a knowledge hub with a proven track record of

streamlining processes in the education department, empowering teachers
through strategic trainings, engaging deeply with all stakeholders in a child's
education, enhancing social-emotional learning of a child, and carefully
considering the metrics and goals Andhra Pradesh wants to accomplish.
o The mission of the Department is to equip children of the State with specified
knowledge, skills, and values to enable them to become good human beings
and productive, socially responsible citizens and to achieve excellence in
whatever they do.

1.2. Pradhan Mantri Poshan Shakti Nirman (PM POSHAN) - Cost of Food
Grains[AP71]

○ The Pradhan Mantri Poshan Shakti Nirman (PM POSHAN) - Cost of Food
Grains scheme in Andhra Pradesh aims to provide nutritional support to
school children by ensuring the supply of quality food grains for the Mid-
Day Meal Scheme. It seeks to enhance the health and learning outcomes
of children through balanced meals in schools, contributing to better nutrition
and education for students, particularly in rural areas.

provide support to children with special needs, ensuring universal access to
education for all students across the state.

○ The Dokka Seethamma Madhyna Badi Bhojanam - Nutritious Meals

balanced meals to schoolchildren under the Mid-Day Meal Scheme. The
objective is to improve the health and nutritional status of students,
enhance attendance and enrollment in schools, and promote overall learning

1.2. PRADHAN MANTRI JAN VIKAS KARYAKRAM [AP238]


o Minorities Welfare Department is implementing “Pradhan Mantri Jan Vikas
Karyakram (PMJVK) (Erstwhile Multi-Sectoral Development
Programme (MsDP)” under Centrally Sponsored Schemes Category.

o To improve socio-economic conditions of minorities and providing basic
amenities for improving quality of life of people and reducing imbalances in
comparison with National average in the identified Minority Concentration Areas
(MCAs).

o Government of India has launched a Centrally Sponsored Scheme namely, Multi-


sectoral Development Programme (MsDP) for the Socio-Economic Development
of Minorities in the year 2008.

o Initially the Scheme was implemented during the 12th Five Year Plan period i.e.
from 2013-14 to 2016-17.

o The Programme is restructured and will be implemented as “Pradhan Mantri


Jan Vikas Karyakram (PMJVK)” .It will be implemented as a Centrally
Sponsored Scheme.

o The Union Cabinet has approved continuation of the scheme for implementation
during 15th Finance Commission Cycle i.e. till 2025-26.,

o The revised PMJVK scheme will be implemented in all districts of the country
including 112 Aspirational Districts. States may propose projects where the
concentration of minority population is more than 25% in the catchment area
(15KM radius). The State Level Committee (SLC) will need to certify the same
for the projects proposed in the identified areas.

o A priority sector under PMJVK has also increased to include Sports, Sanitation,
and Drinking Water in urban areas and Solar Energy in addition to the
existing priority sectors of Education, Health and Skill development.

1.3. Assistance to Andhra Pradesh Wakf Board

○ Under Assistance to A.P., State Waqf Board schemes viz., Assistance To Muslim
Divorced Women, Grant in Aid schemes Construction of Waqf board properties,
repairs to Waqf Institutions, Masjids, Edgahs, Burial Grounds and Compound
walls etc., will be implemented.
○ The main objective of the Andhra Pradesh Waqf Board is to manage and
protect Waqf properties in the state, ensuring they are used for the welfare
of the Muslim community in accordance with the Waqf Act. It aims to utilize
the income from these properties for religious, educational, healthcare, and
welfare activities, while is also preventing encroachments and illegal use.

o Centre for Educational Development of Minorities (CEDM) is under the
administrative control ofGovernment of Minorities Welfare Dept., with an
objective to uplift the down trodden Minority communities educationally and
economically by providing free coaching in various competitive examinations,

trainings and skill development programmes.
o The Centre for Educational Development of Minorities (CEDM) was established in
1994 by the State Government with important objectives, which has been
served the Minorities by providing remedial classes at school level, as well as to
improve the participation and performance of Minorities in Admission Seeking
Entrance Tests and Job Seeking Oriented Competitive Examinations have been
directly utilized by the Minorities and having Identical Resultswitnessing public
representatives throughout the Andhra Pradesh State.
o Under Assistance to Centre for Educational Development of Minorities the following
major projects sponsored by the State Government.
1.) Project-I: Improving the class level performance and educational standards
of Minority children of Urdu/Telugu/English medium in SSC Public
Examination by providing Remedial Classes and practice material in all
districts of Andhra Pradesh.

2.) Project-II: CEDM provides free coaching and study material to Admission
Seeking Entrance Tests for Minority students Viz… POLYCET, DEECET, NEET,
EAPCET, JEE Mains etc. in Minorities concentrated areas throughout Andhra
Pradesh State.
3.) Chamak Scheme:Free corporate coaching for Job Oriented Competitive
Examinations for Minorities Viz… APPSC Groups–I,II,III&IV, DSC, NET,
APTET, SSC, RRB, Police Recruitment, Panchayat Secretaries, IBPS Banking
Services, VRO/VRA, DRONE(Pilot Training Programme) etc. as per demand.

o The all above schemes leads to employment & educational empowerment may
play vital role to achieve ‘’Vikasith Bharath (2029-2047) as well as Super
Six’’ with the State Government initiatives.

