dependable, particularly in emergencies
Unconnected Habitations
A habitation located:
At least 500 metres or more from an all-weather road in plains.
1.5 km (path distance) or more in hilly regions.
Lacks reliable road connectivity to essential services or connected habitations.

Phase 1 (2000) CEO's Name
The first phase of the Pradhan Mantri Gram Sadak Yojana (PMGSY) was introduced in
December 2000.
The scheme was launched as a 100% centrally sponsored scheme.
The objective of PMGSY Phase I was to provide all-weather road connectivity to eligible
unconnected habitations.
The eligibility was based on a designated population size of 500+ in plain areas and
250+ in North-East, hill, tribal and desert areas.
The designated population size was as per Census 2001.
The scheme aimed to promote overall socio-economic development in eligible
unconnected habitations.
The scheme also aimed to upgrade existing district roads with all-weather road
connectivity.
The PMGSY Phase I targeted 1,35,436 habitations.
The scheme also aimed to upgrade 3.68 lakh km of rural roads, including 40% renewal of
rural roads funded by the states.
The goal was to ensure complete farm-to-market connectivity

Phase II (2013)
The Phase II of the Pradhan Mantri Gram Sadak Yojana (PMGSY) was approved in May
2013.
During the 12th Five Year Plan period, a target of 50,000 km length was set under
PMGSY-II.
The scheme aimed to upgrade the existing roads for village connectivity.
The Centre bore 75% of the upgradation cost and 25% by the state.
In hill states, desert areas, Schedule V areas, and Naxal-affected districts the Centre
contributed 90% of the cost under PMGSY-II.
The Cabinet Committee on Economic Affairs approved the continuation of PMGSY-I
and II.
The extension was until September 2022 to complete the remaining road and bridge
works under the scheme.
Phase III (2019 onwards): In July 2019, the Cabinet approved the Phase III of the
Pradhan Mantri Gram Sadak Yojana (PMGSY).
The scheme's objective was to consolidate Through Routes and Major Rural Links.
The goal was to connect settlements to higher secondary schools, hospitals, and
Gramin agricultural markets (GrAMs).
The PMGSY Phase III aims to consolidate 1,25,000 km of road length in the States.
* The scheme started in 2019-20 and will continue until 2024-25.
Under the PMGSY Phase III scheme, the funds would be shared in the ratio of 60:40
between the Centre and State for all states.
* The ratio would differ for 8 North Eastern and 3 Himalayan States (Jammu
& Kashmir, Himachal Pradesh & Uttarakhand). The ratio would be 90:10.
The PMGSY Phase III scheme is expected to enhance rural infrastructure. The scheme
also aims to provide better connectivity in these areas.
The goal is to lead to overall socio-economic development.
