Introduction
At the end of the 20th century, about 330,000 of India’s 825,000 villages and rural
habitations (hamlets or subvillages) lacked all-weather road access. As a result, about
300 million people— 28 percent of the population—had limited connectivity with the rest
of India and the world.

Limited connectivity thus limits access to economic opportunities (employment, product


markets) and to basic services (education and health). Limited connectivity also hinders
interactions between productive activities holding down economic efficiency and
growth.

Limited access to economic opportunities and human capital accumulation hinders


improvements in the living standards of the rural poor. It was against this background of
poor connectivity and limited opportunities that India’s prime minister announced the
Pradhan Mantri Gram Sadak Yojana (PMGSY) rural road program, in 2000. PMGSY set a
target of connecting every habitation with a population of more than 500 with all-
weather roads.2 It was estimated that about 178,000 habitations would be provided
with connectivity under the program. By 2018 PMGSY had delivered more than 550,000
kilometers of all-weather rural roads, connecting more than 159,000 habitations, at a
cost

Objectives
1) Providing All Weather Roads
Many Rural Roads were in India were seasonal, making travel challenging during monsoons.
PMGSY aimed to replace these with durable, all-weather roads to ensure year-round
accessibility. It also included upgradation of existing roads in rural areas.

2) Increasing Market Access


By connecting villages to towns and cities, PMGSY enables
farmers, artisans, and other rural producers to reach larger
markets, thus increasing their income potential.

3) Improving Access to
Education and Health Facilities
With reliable roads, children can attend school more regularly,
and access to healthcare facilities becomes quicker and more
dependable, particularly in emergencies

Eligibility
Population Treshold
Habitations with designated population size as per 2001 Census:
Plain Areas: Population of 500+.
North-Eastern States, Himalayan States, Deserts, and Tribal Areas: Population of 250+.
Must be listed in the Core Network to qualify for road connectivity.

Unconnected Habitations
A habitation located:
At least 500 metres or more from an all-weather road in plains.
1.5 km (path distance) or more in hilly regions.
Lacks reliable road connectivity to essential services or connected habitations.

Core Network Core Network: It is that minimal Network of roads (routes)


that is essential to provide Basic access to essential social
and economic services to all eligible habitations in the
selected areas through at least single all-weather road
connectivity.

Phases of PMGSY

Phase 1 (2000) CEO's Name

The first phase of the Pradhan Mantri Gram Sadak Yojana (PMGSY) was introduced in
December 2000.
The scheme was launched as a 100% centrally sponsored scheme.
The objective of PMGSY Phase I was to provide all-weather road connectivity to eligible
unconnected habitations.
The eligibility was based on a designated population size of 500+ in plain areas and
250+ in North-East, hill, tribal and desert areas.
The designated population size was as per Census 2001.
The scheme aimed to promote overall socio-economic development in eligible
unconnected habitations.
The scheme also aimed to upgrade existing district roads with all-weather road
connectivity.
The PMGSY Phase I targeted 1,35,436 habitations.
The scheme also aimed to upgrade 3.68 lakh km of rural roads, including 40% renewal of
rural roads funded by the states.
The goal was to ensure complete farm-to-market connectivity

Phase II (2013)
The Phase II of the Pradhan Mantri Gram Sadak Yojana (PMGSY) was approved in May
2013.
During the 12th Five Year Plan period, a target of 50,000 km length was set under
PMGSY-II.
The scheme aimed to upgrade the existing roads for village connectivity.
The Centre bore 75% of the upgradation cost and 25% by the state.
In hill states, desert areas, Schedule V areas, and Naxal-affected districts the Centre
contributed 90% of the cost under PMGSY-II.
The Cabinet Committee on Economic Affairs approved the continuation of PMGSY-I
and II.
The extension was until September 2022 to complete the remaining road and bridge
works under the scheme.

Phase III (2019) CEO's Name

Phase III (2019 onwards): In July 2019, the Cabinet approved the Phase III of the
Pradhan Mantri Gram Sadak Yojana (PMGSY).
The scheme's objective was to consolidate Through Routes and Major Rural Links.
The goal was to connect settlements to higher secondary schools, hospitals, and
Gramin agricultural markets (GrAMs).
The PMGSY Phase III aims to consolidate 1,25,000 km of road length in the States.
* The scheme started in 2019-20 and will continue until 2024-25.
Under the PMGSY Phase III scheme, the funds would be shared in the ratio of 60:40
between the Centre and State for all states.
* The ratio would differ for 8 North Eastern and 3 Himalayan States (Jammu
& Kashmir, Himachal Pradesh & Uttarakhand). The ratio would be 90:10.
The PMGSY Phase III scheme is expected to enhance rural infrastructure. The scheme
also aims to provide better connectivity in these areas.
The goal is to lead to overall socio-economic development.

Road Connectivity Project for Left
Wing Extremism Area (RCPLWE A)

The government launched a Road Connectivity Project for left wing


Extremism affected Areas in the year 2016 as a separate vertical
under PMGSY.
It was launched in the year 2016, with an outlay of Rs. 11,725 Crores.
For construction/upgradation of strategically important roads
chosen in the 44 worst affected LWE districts and adjoining districts.
This was launched in Andhra Pradesh, Bihar, Chhattisgarh, Jharkhand,
Madhya Pradesh, Odisha, Telengana and Uttar Pradesh.