1.5. Assistance to Andhra Pradesh Haj Committee


o The Haj Committee of India (HCoI), a statutory body constituted under the
Haj Committee Act of 2002, is responsible for administering and monitoring
all arrangements for the Haj pilgrimage for Muslims. The HCoI operates
under the Ministry of Minority Affairs, Government of India.
o A.P., State Haj Committee is working under the administrative control of the
Minorities Welfare Department.
o Under Assistance to Andhra Pradesh Haj Committee the following activities
will be done with the allocated budget:
· The scheme is designed to cover the expenses for the Haj pilgrimage
(Haj Camp), administrative expenses, and the construction of a new
Haj House in Vijayawada.
· Arrangements are made in coordination with the Embarkation Point for
handling logistics and facilities.

· Three Haj training camps will be conducted in every district for


intending pilgrims.

· Accommodation and food are provided free of cost to Haj pilgrims


during the Haj camp, starting from 48 hours before their departure

from the embarkation point.

· A medical camp, equipped with round-the-clock doctors and 108


ambulance services, will be arranged to handle emergency situations,
in collaboration with the Medical and Health Department.

· Buses will be arranged to transport pilgrims from the Haj camp to


Gannavaram International Airport. A small medical camp will also be
set up at the airport.

· Every year, the AP State Haj Committee deputes government


employees as Khadim-Ul-Hujjaj (Haj Volunteers) according to the
norms of the Haj Committee of India. These volunteers assist pilgrims
in Makkah Mukarramah and Madinah Munawwarah. The expenditure is
shared equally, with 50% borne by the AP State Haj
Committee/Government and 50% by the Haj Committee of India.

· Vaccination camps will be arranged in each district to ensure the


health and safety of the pilgrims.

1.6. Assistance for Construction of Urdu Ghar-cum-Shadikhana


o Urdu-Ghar-cum-Shadikhana is an ongoing scheme. The Government has
released funds for construction and renovation of Urdu-Ghar-cum-Shadikhanas
in various places in the State for poor needy minorities people with nominal
cost according to the local area based on economical conditions.
o The District Collectors constituted maintenance and managing committees for
Urdu-Ghar-cum-Shadikhanas in their respective districts for a period of one
year to three years consisting concerned Four Muslim members +01 women
member and representative from A.P., State Urdu Academy and concerned
District Minorities Welfare Officer is convener of the said committees.
o The Management and maintenance committees has to maintain the accounts
and maintenance charges towards electricity, salaries and other items will be
met from the income of the concerned Shaadhikhanas in the State.
o This committee shall monitor the maintenance of the Shadikhanas under the
supervision of concerned DMWOs.

1.7. Dudekula Muslim cooperative Society Federation Limited


o As per 2011 census, the total Population of Dudekula, Laddaf, Pinjari and
Noorbasha Community in Andhra Pradesh is 4,57,813.
o In OBC Reservations of the Central Government, the community stands in
Sl.No.43 and in the State of Andhra Pradesh under BC Reservations, it
stands at Sl.No.5.

o Vide G.O.Ms.No.125, Minorities Welfare Department, dated 03.05.2010, the
Andhra Pradesh NoorBasha/Dudekula Muslims Cooperative Societies
Federation Limited has been constituted.
o The main objective is plan, promote and implement specific programs for the
welfare of the Dudekula Community in the state.

○ The Incentives to Imams and Mouzans Scheme in Andhra Pradesh aims to

Corporation as Directors of the Board.

○ Andhra Pradesh State Survey Commissioner of Waqfs is appointed under Sub-


Section 1 of Section 4 of the Waqf Act 1995. After Bifurcation of the State, The
Survey Commissioner of Waqf for Andhra Pradesh has been appointed vide
G.O.Rt.No.156 Dated: 01-12-2016 to carry out the survey of all the Un-Notified
Waqf Properties identified by the 2nd survey commissioner in the State of
Andhra Pradesh.

o The main functions and objectives:


o To carry out the survey of the un-notified waqf properties by fixing up the
boundaries with the assistance of the concerned Mandal Surveyors/Town
Surveyors.
o To prepare survey reports along with sketches, duly reconciling with
revenue records.

o The Scheme for Implementation of the Persons with Disabilities Act,
1995 in Andhra Pradesh aims to ensure the empowerment and inclusion of
persons with disabilities by providing them with equal access to education,
employment, healthcare, and social security.
o The objective is to eliminate barriers, promote accessibility, and create an
inclusive environment where persons with disabilities can lead a dignified
and independent life with necessary support services, assistive devices, and
legal protections under the Act.
